Harris candidate for San Bernardino County Sheriff Election Endorsements recommendations for June 7 2022 (partial) I have many people who follow me, that have requested my thoughts and recommendations of the upcoming election on June 7th.. I did reach out to some for interviews by Zoom and some contacted me back while those I know personally, I did not contact them. Having limited space I will shorten my thoughts and comments in the best interest of you my friends. For the statewide office(s) seekers Governor Gavin Newsom has already overcome his distracters by beating a large field of Republicans in a recall election and Dr. Shirley Weber has proven her skills and ability to oversee a very complicated election that was fair and secure for all voting citizens. This she did in the face of a Republican Party claiming all elections are stacked with voter fraud. Even some of the California Republican candidates making voter fraud clams did not object to the election after they lost, to Gov. Newsom. I am proud of the fact that I have a diversity (racially and gender) of candidates to make a selection for office, believe me race and gender does matters in policy making, I’ve been in closed session meeting and sitting at the table, with people discussing issues before making a policy. I want to highlight a few of the candidates because they deserve my comments for the
public record. Pete Aguilar has done a wonderful job in brining over a Billion dollars into his district while representing our democracy and by serving on the Congressional Select Committee to find out what happen on the January 6th Insurrection led by members in the Republican Party. Alex Padilla has represented us well by serving on the Senate Judiciary Committee and standing up for Judge Ketanji Brown Jackson to become the first African American woman to be nominated by President Joe Biden and confirmed by the Senate to sit on the United States Supreme Court. James Ramos has done a great job in his old Assembly District and he will continue to do a great job as the first Native American Indian to serve in our state legislative body. I am proud to know him and his family long before they had the gaming casino and it has not changed his values. I know Ted Alejandre, Bob Dutton, Jason Anderson, Clifton Harris and they deserve your votes. I have known Ted and his wife’s family for a long time and they have represented us well in the education of our children. I have known Clifton and his family even longer going back into the 70’s. It is time to break the cycle of the outgoing sheriff appointing who become sheriff, plus Cliff would do a good job. I have been going or observing the San Bernardino City Council Meetings since 2019 and they are
now beginning to respect each other and are working together, when mayor John Valdivia is absent from the meeting and not interfering, trying to divide the council members. I have listen to Treasure Ortiz at council meetings and met with her by ZOOM. In my opinion she would be a “good choice” as our next mayor but after meeting and talking with Helen Tran, Helen would be the “best choice” as mayor in my opinion during this time. Tran knows the internal working of the city and understands the different roles and responsibility of the mayor, council and city manager. She explained to me her experience of working in another city government where things get done by elected officials working with each other and putting the citizens first. Helen will bring a new sprective to our city from her background as a Human Recourses Manager. I know from my personal experience that a Human Resources Manager has the experience to communicate with all sides to arrive at decisions that are in the best interest of the city. For Tony T hu r mond , California’s African American State Superintendent of Public Instruction, American public education will never be the same after experiencing what it has over the last two years. “The pandemic really did put a spotlight on places where there were big holes and gaps and inequities,” Thurmond told California Black Media (CBM). “In a nation with the wealth we have, that there should be a digital divide, I think that’s just a big example of the kinds of inequities that have existed.” But Thurmond is hopeful. Working with lawmakers in both the California Senate and Assembly, he is sponsoring and supporting a range of focused legislation that, if approved, would increase access to education opportunities and improve learning for Black, Hispanic and other children who were most affected by the pandemic. Many of the children Thurmond’s programs target
are underperforming on the state’s standardized tests. As a former Assemblymember representing the 15th District in Alameda County from 2014 to 2018, Thurmond is familiar with the sausage making that goes into creating policy. He is leveraging knowledge of that process, he says, to transform public education. He told CBM, “Our number one bill is Senate Bill (SB) 1229.” The bill authored by Sen. Mike McGuire (D-North Coast) offers incentives to recruit 10,000 professionals to help support the growing mental health needs of students. SB 1229 provides $25,000 grants to aspiring mental health clinicians who commit to serving a minimum of two years as a mental health professional either in a school district or youth-ser ving community organization in high need areas. This year, three San Bernardino City Unified School District (SBCUSD) administrators were honored by ACSA Region 12 for their exceptional leadership in managing school programs, commitment to professional g row th, com mit ment to educational qualit y and student achievement, and creativity in addressing issues facing public education. The Region 12 Student Services Administrator of the Year for 2022 is Dr. Marlene Bicondova, the Director of Positive Youth Development for SBCUSD. Dr. Bicondova has a proven track record of creating positive outcomes for youth.

As a principal, she transformed Curtis Middle School from one of the lowest-performing middle schools in the county into a high-performing school by implementing a proactive approach to student success that focused on daily assessments that informed teacher instruction. For the past four years, Dr. Bicondova has worked at the District level to reduce chronic absenteeism and suspension rates. Her signature accomplishment has been the creation of the SBCUSD Bullying Intervention System, which uses restorative practices and Undercover Anti-Bullying Teams as the key components, which work to change school culture to stop bullying before it starts and stop bullying when it does happen. of the Year. Smith began her SBCUSD career in 1995 teaching first grade. She began supporting teachers as a program specialist and new teacher mentor in 2000. After 17 years leading the Teacher Induction Program, she earned her place as the assistant director of Employee Development. In that position, she can combine her love of teaching with her love of mentoring the next generation of educators as she helps develop programs and instruct new teachers so they can be successful SBCUSD educators. ACSA, which is one of the largest organizations for school leaders in the nation, is dedicated to developing and supporting educational leaders who meet the diverse needs of California students. Buy Now Pay Later (BNPL) plans increasingly are being offered as a convenient credit alternative that enables purchases to be made in installments, typically four payments over six weeks. The so-called “fintech” (financial technology) companies offering these plans often advertise them as providing consumers interest-free payments with no impact to credit scores. But consumer groups and economic justice organizations point out that these financial products that already affect 8.42 million consumers may be just another explosive form of predatory lending that exploits unsuspecting consumers through a lack of transparency that usually leads to confusion about the true terms and consequences that come with the product. Without effective regulation, millions of more consumers could be financially duped by BNPL. Consumers can use BNPL offerings from firms such as Affirm, Klarna, PayPal Pay in 4, Sizzle and others at brick-and-mortar stores like Macy’s, Footlocker, Target, and Walmart, as well as online retailers like Amazon. BNPL purchases require direct payment deductions from either
credit or debit cards. Because each BNPL purchase comes with its own set of payment due dates-unlike the fixed payment date for a credit card bill – these ongoing deductions can easily lead to consumers incurring additional bank fees assessed for insufficient funds and overdrafts. And many BNPL transactions do not automatically come with product return and/or fraud protections that credit cards offer. Instead, these credit terms are currently at the discretion of BNPL providers. As a result, consumers can end up with no merchandise, while their money still is being taken from debit or credit card accounts. Complaints to the Consumer Financial Protection Bureau (CFPB) and Better Business Bureau have noted several consumer issues including lack of information about initiating disputes, delays in receiving refunds, and continued demand for repayment from BNPL lenders. This past November, Marisabel Torres, the Center for Responsible Lending’s Director of California Policy testified to Congress that BNPL loans typically are designed to avoid coverage under continued on page 4

Last week, Contra Costa District Attorney Diana Becton, California’s only Black D.A., joined the state’s Attorney General Rob Bonta and Acting Richmond Police Chief Louie Tirona to announce that they have identified the man who killed 28-yearold Meekiah Wadley in 1999. During an emotional news conference a representative of the three agencies said Jerry Lee Henderson murdered the Contra Costa Community College student inside her Richmond home. Tirona, said Henderson died 11 days after the killing. He was identified through DNA left at the scene. “I know it’s been a long 22 years since this heinous crime was committed, and justice doesn’t always come swiftly,” said Becton. “Today’s announcement is a major testament to the determination of our law enforcement partners, forensic scientists, and investigators who continued to work on this case for over 20 years and who never gave up the search for the truth.” Investigators solved the murder using California’s familial DNA search program. Becton, who is on the ballot for the June 7 primary election, joins former Los Angeles County District Attorney Steve Cooley and Sacramento County District Attorney Ann Marie Schubert as California D.A.s
who have used this technique. Becton, 70, was in the fourth year of a 22-year run as a Contra Costa Superior Court judge at the time of Wadley’s death. On Sept. 17, 2017, the county’s Board of Supervisors appointed her Contra Costa’s 25th district attorney, the first African American female to hold the position. In June 2018, the graduate of San Francisco State University and Golden Gate University School of Law was elected to a full term. Becton said her priority is keeping the streets of Contra Costa County safe from dangerous and violent criminals. She says she is committed to safeguarding communities from crimes that threaten health, well-being, and livelihood, and protecting seniors from financial abuse. She is also committed to providing positive outcomes for youth. The legal eagle f rom Oakland wants to serve Contra Costa’s 1.1 million residents for four more years. To “effect change” and ensure a “fair” judicial system, she told California Black Media (CBM). “What I’ve come to realize, though what seems like a short time some days, we’ve gotten a lot done. But the truth is that there’s so much more work to do,” Becton told CBM. ‘This truly is, in terms of building sustainable change that is going to last, is a blueprint. It’s just not something that is going to happen in a short haul. I am running for reelection to continue the important work that we have started.” Becton removed juvenile justice fees that severely affected low-income families of color, created the Reimagine Youth
Justice Task Force to discover alternative solutions to juvenile justice, and established “Clean Slate Day” to allow former offenders opportunities to clear their criminal records. In addition, Becton set up the first Human Trafficking Unit to fight the exploits of the sex trade, addressed racial disparities, advanced youth justice by establishing the county’s first diversion program, and held law enforcement and public officials accountable. In April 2021, Becton announced felony voluntary manslaughter and felony assault with a semi-automatic firearm, and unreasonable force charges against Danville police officer and deputy Andrew Hall in the shooting of Laudemer Arboleda in 2018. Becton said the cop killed Arboleda, who was reportedly driving six miles per hour, “without lawful excuse of justification.” Becton nailed a conviction in that case. In October 2021, Hall, who is White, was convicted by a jury of assault with a firearm and sentenced to six years in prison on March 4. Six weeks before Hall was charged for killing Arboleda, shooting him 10 times, he fatally shot a Black unhoused and mentally ill man. The killing of Tyrell Wilson by Hall is still under investigation. “Deputy Hall’s actions were not only a crime, but they tarnished the badge, and they harmed the reputation of all the good, hard-working police officers that work for our community,” Becton said in a statement. Months after a jury convicted a former Minnesota police officer
of killing George Floyd. It was the first time a Contra Costa cop was charged and convicted in a police-involved shooting. Becton gets flak for easing the court’s burden by not prosecuting every low-level, non-violent crime, including offenders arrested with small amounts of drugs that come across her desk in an effort to reduce the “footprint” of mass incarceration. “It’s quite interesting now that I have a historic conviction of an officer in Contra Costa County. But I would say, all and all, that we have mutual respect. I have 25 law enforcement agencies in 19 cities that I work with,” Becton told CBM. “It’s a loud opposition from the Sheriff who may not like the fact that one of his got convicted. But I am not deterred by that. It won’t stop me from being collaborative with these agencies when it is important to bring their voices to the table.” As District Attorney Becton leads a prosecutorial office of approximately 200 lawyers, investigators, and staff. Becton was raised in East Oakland by her self-employed beautician mother and her airplane mechanic father. Her journey to be an attorney, judge, and elected official was inspired by a civil rights movement she was able to personally witness in the late 1950s and 1960s. “My commitment is to keep our community safe but also make this a fair system for everyone. That’s my priority,” Becton said. “I’ve made it a point that not only our traditional justice partners are at the table but people in the community are at the table as well. They (all) help us in problem-solving.”

That’s the premise of this 10th century Scandinavian revenge allegory. Deceit, murder and vengeance rain down in torrents. Once upon a time, King Rørik of Denmark appointed two brothers, Horwedil and Fengo, as the rulers of the peninsula of Jutland. Horwedil slayed the King of Norway, he married Rørik’s daughter Gerthua and the couple had a son named Amleth. That’s according to the Icelandic legend of Prince Amleth, an old Norse tale that inspired Shakespeare’s Hamlet. That folklore inspired the very well researched and written script by director/writer Robert Eggers (The Lighthouse) and Icelandic poet, novelist, lyricist and screenwriter Sjón (Lamb, Dancer in the Dark). Their saga starts as two brothers reunite… King Aurvandil War-Raven (Ethan Hawke, Training Day) has just returned from war to his wife Queen Gudrún (Nicole Kidman, Being the Ricardos) and tween son Amleth (Oscar Novak). As the father prepares his son the prince to transition into adulthood, the king’s sibling Fjölnir The Brotherless (Claes Bang, The Square) comes home too. In short order, the jealous Fjölnir kills Aurvandil, steals his wife and tries to murder the son, who escapes. Years later, in exile, the adult Amleth (Alexander Skarsgärd, Passing) is a Viking warrior, and

Bodies float in air, a mysterious seeress foretells the future and wild dogs howl in unison. Yet you never question this extra dimension, even with its Native American-like overtones, because it elevates the storytelling. This ethereal, spiritual realm counteracts the dark realistic savagery on earth. Violence is power. Instincts are primal. The language is gruff. All that comes across in the battles, interactions, threats, perils and animalistic behavior. Through it all, Egger
pulls excellent performances from his cast, maintains a steady forceful tone and drives the storylines to a cataclysmic ending. Try as you may, you can’t take your eyes off the screen. It's like Hawke, Kidman, Bang, Skarsgärd and Taylor-Joy showed up to do Hamlet at the Old Vic and were kidnapped and cast into this movie instead. Their acting is very theatrical, of the highest standards and permeates their characters, making this searing act/ad/dra epic stick to your gut. But even this impressive quintet must render star billing to Iceland’s beautiful scenestealing geography. Panoramas of verdant valleys, ash gray volcanos, bright orange lava and white glaciers are so photogenic, it’s like they’re movie stars. The brutal, aggressive rage is real. Riverside County health officials are trying to find out why dozens of employees of a shuttle bus company became ill after eating a catered meal for hundreds of people. More than 40 people were taken to three hospitals in the Coachella Valley early Monday after they complained of various symptoms, including stomach cramps, dizziness, nausea, and diarrhea, after eating dinner that was catered for employees of a transportation company that provided shuttle service for the Coachella Music Festival. A handful of patients were admitted to hospitals Monday. Investigators with the Riverside County departments of public health and environmental health are collaborating to determine what caused people to become ill and find out how many people were affected. They hope to quickly speak to as many people as possible who attended the dinner – those who got sick and those who didn’t – to narrow down the cause.
Many of those who got sick live outside Riverside County and may have sought medical care from a hospital or medical provider in another jurisdiction. Riverside County officials have alerted local health jurisdictions throughout Southern California and the California Department of Public Health about the incident so potential patients can be interviewed. “This could involve hundreds of interviews, but it is important to gather as much information as possible so that we can determine what happened and try to prevent it from happening again,” said Kim Saruwatari, director of Riverside County Public Health. Officials emphasized that it does not appear any attendees of the music festival were affected. They have everything already planned so that in the midst of the chaos, the crisis that the world is now experiencing, the Antichrist may appear as peacemaker and savior of humanity. One of its heads seemed to have a mortal wound, but its mortal wound was healed, and the whole earth marveled as they followed the beast. He will be possessed by Satan, just as Judas was [Luke 22:3]. His power will be mighty, “but not by his own power” [Daniel 8:24]. His coming will be “in accord with the activity of Satan, with all power and signs and false wonders” [2 Thessalonians 2:9]. He will be a “worker of deceit. [Psalm 52:2]. His speech will be “smoother than butter” but his heart will be filled with war. [Psalms 55:21]. He will be “a man of bloodshed and deceit.” [Psalms 5:6]. He will confirm the
covenant with many for one week: and in the midst of the week, he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.” [Daniel 9:27]. Be Alert! Be Vigilant! For the Antichrist energized by Satan [Daniel 8:24] will seem to have all the answers to the world’s problems. Keep your eyes wide open because he, the “Final Antichrist” will be a key instrument, a critical player in the time before Christ’s return. God will allow him to make himself known only after the Warning… Urgent call from Jesus the Good Shepherd to His Flock. Here is wisdom. Let him who has understanding calculate the number of the beast, the coming Antichrist, for it is the number of a man: His number is 666. “He will oppose and will exalt himself over everything that is called God or is worshiped, so that he sets himself up in God’s temple, proclaiming himself to be God. Poison Pill Sekinah Hamlin I like drugs. Let me explain. I am not one who dismisses pain or relies on tea and honey sans Theraflu or Dayquil. Thus, during allergy season in North Carolina, a neti pot will not do. I need something stronger. This year, however, I found myself in a dilemma. My usual anti-sneeze-and-itchy-eyes meds failed. An increase of the dosage of my trusted pink pill proved useless, and even dangerous, as I realized that my allergy meds did not play well with a new set of pharmaceuticals I introduced
to my body. Amazingly, my onceproductive pill became a poisonous pill that neutralized the other needed medicines in my body. Yikes! I should have consulted with my pharmacist before ingesting those allergy pills. Of course, the pharmacist would later confirm my realization. As the seasoned saints would say, “God looks out for babies and fools.” The economic concept of a poison pill has been in the news lately, as multibillionaire Elon continued in next 2 columns
Bank of America, Citigroup Slammed for Discriminatory Policies Shareholder Proposals Criticize Diversity Policies That Favor Certain Groups Financial/National News Washington, D.C. -(4/26/22) The Free Enterprise Project (FEP) presented proposals at both the Bank of America and Citigroup annual shareholder meetings, each criticizing "equity" policies that give preference to members of certain racial, ethnic and sexual identity groups over others. "Diversity - including diversity of viewpoint and background - is great. Active discrimination on the basis of race, sex and orientation is illegal and wrong, whomever it's aimed at," said FEP Director Scott Shepard. "Everyone not only has civil rights, but has the same civil rights as everyone else." At today's Bank of America (BoA) meeting, Shepard put forward Proposal 5 to request what he called “a report that focuses on whether, in its myriad diversity, inclusion and equity efforts, the company is discriminating against employees that it has not honored with the label 'diverse.'" He criticized BoA’s embrace of "racial equity," which he said "means current discrimination now to make up for other discrimination against other people by other people in the past." Shepard also called out BoA CEO Brian Moynihan specifically for promoting these policies: [I]t is appalling for racial spoils to be embraced by a too-big-to-
fail bank, which is ultimately backstopped by all American taxpayers, not just "diverse" ones. And it is ludicrous that a billionaire CEO - white, male and straight - connives in this endorsement while keeping all his riches and power. Because the inevitable consequences of that combination are - it's just math - that he is happily consigning millions of poor white people to penury and powerlessness so the spoils can be redistributed while he keeps such an immense portion of the white share. At Cit ig roup's an nu al shareholder meeting, FEP Program Coordinator Sarah Rehberg presented Proposal 9, which likewise requested an audit of the company's so-called nondiscrimination policies. These policies, especially in the company’s evaluation of managers and its lending policies, "inevitably promote discriminatory behavior in the name of 'anti-racism,'" she said. Rehberg said that by focusing on race and sex in its hiring
and assessment of managers, …the company places more value on whether an employee is a woman or a "traditionally underrepresented minority" than whether that individual has an objective amount of experience or educational qualifications. And it necessarily discriminates against groups that Citigroup doesn't recognize as "traditionally underrepresented," who are held to higher standards on the basis of race and sex. This dangerous type of mentality is grounded in principles such as Critical Race Theory, which reduces human existence to surface elements that no one can control - like skin tone or sex. It is officially called a shareholder rights plan, a mechanism designed to thwart unwelcomed corporate takeovers. In the case of Twitter, it happened quite suddenly. The news went from Musk acquiring a larger stake in the company, to Twitter CEO Parag Agrawal offering Musk a seat on Twitter’s board—which Musk declined—to Musk offering to buy the entire company, to the Twitter board using the poison pill tactic to block or at least slow down Musk’s takeover attempt, and finally to war waged by Musk to seize control over Twitter while simultaneously damaging its board and reputation. An article featured in Forbes details how Musk’s hostile takeover bid has weaponized the Twitter platform and other social media outlets, including the TED stage. In the article, Carliss Chatman, a professor of corporate law at Washington and Lee, remarks, “This is totally weird and unusual.” Chatman continues, “this is some rich megalomaniac trying to buy something and treating it all like playing with a toy.” Many have become enamored with economic systems based on debt that produce extreme wealth inequality, while forgetting the working families at the bottom of the economic ladder, people who are being trampled as multibillionaires experience takeover tantr ums while attempting to increase their toys of wealth and power. We forget that: - The working class pays more taxes than the top 400 billionaires,
courtesy of the Trump tax cuts; - As of 2020, workers are paid 351 times less than CEOs; - The wealth gap widened in 2020, with the top one percent having fifteen times more wealth than the bottom fifty percent of families combined; - Two-thirds of low wage workers do not have paid sick leave and thus cannot properly care for themselves or their families; - Mine workers of Warrior Met Coal have been on strike for more than one year while the company continues to prioritize executive staff pay increases over pay raises and adequate leave for workers; and - Wendy’s remains the only major fast food chain that has not joined the Fair Food Program, thus leaving workers to be subjected to economic and health abuses in the fields. James 5:4 states, “Behold, the wages of the laborers who mowed your fields, which you kept back by fraud, are crying out against you, and the cries of the harvesters have reached the ears of the Lord of hosts.” As you read this article, there will probably be unfolding developments in the Musk-Twitter saga. However, let us see past these distractions and remember the workers whose pay is withheld due to ungodly economic systems. Their cries have reached the ears of the Lord. What the pandemic has taught businesses about the collection of health information By Megan Cox, Attorney, FTC Division of Privacy & Identity Protection April 25, 2022 As businesses, government agencies, and nonprofits reopen and employees return to in‑person offices, many pandemic safety measures are being modified. If your company checked employees’ or customers’ vaccine status or collected other COVID-related information, have you considered what to do with the data now? Businesses that maintain that information or that developed apps or other products to facilitate its collection can pass along an important pointer to others planning to enter the burgeoning health app marketplace: Sensitive health information should come with a “Caution: Handle with Care” label. Does your business develop vaccine verification apps? Some vaccine verification “passport” apps store a digital copy of a person’s vaccination card. Others give the user a digital record to save in other apps or in a mobile wallet. In addition to a person’s vaccine status and possibly their test results, some apps collect other information to verify the person’s identity – for example, their name, date of birth, zip code, email address, and phone number. Some apps even tap into state or pharmacy vaccination records. Once verified, apps may keep the data on the phone, others may access data from the cloud, and still other may create a digital credential
(often a QR code) that other apps can scan. If your company creates vaccine verification apps or if you’re developing other health-related apps, here are some key considerations. Make accurate representations. Clearly explain how people’s information will be used and shared and then live up to those promises. If your company has deployed apps to read credentials at storefronts, ensure that those businesses understand your practices and the limits on how they may use the data you share. Keep your app updated and your customers in the loop. If your app needs to be updated to protect against new security vulnerabilities, follow through and do just that. And if a customer needs to update information on file to continue to use your app, communicate that clearly. Review and update your privacy claims. Companies are creating apps that may evolve over time to share new or different information, particularly as they relate to public health developments. If your privacy claims don’t keep pace with changes to your data practices, consumers could be misled. Minimize the data that is shared. When verifying a consumer’s vaccination status, it may be sufficient to communicate their status to another entity without sharing the person’s name, date
of birth, email address, type of vaccine, etc. That principle applies equally to other health-related apps. Protect the data you use for verification. If your app transmits sensitive data to verify a person’s status, use transit encryption. People using those apps (or other health apps) commonly rely on open Wi-Fi access points at coffee shops, airports, and other locations where it’s easy for info thieves to intercept data. If your app stores information on a phone, consider protecting or obscuring the data. This helps protect users in the event of viruses (the digital kind), malware, or a lost device. Apply the lessons of the pandemic as you develop new health-related apps. Health apps are here to stay. But before your company rushes to market with a new product, train your team to prioritize best practices for secure development. If you Start with Security – and keep it Job #1 as you design, develop, and test – you can reduce the risk of rolling out a product with a fatal flaw. Another important resource: NIST’s Secure Software Development Framework (SSDF). Before your product goes live, verify that it works as advertised and that security measures are operational. One unskippable step: testing your product to ensure it’s not susceptible to common security vulnerabilities. If you’re dealing with health

data or kids’ data, understand applicable standards and regulations. Additional legal provisions may apply when health information and kids’ information is involved. Seek guidance on the Children’s Online Privacy Protection Act and the COPPA Rule, the Health Insurance Portability and Accountability Act (HIPAA), the Health Breach Notification Rule, and other relevant laws. D o e s you r bu si n e s s , nonprofit, or other group check people’s vaccine status? If your company verifies the vaccine status of employees, customers, or others – whether by using an app, checking vaccine cards in person, getting scans of cards via email, etc. – here is some advice to keep in mind. These principles will remain relevant as new health apps enter the market. Consider your objective. When checking the status of customers or employees, are you doing that to ensure they’re vaccinated – or do you need more information to comply with legal obligations or possibly conduct contact tracing? Identifying your goal can be an important step to figuring out how to best achieve it. When checking someone’s vaccination status, less is usually more. State Ed Chief Thurmond Is Piecing Together the Future of California’s Post-Pandemic Education...continued from page 1 live in areas with a shortage of behavioral health professionals. “There's no question that our students need all kinds of support for academic recovery, but our students and families need to really heal from the trauma that is this pandemic.” Thurmond said. “We've seen a spike in suicide for Black students; we've seen an increase in hospitalizations for young people.” Addressing childhood literacy and biliteracy, is another of Thurmond’s priorities. Last year, he announced his vision that by 2026 all California students will be literate by third grade. He pulled together a Statewide Literacy Task Force of experts and community partners to design a strategy for reaching that goal. Also, to support the initiative, Thurmond pledged to secure one million book donations for students in need and he exceeded his goal with more than five million free online books downloaded. Thurmond is sponsoring three bills focused on literacy expansion working with two legislators: Sen. Monique Limón (D-Santa Barbara) and Assemblymember Mia Bonta (D-Alameda). The first is Senate Bill (SB) 952 (Limón), written to help existing schools convert to duallanguage immersion programs. The second, Assembly Bill (AB) 2498 (Bonta), would expand Freedom School programs -evidence-based Afrocentric literacy programs that have been shown to help students improve their reading by one to two grade levels in as little as six weeks. The third is AB 2465 (Bonta), which would expand literacy programs to fund home visits. Accord i ng t o Li mon , “Dual language schools have de mon st r at e d cog n it ive, social, cultural, economic and
educational benefits for students. They are effective in closing the achievement gap and test results show that most dual language schools outperform other demographically similar schools.” Assemblymember Mia Bonta (D-Alameda), who is a member of the Statewide Literacy Task Force, says, “AB 2465 was inspired by recommendations from the state superintendent’s Task Force to improve reading by third grade.” There are several other game-changing education bills Thurmond is sponsoring. Among them are SB 830, which Sen. A nthony J. Portantino (D-Thousand Oaks) introduced. The legislation calls for funding schools based on school district enrollment instead of attendance. It would also finance efforts to address chronic absenteeism and truancy. Then there’s AB1614, legislation introduced by Assemblymembers Al Muratsuchi (D-Rolling Hills Estates) and Patrick O’Donnell (D-Long Beach), who serves as chair of the Assembly Education Committee. That bill would increase the school funding base to provide greater flexibility to all school districts throughout the state. According to Thurmond, “SB 830 gives districts predictability on how they receive funding and gives them important resources to address what has been one of our most perplexing challenges: dealing with chronic absenteeism in ways we have not yet seen before. It will put students and schools on a better path to further close opportunity and education gaps.” Thurmond has thrown his support behind AB 2806, legislation that would help reduce suspensions of preschool children. This bill was introduced by Assemblymember Blanca
Rubio (D-Baldwin Park). He is a sponsor of AB 2088 introduced by Assemblymember Jim Cooper (D- Elk Grove) that would provide paid internships to students within their Career Technical Education courses or pathways. Another bill Thurmond feels will help work through the challenges ahead is, AB 2794 that would fund the School De-escalation Specialist Pilot Program under the administration of the California Department of Education (CDE) to provide onetime grants to local educational agencies for the creation or expansion of non-police school safety programs. The bill was introduced by Assemblymember Mike Gipson (D-Carson). Thurmond notes there appears to be no opposition to any of the bills he is supporting. “I think the biggest challenge is that these bills have a cost, and they ask for money,” Thurmond told CBM. “I happen to think that while all of them are important if you invest in mental health, if you invest in programs like literacy, and dual language programs, these programs will have a high return of investment for California schools.” With the funds included by Gov. Gavin Newsom in the state budget and passed by the Legislature, Thurmond’s’ Department of Education is implementing a Universal Prekindergarten (UPK) Planning & Implementation Grant program. The initiative will expand prekindergarten for every four-year-old. The budget is covering a program serving two meals free of charge (breakfast and lunch) during each school day to students in grades K–12. Also budgeted is $3 Billion to establish community schools across the state that offer additional services to students and families.

Black Kansas City Police Sergeant Sues Fellow Officers For Racial Profiling During a Traffic Stop The officer claims he was targeted by two colleagues during a traffic stop in 2021 By Noah A. McGee In a civil lawsuit, a Black Kansas City police sergeant is alleging that two officers racially profiled him during a traffic stop in 2021 in which they conspired about what happened and falsely accused him of misconduct, according to The Kansas City Star. Herb Robinson is a 30-year veteran with the Kansas City Police Department and was actually wearing his police uniform and driving a police vehicle when he was pulled over. The two officers, Cole Modeer, who is white, and Marco Olivas, who is Hispanic, are accused of giving
inaccurate statements about what occurred during the traffic stop, according to the Kansas City Star. From the Kansas City Star: Robinson, 59, a detective at the time in the police department’s violent crimes intelligence squad, was heading to an offduty job and was southbound on Blue Ridge Boulevard, on the outskirts of Kansas City into Raytown. Provide a secure environment. If you do use technology to collect personal information, do you have a secure network through which the information is transmitted? And if you must maintain information, can you store it securely? If you need to maintain information about a person’s vaccine status, consider how long you have to retain it. Once you no longer have a legitimate need for someone’s vaccine status or other health-related information, dispose of it securely. Use the return to the in-person
workplace – or the transition to a more permanent remote office – as a chance to take stock of the data you collect and retain. If you don’t have an ongoing need for a consumer’s date of birth to verify their status, don’t store it. Or if you use an app at a storefront to verify vaccination status of customers, think critically about how long data related to any one customer visit needs to be stored. But don’t stop there. Look beyond COVID-related circumstances to take a fresh look at your information collection and retention practices. Why collect or keep data you don’t need?
