A LETTER TO OUR COMMUNITY At Richland County, we consider public engagement – put simply, how we engage with residents – one of our highest priorities. A few years ago, County leadership and staff even named “Achieve positive public engagement” as one of six strategic goals for Richland County government, with that core group of six goals considered to have the most significant impact on Richland County’s long-term success. How do we accomplish this goal? by providing a variety of events, hosted by County Councilmembers and specific departments, that educate residents on County functions, programs and services by increasing the visibility of County services – both those our residents use daily, such as water service and recycling – and services you might only think about occasionally, such as the elections office by developing community networks for public speaking and educational opportunities around Richland County by engaging stakeholders to give vital feedback about County services and benefits
All these actions are accomplished through the critical efforts of County Council, Administration, and County staff, including our Public Information Office, which works to ensure messaging that’s both proactive and consistently accurate. Our County values two-way communication and considers engagement as both a means of education and feedback. For our 2026 calendar, the Public Information Office sought to highlight aspects of our County that foster all manner of community engagement. That’s engagement with families, neighbors, County government, and even nature! And all of those interactions happen in a central place: our County.
Of course, none of these engagement efforts, and the others highlighted in this calendar, would be possible without the more than 2,000 Richland County staff who make it their mission to serve the public with excellence. Richland County operates under the Council-Administrator form of government. County Councilmembers are elected in November general elections from single-member districts for four-year terms beginning Jan. 1 of the following year.

The 11-member Council appoints an Administrator 5 to be the chief administrative officer of Richland County Government and to manage all departments under the jurisdiction of Richland County Council. The Administrator executes the policies, directives and legislative actions of Council, manages and coordinates operations, prepares operating and capital budgets, and performs essential duties in overseeing the daily and long-term activities of County government.
