Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE

Modoc Academic Decathlon Team Competes In State Competition

A crowd gathered at Modoc High School to cheer on the Modoc Academic Decathlon team as it departed to compete in the California State Academic Decathlon.

Modoc High School met the district point requirement to qualify for the state competition with a total team score of 32,375 points. The team advanced to the California State Academic Decathlon, held March 1922, 2026.

Veterans Day guide to honor local service members

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.

Many Modoc County residents were without phone and internet service for several hours Monday afternoon and evening, disrupting communication and affecting some businesses.

The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties.

Dear Editor,

No doubt my comments and observations on the topic of this missive will ruffle feathers, but I’m approaching the topic as one with a strong academic grounding in science and engineering. I allude herein to the article in the Record regarding geothermal power exploration in our northeastern arena. Though I’m not usually one to mock those who tend to always be concerned about this or that, when it comes to geothermal power systems you really cannot get much closer to eco-friendly, long-term, sustainable power generation. In an era when dams are being demolished that have provided clean hydroelectric power just to save a bunch of fish for a privileged few, why would anyone oppose geothermal? Hmm....that might be a rhetorical question given how science-challenged the masses are.

Solar and wind generated power systems are unreliable and have short lifespans in terms of component failures. Contrary to popular misconception, solar and wind are a joke.

Two of my best buddies were directly involved in nuclear power science and technologies. One is my good friend Dennis who taught nuclear engineering in university and then spent over thirty years as a nuclear metallurgy expert. Dennis was a consultant when Three Mile Island had a nuclear incident and when the tsunami in Japan destroyed the Fukishima nuclear power facility. My other dear brilliant nuclear science pal was Mike, who died a few years ago due to hereditary Alzheimer’s. Mike had two PhDs in nuclear fusion power. Mike once told me while our respective families vacationed together in Maui back 1998 that it would be 50 years or more, if ever, before there would be commercially viable nuclear fusion power.

The point I’m implying here is that nuclear power has its issues, sometimes serious issues, and solar and wind are a farce, while geothermal is awesome. If dams are going to keep being torn down thereby denying the masses of clean, reliable, long-term hydroelectric power, then it’s a no-brainer to promote geothermal. Bottom line, the “concerned” folk can’t have their cake and eat it too. You cannot expect eco-friendly power generation but then stand in the way of it. And, the manufacturing of solar and wind components requires gigantic investments of fossil fuels. Duh, and Duh again!!

Nursing Assistants Strengthen Health and Connection in Ft. Bidwell

In the Ft. Bidwell Tribal Community in Modoc County, three dedicated nursing assistants are making a meaningful impact on community health through compassion, resilience, and lived experience.

Marisha Noneo, Cerena DeGarmo and Lee Ann Polite serve as Community Health Representatives (CHRs) with Warner Mountain Indian Health, acting as a vital bridge between healthcare systems and the people they serve. As trusted members of their community, they bring a unique perspective to their work—one shaped not only by training, but by reallife experiences that foster connection, understanding, and trust.

Unlike traditional healthcare roles, CHRs meet people where they are. Whether knocking on doors to assist with paperwork, sitting alongside patients to truly listen, or helping navigate complex health systems, these women ensure that care is accessible and personal. Their ability to build relationships allows them to identify needs that might otherwise go unnoticed.

Each of these women also brings strength forged through personal challenges, including experiences with substance use recovery. In a region where substance use rates often exceed state averages, their journeys offer both insight and inspiration. Their resilience, determination, and resourcefulness have become powerful tools in supporting others and strengthening the community.

Beyond one-on-one support, Noneo, DeGarmo and Polite are actively leading communitycentered initiatives. They helped procure and distribute locally produced food to households during the SNAP benefit pause, with a focus on traditional first foods. They have provided hygiene bags and “cozy kits” to tribal households, created a weekly walking group to promote mobility, balance, and heart health, and organized anonymous distribution of free STD testing kits in public spaces. In addition, they develop monthly outreach calendars filled with themed events to keep the community engaged and informed.

Through their work, these women are not only improving access to care but also helping reduce stigma and promote wellness throughout the Ft. Bidwell Tribal Community. Their efforts reflect a growing

recognition of Community Health Workers as essential members of the healthcare system—a role now supported by the State of California as a Medi-Cal reimbursable service.

Together, Noneo, DeGarmo and Polite exemplify how compassion, perseverance, and deep community connection can transform lives.

MODOC INDIVISIBLE, a Non-Partisan Community Group

MODOC INDIVISIBLE, a non-partisan community group, will host a No Kings 3 event on March 28 in Alturas. A previous No Kings event in October drew millions of participants across the country in peaceful demonstrations held in both small towns and major cities to express concern about the direction of the nation and to support democratic institutions.

Organizers say the gathering is meant to stand in solidarity with communities they believe have been treated unfairly and with families struggling with rising living costs and uncertainty about government policies. Although Modoc County has not seen activity from federal immigration agents locally, some residents say they feel anxious about the broader national climate.

Community members are invited to join a peaceful demonstration from 1:30–3:30 p.m. The event will include singing, snacks, a raffle, sign-designing, and time for participants to share concerns and ideas. Organizers hope to contribute to a nationwide day of civic participation that they say could draw millions of people.

The event will take place at Four Corners -Hwy 299 and N Main St. Alturas. Participants are encouraged to bring friends and take part in the

community conversation.

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

Studio 540, Modoc County’s premier contemporary art gallery, is proud to present Zelma Iveson Allan: Wildlife and Western Art, from April 4 to May 27, 2026. Zelma Iveson Allan is a Surprise Valley resident with deep roots in the California–Nevada high desert. Raised on the historic Iveson Ranch in Hualapai Valley, northeast of Gerlach, Nevada, Allan has been drawing horses and local wildlife since childhood. Her work has been widely exhibited and reviewed; however, this is her first exhibition in many years, and it offers a

welcome opportunity to see what she’s been working on.

Although self-taught, Allan’s paintings and scratchboard drawings display remarkable natural talent and an extraordinary gift for precision and detail. She has been inspired by the great artists of the Western tradition, including Will James and Charlie Russell. While Allan’s subject matter is naturalistic—the horses, quail, and pronghorn antelope will be familiar to residents of Modoc County—a closer look often reveals fantastical elements such as imagery hidden in the markings on the animals’ hides. Indeed, much of Allan’s work originates in the imagination.

These animals take on a mythic, almost spiritual presence, expressing power, vitality, and resilience.

Allan, who has Crow ancestry on her mother’s side, also engages with Native cultural subjects. The earliest work in the exhibition is a sensitive portrait of Northern Paiute Chief Winnemucca. At times, she has explored styles and subjects from cultures as distant as Asia, as in her

exquisite small watercolor of cranes in a mountain valley, whose vertical format recalls the compositional traditions of Chinese ink landscape painting.

Allan holds the distinction of having her work collected by Richard Noble, a Scotsman who engineered the ThrustSSC vehicle, which holds the world land speed record (763 mph), set on the Black Rock Desert in 1997. Noble purchased one of her paintings off the wall of Bruno’s Bar in Gerlach.

Kenny is survived by his wife of 41+ years Marianne Kaufman, son Sam Kaufman (Annie) San Andreas, Ca. daughter Michelle Newbury Humptullips, Wa. sister Donna Farr (Chuck) San Andreas, Ca. 5 grandchildren, Jade, Jasmine, Jim, Kenny and Josh, many nephews and

nieces and great nephews and a great niece.

Kenny went to school in Linden, ca., where he graduated and went to college in Stockton, Ca.

Kenny worked as a mechanic, in the field of construction and in building maintenance.

Kenny retired in 2014 from Modoc County Office of Education.

Kenny met Marianne in March of 1984 and they were married on December 29, 1984 in Valley Springs, Ca. They went on their honeymoon in Likely, Ca. While honeymooning, they enjoyed ice fishing on Rob Flournoy’s pond near Blue Lake. Kenny had lived in Likely in the early 1950’s and loved Modoc County so much that both he and Marianne decided to move to Alturas in 1987.

Kenny had a love for cars, so much so he “off road” raced broncos in the early 1970’s with Ken Snyder. He also had a love for the outdoors, hunting, fishing, gold panning and metal detecting. Kenny went on many hunting and fishing trips with his hunting partner Stan Ratliff, along with many other friends. Kenny loved working with wood, could make anything and did. In fact, many considered his wood working skills second to none.

Kenny will be sorely missed

by those who deeply loved him.

There will be a celebration of life at a later date. In lieu of flowers, please make donations in Kenny’s name to Alturas Fire Department or Likely Fire Department.

Colleen Patricia Whittaker was born on April 1, 1947, in Mineral Ridge, Ohio. She later moved west and built a life centered around family and community. Colleen passed away on March 7, 2026 at Mountain View Skilled Nursing Facility with her family by her side.

Colleen was previously married to Charles Valencia, with whom she had two sons, Vince and Greg. She later married Rulon Oyler in Sacramento, California, on December 23, 1972. Through this marriage she welcomed two more children, Tiffeny and Troy and together they had a son, Jason.

In 1981, the Oyler family moved to Willow Ranch in Modoc County, where they lived for five years before settling in Alturas in 1986.

Colleen was preceded in death by her husband, Rulon Oyler, who passed away in 2011.

She is survived by her children: Vince Valencia of Eagle River, Alaska; Tiffeny (Andy) Flies of Murphys, California; Troy Oyler of Grass Valley, California; Greg (Dawn) Valencia of Alturas, California; and Jason (Nichole) Oyler of Stevensville, Montana. She also leaves behind 12 grandchildren whom she cherished deeply, along with extended family and many friends.

Colleen loved animals, especially her dogs, and enjoyed watching the birds around her home. Her greatest joy was her family and the time she spent with her grandchildren. She will be deeply missed by all who knew and loved her.

At her request, there will be a family gathering at 1:00 pm, on April 4, 2026 at the Oyler family home, 2405 N East Street, Alturas.

Forging STEM Pathways

On March 2 and 6, 2026, students from the Modoc, Surprise Valley and Tulelake Basin Joint Unified School Districts competed RISEMESA Preliminaries to qualify for Regional MESA Day this April. Preliminaries highlighted the significance of Science, Technology, Engineering, and Mathematics (STEM) education. The event included a virtual portion and in-person day that was filmed by the David Z Foundation, in partnership with the K-12 Strong Workforce Program.

Both days provided a pathway for 6th-12th grade students to explore STEM careers. Youth applied critical thinking, innovative planning and problem-solving skills in project-based learning. Contests challenge youth for a rapidly evolving, technologydriven workforce and bridges classroom concepts to realworld applications. To expand STEM concepts, RISEMESA Director Billie Austin collaborated with Alturas Elementary School STEM teacher Eleanor Dorton. Her fifth-grade classroom supported teams of youth during February, as students designed and constructed

machines that functioned by predetermined and coded instructions - automatons.

Creating mechanical devices with moving parts and imaginative backstories blends craftsmanship, mechanical engineering and artistic design. “It was hard to get it to work, but it was fun too!”, shared fifth-grader Vera Wilson regarding the handson challenge.

In-person contests engaged students in activities ranging from career assessments to a jeopardy game involving mental health myths and careers, and forensic fingerprinting to geological exploration. Those STEM stations were led by RISEMESA Advisors Ingunn Ringvold and Camille Moltzen. Two students who assisted with the direct competition were Brady Linton and Arthur Delgado. “It wonderful to see these students imagining what they will do after graduation and asking questions about STEM careers”, remarked Advisor Ringvold.

Judging of the competition projects and engineering lab books were conducted by RISEMESA Advisors Laurisa Craig and Damond Goodwin. Dan

Roeder, of David Z Foundation, interviewed the youth about their STEM experiences. “It was amazing to be told about all of their challenges, what the teams overcame, during the months they prepared for this competition,” Roeder exclaimed.

Awards for 6th-8th grade middle school teams were:

MATH ESCAPE first place Andrew Anguaino, Caelen Heuckstaedt, and Trent Botello. Second place Iiyan Nabahe-Henry and Xia Marrow; and third place Hayden Burrell, Mateo Bowden and Kiko Oyarzun.

CARGO GLIDER 7th8th grade) first place was Iiyan Nabahe-Henry, Lotus Auldridge, and Xia Marrow; with 6th grade first place to Hayden Burrell and Kiko Oyarzun.

MOON BASE 7th-8th grade first place went to Andrew Anguiano, Caelen Heuckstaedt, and Trent Botello.

Secondary team awards with 9th-12th grades was a first place in MATH ESCAPE by Arthur Delgado, Trevor Pratt, and Lorenzo Fernandez.

CARGO GLIDER grade first place for grades 9th-10th was Lexi White and Tianna Horse. Those students who placed 1st and 2nd in Preliminary contests qualify to advance to Regional MESA Day 2026. The Statewide contests will also have virtual and live, physical attendance. Virtual MESA Day will be held April

Erquiaga and Weber Selected for All-Star Game

Modoc varsity girls basketball players Katie Erquiaga and Allie Weber were selected to play in the 29th annual Phil Bryant All-Star Basketball Game and represented Modoc on the North team at Pleasant Valley High School in Chico on March 22.

Erquiaga and Weber helped lead the North to a 76-67 win over the South team.

The annual event brings together standout graduating players from across the Northern Section, dividing them into North and South teams. It serves as both a celebration of the season and a recognition of athletes’ accomplishments on the court.

In addition to showcasing top talent, the game supports scholarships and helps fund the event for participating athletes, continuing a tradition that has spanned nearly three decades. For many players, the Phil Bryant game represents a final opportunity to compete at the high school level alongside and against the section’s top athletes.

MMC EMS Students Join Cal Fire, Alturas Rural Fire for Hands-On Rescue Training

Modoc Medical Center

EMS students and staff recently joined Cal Fire and the Alturas Rural Fire Department for a handson extrication training exercise. Working alongside fellow first responders allows the team to sharpen critical lifesaving skills and strengthen communication before the next real emergency occurs.

Extrication training focuses on safely removing injured or trapped victims from vehicles or other confined spaces after crashes or other emergencies. The training emphasizes protecting patients from further injury, stabilizing damaged vehicles, managing scene hazards and using specialized rescue tools to free victims quickly and safely while coordinating with emergency medical personnel.

The EMT-B course at Modoc Medical Center is an accelerated program designed to equip students with essential skills such as patient assessment, CPR and trauma care. Guided by experienced instructors, students are prepared to take the National Registry of Emergency Medical Technicians exam upon completion. The course structure supports those looking to quickly enter the EMT field and provides comprehensive training for career success. The current class began in November 2025 and concludes this month.

Seven of the current EMS students are also full-time Modoc Medical Center employees. Hospital officials said they are proud of the employees’ commitment to cross-training and expanding their skills to

better serve the community.

“We’re grateful to work alongside such dedicated agencies to help keep Modoc County safe,” Modoc Medical Center said, thanking its partners at Cal Fire and the Alturas Rural Fire Department for helping make the training possible.

LASSEN LOCAL AGENCY FORMATION COMMISSION NOTICE OF PUBLIC HEARING

Notice is hereby given by the Lassen Local Agency Formation Commission that a public hearing will be held on Monday April 13, 2026 at 3:00 pm at Susanville City Hall 66 N. Lassen Street, Susanville, CA regarding the following item:

1. Consideration of the 2026-2027 proposed LAFCo budget. The Commission will consider the proposed 2026-2027 budget and make a preliminary determination thereon. Any person may be heard regarding the increase, decrease, or omission of any item from the budget or for the inclusion of additional items.

On March 10, 2026, the Modoc County Board of Supervisors enacted the following ordinance: Ordinance No. 236161 adopted an Ordinance

to rezone Assessor Parcel Number 012-020-0069000, owned by Randy and Marsha Veldhuizen: from Unclassified (U) zone to Agriculture Exclusive (AG) zone within the boundaries of Parcel Map (PM2025-02).
