Veterans Day guide to honor local service members

second with 26,598 points, and Tulelake High School earned third place with 21,767 points.

The highlight of the event came with Modoc High School meeting the district point requirement to qualify for the California State Academic Decathlon. The team will advance to the state competition in Santa Clara, scheduled for March 19–22, 2026.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces. The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

Henson

Richard (Rick) Henson, 58 of Sparks, Nevada, passed away December 27, 2025, due to injuries sustained in an automobile accident.

Richard was born January 31st, 1967, in Alturas, California, where he spent the first 10 years of his life. After the tragic death of his dad in April 1977, he and his mom, Jessie relocated to Anderson, California.

A 1985 graduate of Anderson Union High School, Richard was involved in various sports and student activities including serving as student body president. Later he would pick a career as a high wire electrician with Puget Electrical Company, based in Seattle, Washington and would eventually relocate to Nevada. He spent a lot of time traveling to various job sites with the same company with one of his favorite accomplishments was working on the new Las Vegas Raiders Stadium.

Letter to the Editor Looking Back

Dear Editor,

A fundamental tenet of politics is that elections have consequences, and not all such consequences are good.

It concerns me that California continues to move toward policies that may place heavier burdens on working-class families, retirees, and those living on fixed incomes. Sacramento Democrats currently control state government, and now there is discussion of imposing a mileage tax on every California driver. While wealthier residents may be able to absorb such costs, many others cannot. Some estimates suggest the additional expense of a mileage tax could reach thousands of dollars per year. For struggling families and seniors living on Social Security, that would represent a significant hardship.

Beyond the financial impact, many Californians worry that a mileage tax is designed not just to raise revenue but to discourage driving as part of broader climate policy goals. There are also legitimate concerns about privacy and government oversight if the state begins tracking how much people drive.

I urge voters — especially those who may be most affected financially — to carefully consider the long-term consequences of these policy decisions and how they impact everyday Californians.

THE BOARD of Supervisors has accepted the plans and specs for the $36,000 County High School building. That throws Cedarville’s $10,000 school in the shade, but what we lose in the price of the building is made up in the fill in, as Cedarville has between 60-70 students and Alturas has between 20-30.

Modoc Youth Dive Into Hydrology

After enduring 25 years with insufficient rainfall, California is shown on the U.S. Drought Monitor map to be drought-free (https:// droughtmonitor.unl.edu, January 2026). However, a recent Sierra Nevada snowpack measurement, showing 70% of average, is a reminder to conserve and protect groundwater. Hydrologists say snowpack melt into lakes, streams, rivers and ocean provides about one third of California’s water usage.

Native Traditional Environmental Knowledge (NTEK), with RISE Culture Advisor Lisa Craig, contains a cultural, work-based learning (WBL) initiative titled Water Protectors. Youth learn the hydrologic cycle, Earth’s continuous water circulation and transformation of state between the land, atmosphere and oceans, in a cultural STEM project.

Alturas and Surprise Valley students have annually hosted a Water Festival that highlights water protection and careers in conservation and management for the community. Through a K-12 Strong Workforce Program contract with the RISE-

MESA College Preparation program, all middle and high school students in Modoc County may participate in this STEM-pathway hydrology activities.

American Indian Education Centers (AIEC) inquired about the RISE project in hopes of duplicating Water Protectors. That interest prompted a RISE plan to publish a youth-developed handbook with interactive, culturally relative, waterprotection lessons and a guide to implement a community Water Festival.

Regina Hanna, Executive Director of SiskiyouWorks in Tulelake, learned about the STEM project handbook plan. She invited RISE into an Environmental Stewardship Memorandum of Understanding, which was completed in November 2025.

Hanna stated, “SiskiyouWorks is proud to help support Modoc County’s RISE youth Water Protectors with a stipend opportunity to plan for and create a handbook for a Water Festival.”

The first Water Protector handbook session commenced on Sunday, January 11th,

2026, at the Modoc College Center. Director Austin, Culture Advisor, Craig and Surprise Valley School MESA Advisor, Ingunn Ringvold met with ten youth (pictured) who committed to ten sessions of project work. All ten Water Protector sessions will provide lunch and a stipend to the youth leaders. Officers were elected, evidence-based water curriculum was researched,

Who Is Representative Jared Huffman?

Jared Huffman is the current United States Representative for California’s 2nd Congressional District. He is running for re-election in the Democratic primary in June and will also appear on the November general election ballot for the House seat.

With the passage of Proposition 50, Modoc County is scheduled to become part of California’s 2nd Congressional District beginning in January 2027. If Representative Huffman is re-elected, he would represent Modoc County at that time. Modoc voters will be eligible to vote in both the primary and general elections.

Recently, Representative Huffman’s staff organized a meeting in Alturas with a group of local residents to discuss issues affecting the area. Attendees asked questions and discussed local concerns.

According to his office, Representative Huffman’s priorities include affordability, health care access, immigration

reform, election integrity, and campaign finance reform. He has also addressed issues such as rising energy costs and wolf management in rural communities.

Some residents have questioned whether a representative whose district includes Marin County can effectively represent Modoc County’s interests.

Representative Huffman’s current district also includes

Del Norte, Humboldt, and Mendocino counties, which are largely rural and face similar regional issues. Marin County includes both urban and agricultural areas, with beef and dairy operations contributing to its local economy. It is also home to geothermal energy facilities.

Representative Huffman is expected to return to Modoc County prior to the upcoming elections.

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

We also have a potluck the 3rd Wednesday of

Modoc County Little League Opens

Registration for 2026 Season

Registration is now open for the 2026 Modoc County Little League season, offering baseball and softball opportunities for local youth ages 4 through 14.

Children must turn 4 years old by April 30 to be eligible to participate. Players up to league age 14 may register, though families are encouraged to check the official Little League age chart online for baseball and softball eligibility.

Registration fees are set at $78 for one child, $133 for two children, $158 for three children and $183 for families registering four or more children. Online registration is currently open at www. modoclittleleague.org. Registration will close March 5.

Opening Day for the 2026 season is scheduled for April 18.

What is the Big Valley Groundwater Basin Advisory Committee (BVAC)?

The BVAC is the committee formed to advise the Lassen and Modoc Groundwater Sustainability Agencies (GSAs) during development and implementation of the Groundwater Sustainability Plan (GSP).

What is a Groundwater Sustainability Plan)?

A GSP is a detailed planning document, required by the Sustainable Groundwater Management Act (SGMA), that establishes a groundwater budget, minimum thresholds, and management actions to achieve long-term sustainability.

What has happened since the adoption of the revised of the GSP in April 2024?

On April 2, 2024, the GSAs obtained grant funding to implement the recommendations from the GSP and DWR approved the revised GSP in February 2025. During this meeting, we will be providing an update on the GSP implementation actions, specifically the Annual Report for Water Year 2025, water budget, monitoring well network, and Periodic Evaluation.

For more than 41 years, the Modoc County Arts Council has sponsored the Missoula Children’s Theatre. The program provides children with the opportunity to perform on stage, build confidence and participate in the arts at no cost. The tradition is supported by the arts council and community members who believe all children should have access to the arts without financial barriers.
