What is SBF?

For more than 96 years, the Santa Barbara Foundation has been serving our county, from Carpinteria to the Santa Maria Valley, from Lompoc and the Santa Ynez Valley to Cuyama.

As your community foundation, the Santa Barbara Foundation actively connects donors, nonprofits, businesses, government and the people of our county to take on the challenges that affect us all.

We know that together we can do more. Working together, we create meaningful impact on the issues you care about in the communities we all love.

To realize our vision of a thriving community for all, we support the nonprofits across our county that serve community members facing hardships — due to income status, disasters, societal or family issues, health, age, and more.

Equally important, we help donors achieve their philanthropic goals, both directly by stewarding their charitable funds, as well as in partnership with professional advisors. In this report, you’ll find updates on our work from 2024 — made possible by our generous donors — to secure basic safety net services like food, shelter, health care, child care and more, to expand internet access and digital skills for our low-income neighbors, to fortify our local nonprofit sector, and to conserve and ensure that everyone in our county can enjoy our unique and inspiring natural environment for generations to come.

From Our Leaders

With great enthusiasm, the Santa Barbara Foundation (SBF) launched into 2024 with our new “Roadmap for 2024-2028 Strategic Plan,” carefully developed over a year-long process with SBF Trustees and staff to strengthen our work to address our county’s most pressing challenges.

Little did we know how important this roadmap would be one year later.

Staying true to our mission to mobilize collective wisdom and philanthropic capital to build empathetic, inclusive, and resilient communities, and announcing our new vision statement — A Thriving Community for All — we centered our day-to-day work around three new strategic priorities:

1. Express and Embody our Highest Ideals

2. Invest for Thriving and Resilient Communities

3. Inspire Charitable Giving Countywide

We are proud to share that within the first year of our strategic plan, SBF distributed over $27 million in grants to more than 1,500 nonprofits in Santa Barbara County, thanks to the generosity of our donors and the support of our donor-advised fundholders.

As we further reflect on the work that has been accomplished by the Santa Barbara Foundation in 2024, we are also inspired by the first phase of our new branding process. After multiple perception surveys and a year of meetings with dozens of community members guided by staff, consultants, and current and former Trustees, three powerful words have crystallized: Connection, Expertise, and Impact

Some examples these words brought to life include:

Connection

Leveraging our deep connections in Santa Barbara County and the region, SBF served as the fiscal agent and primary convener of a new Digital Equity Coalition formed to connect residents to broadband connectivity and internet devices, resulting in 573 distributed devices to over 600 community members.

Expertise

In 2024, our expert team worked closely with a local philanthropic family and their advisors to establish the Wyatt Family Foundation, a new supporting organization of the Santa Barbara Foundation.

Impact

While there are many examples of this, we’ll share this one. In 2024, SBF awarded $2.5M to 56 organizations to fund basic community needs (food, shelter and safety, behavioral health and health care) through our multiyear grant program. This represents a 13% increase in funding from the previous cycle in 2022/2023, as well as increased giving in North and Mid-County.

With uncertainty around current federal funding cuts, we are committed to inspiring more charitable giving across the county to address critical needs in our community, and we are grateful for your generosity and partnership.

What We Do

Our approach centers on bringing people together to create real solutions. The cycle shown here reflects how we listen, learn, and partner with nonprofits, funders, community members, and local leaders to move from shared understanding to shared action ultimately helping address challenges and improve the lives of individuals and families across Santa Barbara County.

Collaboration for Good Leadership in Action

At the Santa Barbara Foundation (SBF), leadership means listening closely, bringing people together, and transforming ideas and data into action. In 2024, we continued to serve as a trusted guide and partner in addressing our region’s most urgent challenges.

Through the Santa Barbara County Digital Equity Coalition (DEC), we helped align dozens of organizations to expand broadband access, distribute over 500 devices, and train Digital Navigators to support residents one-on-one. With funding from the California Department of Aging’s Access to Technology (ATT) program, we accelerated digital inclusion for families, seniors, and Spanish- and Mixteco-speaking households across the county. (Learn more on pages 20-21.)

In child care, SBF, with our key partners, leveraged funding from the American Rescue Plan Act (ARPA) and Foundation grants to expand provider capacity, invest in workforce development, and support long-term solutions through the Child Care Initiative. Our countywide needs assessments are helping shape infrastructure and licensing strategies. (Find more details on page 14-15.)

We also advanced community health equity by investing in the Community Health Worker/Promotor (CHW/P) workforce and by helping shape state-level policy through our participation in the CHW/P Policy Coalition. (Read more about this initiative on page 16.)

In housing, we advanced systems-level investment through the SBF Housing Affordability Loan Fund, supported critical projects like the Quality Inn conversion, and collaborated with donors and nonprofits to unlock new pathways to housing stability. (Find out more on pages 10-11.)

Through every effort, we lead by building trust, aligning purpose, and sparking collective momentum.

Strategic Grantmaking

Our Community Grants Program reinforces the local safety net by funding programs that deliver quality behavioral health and health care, strengthen the capacity of youth wellness services, and address urgent needs such as food security, shelter, and safety for our community members experiencing homelessness.

2024 Community Grants

These grants represent the first year of a two-year commitment.

The Santa Barbara Foundation was also proud to facilitate the inaugural round of grants through the Youth Mental Health Recruit, Retain, Rest & Recuperation (4R) Fund, an initiative launched by local philanthropist and clinical child psychologist Carrie Towbes. This fund addresses urgent staffing challenges faced by youth mental health organizations. In 2024, the 4R Fund awarded $150,000 in grants to 15 nonprofit partners that provide mental health services for children, youth, families, and caregivers across the county.

Housing Affordability & Impact Investing

In 2024, the Santa Barbara Foundation (SBF) transitioned from research and planning to action moving capital and partnerships toward lasting housing solutions across our county.

Guided by insights from our 2023 Housing Affordability Report, SBF launched a coordinated housing strategy rooted in four focus areas: public will, financing innovation, land use, and housing delivery.

A key development was the formation of the Funders’ Collaborative for Housing Affordability, a pooled philanthropic and institutional funding model.

One early investment: a $1.5 million loan to the Quality Inn conversion project in the city of Santa Barbara. This effort will transform 34 motel rooms into permanent supportive housing for individuals experiencing homelessness delivered in partnership with the Housing Authority of the City of Santa Barbara.

To ensure long-term, systems-level impact, SBF also convened and fiscally sponsored the development of The Home Team a new countywide housing advocacy organization. Scheduled to launch in 2025, The Home Team will amplify pro-housing voices through coordinated public education, coalitionbuilding, and policy advocacy.

Partners in Philanthropy

Empowering Giving, Together

As your community foundation, the Santa Barbara Foundation (SBF) collaborates with our donors to help them achieve their philanthropic goals, providing expertise about our county’s unique and most pressing challenges and connecting them with initiatives, projects, and organizations to support their charitable aims.

And, we partner with professional advisors to support their work with clients to personalize giving opportunities.

By serving as the fiscal sponsor to new or emerging nonprofit organizations, we provide administrative and other support until they are fully self-sustaining.

In 2024, SBF facilitated $45.2 million in nondiscretionary grants, directed by donors to support the causes closest to their hearts, along with recommendations by Santa Barbara Foundation. (See pie chart on the right for a breakdown of grant categories.)

The philanthropic sector can be uniquely responsive and agile when unexpected or unusual opportunities arise to address community needs. In 2024, we were thrilled to facilitate two such projects.

SBF supported Steve Lyons to fulfill his powerful philanthropic dream: the purchase and establishment of My Home at the Lyons House, a supportive residence for transitional age youth (TAY) — young adults who were in foster care as children. SBF provided tailored guidance and infrastructure to help bring this deeply personal legacy project to life. Channel Islands YMCA will provide supportive services for residents.

That same spirit of partnership guided our support for Fighting Back Santa Maria Valley (FBSMV) in North County. When FBSMV had a rare opportunity to acquire a property for a youth navigation center, SBF issued a $599,000 bridge loan, which was repaid within 60 days using public funds — a catalytic example of how philanthropic agility can unlock transformational resources.

Child Care

In 2024, the Santa Barbara Foundation (SBF) deepened its investment in child care, working to expand access and build a more accessible system for families across Santa Barbara County.

Working alongside public and private sector leaders, Santa Barbara Foundation identified community needs, strengthened local infrastructure, and increased child care capacity, with these collaborative efforts serving as the basis for the Planning for Child Care in Santa Barbara County report and the countywide Child Care Facilities Needs Assessment

To address urgent needs, SBF administered $1.125 million in state and federal funding through the American Rescue Plan Act (ARPA), aligning resources with local urgent needs in collaboration with First 5 Santa Barbara County, Children’s Resource & Referral of Santa Barbara County (CRR), and the Santa Barbara County Education Office’s Child Care Planning Council (CCPC).

• This collective effort led to more than 1,300 new licensed infant/toddler spaces being created since 2023

• 50 teachers were trained and received infant/toddler qualifications in Santa Barbara County

• 25 family child care businesses graduated from the business training cohort

In addition, Santa Barbara Foundation awarded:

• $302,900 to 14 nonprofit partners, supporting scholarships for 62 children through the William and Lottie Daniel Child Care Grant

• $99,830 to 11 nonprofit partners for child care workforce development

Community Health Workers/ Promotores

In 2024, the Santa Barbara Foundation (SBF) deepened its commitment to communitybased health solutions by building a strategic partnership with nonprofits, Managed Care Plans, and educational institutions to strengthen the infrastructure of Community Health Workers and Promotores (CHW/Ps) trusted, culturally rooted community members who connect residents to health resources, provide education, and bridge the gap between communities and the healthcare system.

SBF co-facilitates the Central Coast Tri-Counties CHW/P Capacity Building Collaborative, a regional effort to strengthen this essential workforce through training, policy engagement, and strategic investment.

See page 23 for a list of our health equity workforce partner/grant recipients.

In 2024, SBF provided $135,551 in grants to organizations that train, employ, and support CHW/Ps. We also received $75,000 to serve as a regional accelerator to expand access to CHW/P services, develop financially sustainable program models, and strengthen networks across the Central Coast.

This enabled SBF and our partners to contribute to statewide strategy — helping ensure that policy and funding reflect the realities and potential of this critical workforce.

We received $60,000 from the State of California to support promotores as trusted messengers who share critical information for Central Coast residents about water conservation, extreme heat, and more.

Through these efforts, we’re building sustainable capacity for community-driven health solutions that will serve Santa Barbara County for years to come.

Conservation, Environment & Public Trails

The Santa Barbara Foundation’s (SBF) Conservation, Environment and Public Trails (CEPT) Grant Program advances communitydriven efforts to protect the region’s natural resources and expand equitable access to outdoor spaces. CEPT supports land conservation, ecosystem restoration, public trails development, and environmental education countywide. In 2024, SBF awarded $609,956 in CEPT grants to 26 organizations, fueling a range of projects that restore habitats, enhance trail systems, and engage residents of all ages in stewardship.

• Environmental Restoration: Over 3,400 native plants restored across five acres

• Outdoor Access: Three miles of new and repaired public trails

• Land Conservation: Progress toward long-term land protection

• Youth Engagement: Nature-based learning programs for young people to increase well-being and connection

• Cultural Inclusion: Five projects to incorporate Indigenous perspectives in restoration and education

• Community Involvement: 15,800+ pounds of trash removed and 35 volunteer events held

CEPT also brings together nonprofits and local experts to share lessons and strengthen conservation strategies across Santa Barbara County.

Collaboration for Social Impact

The Santa Barbara Foundation’s (SBF) Collaboration for Social Impact (CSI) continues to be a cornerstone of our commitment to building a resilient and wellresourced nonprofit sector. Through strategic funding, partnerships, and professional development, CSI aims to strengthen the capacity of local organizations to thrive and lead lasting change.

In 2024, the Santa Barbara Foundation awarded $303,627 in Small Capacity Building Grants to 54 nonprofit partners to strengthen organizational capacity and programmatic effectiveness. (For a list of all our nonprofit grant partners, see pages 22-23.)

CSI also provided Large Capacity Building Grants in the amount of $25,000 each to three nonprofit partners to strengthen their infrastructure and impact. These grants supported CALM’s work with the

Community-Based Organization Coalition to navigate behavioral health payment reform under CalAIM; the 805 Immigrant Coalition to support emergency planning and develop their Rapid Response System; and to Sansum Diabetes Research Institute to provide five Community Health Worker partners with technical assistance to overcome barriers in data sharing, billing, and certification.

CSI facilitated nonprofit peer learning cohorts, fiscal sponsorships, board development, customized training, and access to consultants and resources through our capacity building partnerships.

We also supported the 2024 Partnership for Excellence Conference, held in September in Buellton, as a key funder and content advisor, contributing to a vital day of learning and connection among local nonprofit and foundation leaders.

We were also honored to celebrate with more than 300 of our esteemed nonprofit partners at Toast to the Nonprofit Community in October at Vega Vineyards in Buellton.

While 2024 brought important progress and deep engagement, CSI enters 2025 amid growing challenges for the nonprofit sector. With shifting public and philanthropic priorities, we remain committed to helping our partners stay resilient and responsive to evolving needs in Santa Barbara County.

Digital Equity Coalition

In Santa Barbara County, more than 21,000 households are eligible for discounted internet service, yet barriers to access persist especially among older adults, rural families, and historically underserved communities. In 2024, the Santa Barbara Foundation (SBF), as convener and fiscal sponsor of the Santa Barbara County Digital Equity Coalition (DEC), continued to lead a coordinated, countywide effort to advance full digital inclusion.

Expanding Access Through the Access to Technology Grant Program

As fiscal agent for the California Department of Aging’s Access to Technology (ATT) program, SBF coordinated a pilot across five community-based partners:

• American GI Forum

• CommUnify

• Community Partners in Caring

• Family Service Agency of Santa Barbara County

• Independent Living Resource Center

Together, they:

• Delivered 980 hours of training

• Served 654 community members

• Distributed 573 devices — primarily to older adults and adults with disabilities

A focus on sustainability meant training Digital Navigators embedded within trusted local organizations, ensuring that knowledge and access stay in the community.

Digital Navigators: Empowering One-on-One Support

ATT partners completed 980 hours of training to equip Digital Navigators with the skills to provide personalized, one-on-one coaching. These navigators now assist residents with device setup, internet enrollment, and digital literacy offering support in English, Spanish, and Mixteco. In addition, Partners in Education trained more than 500 residents in online safety and privacy best practices.

SBCDEC.Org: A Centralized Resource for Digital Access

In 2024, DEC launched SBCDEC.Org  an online hub designed to connect Santa Barbara County nonprofits and residents to local digital resources. The site shares training opportunities, device access programs, and reduced-rate broadband options, all curated with equity in mind.

From Policy to Practice

The DEC supported the passage of California’s Digital Equity Bill of Rights and provided formal input to shape the State Digital Equity Plan and funding priorities for the Broadband Equity, Access, and Deployment (BEAD) five-year action plan. We are proud to support young scholars as they pursue their dreams and postsecondary education. SBF contributed $1,019,990 to the Scholarship Foundation of Santa Barbara in 2024. North County students received 62% of that funding via 125 scholarships; 38% of the funds supported 76 scholarships to South County students. Disaster Resilience, Response, and Recovery

In 2024, the Santa Barbara Foundation supported community response to natural disasters across our county. Following severe winter storms, SBF received a $55,000 grant from the League of California Community Foundations to support affected households. In partnership with 805UndocuFund, $50,000 was distributed directly to 173 families to help cover rent, temporary shelter, food, utilities, emergency repairs, and other essentials. SBF also provided a $38,000 grant to the Community Environmental Council for wildfire resilience projects in Santa Barbara County.

The Apache Fire struck the small Cuyama Valley community of Quail Springs in July. We were pleased to provide a $9,000 disaster relief grant to defray the cost of emergency evacuation of both humans and livestock, replace a lost flock of chickens, and repair damaged infrastructure, including water lines.

Jim Selbert

Jim Selbert holds a BA in economics from the University of Cincinnati and an MS in finance from the MIT Sloan School of Management. He began his career in California as a financial analyst, and in 1971, Jim co-founded Accufy Analytics LLC, a Santa Barbara-based firm whose software has supported over $1 trillion in asset financing.

Jim served on the board of Direct Relief for 19 years and currently sits on the boards of the Santa Barbara Foundation and The Land Trust for Santa Barbara County. He also manages Las Cumbres Ranch in Los Alamos with his wife, Patricia, and son, Stefan, where they employ holistic practices to enhance soil fertility, biodiversity, and carbon sequestration.

A longtime resident of Santa Barbara County, Jim enjoys hiking on local trails with his family in his free time.

Jason Stilwell

Jason Stilwell is an accomplished public administrator with over 30 years of experience in city and county government. He holds a BA in political science from California Polytechnic State University, an MPA from San Jose State University, and a doctorate in public affairs from the University of Colorado.

Jason has served as City Manager of Santa Maria, City Administrator for Carmel-by-the-Sea, and Assistant County Executive Officer for Santa Barbara County. With expertise in strategic planning, fiscal management, and organizational transformation, Jason has successfully led diverse teams, managed complex budgets, and championed initiatives that enhanced community well-being. His career reflects a dedication to fostering collaboration, streamlining operations, and implementing initiatives that address critical community needs.

Jason resides in Santa Maria and in his free time, he enjoys volunteering, teaching, and spending time with his family.
