As Ukraine and Russia starts its second month of war or military action, thousands are crying, and many are dying. There is no plausible reason for the war, but insanity also does not have a reason. In 2022, Russia has decimated Ukraine and left 40 million people without water, food, heat, and a place to sleep. As Ukraine and Russia starts its second month of war or military action, thousands are crying, and many are dying. There is no plausible reason for the war, but insanity also does not have a reason. With Russia being a nuclear power no one can predict what President Putin is going to do in the short-run or long-term. When you look around the planet there are different reasons for military conflicts but again people are dying. In many of these conflicts they have gone on for two and three decades and they are still
fighting. There are wars in the east, there are wars in the west, there are wars down south and there are wars up in the north. There are rumors of war and who really wins? Ukraine is predicting that they are winning the war but in a month 70% to 80% of the homes businesses and infrastructure have been destroyed. Therefore, when the war is over there will be nothing to come home to because everything is destroyed. In many of these conflicts around the globe people keep fighting and there is no endgame. The majority of the reasons for these conflicts are civil wars, drug wars, ethnic violence, and terrorist insurgency. As many of these conflicts have no end in sight, “Is there a world body that has the credibility to bring these wars to an end.” Some of these military conflicts around the world are as follows: Afghanistan Algeria Burkina Faso

Everywhere and everyone are at war. All over the planet especially in Africa, there are droughts and floods causing a sharp drop in crop production in China, Russia, the United States, and other countries. Ukraine is one of the largest producers of wheat in the world, and at this point they are at
war. Economic sanctions against Russia are hurting the food supply chain in exports of fertilizers and food. Fertilizer is the start of global food production chain, so the world depends on Russia. With the war in Ukraine, and the war in the Black Sea is blocking ship movements and food exports are being destroyed. Farmers are reporting 300% increase in their cost, and the cost of production of food will be passed on to the consumer. Food scarcity and food inflation will be the reason in the summer why many of the food shelves in grocery stores will be empty. The only situation that can change the destruction on the planet is peace. The problem with war all over the planet is nothing gets done, because everyone is destroying instead of building. “Until the basic human rights are equally guaranteed to all’ without regard to race, I’ll say war,” sings Bob Marley. There is war in the east, war in the west, war up north, and war down south.
California Gas Prices to Spike Even More With July 1 Tax Increase Tanu Henry | California Black Media
“I really don’t understand how the price of gas can rise so drastically in California,” said a Black woman and 55-year-old Rancho Cucamonga resident who agreed to be interviewed for this article but asked to not be identified. “Unfortunately, we need to
purchase it regardless of the prices and that’s one of reasons, I believe, it continues to increase,” she complained. “Weekly, it is costing me approximately $75 to commute to and from work, which is $35 more than I used to pay.” The woman, who is a collections officer with a lead abatement company, said filling her tank often means she has to forgo another obligation. As of Friday, the average gas price per gallon was $5.82 in the state. Now, news that the state is tacking an extra 3 cent tax on every gallon purchased –
which will not be a significant increase – is still absurd, says the woman, considering that California already has the highest gas prices in the nation. Because Gov. Gavin Newsom and the State Legislature missed the May 1 deadline to suspend an inflationary gas tax increase that is scheduled for July 1, it will still take effect. Pol icy m a ke r s would have had to act 60 days in advance to avert the increase. Democratic lawmakers, backed by environmentalists, are digging their heels in, defending
their decision not to suspend the inflationary tax increase that they fought hard to approve when they voted to pass Senate Bill 1 in 2017. “As we’ve said before, suspending the gas tax would reduce critical funds available for road repair and improvement projects,” Senate President Pro Tem Toni Atkins, (D-San Diego) and Assembly Speaker Anthony Rendon, D-Lakewood said in a joint statement. “Ad d it ion a l ly, a s oi l companies continue to rake continued on page 3
Dream Fund: Entrepreneurs Can Apply for $10,000 Grants Through $35M State Program Tanu Henry | California Black Media Since 2017, there has been a 9.8% increase of new small businesses – firms with less than 500 employees -- in the United States. Over the past two years alone, over 10 million applications were submitted to start new small businesses across the country, according to the Small Business Administration. That growth trend is true for California, too, where there are about 4.1 million small businesses, the most in the country. Those companies make up 99.8% of all business in California and employ about 7.2 million people. But for Black-owned and other minority owned small businesses across the country, there was a steep decline in numbers, almost 41%, due to the pandemic, a Census Population Survey found in 2020. During that same time, nearly 44% of minorityowned small businesses were at risk of shutting down, a Small Business Majority report found. Although a number of reports suggest that the outlook has begun to be more positive as the U.S. economy continues bounce back defying the odds, and many Black businessowners have also become more optimistic, access to credit and technical support remain a challenge for many who had to dip into their own finances to keep their lights on. Recognizing the outsized contribution small businesses make to the health of the California economy and the hit many of the smallest of small business have taken during the pandemic, the California Office of the Small Business Advocate (CalOSBA) has been making grants of up to $25,000 to small business in the state. In its latest round of funding called the Dream Fund, which is now accepting applications
Everett Sands , CEO Lendistry on a rolling basis, CalOSBA has partnered with Lendistry, a Los Angeles-based, minority-led small business and commercial real estate lender to administer the $35 million grant portion of its program. The fund provides $10,000 to each small business that qualifies. To become eligible, Californiabased small businessowners will have to complete training at one of the centers run by the state’s Technical Assistance Expansion Program (TAEP) and receive a certificate. “For the millions of Californians that have dreams of owning their own business, this grant coupled with one-on-one counseling and business expertise from hundreds of counselors at our eighty-seven Technical Assistance Centers, has the power to jumpstart their dreams,” says Tara Lynn Gray, Director of CalOSBA. Jay King, President and CEO of the Sacramento-based California Black Chamber of Commerce, says he applauds Gov. Newsom for understanding the historic systemic challenges minority businesses face and for “doing something about it.” But giving Black businesses grants are not a “cure-all,” he says. “It is like putting a band aid on a bullet wound, if we don’t do more to really fix the problems small businesses face,” King continued on page 6

San Bernardino City Unified Superintendent Doc Ervin To Retire After 30 Years Of Service In Public Education Community/Education News

(Photos by Corina Borsuk and Ginger Ontiveros and provided courtesy of SBCUSD) San Bernardino City Unified School District (SBCUSD) Superintendent Doc Ervin announced Tuesday, May 3 that he will retire at the end of this school year. In making the announcement, Ervin praised the educational community for putting students first during what he called “the most unprecedented time for public education.” “When I joined the SBCUSD team, my goal was twofold. First to reopen schools to in-person learning after the pandemic pushed classes online for a year, and second to set us on a transformational path toward becoming a high-performing public school district,” said Ervin. “I am proud to say we accomplished the first and have good curricular, instructional, and assessment systems and structures in place to support the second.” Ervin was hired one year ago, with the Board of Education unanimously appointing him for a three-year assignment. According
to Ervin, he made the decision to retire earlier than expected after carefully considering family, health, and progress toward his professional goals here. “Superintendent Ervin came to SBCUSD, listened to our community, and led us through reopening our schools with an emphasis on doing what’s best for kids,” said Dr. Scott Wyatt, President of the Board of Education. “While his tenure will be brief, his impact on our system has helped us see new opportunities to help scholars excel and move our District on a trajectory toward becoming a high performing district of excellence.” Ervin spent several months gathering input from the com mu n it y th roug h his Listening & Learning Tour. He shared his findings with the District’s leadership team who developed five overarching goals to strengthen student outcomes. Then at Mr. Ervin’s urging parents, students, teachers,
community leaders, principals, District administrators, and Board members joined a task force to build on these overarching goals and create a new strategic plan known as Framework for Excellence: Vision 2025. Nearly complete, the Framework will provide SBCUSD with a roadmap to guide its success in the future. Ervin noted that he appreciates the support he’s received from members of the District’s Board of Education. He added that he hopes they will embrace the collaboratively designed Framework before the next school year begins and will come together to select a new leader who is aligned with their educational philosophy. “As I have said since I started my role here, SBCUSD has everything it needs to be a high-performing, urban public school system,” said Ervin. “I believe in the plans our team developed together with input from our school community. I believe they can be successful regardless of my decision to step away because this District is an educational community that wants transformational change. Every student attending San Bernardino City Unified schools will receive COVID-19 rapid antigen tests thanks to a generous donation from Amazon. A longtime community partner, Amazon donated 150,000 COVID-19 rapid antigen tests to the District’s Making Hope Happen Foundation, which will be distributed to every SBCUSD school. Students will take the tests home in May and can use them to test until early June, when school is out for summer break. With the help of partners like Amazon, the Making Hope Happen Foundation (MHHF) engages people, builds partnerships, provides leadership, and delivers resources where they are needed to achieve a thriving and innovative community in which every student is a lifelong learner and can be successful in meeting their hopes and aspirations. The A mazon donation included 75 boxes of Abbott BinaxNow rapid antigen test kits, with two tests per kit. Amazon donated these COVID-19 tests to SBCUSD in support of its continued pandemic response to ensure communities across the
country have access to reliable at-home COVID-19 testing. California ’22 Primary Election: Black Candidates Running for US House of Representatives Joe W. Bowers Jr. | California Black Media Election offices have begun sending out vote-by-mail ballots for the June 7, 2022, California Primary. Statewide, voters will discover that Black candidates for United States House of Representative seats are overrepresented on their ballots. California Black Media (CBM) is reporting that 18 Black candidates are running for 14 US House seats. Eleven are registered as Democrats and seven are running as Republicans. Nine are women and nine are men. Although African Americans are 5.8% of California residents, Black candidates are on ballots for 26.9% of the US House seats. California’s delegation to the US House of Representative will have 52 members in the next Congress. While it is the still the largest delegation, one seat was lost due to a decline in population count from the 2020 US census. Congressional district population following the 2020 census is about 761,169 people. A consequence of losing a US House seat is that district boundaries have been redrawn by the independent Califor nia Citizens Redistricting Commission (CCRC) and many district numbers have been reassigned. For example, Rep. Barbara Lee, one of the three Black members of the California delegation, currently represents House District 13 and is running to represent District 12.

With the tax hike, the average excise tax price per gallon in the state will go from about 51cents per gallon to 54 cents per gallon. Last month, with the May 1 deadline looming, Newsom’s office acknowledged that it would not be able to convince lawmakers in the state Senate and Assembly to suspend the tax increase. Instead, N e w s o m ’s spokesperson Alex Stack released a statement suggesting that the Governor’s office was turning its attention to providing relief to Californians as the cost of gas, food and other commodities cont i nue t o sk y ro cket. “We look forward to working with lawmakers on the governor’s
proposal for direct payments to Californians wrestling with rising prices,” Stack said in a statement. “Helping offset the impact of inf lation on California residents remains a top priority for the governor.” Legislative Republicans blasted their Democratic colleagues for their “inaction” on the gas tax increase. “Californians are desperate for any relief at the pump while paying the highest gas prices in the nation, but Democrats have decided to run out the clock and increase the state’s gas tax instead,” read a statement the state Republican Party released earlier this month. G o v. Newsom and lawmakers in both chambers of the Legislature have still not agreed on how to address the excessive cost of gas in the state.

The Takedown By Dwight Brown NNPA News Wire Film Critic
Biracial buddy cop movies (e.g., Beverly Hills Cop, Lethal Weapon) aren’t a new phenomenon and could use a refresh. The genre gets a needed update with this French ebony/ivory crime story that’s novel due its unusual antagonists. Right-wing, antiimmigrant zealots. In this year’s French presidential election, the incumbent leader, Emmanuel Macron, a moderate, beat his far-right and very xenophobic challenger Marine Le Pen. Clearly racism and the fear of foreigners weren’t winning divisive issues for her. Those social ills are also used as political tools in the U.S. But here, even the most daring filmmakers haven’t produced a crime/action/comedy that tackled the subject of ultranationalism. Not sure what’s in the Perrier they’re drinking over there but, screenwriter Stephane Kazandjian and director Louis Leterrier (Netflix’s Lupin series and the film Transporter) have either lost their minds or are extremely perceptive and progressive. Talk among yourselves. Chief Ousmane Diakité (Omar Sy, Lupin and Intouchables) and Captain François Monge (Laurent Lafitte, Elle) have worked together on other police investigations. Their relationship is strained at best. Ousmane, an African immigrant and single dad, worked himself up the ranks, succeeded in the French Gendarmerie and now heads the Criminal Division. He’s
so well respected and such a trophy that his commanders coral him into a publicity campaign to attract other people of color. François, conversely, failed a police exam three times, is the son of rich parents and he still mooches off mom and dad. His sexcapades have included his own therapist and he’s so metrosexual his socks, handkerchiefs and underwear probably match. Additionally, Ousmane and François once dated the same woman, which makes them even more estranged. A murder investigation leads the two out of the city into the French Alps where white racist bigots want to take their country back from the people who don’t look like them. Sound familiar? The detectives are assisted by a younger officer named Alice (Izia Higelin, Samba). The three follow a trail of clues, including a severed torso, and ultimately try to thwart other crimes against nonnationals. The screenplay couldn’t be more topical. Lafitte is suitably off-putting, self-absorbed, urbane and prissy. They’re an entertaining odd couple with a comic bromance that grows on you increasingly as they encounter danger. Their race-based conversations are often witty, funny and relevant. Personal digs can be very pointed. The clever language, jovial banter and sensitive talk are a credit to Kazandjian’s edgy script or to the writer who translated the French dialogue into American slang. For a movie that runs a hair under two hours, the pacing (editor Vincent Tabaillon, Taken 2 and Clash of the Titans) only lags in a few parts. The beauty of the region is well documented and action scenes are nicely captured (cinematographer Thomas Hardmeier, Yves Saint Laurent). Precincts, warehouses and strip joints look fine (production design Françoise Dupertuis, Molière). Sy’s blue collar clothes and Lafitte’s natty attire make sense (costume designer Camille Janbon, Lupin). Add in an appropriately dramatic musical score (Guillaume Roussel, Black Beauty) and you’re pulled into the investigation for the duration. Credit Leterrier for making what could have been a decent but immemorable action film (e.g., 355 or Hitman’s Wife’s Bodyguard) noteworthy. Sometimes when Ousmane and Alice mull over crime details, instead of a generic flashback, the footage depicts reenacted scenes on screen in front
of the two leads. These visions could have been distractions, instead they’re fascinating. His direction also enhances Sy and Lafitte’s chemistry, making them even more appealing, annoying, combative and amicable. Sight gags (cops squeezing through a tight doorway), physical humor (the morgue scene is hysterical) and adrenalin-pumping foot and car chases are all lively. Scenes with Lafitte bedding whoever he can, are amusing in a knockoff James Bond way. Sequences with all the colorful faces that have changed old France into multicultural France capture a burgeoning reality. There’s just enough here to hold viewers’ attention whether they’re in it for the excitement, laughs or socialconsciousness raising. The Takedown is a follow-up to another Sy/Lafitte cop film, On the Other Side of the Tracks. Popular YouTuber and selfproclaimed relationship expert Kevin Samuels has reportedly passed away at age 56. He was known for dating advice and YouTube videos where he operated under the self-proclaimed title of an “image consultant.” Samuels has gained a following of over 1.4 Million YouTube subscribers and 1.2 Million
Instagram followers through the way he addresses black women. His image consulting agency works with “men who want to improve their appearance,” according to his website. Plug Talk’s Instagram account claimed Samuels died of “cardiac arrest,” but the post did not offer verification of its report. Other Instagram accounts quickly
latched onto that same narrative without offering any confirmation. It appears that the reports of Samuels’ death originated from a single social media post claiming he died Thursday morning. Samuels’ Instagram account included a video in which he talks about “modern women” and reflects on whether they are “a party of 1.” Wednesday was Samuels’ most recent social media activity, as his Facebook had not been updated since at least Tuesday. His final tweet was posted in April, but that post was linked to his Instagram. The last video he posted on his YouTube channel was about the aforementioned “Modern Women” and was published at the same time as the Instagram post on Wednesday. Some of his most popular videos include “How Much Do You Cost to Submit?” and
“Modern Women Are Average at Best?” Just last week he sparked outrage on social media after he said unmarried women who are 35 years old and over are considered “leftover women.” “If you live to 35 and you’re not married, you’re a leftover. There is a powerful warning here for every person who has not repented. The rich man had many opportunities to repent before he died. However, he did not and had to face the consequences. Solidarity with Transgender and Nonbinary Youth Andy Lang Across America, laws and executive orders are criminalizing the lifesaving treatment that transgender youth need to complete their journey to wholeness and, at the same time, depriving parents of the right to make medical decisions for their children. These laws, enacted or proposed in states across the country, are part of a broader campaign to reverse basic rights for LGBTQ+ Americans. Arizona, Arkansas, and Alabama already ban medical care for trans youth, and in Texas the state government has defined gender-affirming care as “child abuse.” Fifteen states have banned participation by transgender youth in school sports. Six states have adopted “don’t say gay or trans” laws that have erased any mention of LGBTQ+ people from school life. The cruel irony of “pro-family” state governments seizing control from parents of their freedom to provide care for their own children is obvious enough. But even more dangerous is the message states are sending to transgender and nonbinary youth: your lives don’t matter. Suicide is an epidemic among LGBTQ+ youth and has been for years. When politicians stigmatize children and teenagers who are simply seeking to live their lives with integrity, the cost in mental suffering is high. Popular YouTuber & Relationship ‘Expert’ Kevin Samuels Passes Away at 56...continued from page 4 Rumors regarding his death from cardiac arrest began circulating on Twitter and other social media outlets earlier this evening, leading to an online battle between Samuels’ fans and critics. After declining steadily for more than a decade, new research shows the number of people dying from cardiac arrests, is climbing. And the greatest increase is among young Black adults, like Samuels. The study, which is being presented Friday at the American Heart Association’s virtual Scientific Sessions, pulled data from 311,065 death certificates for Black and white people in the United States who died from cardiac arrest from 1999-2018. Researchers found deaths from cardiac arrest, when the heart suddenly stops beating, initially dropped by nearly half. The rate fell from 80.1 deaths per million people in 1999 to 44.3 per million people in 2012. But then those numbers nearly reversed, climbing 8.8% overall from 2012 to 2018. The increase was significantly higher – 10.9% – for Black adults compared to
6.9% for white adults. When it came to people under the age of 35, deaths from cardiac arrest among Black people jumped by 35%. But they fell for white people by 11%. Among those 65 and older, deaths increased twice as much for Black adults – 8% compared to 4% for their white peers. The findings are considered preliminary until published in a peer-reviewed journal. Love him or hate him, it seems as though both sides want to weigh in on criticizing or celebrating Samuel’s death. “Kevin Samuels told broke men & mediocre faced women to shoot in their range and only one group wants him dead because of it. LMFAO,” one user wrote, for example. A young woman shot back, “I don’t believe Kevin Samuels is dead, for the record. But me not feeling bad if he is doesn’t mean I’m ‘celebrating’ it. He went out of his way to be cruel. We are not required to mourn virtues he didn’t show. And asking black women, of all ppl, to show tact is audacious.”

A ‘World We Have Not Seen’ — Ukraine War Raises Threat of Nuclear Conflict By Peter Schurmann Additional reporting by Jenny Manrique The world is confronting the threat of nuclear armed conflict the likes of which has not been seen since the end of the Cold War. And while war in Ukraine has escalated the threat, its antecedents can be traced to a shift in U.S. military posture years earlier. That’s the consensus of a group of experts who spoke recently during a briefing for ethnic media organized by Ethnic Media Services. “How real is the threat of nuclear war,” asked Daryl Kimball, executive director of the non-partisan Arms Control Association and publisher and contributor for the organization’s monthly journal, Arms Control Today. “It is all too real.” According to Kimball, Russian President Vladimir Putin’s recent rhetoric highlights the grave risks associated with the ongoing conflict in Ukraine. Describing Putin’s statements as “unprecedented”—including a Feb. 24 warning that interference by outside powers in Ukraine would invite “consequences… such as you have never seen in your entire history”—Kimball notes this marks the first time that the former Cold War adversary has made explicit nuclear threats since the end of the Cold War. And while some have interpreted Putin’s words as bluster intended to stave off direct U.S. and NATO involvement in Ukraine, Kimball says both Russian and U.S. military doctrine leave open the option to deploy nuclear weapons against nonnuclear targets. What does that mean in
practice? From the purview of Moscow, if the tide of war appears to be turning against Russia, tactical, short-range nuclear weapons could become an increasingly attractive option to gain back the upper hand. And, says Kimball, “Once nukes are used, there is no guarantee that the other side won’t respond.” Kimball is quick to point out that to date U.S. intelligence has seen no signs that Russia—which maintains an arsenal of some 100 tactical nuclear warheads— has begun to prepare such an attack. Observers also took note of Putin’s Victory Day speech, delivered in Moscow on May 9 to commemorate Russia’s defeat of Nazi Germany, which left out any such escalatory threats. But with the war in Ukraine now stretching into its third month, Kimball warns that its continuation increases the danger of nuclear conflagration. “The longer the Ukraine conflict continues,” he says, “the higher the risk. We are in a heightened state of danger.” Michael Klare is professor emeritus and director of the Five College Program in Peace and World Security Studies at Hampshire College. According to him, the current threat of nuclear war dates to a decisive shift in U.S. military posture in 2018
that turned away from the War on Terror to focus instead on what its authors described as “Great Power competition.” Under this new strategy, articulated by former Secretary of Defense James Mattis, America’s armed forces would turn away from small-scale conflicts in the global South that defined much of the War on Terror to focus on larger wars with “near-peer powers,” namely Russia and China. For leaders in Moscow and Beijing, that shift brought with it a heightened and unacceptable threat from newly deployed U.S. conventional weapons targeting their countries’ respective military capabilities and infrastructure. Whether this was the driving factor in Putin’s decision to invade Ukraine is something for “future historians to decide,” says Klare, adding however that the resulting situation has “triggered anxiety” in both Russia and China, prompting the latter to expand its nuclear capabilities. As for what comes after Ukraine, both Klare and Kimball agree the picture remains decidedly precarious. “After the war in Ukraine, this process of all three powers building capabilities for continued on page 8

It’s me and my mom, and when we go to the grocery store, she tells me all the time it wasn’t like this before. Sometimes it’s difficult,” said Ashley, who attended the food distribution, “Everything here is so well organized; I love it.” Each recipient received a nutritious, shelf-stable food box,

In the Asia Pacific, potential confrontation over Taiwan— which U.S. leaders have sworn to prevent from becoming “another Ukraine”—again points to the possible deployment of nuclear weapons. The “nuclear fire break,” says Klare, “becomes much narrower, increasingly to disappear.” Andrew Nynka, editor-inchief of the U.S.-based Ukrainian Weekly In the meantime, fighting continues in Ukraine, with Russia’s war aims remaining vague, from what began ostensibly as an effort to topple the current government of Ukrainian President Volodymyr Zelensky to more recent proclamations of taking control over eastern, Russian-speaking portions of the country. For Andrew Nynka, editor-inchief of the U.S.-based Ukrainian Weekly newspaper, Putin’s nuclear threats are part of the broader information war being waged over Ukraine. “Putin is using the question of nuclear war to divide his enemies,” says Nynka, adding that absent this threat the situation in Ukraine would look very different. “The only thing stopping Western aid is the threat
of nuclear weapons.” But even Nynka acknowledges that getting into the mind of Putin, a “master of misinformation and disinformation,” is a fool’s errand. And that uncertainty has defined much of Russia’s strategy—or apparent lack thereof—for much of the war, according to Gabriela Iveliz Rosa Hernández, research associate at the Arms Control Association. “You have broad and unclear aims… Russia is uncertain of what it is trying to do.” Rosa Hernández notes that whatever its current goals, the use of nuclear weapons by Russia is just as likely to push those aims farther out of reach, hardening resistance both in Ukraine and in the international community. Which suggests the fighting could continue with no clear end in sight. “I do not see a ceasefire any time soon,” says Rosa. Both Kimball and Klare agree that communication and a tamping down of escalatory rhetoric are critical and that both Russia and the U.S. need to return to the disarmament table prior to the expiration in 2026 of the New START Treaty which called for both nations to draw down their nuclear stockpiles. But with tensions at historic levels, a return to such talks appears unlikely, says Kimball. At which point, he warns, we will be “Living in a world with no restrictions on the world’s largest nuclear arsenals. This is a world we have not seen in some five decades.”
