As members of the Alturas Rotary Club, District 5190, Cain and his wife, Jeanne, became aware of Scott and Carol Kellermann’s work with the Batwa people around the time construction began on Bwindi Community Hospital in Uganda. The Alturas Rotary Club partnered financially with the Reno Rotary Club and other District 5190 clubs through several Rotary Foundation grants to help fund the project.

Dear Editor,
the Alturas Grammar School this week and 200 students are absent from classes. . . John Kerr has been named student body president at Modoc High. . . The Modoc Braves bet Klamath Falls 40-6, to remain unbeaten for this season.
Scott Kellermann had encouraged Cain and his wife to visit Bwindi for years. When the Richerts suggested the trip — with Dr. Richert providing medical service and others volunteering — Cain said the timing felt right.
The group traveled over the Christmas and New Year holidays of 2025-26 to allow the Richerts’ children and grandchildren to participate. Cain described the trip as an incredible experience.
After learning of the visit and recognizing ongoing needs among the Batwa, the Alturas Rotary Club donated $3,000 to construct a brick home for a Batwa family. Several members of the visiting group participated in hands-on construction work. The group also visited multiple Batwa settlements.
Cain said observing the progress made by leaders of the Batwa Development Program was among the highlights of the trip. Efforts include establishing settlements, expanding educational opportunities

The development of the broader campus — including the Bwindi Guest House, Bwindi Community Hospital, Bwindi Medical School, dental and vision clinics, and administrative facilities — was also notable, Cain said.
“My personal experience resonates most with the Batwa settlements,” Cain said. “I was struck by the very basic living conditions many of the Batwa face. At the same time, better homes are being built as funding allows, opportunities for self-
sufficiency are developing, settlement leaders are guiding their communities, and children have educational opportunities like never before.”
He said the work is being overseen by the leadership and staff of the Batwa Development Program.
Cain said he plans to focus his future efforts on supporting the Batwa settlements. Within hours of returning home from Uganda, he began contacting fellow Rotarians and family members to raise funds for another Batwa home, explore solar lighting options for houses and begin planning a return trip.

Chili and Frybread Cook-Off Draws Community to Fort Bidwell
The 3rd Annual Chili CookOff and Frybread Cook-Off brought together community members from across the region Saturday, as competitors showcased their culinary skills in a friendly contest.
Hosted in Fort Bidwell, the event attracted participants from Lake City, Cedarville, Alturas, and Pyramid Lake, Nevada. Organizer Anita Williams said the cook-off continues to grow each year, serving as both a competition and a celebration of local flavors.
“This event wouldn’t be possible without the incredible support from our community,” Williams said.
“It’s exciting to see so many people come together to share their love of cooking and tradition.”
This year’s chili cook-off saw a competitive field of entrants presenting their best recipes, with judges evaluating each dish on flavor, consistency, texture, aroma, and overall presentation.
First place: Tanja Rammings, whose chili was
praised for its well-balanced spice and hearty texture.
Second place: Jerome Degarmo, who impressed judges with a bold and smoky chili.
Third place: Burt Prust, recognized for his rich, slowsimmered recipe.
In the frybread cook-off, contestants competed to create the best version of the popular traditional dish, judged on texture, taste, and authenticity.
First place: Carla Wilson, who took top honors for her golden, fluffy frybread.
Since its inception, the cookoff has become an anticipated event in Fort Bidwell, drawing both seasoned cooks and newcomers eager to test their skills. Beyond the competition, the event offered an opportunity for attendees to exchange recipes, cooking tips, and stories.
“The best part is seeing people come together, whether they’re competing or just here to enjoy good food,” Williams said. “We hope to see even more participants next year.”

The cook-off concluded with community members enjoying samples of the entries and discussing their favorite dishes. Organizers said they are already planning for next year’s event, with hopes of expanding participation and introducing additional categories.

Jeffery Dean Bidwell
July 27, 1952February 8th, 2026
Jeff Bidwell was born July 27, 1952 in Bieber, CA to Gene and Merldean Bidwell. He was born on a Sunday morning and his mom loved to tell the story that the church bells were ringing when he was born.
Jeff was the second of Gene and Merldean’s five children. Greg – 3 years older, Jennifer – 3 years younger, and then there was Sarah – some 20 years younger. David joined the crew in 1974 and was 13 years younger. Jeff grew up with a keen sense of family, friends and community. Jeff also bonded with his grandpas, dad, brothers, cousins, and close friends over their shared love for hunting. Whether it was deer hunting, elk hunting, or bird hunting, Jeff loved it all.
Jeff proudly graduated from Big Valley High School in 1970. While in high school Jeff participated in FFA, football, basketball, and baseball. Baseball was his favorite and his love for the Giants and for baseball never waivered.
After graduating from high school in 1970, Jeff attended College of the Siskiyous and received his AA degree in Forestry. He worked at Clear Pine Products during the summers and after graduating he went to work at Main Industries, later called Big Valley Lumber Company.
Jeff found his true love, Marsha Lynn Elzea, hiding out just 12 miles away in Adin. They married June 23, 1973. Shortly after being married, they became members of Grace Bible Church of Bieber. It was at this time that Jeff began his role as the song leader for Sunday morning, Sunday evening, and Wednesday evening church services.
His involvement quickly expanded into leading Youth Group gatherings and teaching Sunday School classes. In years following, Jeff also became a member of the church board and in May of 1997 he was ordained as a pastor and became the Associate Pastor alongside Kent House.
In March of 1976, Jeff and Marsha welcomed their daughter, Erin. She quickly became the apple of her daddy’s eye. They expanded their family exactly 3 years later to the day in 1979 by adding a son, Vance. Jeff could not have been more excited to have added a new ball player to the mix. Several years later, they added a “Bonus Baby”, Christjan, in May of 1989. He too thrilled his dad by having the same passion, love, and talent for all sports, especially baseball.
In 1990 Jeff began his career in the fuel business where he worked for Harbert Oil and Ed Staub and Sons Petroleum for over 20 years. It was during these years where Jeff felt he was really able to
combine his work with his passion for meeting and serving people.
In November of 2014, Jeff suffered a stroke that ended his working years. However, this did not diminish his desire to still be involved with his family, friends, and community.
Just as Jeff had entered this world on a Sunday, he parted this world to go be with Jesus on Sunday, February 8th, 2026.
He leaves behind:

A celebration of life service will be held Saturday, March 7, 2026 at 11:00 am at the Big Valley High School Gymnasium in Bieber, CA. A reception will follow at the Veterans Memorial Hall in Bieber.
Rapid Response Spares Alturas Home From Damage

A flue fire was reported at 8:38 a.m. Feb. 17 at a residence on Forrest Avenue in Alturas, but quick action by firefighters prevented damage to the home. Fire crews responded promptly and extinguished the fire. Personnel then entered the residence to inspect the walls and surrounding areas for lingering hot spots, according
to fire officials.
The homeowner said he had started a fire in his woodstove and soon noticed the stove pipe had become extremely hot. He reported the issue immediately. He expressed gratitude that no damage occurred and credited firefighters for their rapid response.
Crews cleared the scene at 9:14 a.m.

Winter Ag Meeting
The Winter Ag meeting is scheduled for Thursday, February 26, 2026. The workshop will be held at the Intermountain Fairgrounds in George Ingram Hall McArthur, California. The session will begin at 8:00 am and will conclude by 12:30 pm. This meeting is sponsored by the McArthur Farm Supply, Helena Chemical Company, Copps Irrigation, Zoetis (formally Pfizer Animal Health) Papé Machinery, Shasta County Agriculture Department and University of California Cooperative Extension.
Topics and speakers at the workshop include: Presentations from Shasta County Agricultural Commissioner’s office, discussions on weed identification/herbicide use, and cattle economics and management. Two hours of continuing education credits from California Department of Pesticide Regulation are offered.

Modoc Crazy Quilters gather every Tuesday at the Federated Church from 9 am-3pm. Come and go as you can, bring a project or just come visit.
The Senior Citizens Valley 50 Club (SCV50C) Lunch
The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.
We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

Modoc County Little League Opens Registration for 2026 Season
Registration is now open for the 2026 Modoc County Little League season, offering baseball and softball opportunities for local youth ages 4 through 14. Children must turn 4 years old by April 30 to be eligible to participate. Players up to league age 14 may register, though families are encouraged to check the official Little League age chart online for baseball and softball eligibility.
Registration fees are set at $78 for one child, $133 for two children, $158 for three children and $183 for families registering four or more children. Online registration is currently open at www. modoclittleleague.org. Registration will close March 5. Opening Day for the 2026 season is scheduled for April 18.

Ham-Bone Bingo
Sacred Heart Catholic Church invites the community to attend its upcoming Ham-Bone Bingo on Sunday, March 22, 2026, at 1:00 p.m. The event will be held in the Parish Hall, 507 E. 4th Street, Alturas.

Town Hall Meeting – ORMAT Geothermal Project
ORMAT Technologies, Inc. will host a Town Hall Meeting to discuss proposed geothermal drilling in Surprise Valley.
ORMAT has procured geothermal leases on ranches north of Lake City and is exploring development opportunities in the area. The company is a global leader in geothermal energy, with more than 190 geothermal power plants operating in over 30 countries worldwide.

The Modoc National Forest welcomes public input to develop a grant application for the California State Parks Off-Highway Motor Vehicle Recreation Division Grant Program recreation funds.
“California State Parks OHMVR Division has become a great partner to Modoc National Forest over the last several years,” said Forest Supervisor Chris Bielecki. “This current application would provide for another season of road maintenance and signage improvements for our maintenance level 2
road network in 2027.” The forest currently manages over 3,300 miles of these system roads that are open to all motor vehicles.
Public comments may be submitted for consideration by reviewing the forest’s preliminary grant application online at olga. ohv.parks.ca.gov/egrams_ ohmvr r beginning March 3 through May 4.
Forest staff will use the public comments received for consideration as they develop the final grant application for submission in June.

Lassen and Modoc NF OHV Grant Proposal Available for Review and Comment
The Comment Period runs from March 3 to May 4
Each year, the Lassen National Forest has an opportunity to submit grant applications to the California State Off-Highway Motor Vehicle Recreation Division (OHMVR) for consideration for funding in support of the Forest’s ongoing OffHighway Vehicle (OHV) program. As part of the state’s 2026 grant cycle, the forest is submitting a proposal for a law enforcement project that includes OHV area patrols and enforcement.
As part of the application process, stakeholders are encouraged to make comments on submitted applications. Forest staff will consider the public comments received as they develop the final grant application for submission in June.
Preliminary applications for the 2026 projects will be made available for review and comment on the OHMVR Division’s website beginning March 3rd. Additionally, interested parties

Modoc Braves Defeat Fall River


In boys action, the Modoc varsity team defeated Fall River 61-41 in a Northern Section game Feb. 12.
Modoc improved to 8-18 overall and 2-8 in league play. Fall River dropped to 3-20 overall and 0-10 in league.
The Braves built a steady lead and pulled away for the 20-point win.

Modoc JV Braves Keep Momentum
The Modoc junior varsity boys team pulled away in the second half to defeat Fall River 50-37 on Feb. 12.
Fall River led 15-14 after the first quarter. Modoc outscored the Bulldogs 7-6 in the second quarter to take a 21-21 tie into halftime. The Braves created separation with a 15-8 third-quarter run and closed the game by outscoring Fall River 14-8 in the fourth.
Modoc finished with 50 points, 11 assists and 22 rebounds.
SV Middle School Boys Basketball Tournament 27 & 28 Feb
The Surprise Valley Middle School Boys Basketball Team would like to invite you to the Surprise Valley Joint Unified School Districts Gym on February 27th and 28th. Friday and Saturday the doors open at 0800 am This is a double elimination tournament wrapping up our season between Surprise Valley, Modoc Vineyard Academy, Tulelake, Fall River, Burney, and Alturas 7th and 8th grade boys basketball teams.
Our Hornets Booster Club has an amazing menu with a hot grill and a wide variety of hot bleacher foods, tasty snacks, and cool beverages. We highly recommend the Hornet Burger or homemade Chicken Quesadilla while you enjoy the great competition.

McCulley recorded a double-double with 12 points and 12 rebounds to lead the Braves. Cockrell added nine points and three steals. Modoc led 14-10 after the first quarter but was unable to hold the advantage in the second half.

Lady Braves Advance On
For the third consecutive year, the Modoc Lady Braves have advanced to the Northern Section CIF Division girls basketball semifinals and are seeking a third straight berth in the section championship game.
On Friday, Feb. 20, Modoc hosted East Nicolaus Spartans at Griswold Gym with a spot in the title game on the line.
Modoc carried its regularseason momentum into the postseason, defeating East Nicolaus 69-38. The Braves have recorded 12 victories by 21 points or more this season.
Madelyn Moltzen posted a double-double with 14 points and 13 rebounds, her highest point total since December. Kara Erquiaga added seven points.
Modoc controlled the offensive glass with 26 offensive rebounds and has secured at least 11 offensive boards in 22 consecutive games.
For East Nicolaus, Makinze Massey finished with 21 points and 10 rebounds for a double-double. She has recorded two or more blocks in each of her past 15 games.
Modoc has won nine of its past 10 games to improve to 22-5 overall. During that stretch, the Braves are averaging 60.5 points per game. East Nicolaus fell to 16-11.
The Lady Braves will face Durham at 2:30 p.m. Saturday, Feb. 28.

Community Support Critical for High Plateau Humane Society’s Future
The High Plateau Humane Society (HPHS) has supported the well-being of local dogs and cats for nearly four decades, helping hundreds of homeless animals find permanent homes each year while providing essential medical care, vaccinations and proper nutrition.
Jennifer Anderson, dog manager and program secretary for HPHS, said every animal that enters the organization’s care is treated with compassion and with its individual needs in mind.
HPHS is a nonprofit operated by a small group of dedicated volunteers and funded through grants, donations and fundraisers. But providing care comes at significant cost.
The average expense is about $500 per dog and $200 per cat, which includes spay or neuter procedures and vaccinations. Puppies and kittens typically cost more because they require additional vaccines and often remain in care longer before they are eligible for adoption. Emergency medical or dental treatment can push expenses into the thousands.
Monthly veterinary bills for animals in HPHS care range from $4,000 to $10,000. In addition, the organization faces about $1,000 per month in electric costs, along with food and other operational expenses.
Recently, Anderson took in a severely malnourished dog that required urgent medical
and dental care totaling more than $1,000. With treatment and proper nutrition, the dog is now thriving.
HPHS also covers medical care for dogs housed at city and county shelters during their five-day hold period and assists low-income pet owners with services such as spay and neuter procedures, vaccinations and euthanasia for ill pets. Reduced rehoming fees are available for qualifying owners.
In 2025, HPHS took in 178 dogs and 83 cats, in addition to animals already in their care from previous years. So far this year, the organization has continued to accept new dogs despite mounting financial pressure.
Anderson said rising costs and limited volunteer support have made the current model increasingly difficult to sustain. Adoption and rehoming fees cover only a portion of expenses, and although the organization receives generous donations, funds are quickly depleted due to the number of animals in need.
If funding runs out, HPHS may be forced to stop accepting owner surrenders and reduce the number of assistance certificates available to the community.
Beyond finances, staffing presents another challenge.
The organization currently relies on only a handful of volunteers. Anderson fosters dogs in her home and devotes much of her time to their daily care.


Volunteers are urgently needed, particularly dog walkers. At present, only one volunteer fills that role. Additional help is also needed to assist with animal care, cleaning and general operations. Training is provided for committed volunteers.
Foster homes are also in short supply. Fostering cats is relatively simple, while dog foster homes must meet specific safety and experience requirements.
Kim Marchant, HPHS president, cat coordinator and director of the Second Chance Thrift Store, oversees cat care and manages store operations. The thrift store, open Tuesday through Saturday, provides an important source of funding for the organization. Proceeds directly benefit the animals.
Seven volunteers currently assist with cat care and store duties, though the team remains stretched thin. Due to a lack of volunteers, cat intake was reduced by 50 percent last year.
Volunteers are needed daily to provide food and water, clean enclosures and socialize cats. Some animals also require medical care. Certain safety restrictions apply to cleaning duties, though children may assist with socialization.
Community support is critical to keeping HPHS operational. Donations may be made as one-time gifts or monthly contributions and can be directed toward




specific funds for dogs, cats, senior animals or feral cats. If undesignated, donations are applied where the need is greatest.
Supporters may also contribute by donating new or gently used items to the Second Chance Thrift Store.
The next fundraiser is scheduled for April 24 at the Brass Rail.
Anderson said the steady number of animals entering their care reflects a broader issue. She encouraged pet owners to spay and neuter their animals to reduce unwanted litters. Cats can become pregnant as early as four months old, and dogs may become pregnant during their first heat cycle, sometimes as early as six months depending on breed and size.
She also urged residents to carefully consider their


time, budget and living environment before acquiring a pet.
HPHS works to ensure animals are placed in homes capable of meeting their long-term needs. Anderson and Marchant have dedicated eight years to the organization and said community involvement is essential to its survival. Both expressed concern about what would happen if they were no longer able to continue their work. Without HPHS, many animals in the region would go without care. Anderson hopes to form a community committee to improve animal control operations in Modoc County. Those interested in volunteering with HPHS or joining the committee may email hphs@ymail.com.

Project Description: Zoning Ordinance Amendment (ZOA 2025-01) proposes amending various sections of the Zoning Code to bring the County’s housing regulations into compliance with State Housing Law.
