According to Barb Hill of the Cedarville Volunteer Fire Department, multiple engines and personnel from the Cedarville and Lake City volunteer fire departments responded to the blaze. Harold Montague was selected in a random drawing from thousands of donors who participated in Vitalant’s July giveaway, held July 9-31.

Montague told Vitalant he nearly deleted a voicemail informing him of the prize, assuming it was spam. After mentioning the message to his wife, she urged him to return the call. A Vitalant representative later confirmed he had won.

“It wasn’t until the $30,000 was sitting in the dealership’s hands that we

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces. The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

Montague said. As a high school Spanish teacher and activities coordinator in the late 1980s, he used blood drives to encourage students to give back. During his 35year teaching career, his school hosted two to three blood drives each year.

and his wife stayed active through gardening, camping, fishing, traveling, church involvement and community service. Coordinating blood drives became a natural extension of that commitment. He contacted his local Vitalant donation center in California and arranged for his church to host blood drives, including the July event that coincided with the giveaway.

Submissions can be emailed to info@modocmedia.com.

Veterans Day is not only about honoring the past — it’s about recognizing the ongoing contributions of veterans in our neighborhoods, workplaces and families.

Montague said he did not know July was the month of the vehicle promotion.

“Having never won anything bigger than a couple of work-related trips, this has been a very surreal experience,” he said. “How does a nobody, living in a small rural community in

$30,000 prize allowed him to apply the full amount toward the purchase. After contacting several dealerships, he and his wife bought a RAV4 Hybrid Woodland Edition from Lithia Toyota in Klamath Falls, Oregon.

“Everything fell into place, and the entire process was completed in just over two weeks,” Montague said. “The 100-mile drive home from the dealership finally made this surreal rollercoaster ride a reality.”

In addition to donating blood and coordinating drives, Montague enjoys golfing and hiking. He has set a goal of summiting all of California’s high points within the next 10 years. Encouraged by his doctor to continue donating blood for his health, he plans to donate as long as he is physically able.

“I have never had to receive blood, but I know how grateful I would be to all the donors if I found myself in the position of needing blood to maintain my life,” Montague said. “All it costs is a little time, and it benefits so many others. someone in the United States needs blood every two seconds, including trauma patients, children in intensive care units and cancer patients.

The organization says the donation process is safe and typically described as a brief pinch.

Vitalant donors can learn their blood type, receive basic health screenings and have their donations screened for infectious diseases and cholesterol levels. Results are stored in a secure online donor account.

The organization also offers a recognition program in which donors earn points redeemable for gift cards and may receive periodic thankyou gifts.

Vitalant is offering donors a chance to win a $10,000 prepaid gift card for blood donations made between March 1 and April 5, 2026. One winner will be selected on or about April 9. The promotion is open to U.S. residents 18 and older with a valid email address in their donor record.

A Vitalant blood drive is scheduled for March 17 at the Alturas Veterans Memorial Hall. Participants will be entered into the giveaway. To reserve a donation time, donors may call the Vitalant Redding Blood Donation Center at 877-258-4825. Additional blood drives are planned in Alturas in July and September.

According to Vitalant,

Dear Editor,

Alterations and Sewing

My wife and I just mailed off our ballots for the oneissue special election that will determine whether or not Modoc County and the other few far north counties are robbed of our political voices in Sacramento. The thought of being at the mercy of the far-left coastal population is way beyond unacceptable.

Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey from Lake Tahoe where we lived for two years while my dad helped develop Squaw Valley for the 1960 Winter Olympics, a family from New York moved in down the street from us. They moved to California because they thought the gold rush was still going on. Yep, I kid you not, that’s how ignorant they were of California history.

This little true story applies to the clueless coastal

folk who have no idea of the challenges and problems and issues of ranchers, farmers, loggers, and so on. I bet that if a survey was done on the coast that asked where their food comes from they’d think that their food grows on the shelves of grocery stores. If that same hypothetical survey asked coastal folk where the lumber comes from to build their houses they would not be able to answer that question.

Hazard tree removal at Medicine Lake recreation area

In response to widespread tree mortality from beetle infestations worsened by drought, and the winter wind storms, the Forest Service and its partners are thinning and removing hazardous trees at Medicine Lake recreation area to improve public safety and to accelerate restoration of forest health. Crews are using all available resources to reduce wildfire fuels and salvage usable wood products.

“Managing the mountain pine beetle mortality in the Medicine Lake Caldera is critical for forest health, public safety, and hazard reduction,” said Isaac Gansberg, district ranger for the West Zone of the Big Valley and Doublehead Ranger Districts. “By strategically removing dead and dying lodgepole pines and thinning vulnerable stands, we can decrease fuel loads that intensify fire behavior — creating a safer environment for our recreational users, communities and first responders.” The trees being cut are mostly dead or dying. In areas with fewer trees killed by the mountain pine beetle, group selection and thinning will manage different age groups of trees to improve forest health.

This work, part of the Medicine Lake Caldera Vegetation Treatment Project, will continue for several years and include

removal of sawlogs and piling of woody material. Slash piles, that are not commercially chipped or used for firewood, will be burned by Forest Service personnel when conditions align with established burn plans. Visitors will notice dramatic changes to the area as the work progresses. Together, these actions help create an environment less inviting for the bark beetle and reduce the risk of a large wildfire.

We provide support and opportunities for people to attain safety and well-being in our community.

Lau Marie Miller was born on July 6, 1953, in El Paso, Texas. As a child, she moved frequently and lived in many states, an experience that helped shape her adaptable and inquisitive nature.

While living in Monterey, California, Lau discovered a love for fishing on offshore boats. Over the years she went fishing often—not because she cared much for eating the fish herself, but because she delighted in sharing her catch with others, who always appreciated it. Lau was deeply proud to be a legally ordained minister through the Church of Gospel Ministry. Gifted with a phenomenal memory, she had a remarkable ability to discuss Biblical teachings and quote scripture with clarity and purpose whenever

the moment called for it.

In 1980, Lau met her wife, Jo Thompson, in Monterey, California. That same year, they moved to Germany where they lived for 3 years.

In 1989 they moved to Alturas where they found a property they loved in the Thoms Creek area. They built their life there, remaining until the summer of 2025, when they moved into town.

During her years in Thoms Creek, Lau was endlessly productive and curious. She gardened, did yard work, built furniture, studied herbal remedies, and helped maintain their home. She also took great pleasure in learning to use a smokehouse, where she smoked bacon, prosciutto, and other meats— an endeavor she thoroughly enjoyed. She even wrote a published book in 2024, which was an extension of the Xena Warrior Princess stories titled “Gabrielle’s Quest”.

In 2007, Lau joined the Save Our Hospital group and became part of the small team that wrote the legal LAFCO application to create the Last Frontier Healthcare District. She contributed in many ways, including extensive online research,

developing arguments for the need for a local hospital, and dedicating countless hours to advertising and community outreach. After years of determined effort, the proposition passed, creating a healthcare district and allowing local property taxes to help keep Modoc Medical Center operational.

Lau also devoted many years of service to the American Red Cross, beginning with approximately a year of volunteering in Germany before returning to California. For more than 35 years, Lau embodied the true mission of the Red Cross. She presented preparedness education, supported families through some of their hardest moments, recruited and coached volunteers, provided logistical support, and trained countless Red Cross volunteers. She was known for answering late-night calls and never hesitating when someone needed help.

Lau is survived by her wife, Jo Thompson; her close friends; a nephew in Kentucky; and other relatives.

She will be deeply missed by all who knew and loved her.

Environmental group sues over lack of national gray wolf recovery plan

The Center for Biological Diversity filed a lawsuit Wednesday challenging the U.S. Fish and Wildlife Service’s decision not to develop a national recovery plan for gray wolves under the Endangered Species Act.

The lawsuit follows a finding issued by the agency in late 2025 concluding that listing the gray wolf under the Endangered Species Act was “no longer appropriate” and that an updated recovery plan would not be prepared.

The environmental group argues that federal law requires a comprehensive recovery plan and that existing plans are outdated and geographically limited.

“Instead of trying to illegally strip wolves of protections once again, the Fish and Wildlife Service must finally follow the law and develop a plan to achieve nationwide wolf recovery,” said Collette Adkins, a senior attorney and director of the Center’s Carnivore Conservation program. She said wolves remain vulnerable in regions such as the West Coast and the southern Rocky Mountains.

The agency’s position marks a reversal from 2024, when the Fish and Wildlife Service under the Biden administration said a national recovery plan would

be central to its approach to wolf conservation. That announcement followed a settlement of an earlier lawsuit filed by the Center, after a federal court ruled that existing, region-specific wolf recovery plans did not satisfy the Endangered Species Act.

The gray wolf’s current recovery plan dates back to 1992 and focuses primarily on Minnesota. Conservation advocates say it does not address recovery needs in other areas where wolves have returned or could potentially reestablish

populations, including California, Colorado and parts of the Rocky Mountains.

“I’m frustrated we have to go to court yet again to force the Trump administration to do its job and comply with the Endangered Species Act,” Adkins said. “If federal officials would let this landmark law truly work for wolves, we could see these animals recover in places they once thrived.”

Gray wolves were removed from federal protections during the first Trump administration, leaving management to states.

Before a federal court restored protections in 2022, hundreds of wolves were hunted or trapped, according to conservation groups.

The Fish and Wildlife Service has historically managed wolf recovery through separate geographic designations, including the eastern timber wolf in Minnesota, the northern Rocky Mountains population and the Mexican gray wolf in the Southwest. Critics say that approach has left large parts of the country without a clear federal recovery strategy.

Although wolf populations have increased under federal protection, conservation groups estimate they occupy only about 15% of their historical range and

represent roughly 1% of their former population levels.

In November 2020, the agency finalized a rule removing Endangered Species Act protections from most gray wolves nationwide.

That rule was overturned by a federal court in February 2022, restoring protections.

The government’s appeal of that ruling is still pending before the 9th U.S. Circuit Court of Appeals.

Wolves in the northern

Rocky Mountains remain excluded from current federal protections, though a recent court ruling favored restoring protections in that region. The Fish and Wildlife Service has appealed that decision as well, with its opening brief due this month.

The Center for Biological Diversity is a national nonprofit conservation organization with more than 1.8 million members and online supporters.

After Mild Winter Start, Modoc Braces for Winter Weather

Modoc has experienced an unseasonably warm winter so far, but the forecast suggests colder conditions may return, lending some credence to the groundhog’s prediction of six more weeks of winter.

Heavy rain Sunday night turned to light snowfall before giving way to dense fog Monday morning. Icy roads were reported at higher elevations. Most of the snow melted, and the fog lifted by early afternoon.

Forecasters say similar conditions are expected through the week and into next week.

Weather conditions can be unpredictable, and officials urge motorists to use caution when traveling.

The National Weather Service advises drivers to slow down, noting that roads that appear wet may still be slick. More than 5,000 roadway fatalities occur each year due to weather-related conditions. Drivers are encouraged to completely clear ice and snow from their vehicles before traveling, as flying

snow can cause accidents.

Motorists should let someone know their destination and route before leaving and carry a fully charged mobile phone, a car charger and an emergency supply kit. If a vehicle begins to skid, drivers should remain calm, ease off the accelerator and steer in the direction they want the front of the vehicle to go. For vehicles equipped with anti-lock braking systems, steady pressure should be applied to the brake pedal. Drivers should not pump the brakes in a vehicle

equipped with an anti-lock braking system. For vehicles without this feature, gently tap the break. Avoid sudden braking or turning.

If visibility becomes poor due to weather conditions, drivers should pull off the roadway and stop until conditions improve. Headlights should be turned off and the parking brake set so other drivers do not mistake stopped vehicles for moving traffic.

When driving in fog, the National Weather Service recommends using lowContinue on page 16

Notice of Pacific Power’s Rate Increase Request

Pacific Power’s (PacifiCorp) California Alternate Rates for Energy (CARE) and Energy Savings Assistance (ESA) Bridge Funding Application for 2027 to the California Public Utilities Commission (CPUC) A.26-01-021

WHAT IS PACIFIC POWER REQUESTING?

Pacific Power is requesting a revenue increase of $3,000,000 (1.6%) in 2027 for a total of $7,839,827 in CARE and ESA funding. The Public Purpose Program (PPP) surcharge is the component of your electric rate that funds the CARE and ESA Programs. It is the only portion of your rate that will increase with this request. Pacific Power is making this request to ensure the continuation of the CARE and ESA programs. These programs assist qualified low-income customers with their energy bills and help customers use energy more efficiently.

HOW WOULD THIS IMPACT THE AVERAGE RESIDENTIAL CUSTOMER?

If PacifiCorp’s request is approved, the average monthly residential bill of a customer using 850 kilowatt-hours will increase by approximately $3.72 in 2027. CARE customers are not billed for costs associated with the CARE program. The actual impact will vary based on usage, baseline territory and other factors.

Notice is hereby given that the Modoc County Board of Supervisors will hold a public hearing on Tuesday, February 24, 2026, at 10:00 a.m. or soon thereafter in the Modoc County Board of Supervisors Room at Modoc County Court House, 204 S. Court St. Room # 203, Alturas, California, 96101, for consideration of the following project.

Project Name: Veldhuizen

Parcel Map (PM2025-02)

Project Description: The applicants are requesting approval of a Parcel Map to subdivide an existing 160acre parcel into two parcels. The project also includes a rezone to change the zoning designation from Unclassified (U) to Agriculture General (AG) on the project site. Staff are recommending adoption of a Notice of Exemption under Categorical Exemption

If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call or (888) 902-3989 or visit these internet websites or www.nestortrustee. com, using the file number assigned to this case 202515755-CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.

effect on the environment. The Planning Commission held a public hearing on this project on January 28, 2026, and has recommended approval of this project to the Board of Supervisors. The property is located at 2665 County Road 90, approximately 6.2 miles from Lookout, California, identified as Assessor’s Parcel Number 012-020-069000 (T39N, R7E, Section 1, M.D.B. & M).

Applicants: Randy & Marsha Veldhuizen

Summary of Proposed Ordinance: Planning Staff recommends waiving the first reading of this proposed zoning ordinance amendment for Assessor Parcel Number 012-020-069-000 and setting the second reading for March 10, 2026. The amendment includes:

• Rezoning the parcel from Unclassified (U) to Agriculture General (AG).

• Rezoning applies only within the boundaries of the proposed parcel map PM2025-02.

Per Government Code Section 65009 (b)(2), “if you challenge the action described in this notice in court, you may be limited to raising only those issues you or someone raised at the public hearing described in this notice, or written correspondences delivered to the Board of Supervisors at, or prior to, the public hearing.”

At this time, the Board will hear any and all interested persons.

beam headlights so taillights remain visible. Fog lights may be used if available, but high-beam headlights should be avoided because they can cause glare and reduce visibility.

Drivers are advised to leave extra distance between vehicles to allow for sudden stops and to follow lane markings to stay in the proper lane. In extremely dense fog with near-zero visibility, motorists should activate hazard lights and pull into a safe location, such as a parking lot. If no safe location is available, drivers should pull as far off the roadway as possible. Once stopped, all lights except hazard flashers should be turned off, the emergency brake should be set, and drivers should remove their foot from the brake pedal to prevent taillights from illuminating and confusing other motorists.

With temperatures and visibility expected to fluctuate across Modoc County, residents are encouraged to check local road conditions and use extra caution when traveling, particularly in higher elevations and during early morning hours.
