Jonathan Morgan was sworn in as Alturas Police Chief during a ceremony held March 11 at Alturas City Hall.

Morgan took the oath of office at 9:30 a.m. in front of community members, law enforcement partners, colleagues, family and friends, formally assuming leadership of the Alturas Police Department. A family friend, Corey Wolter, delivered a closing prayer for the protection and unity of the department and other law enforcement agencies serving Modoc County.

Community Raises Concerns Over Proposed Geothermal Exploration Near Lake City

Veterans Day guide to honor local service members

Residents packed the Cedarville Community Center Tuesday evening for a town hall meeting about a proposed geothermal exploration project north of Lake City.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.

The meeting, hosted by the Surprise Valley Chamber of Commerce, gave community members an opportunity to ask questions and raise concerns about a project proposed by Ormat Technologies Inc., one of the world’s largest geothermal energy companies.

The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties.

Several residents voiced concerns about possible impacts on local agriculture, including organic hay production, as well as tourism and outdoor recreation.

Others asked about groundwater protection and how geothermal fluids and drilling chemicals would be handled.

Company officials said geothermal plants typically operate as closed-loop systems in which fluids are brought to the surface, used to generate heat and then reinjected underground. They said wells are designed to protect groundwater and would be subject to environmental review and monitoring.

Wildlife impacts were also discussed, as Surprise Valley lies along the Pacific Flyway, an important migratory route for birds.

Company officials said biological studies have already been conducted for the exploration proposal and additional studies would be required if development moves forward.

That throws Cedarville’s $10,000 school in the shade, but what we lose in the price of the building is made up in the fill in, as Cedarville has between 60-70 students and Alturas has between 20-30.

March is Problem Gambling

March is recognized as Problem Gambling Awareness Month (PGAM) by the the National Council on Problem Gambling (NCPG) and Friday Night Live (FNL). This year’s theme of “Caring Communities, Stronger Futures” emphasizes the importance of a communitydriven approach to problem gambling awareness and support.

Student members of FNLWest, the Modoc Middle School chapter, took action to increase public awareness of problem gambling and free support services on March 11, 2026. Accompanied Advisors, Modoc Middle School youth made a community walk as an approach to increase public awareness of problem gambling. They posted digital graphic message at a dozen Alturas locations as a resource to understanding gambling-related harm and available services.

Problem gambling affects millions of Americans. It is defined as gambling behaviors that disrupt or damage personal, family, or professional lives. In the U.S. 2.5 million adults (1%) are estimated to meet the criteria for a severe gambling

problem; another 5–8 million (2–3%) are considered to have mild or moderate gambling problems. In the past year, approximately 20 million American adults reported experiencing at least one indicator of problematic gambling behavior.

FNL Advisor Leah Mudron “A community is best defined by how members respond to challenges. These youth have come forward with proactive solutions. They have partnered with local merchants to help shape a stronger future. These action-oriented youth are tomorrow’s leaders.”

Using a minimum school day for additional time, youth

took opportunity to prepare for Alcohol Awareness in April by posting digital graphics on prevention of underage drinking. As a FNL group they concluded the afternoon with a treat at the Double-A Café, where they encountered Modoc Middle School meeting of staff and teachers. Students expressed their purpose and goal for the day to questions by interested adults. The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

MODOC INDIVISIBLE, a NonPartisan Community Group

MODOC INDIVISIBLE, a non-partisan

community group, will host a No Kings 3 event on March 28 in Alturas. A previous No Kings event in October drew millions of participants across the country in peaceful demonstrations held in both small towns and major cities to express concern about the direction of the nation and to support democratic institutions.

Organizers say the gathering is meant to stand in solidarity with communities they believe have been treated unfairly and with families struggling with rising living costs and uncertainty about government policies. Although Modoc County has not seen activity from federal immigration agents locally, some residents say they feel anxious about the broader national climate.

Community members are invited to join a peaceful demonstration from 1:30–3:30 p.m. The event will include singing, snacks, a raffle, sign-designing, and time for participants to share concerns and ideas. Organizers hope to contribute to a nationwide day of civic participation that they say could draw millions of people.

The event will take place at Four Corners -Hwy 299 and N Main St. Alturas. Participants are encouraged to bring friends and take part in the community conversation.

Louis Albert Shaffer passed away February 27, 2026, at Modoc Medical Center in Alturas California with his family by his side. He was born on December 29, 1936, to Mildred Catherine Beebe and Fern Lee Shaffer.

Louis grew up on the Spaulding Ranch located on the foothills, east of Cedar Pass’ Warner Mountains in Alturas California from the young age of only three months. Growing up in Modoc was dear to his heart. He attended the Alpine School, riding horseback ten miles round trip, often picking up his teacher along with way. She would usually stay the entire week at the school, catching a return ride back with Louis when her week was over. He loved hunting, fishing, hiking and mountain rides, horseback riding, farming and ranching, along with anything having to do with the outdoors. He wasn’t one to

stay bottled up inside, nor was he a sitter, unless it had to do with visiting with his family or friends over a hot pot of coffee, or a great meal, as his home was always open to all.

He served in the United States Navy for four years during 1954 –1957, serving on USS Hornet (CV8), as well as the USS Wasp (CV-7) both of which were aircraft carriers. Family recalls a story he would tell of when he was discharged, he hitchhiked back across the United States to Alturas where along the way he ran into some very interesting individuals and seen many sights well worth seeing. Once finally home, his brother, William, insisted on him meeting the neighbor girl. Her name was Dora Jane Steward, but Louis had gotten snowed in up at the Spaulding Ranch for a period of three months. Well, they married on August 17, 1958, which was not long after they had met. He and Dori were married until her passing in February 2018, for a beautiful 59 ½ years of marriage. She was the true love of his life, and he was hers. They spent all waking hours next to each other’s side, less only the times at work.

Louis worked several jobs over his career, to which his dedication ran deep. From farming to cow handler, forestry technician, repairman, wood products milling, healthcare worker to running his own family ranch, he was all toes in!

As a young teenager he worked for his Uncle Buz Miller, as a cowhand moving cows over 49 Mountain,

where he had been given the name of Dusty. Uncle Buz always placed Louis at the back of the herd to bring up any stays, keeping the herd tight and accounted for, while getting the dustiest of all the hands, in the meantime. On his Honeymoon, he and his Bride, Dora Jane, stayed up at Medicine Lake in an itty-bitty camp trailer (the love hut, as Louis

called it). It was here that Louis was employed by the Forest Service, and she tagged along, making their home where he was, together in that camp trailer for a period of time. Louis’ employment included working for his Stepfather, Kenneth Adair’s Petrolane Gas Service in Alturas.

Dear Jerry,

I appreciated our telephone visit this morning and hearing the research and information you have on our current, very severe problems of wolves being turned loose on us. I will be unable to attend the meeting scheduled for Tuesday evening the 25th, but will note here some important history pertaining to predators and people living together. Anyone attempting to grow a vegetable garden that does not stay after the weeds and keep ‘em eradicated won’t have much of a garden. Our forefathers_ learned painfully quick that bears, mountain lions, and wolves are not fit companions for people to operate in and around and with. The work they had to do to get rid of those beast was tremendous, but with great privation and danger, they done it. Now just 120 years later our society is so removed from reality that some numbers of people have been allowed to turn those ferocious beasts back loose on us with threats we must not defend ourselves or our livestock from them. I heard of some ranchers up by Lakeview that have lost a substantial number of calves to wolves and the powers that presently be informed them if they shot the invading wolves they would go to prison. More in the wrong are those threatening officers than the folks needing to defend their livelihood. The more reasonable approach is to put the people in prison that have and do turn wolves, mountain lions, and bears loose on us. It is truly a heinous offense. They should all realistically consider the sorrow and the loss the family over by Placerville incurred when a mountain lion attacked two brothers in that vicinity and killed the older boy of 17 years. The people responsible for propagating and protecting bears, Mountain lions, and wolves could have murder charges applied to them.

A ranching family in Montana told me of an incident in the 1890’s when the central area of that country was being settled up. A lady and her 7 year old daughter decided to make a mile walk to their neighbors place. About halfway there they were attacked and killed by wolves. The husband and father of the two was a horse back quite some distance away in an upper field. He heard the screams of his family and hurried as fast as possible; with some shots from his rifle the wolves left the scene but the man found his wife and daughter torn to shreds and both dead. He said as he gazed in horror at the bodies, he saw, his little girls rib cage had been torn open and through the torn fabric of her dress he could see her heart.

I surely hope these people turning wolves, mountain lions, and bears loose on society can realize what a foolish mean thing they are doing and eradicate those beasts before they must see what that man saw in Montana.

It’s been about a year since you folks up in Modoc County had that meeting with concerns about wolves being turned loose on you and I wrote that letter of February 22nd

The people turning wolves loose on society have gained a lot of force and momentum in this last year. It is amazing there are that many wicked, evil people out there that would turn wolves loose on their fellow man. They are vicious criminals with some type of destruction in mind that. would scare us worse than the wolves they use as tools. The money and force this movement has behind them is amazing. We received information in Amador County that U.S. Fish and Wild Life has its name changed to The National Agency for Predator Propagation - Mission to eliminate Game animals - Livestock and People. One of their big moves is to turn loose upwards of 100 Wolverines in Colorado. Those are noted for being one of the most ferocious creatures alive. The state of Colorado had gotten rid of Wolverines over 100 years ago, now this destructive force is ready to undo that safety and turn those animals loose on civilization! What this powerful, monied organization is doing with wolves, mountain lions, bears and now wolverines is no different than if a movement began to go deep into the prisons, releasing convicted muderers, arming them with machine guns and amo and telling them to go do whatever they wish, that they will be protected. It is that bad, what’s going on. The people need to be prosecuted that are behind this movement and stripped of the awful strangle hold and power they have to turn wolves loose on society. I think it’s more serious for you folks in Sierra, Modoc and Lassen counties than it is for us down here. In my long life I never saw such an awful thing being tolerated.

The Petition for Probate requests that: John M. Stover be appointed as personal representative to administer the estate of the decedent.

Continue from page 8 made one self-sufficient. So, teaching valuable lessons not only to his three boys, but to all the younger ones was high on his list, and that is what he did his entire life. Louis continued to work on his ranch up until his passing. Whatever was going on for the day, Louis was ready to go get busy, getting it done. From working on equipment, haying, feeding the cows, opening up gates (he insisted), to farming, and animal husbandry, as this was his passion. You can say, he led the life of what so many have only dreamt about. He was a loving Son, Brother, Grandchild, Husband, Father, Papa, Grandpapa, Uncle, Great Uncle, Great Great Uncle, Father-in-Law and a true ol’time cowboy. He will be greatly missed, but his traditions will live on forever, for he made darn sure of that.

Louis is survived by one brother William Francis Adair (and wife Jenny) of Ely, Nevada. Three sons, Daniel Louis Shaffer (and wife Dana), Martin Albert Shaffer (and wife Sandra), and Steve Delvin Shaffer (and wife Michele) all of Alturas, CA.
