Critics Say Proposal to Shorten Workweek to 32 Hours Is “Job Killer” Manny Otiko | California Black Media

Some California legislators want to shorten the standard American workweek from 40 hours to 32. But critics of the proposed law say it will hurt productivity and slash business’ revenues. Assemblymembers Cristina Garcia (D-Bell Gardens) and Evan Low (D-San Jose) introduced Assembly Bill 2932 in February. The legislation aims to limit the work to eight-hour days and 32 hours per week for companies with 500 or employees. However, the bill forbids companies from reducing workers’ pay. If lawmakers approve the legislation, it will affect 50.4% of Califor nia businesses, according to the U.S. Small Business Administration Office of Advocacy. The other 49.6 % of business in the state have between 1 and 499 employees. According to the proposed bill, which is currently under review in the Assembly Committee on Labor and Employment, work above 32 hours per week would count as overtime. “Any work in excess of eight

hours in one workday and any work in excess of 32 hours in any one workweek and the first eight hours worked on the seventh day of work in any one workweek shall be compensated at the rate of no less than one and one-half times the regular rate of pay for an employee,” the bill language reads. “Any work in excess of 12 hours in one day shall be compensated at the rate of no less than twice the regular rate of pay for an employee.” Last year, Rep. Mark Takano (D-CA-41) introduced a si m ila r feder al bill. Takano says a 32-hour workweek would improve worker productivity and reduce employer premiums spent on healthcare. “I am introducing this legislation to reduce the standard workweek to 32 hours because -- now more than ever -- people continue to work longer hours while their pay remains stagnant,” said Takano. “We cannot continue to accept this as our reality. Many countries and businesses that have experimented with a four-day workweek

found it to be an overwhelming success as product ivit y grew and wages increased.” “After the COVID-19 pandemic left so many millions of Americans unemployed or underemployed, a shorter workweek will allow more people to participate in the labor market at better wages,” the lawmaker continued. The 32-hour workweek has been experimented with in Iceland, where it was deemed a success. According to the Association for Sustainable Democracy in Iceland, workers who tried the new workweek format reported less burnout, improved productivity and health, and less stress. The proposed shorter workweek has also been tried in the U.S. at Kickstarter, a global crowdfunding platform, and D’Youville College, a private school in Buffalo, N.Y. However, some members of the business community in California have already criticized the proposed law, saying it is one more burden that lawmakers

are placing on the back of businessowners in the state. Ashley Hoffman, a policy advocate with the California Chamber of Com merce, described the bill as “a job killer” in a letter to Low. “This significant rise in labor costs will not be sustainable for many businesses. Labor costs are often one of the highest costs a business faces. Such a large increase in labor costs will reduce businesses’ ability to hire or create new positions and will therefore limit job growth in California,” said Hoffman. A mer ican workers are infamous for working long hours and taking shorter vacations according to workers in other industrialized nations. According to the Organization for Economic Cooperation and Development (OECD), the average American worker put in 1,770 hours a year. OECD also stated that American workers labor longer than all workers living in the world’s largest economies.

Military Vets Celebrate Bill That Would Exempt Their Pensions From Taxes Aldon Thomas Stiles | California Black Media

Last week, in Redlands -- a San Bernardino County city about 63 miles east of Los Angeles -- U.S. military vets joined Assemblymember James Ramos (D-Highland) at a rally in support of Assembly Bill (AB) 1623. T he legislation would implement a statewide tax exemption for military retirees.

Jeff Breiten, a Marine Corps veteran who lives in Redlands, says this bill would be a way to give back to service members. “C a l i for n ia’s m i l it a r y retirees appreciate the fact that Assemblyman Ramos has stepped forward to carry this bill,” said Breiten. “This legislation will not only provide a well-earned

benefit to those who served our country for 20 years or more, it will also help retain and attract to California these retirees who will lend their skills during second careers in a variety of key industries and professions across the great state of California.” Ramos, who is the only Native American in the Califor nia A s s e m b l y, introduced the bill in January along with Assemblymember Kelly Seyarto (R-Murrieta). “Military retirees bring benefits to our state such as stability, job skills used in second careers, and federal funding," said Ramos. “These men and women have served our nation in a variety of valuable capacities, and they and their families have frequently

done so at great personal sacrifice. California needs to acknowledge the contributions more f ully they make.” AB 1623 would “require the Legislative Analyst and state Department of Veterans Affairs to produce an analysis of the tax exemption based on the number of retirees claiming it and to determine whether the tax relief has aided in the retirees’ financial security and increased the numbers of retirees choosing to remain in California,” according to the bill's text. Military Vets Celebrate Bill That Would Exempt Their Pensions From Taxes...continued who are military retirees. Ramos says that he hopes AB 1623 will make California more appealing to vets, incentivizing them to move to the state and boost its economy. The California Council of Chapters of the Military Off icers Association of America (CALMOAA) has expressed support for the bill. “Military retirees have a steady income and bring stability to the community,” said Fred Green, president of CALMOAA and a retired Navy lieutenant commander. “It should be noted that not all military retirees collect their retirement immediately. Reservists and National Guard members collect retirement at age 60. Regardless, we continue to support our community

and our economy after our retirement from the military.” As the bill is currently written, California Assembly would have until Jan. 2033 to implement the tax exemption. California’s Personal Income Tax Law currently only excludes combat-related compensation. “We contribute to job growth and boost sales tax revenues. Thirty states understand this and do not tax military retirement income,” Green continued. “Most military retirees pursue second careers where they utilize their training, technical skills, leadership, and knowledge. After my service in the Navy as an engineer, I became an elementary school teacher and adjunct college professor to give back to my community.”

Dr. Mildred Henry Shares Key to Good Education By Dianne Anderson

In coming to San Bernardino with her Ph.D. in hand in the early 1980s, Dr. Mildred Dalton Hampton-Henr y held the beginnings of a novel idea. What if she could reach underserved kids and teens, and show them what it means to be successful – all at a time when local high school dropout rates and expulsions for Black kids topped 55 percent. That idea went over like a lead balloon at Cal State University, San Bernardino, where she was expected to instead work her way up through academia with writings and observations. Meanwhile, Black and Brown kids were becoming fodder for the prison system. At the time, Dr. Henry specialized in training counselors and teachers to understand the negative impact of ignoring any child’s cultural background. Eventually, she became the first African American tenured in the College of Education at CSUSB, and the first African American with Professor Emeritus status there. But none of it came without a

fight. In her own way, she bucked the bias of the system to earn full professorship at the university. By 1983, she founded the Provisional Accelerated Learning (PAL) Center in Muscoy, which has since worked with thousands of local kids and teens in academic and training programs. Still, she was facing the same kinds of obstacles as her students, but it was not in unfamiliar territory. Having grown up in Pine Bluff Arkansas, The Ku Klux Klan three times blazed their family’s small farm Cotton Jin and tried to burn down their home. Whites Only signs were everywhere. Up through the 1960s in the South, Black students couldn’t attend school for over six months a year so they picked cotton under Jim Crow laws. Her mother, undeterred in her fight against racist real estate practices, bought another home out of town so her children could attend school year-round. “They didn’t have integration at the time. They had to move out of Pine Bluff, buy a house, so that we could finish high school, and go to

the Black college,” Dr. Henry said. Throughout school, Dr. Henry struggled with a painful childhood disability. Her father carried her in his arms, or she used knee pads or a wheelchair. In high school, she was determined to walk on crutches to accept her diploma, which landed her in the hospital the next day. All of it prepared her for California. “I was told at Cal State that, ‘No, we are not going to promote you because you’re not doing enough what we say you should do, — as opposed to what I knew the community needed,” she said. What the kids needed, and deserved, was more than observations in a fishbowl. She was interested in the practical application of education and counseling programs. In all her years as an education counselor, she said the most important aspect for Black and Brown kids is that race is not a factor in their achievement. That happens too often in the current education system, but she said there is a way to reverse the damage. Her higher education started at HBCU Arkansas Agricultural, Mechanical & Normal (AM&N) College. Until then, she never held a new textbook because all books were sent to the Black schools from across town after the white kids used them. “It really did something to our self-esteem, a feeling of less than,” she said. “Our teachers told

us don’t worry that they’re used books. Learn what’s on the pages.” Throughout high school, her Black teachers pressed students to be better, to fight the toxicity, to stand taller. “We had role models that taught us to be proud of who we were. They worked with us and the parents to help us get through school. The impact of one’s culture on their achievement, it’s still is the same,” said Dr. Henry, who recently released her book now on Amazon, “From the Ashes I Rise: Dare to Do the Impossible.” Much of what she learned about endurance was ingrained from her parents and teachers. There was pride in knowing the truth of history that is still hidden, that Blacks in America come from kings and queens. That knowledge increased her self-esteem immeasurably. “I teach Black history all year long because I’m Black all year long, and Black students need to know and be exposed to the positivity of the culture and of their race,” she said. She never had white teachers until she earned her master’s degree. But growing up, everything hinged on the strength of her parents, community and teachers who cared. “I went from the mud and dirt of Arkansas to the hills of California with that sense of pride that was ingrained in me. She retired as CEO of the PAL Center in 2014, turning operations over to current CEO Dwaine Radden. Around the same time, the San Bernardino school board approved her namesake, the Dr. Mildred Dalton Henry Elementary School. In 2006, her trip of a lifetime to Ghana was revealing. She glimpsed what life looks like when people aren’t forced to check a box based on color. Certainly, poverty must have been there, but she couldn’t see it. It was not as evident as the streets of San Bernardino where many of her students came from.

In Ghana, people had a quick smile, they loved education. Everyone was warm and welcoming. She saw pilots, administrators, professionals of every persuasion, all working without the slightest awareness of equality, just abilities. It was a totally different environment. “I want people to know that anything is possible if you put your mind to it,” she said. “Don’t let anyone tell you that you are less than. You are God’s child. Across America, Students Must Learn All History By Ben Jealous Black history is American history. T hat shou ld n’t be a controversial statement. But thanks to politicians like Virginia Gov. Glenn Youngkin, teaching honestly about history is getting downright dangerous. Youngkin got elected in part by embracing a dishonest campaign launched by far-right activists to make parents fear that teaching about racism represents some kind of sinister plot to shame and indoctrinate children. Once he took office, the very first official action he took as governor was to sign an executive order supposedly designed to “get divisive concepts out of our schools.” You know what was “inherently divisive?” The Confederacy, which waged a brutal war to defend slavery from its capital in Richmond, Virginia. How about massive resistance to the desegregation of schools? How about Virginia’s law that made interracial marriage illegal until the U.S. Supreme Court overturned it in 1967? Youngkin has claimed that his order will still allow students to learn about history—both good and bad. But he also set up a tip line that parents could use to report on “divisive” teachers. That’s in the worst tradition of authoritarian politicians everywhere. It’s a terrible policy. It’s a terrible way to think about education. And, I will admit, I take it a bit personally. My ancestors were enslaved in the state of Virginia. One of my forefathers was elected to the state legislature during Reconstruction. He helped create the state’s system of public education. Then white supremacists took back power,

made segregation the law of the land, and made it impossible for Black Virginians to build political power for decades. That’s pretty “divisive” stuff. A coalition of civil rights groups has launched the Black History is American History campaign to push back on Gov. Youngkin’s efforts to force teachers and schools to whitewash teaching about history and racism. Students have the right to learn the truth about our history and our present. We are inviting Virginia parents and families to use the governor’s “tip line” to tell Gov. Youngkin that denying students the freedom to learn is bad for children, families, and the future. Unfortunately, Virginia is far from alone. Politicians and political operatives are out to build power by mobilizing a backlash to honest teaching about racism in our history and institutions. And those efforts are connected to campaigns for so-called “Don’t Say Gay” laws, which threaten teachers who acknowledge the reality of LGBTQ students and families. And all of this goes hand in hand with a surge in censorship in classrooms and libraries. The American Library Association recently released its list of the books most often challenged last year. Most of them were about Black and LGBTQ people. And that reminded me that Gov. Youngkin’s campaign actually

ran an ad featuring a woman who objected to the teaching of Toni Morrison’s Pulitzer Prizewinning novel “Beloved” in her son’s senior-year English class. Watching politicians build power by inflaming fears about Black people can be deeply discouraging. It can also be intensely motivating. As a Black Christian writing this column during Holy Week, I draw strength from the historic witness of the Black church and its role in supporting and sustaining Black people as we made history. I celebrate the power and impact of Martin Luther King, Jr’s appeal to both the Constitution’s promise of equality under law and the great faith traditions’ call for us to treat one another with decency and respect. And I lift up the words of Lonnie Bunch, the founding director of the National Museum of African American History and Culture and now the director of the Smithsonian Institution, who reminds us that “there are few things as powerful and as important as a people, as a nation that is steeped in its history.” ### Ben Jealous serves as president of People For the American Way and Professor of the Practice in the Africana Studies Department at the University of Pennsylvania where he teaches leadership. Civil Rights Leader Connie Rice, highlighted that the March 1991 Rodney King video was the kindling that lit the fire of social issues which had been affecting the African American community in LA for generations, with the dominant media only focused on branding the community as criminals rather than talk about the economic gaps; “For the working class and poor African Americans, they had seen 80,000 jobs leave the South Central area. When your entire economic base leaves, you are going to have a gap there and people fall through the cracks, and then you have an emerging and gang culture and of course the dominant media covered most Blacks in LA as criminals and as being violent because that was what the elite communities fea red ,” she expressed. Attorney Mediator Angela Oh, explained why the word SAIGU defined the consequences the Korean American community experienced in LA as a result of the dominant media only portraying the community implementing vigilante justice; “The Korean American community which the dominant media did not see experienced many issues. There were issues around suicide and mental health which didn’t get covered in any media. Children had to give up their education futures because they had to help their parents rebuild. The entire situation was truly dis-spiriting,” she said. Patrick Lyoya’s family and have called for the termination and prosecution of the officer following the release of the video footage on the incident, reported CNN. Four videos of the moments before Lyoya was killed by a Grand Rapids police officer have been released by the police chief, reported The Associated Press. In a community conversation with religious and community leaders, Lyoya’s parents and his brother mourned Patrick’s death and called for discipline against the officer who killed him. “When we run away from war in the [Democratic Republic of the Congo], I thought that I came to a safe land. And now, I’m surprised and astonished to see that my son is shot here. That is my beloved son, and you know how you love your first-born son,” Dorcas Lyoya, Patrick’s father, said through an interpreter via CNN. Police Chief Eric Winstrom released four videos Wednesday of the shooting, including footage recorded by a passenger in Lyoya’s car, a doorbell camera, the officer’s body camera and the patrol car camera. The video shows the struggle that ensued moments before the ofd. Arkansas County Sheriff Claims He is Not Racist After Recorded Comment on Black People Videos of Patrick Lyoya Being Shot by Grand Rapids Police Office: During the stop, the video shows Lyoya exiting the vehicle before the officer approaches. The officer instructs him to get back into the car, asks for his license and if he speaks English, to which Lyoya

replies yes. The family’s native language is Swahili, said Israel Siku, an interpreter for the family. The officer tells Lyoya the car isn’t registered as Lyoya appears confused and dismissive. The officer asks for his driver’s license. Lyoya tells the officer his license is in the car, and he stands at the vehicle with the door open for nearly 30 seconds before closing the door. The officer shouts, “nope, nope” and tries to get Lyoya on the hood of the car the man was driving. That’s when the conflict begins, and Lyoya breaks free, runs around the car and into a nearby yard. The officer calls for backup, stating, “the individual is running,” and a struggle ensues again in the front yard of a home adjacent to where Lyoya was pulled over. At some point during the fight, the officer pulled a stun gun and deployed it twice into the ground, according to Winstrom. Then, as the officer was on top of Lyoya to subdue him, he fired his gun into the back of his head. Civil rights attorney Ben Crump spoke out on behalf of Lyoya’s family. “The video clearly shows that this was an unnecessary, excessive, and fatal use of force against an unarmed Black man who was confused by the encounter and terrified for his life,” Crump said in a statement via AP News. According to The Detroit News, the officer has been placed on paid leave and stripped of his powers amidst the Michigan State Police investigation.

We are trying to change the system and bend it to the needs of what we need for it to reflect, so this is why we need to diversify our newsrooms and not just for interns or news reporters but also for editors, directors and the owners of these media companies,” he emphasized. Connie Chung Joe concluded the panel by encouraging Angelenos to gather in-person on April 29, 2022 in solidarity. As previously announced, Asian and Black civil rights leaders will unite on Friday, April 29, 2022 from 4-7pm (PT) to present an outdoor, free public event in Koreatown to mark the 30th Anniversary of the LA Uprising. This commemorative event, LA UPRISING | SAIGU PEACE GATHERING will bring together Angelenos with Black and Asian recording artists, cultural performers and spiritual speakers for an afternoon of healing and reflection. The coalition of LA-based community and faith organizations hosting the event are Asian Americans Advancing Justice - Los Angeles (Advancing Justice - LA), Los Angeles Urban League (LAUL), Korean American Federation of Los Angeles (KAFLA) First African Methodist Episcopal Church (FAME), Koreatown Youth & Community Center (KYCC) and the Korean American Coalition (KAC). APRIL 18, 2022, LOS ANGELES, CA—Black and Asian civil rights leaders involved in the aftermath of the unrest in 1992 gathered to discuss past news coverage, how it impacted racial tensions and what members of the press can do to change the divisive narrative. The April 14th virtual panel was convened by Asian Americans Advancing Justice – Los Angeles (Advancing Justice - LA) and titled LA Uprising / Saigu Reflections: Race Relations Then and Now. Speakers included Civil Rights Attorney Connie Rice, Attorney Mediator Angela Oh, Founder of Advancing Justice - LA Stewart Kwoh, and USC Professor/President of the National Association of Black Journalists Jarrett Hill. LOS ANGELES, CA – Last Friday, the Center for Immigration Policy, the Aoki Center for Critical Race and Nation Studies, and the Southern Poverty Law Center filed an amicus brief in the United States Court of Appeals for the Ninth Circuit in United States v. Carillo-Lopez, a case involving a racial justice issue of enormous significance. Mr. Carrillo-Lopez, the defendant in the case, has argued that the criminal illegal reentry statute— the most prosecuted federal crime in the United States, and a key driver of mass incarceration for Mexicans in the United States— is unconstitutional because it was enacted to discriminate against Mexicans based on their race. A federal judge agreed with him, declaring the law unconstitutional due to its racist origins. The Biden Administration is now appealing that decision.

Mr. Carrillo-Lopez’s brief presents substantial historical evidence in support. Congress first enacted the illegal reentry statute in 1929 explicitly to keep the “Mexican race” out of the United States, it explains. Supporters called for the “protection of American racial stock from change through mongrelization.” Congressmen openly discussed the need to keep immigration limited to “white Northern and Western Europeans” and lamented Mexican “hordes” coming in “droves.” Unless they were excluded using the law, they and argued, from a “moral standpoint,” Latinos were “poisoning the American citizen.” Those statements were made nearly one hundred years ago, but the law continues to work as intended to this day. Department of Education Announces Actions to Fix Longstanding Failures in the Student Loan Programs Additional steps help at least 3.6 million borrowers move closer to debt forgiveness, 40,000 borrowers to receive immediate forgiveness State/Government News April 19, 2022-The Department of Education announced steps that will bring borrowers closer to public service loan and income-driven repayment (IDR) forgiveness by addressing historical failures in the administration of the federal student loan programs. Federal Student Aid (FSA) estimates that these changes will result in immediate debt cancellation for at least 40,000 borrowers under the Public Service Loan Forgiveness (PSLF) Program. Several thousand borrowers with older loans will also receive forgiveness through IDR. More than 3.6 million borrowers will also receive at least three years of additional credit toward IDR forgiveness. “Student loans were never meant to be a life sentence, but it’s certainly felt that way for borrowers locked out of debt relief they’re eligible for,” said U.S. Secretary of Education Miguel Cardona. “Today, the Department of Education will begin to remedy years of administrative failures that effectively denied the promise of loan forgiveness to certain borrowers enrolled in IDR plans. These actions once again demonstrate the Biden-Harris administration’s commitment to delivering meaningful debt relief and ensuring federal student loan programs are administered fairly and effectively.” These actions are part of the Department’s commitment to address historical failures in the administration of the federal student loan program and support student loan borrowers through the pandemic. They also help address the impact of the COVID-19 pandemic on borrowers with lower incomes and high debt loads. Today’s steps will help restore the promise of IDR plans by ensuring that borrowers have an affordable and effective path out of debt. Beyond the immediate corrective actions announced today that will provide relief to borrowers harmed in the past, FSA will take action to ensure that borrowers receive these benefits in the future. Below are the actions being taken today. Ending “Forbearance Steering” Department regulations require that borrowers who are facing difficulty making their loan

payments get clear and accurate information from servicers about their options for staying out of delinquency, including IDR plans, and the financial consequences of choosing short-term options like forbearance. However, FSA reviews suggest that loan servicers placed borrowers into forbearance in violation of Department rules, even when their monthly payment under an IDR plan could have been as low as zero dollars. These findings are consistent with concerns raised by the Consumer Financial Protection Bureau and state attorneys general. A borrower advised to choose an IDR plan instead of forbearance can get a reduced payment, stay in good standing, and make progress toward loan forgiveness. A borrower advised to choose forbearance – particularly longterm consecutive or serial uses of forbearance – can see their loan balance and monthly payments grow due to interest capitalization and lead to delinquency or default. The Department will address forbearance steering by: Conducting a One-Time Account Adjustment to Count Certain Long-Term Forbearances toward IDR and PSLF Forgiveness Bor rowe r s stee red or inappropriately placed into longterm forbearances miss out on critical progress toward IDR and PSLF forgiveness; this can set them back years. The Department’s regulations and servicer contracts have safeguards, including a 12-month limit for any single use of forbearance, and a 36-month cumulative limit on discretionary forbearance. A review of past forbearance use shows that long-term use of forbearance was remarkably widespread. More than 13% of all Direct Loan borrowers between July 2009 and March 2020 have used forbearance for at least 36 months cumulatively. These changes will be applied automatically to borrowers’ accounts later this year. To mitigate the harms of inappropriate steering into long-term forbearance, FSA will conduct a one-time account adjustment that will count forbearances of more than 12 months consecutive and more than 36 months cumulative toward forgiveness under IDR and PSLF. Fear and a snare is come upon us, desolation, and destruction. [Lamentations 3:47; Jeremiah 50:22]. “I heard a voice from the four horns of the golden altar, which is before God, saying to the sixth angel who had the trumpet, ‘Release the four angels which are bound in the great river Euphrates.” The four angels, who had been prepared for the hour, day, month, and year, to kill a third of mankind. I also heard the number of the horsemen to be two hundred million” [Revelation 9:13-16]. My Anguish, My Anguish! I cannot be silent. “For the spoilers shall come unto her from the north, saith the Lord” [Jeremiah 51:48]. They themselves will be terrorized by the destruction and havoc they unleashed upon the earth. “The Lord of hosts hath purposed it, to stain the pride of all glory,

and to bring into contempt all the honorable of the earth. He stretched out his hand over the sea, he shook the kingdoms: the Lord hath given a commandment against the merchant city, to destroy the strong hold thereof [Isaiah 23:9,11]. Soon, very soon, a nightmare will explode into reality. It will come suddenly and without warning. [Jeremiah 51:13] and few will escape. In one hour, it will all be over! Our days are numbered. Judgment is at the door!” And the church is asleep, the congregations are at ease, and the shepherds slumber. Oh, the pain in my chest! My heart pounds within me; I cannot be silent. I have heard the sound of the horn, the alarm of battle. “The Second Woe is past, and behold, the Third Woe is coming quickly. Once the seventh seal is opened the trumpet judgments begin. These seven trumpets are "The Day of the Lord." They are God's wrath on mankind for refusing to believe. “Then I looked and heard an Eagle flying in mid-heaven saying with a loud voice, woe, woe, woe to those who dwell on the earth because of the remaining blast of the trumpet of the three angels who are about to sound [Revelation 8:13]. Open your ears. The trumpet is blowing!

Fear of Knowledge...Love of Books Cheryl Lindsay “My people are destroyed from lack of knowledge.” – Hosea 4:6a NRSV My seventh-grade teacher had a conversation with my mother because she was concerned about a book that she found me reading. She did not object to the book itself but thought it was not age appropriate. My mother relayed this conversation to me and my father and noted that she responded that, “Cheryl knows that she can’t do the things happening in that book.” I remember feeling both pride and responsibility from my parents’ trust. A couple of years later, my high school English class read To Kill a Mockingbird. In addition to unpacking the themes, characters, and plot of the work, we discussed the history of its inclusion on a banned book list. During my high school years, there was a wave of attempts to ban books that apparently has regained momentum in recent months. The dejected and pessimistic writer of Ecclesiastes would remind us that nothing is ever fully new. Every challenge serves as a new iteration of a previous struggle. I, however, am optimistic. If the works of previous generations remained in common circulation without the permanent record of the internet, then today’s attempt to stifle debate, literature, and history seems particularly futile. If we can uncover the letters of enslaved persons who taught themselves to read and write, then all the books that have been targeted by political panderers will continue to be read, discussed, and remembered. In fact, evidence shows that the impact of proposed bans has only amplified and promoted these works and their authors. Good.

The greater concern is the fear that drives such attempts. The prophet Hosea reminds us of the awesome power of knowledge and detrimental effects of avoiding it. Young children aren’t harmed by the truth of their history. But generations of young people from marginalized communities have been harmed by the suppression of their history. In my formative years, most education I received about my ancestors and members of other marginalized groups came through the intentional effort of my parents and a few teachers to tell those stories. Those stories belong to all of us. I claim the truth of the genocide of Indigenous peoples, the internment of Japanese Americans, and the targeting of Asian America as much as the 1619 Project, Jim Crow, and racial profiling. I refuse to perpetuate the tremendous harms of the past by ignoring them in the present or erasing them for the future. Lies render destruction. Myths create impossible expectations and lead to disillusionment and cynicism. Truth liberates. Knowledge opens doors for a new future as much as new understanding. I choose to participate in restoration and reconciliation that begins by confronting the truth of our yesterdays and the possibilities of our tomorrows. I’ve never stopped reading. I’ve never lost the joy of discovery found in another’s words, reality, and truth. I’ve never relinquished the responsibility of discerning my response to knowledge gained, imagination engaged, or truth revealed. I’ve never stopped loving books. For it is a matter of God’s judgment that this world has been given more than enough time and information to know and to understand what is about to come upon it in the form of a final war. But how will they scoff and laugh at this message. Theologians will reject it because they can’t fit it into their doctrine. The pillow prophets of peace and prosperity will publicly denounce it. I no longer care. God has made my face like flint and put steel in my backbone. I am blowing the Lord’s trumpet with all my might. Believe it or not, the world is about to be shaken and set aside by swift and horrible judgments. Judgment is at the door! Prepare, awaken! But He said unto them, All men cannot receive this saying, but he that is able to receive it, let him receive it. [Revelation 19:11-12]. Perhaps only the overcomers will accept and hear the sound of this trumpet blast, but I proceed with these warnings because God called me to be a watchman. I

hear the Word of God to Ezekiel ringing in my ears, “[Daughter] of man, speak to the children of thy people, and say unto them, When I bring the sword upon a land, if the people of the land take a man of their coasts and set him as their watchman: If when he seeth the sword come upon the land, he blows the trumpet, and warn the people; Then whosoever heareth the sound of the trumpet, and taketh not warning; if the sword come, and take him away, his blood will be upon him. But he that taketh warning shall deliver his soul. But if the watchman see the sword come and blow not the trumpet. and the people be not warned; if the sword come, and take any person from among them, he is taken away in his iniquity; So, thou, O [daughter] of man, I have set thee a watchman unto the house of Israel; therefore, thou shalt hear the word at my mouth, and warn them from me” [Ezekiel 33:2-7]. Increasing Oversight of Servicers’ Forbearance Use FSA will target forbearance steering by restricting servicers’ ability to enroll borrowers in forbearance by text or email, conducting an external review of patterns of forbearance use and servicers’ practices to identify other potential changes to address steering, and working in partnership with the Consumer Financial Protection Bureau to do regular audits of forbearance use. This will build upon other FSA efforts to improve oversight of loan servicing activities, including stronger accountability provisions in servicing contracts, renewing partnerships with federal and state regulators and clarifying its position on federal preemption of state oversight of loan servicing. FSA will begin implementing these changes immediately, but borrowers may not see the effect in their accounts until the last quarter of 2022. Tracking Progress Toward IDR Forgiveness IDR plans offer substantially lower monthly payments for most borrowers. Borrowers on most plans are entitled to forgiveness after 20 years of payments and depend on FSA and its servicers to accurately track their progress toward relief. However, the Department’s review of IDR payment-tracking procedures has revealed significant flaws that suggest borrowers are missing out on progress toward IDR forgiveness. The Department is committed to fixing this problem swiftly and permanently. Secretary Cardona has directed FSA to: Conduct a One-Time Revision of IDR Payments to Address Past Inaccuracies To fully address past issues

with IDR payment counting, FSA will do a one-time revision of IDR-qualifying payments for all Direct Student Loans and federally-managed Federal Family Education Loan Program (FFEL) loans. Any months in which borrowers made payments will count toward IDR, regardless of repayment plan. Payments made prior to consolidation on consolidated loans will also count. This fix is necessary to correct for data problems and past implementation inaccuracies. Any borrower who has made the required number of payments for IDR forgiveness based on this payment-count revision will receive loan cancellation automatically. Additionally, FSA will count months spent in deferment prior to 2013 toward IDR forgiveness (with the exception of in-school deferment) for this same population of borrowers to address concerns that, prior to that date, its data cannot distinguish IDR-eligible deferments from other deferments. Permanently Fix IDR Payment Counting by Reforming FSA's IDR Tracking Borrowers should be able to rely on FSA and its loan servicers to keep accurate records of their progress toward forgiveness through IDR plans. FSA will issue new guidance to student loan servicers to ensure accurate and uniform payment counting practices, and it will track payment counts in its own modernized data systems. In 2023, FSA will begin displaying IDR payment counts on StudentAid.gov so borrowers can view their progress after logging into their accounts. In addition, the Department plans to revise the terms of IDR through rulemaking to further simplify payment counting by allowing more loan statuses to count toward IDR forgiveness, including certain types of deferments and forbearances. FSA will begin implementing these changes immediately, but borrowers may not see the effect in continued in next 2 columns

Tackling Student Debt From Day One, the BidenHarris Administration has been committed to making student loan relief programs work for everyone, including by addressing failures that deny borrowers the benefits they earned. Efforts to revise IDR regulations will produce substantially more affordable monthly payments for millions of borrowers. Today’s actions complement steps the Administration has already taken within its first year to cancel more than $17 billion in debt for 725,000 borrowers in addition to extending the student loan payment pause, saving 41 million borrowers billions of dollars in payments each month. The Department has now approved approximately: $6.8 billion for more than 113,000 public servants through

improvements to PSLF; $7.8 billion for more than 400,000 borrowers who have a total and permanent disability; $1.2 billion for borrowers who attended ITT Technical Institutes before it closed; and Nearly $2 billion to 105,000 borrowers who were defrauded by their school. To make college more affordable for current and future students, President Biden has called for and Congress has included in bipartisan legislation a $400 increase in the maximum Federal Pell Grant—the largest increase in the maximum award in over a decade. To protect students and taxpayers from predatory or lowvalue colleges, the Department has also restored the FSA Office of Enforcement and started efforts to strengthen key rules including borrower defense to repayment and gainful employment.

But on Monday, it came from the unlikeliest of sources: Chris Licht, who is about to take over Jeff Zucker’s old role as head of CNN. Though Twitter has long become the go-to for journalists both absorbing and distributing information, the new honcho at one of the nation’s top outlets seems to believe the echo-chamber nature of the platform has become too much of a downside to carry on. “May 2 will be my first official day in the office at CNN & my last day on Twitter,” he tweeted Monday morning. “Twitter can be a great journalistic tool, but it can also skew what’s really important in the world. I’m logging off &

looking forward to working with the incredible team at CNN.” If he makes good on his promise, Licht — who most recently ran “Late Night With Stephen Colbert” before taking over for Zucker — will leave behind 26.9K followers, 2,700+ tweets, and tens of thousands of exclamation points. Public Health Modifies Quarantine Requirement for Asymptomatic Close Contacts in the General Public 3,351 New Positive Cases and 21 New Deaths Due to COVID-19 Reported in Los Angeles County Since Saturday World /Health News Public Health has updated the Quarantine Order to modify the quarantine requirement for asymptomatic close contacts in the general public. The updated order was effective at 12:01 am last Friday, April 15. Regardless of vaccination status or recent history with a prior infection, asymptomatic close contacts who are not living or working in a high-risk setting, are not required to quarantine, provided they wear a highly protective mask when indoors around others, for a total of 10 days after the last contact with a person infected with COVID-19, and they test as soon as possible (at least within three to five days after their last exposure) to determine their infection status. If they test positive, they must follow Public Health’s isolation requirements. They also must monitor themselves for 10 days following their exposure. If symptoms develop, they must test and stay home away from others and follow Public Health isolation requirements if they test positive. Residents living in highr isk set t i ngs, i ncludi ng healthcare facilities, shelters, correctional facilities and adult care facilities, who are close contacts to COVID-19 cases, and are unvaccinated or not fully vaccinated, and have not been infected with COVID-19 within the prior 90 days, will need to continue to follow, at minimum, the existing quarantine orders requiring a minimum period of five days of quarantine, the requirement for negative test to exit quarantine after day five and the requirement to mask for the full duration of the quarantine period. The updated Quarantine Order also outlines requirements for staff in high-risk settings who were

exposed to COVID-19 and are either unvaccinated or not fully vaccinated and have not been infected with COVID-19 within the prior 90 days. Staff should exclude themselves from work for at least five days after their last exposure. If permitted by their employer, their work exclusion can end after Day 5 five if symptoms are not present, and if a diagnostic specimen collected on Day 5 or later tests negative. If staff are unable to test or choose not to test, and symptoms are not present, their work exclusion can end after Day 10. Staff must wear a highly protective mask, around others, especially indoors, for a total of 10 days after the last contact with a person infected with COVID-19. Note that administrators of these high-risk settings have the discretion to implement more protective measures that those required in the County Quarantine Order. In addition to updating the quarantine requirements, the order revised the definition of close contact for the general public to match the State’s guidance. A “close contact” is defined as someone sharing the same indoor airspace, e.g., home, clinic waiting room, airplane, etc., for a cumulative total of 15 minutes or more over a 24-hour period (for example, three individual 5-minute exposures for a total of 15 minutes) during an infected person’s (laboratory-confirmed or clinical diagnosis) infectious period. “To the many families who have lost a family member or friend to COVID-19, we wish you peace, comfort and courage as you mourn the loss of your loved ones,” said Dr. Ferrer, PhD, MPH, MEd, Director of Public Health. “Throughout the

pandemic, isolation of those infected with COVID and quarantine of their close contacts has been a significant strategy for interrupting the cycle of transmission. With many residents vaccinated and/or previously infected with SARS-CoV-2, there are additional barriers to transmission that can influence appropriate mitigation measures, including isolation and quarantine guidance, during this post surge period. After reviewing the California Department of Public Health’s updated quarantine guidance, we elected to generally align our Public Health Emergency Quarantine Order with the guidance, with a key exception. With increased circulation of the highly transmissible BA.2 subvariant, and indications that those infected with BA.2 are more likely to be asymptomatic, Public Health requires, rather than recommends, that close contacts who are exempted from quarantine mask indoors for 10 days and test as soon as possible.” Today, Public Health reported 21 additional deaths and 829 cases for Monday, 1,012 cases for Sunday, and 1,510 cases for Saturday. Of the 21 new deaths reported today, three people were between the ages of 50-64, eight were between the ages of 65-79, and 10 were aged 80 years or older. Of the 21 newly reported deaths, 19 people had underlying health conditions. To date, the total number of deaths in L.A. County is 31,872 Public Health has reported a total of 2,853,706 positive cases of COVID-19 across all areas of L.A. County. Today’s positivity rate is 2.6%. There are 221 people with COVID-19 currently hospitalized. Testing results are available for

more than 11,791,000 individuals, with 22% of people testing positive. Elle Magazine’s April issue, in which she shared her personal experience. She said she was almost one of them. “I’ve suffered every injury imaginable, and I know my body,” Williams writes in the deeply personal essay, later adding: “Giving birth to my baby, it turned out, was a test for how loud and how often I would have to call out before I was finally heard.” As Williams recounts, she had a “wonderful pregnancy” with her first child, Alexis Olympia, and even her epidural-free delivery was going well—at first.

“By the next morning, the contractions were coming harder and faster. With each one, my baby’s heart rate plummeted. I was scared,” the 23-time Grand Slam winner wrote. “Every time the baby’s heart rate dropped, the nurses would come in and tell me to turn onto my side. The baby’s heart rate would go back up, and everything seemed fine. Then, I’d have another contraction, and baby’s heart rate would drop again, but I’d turn over, and the rate would go back up, and so on and so forth.” The CDC noted significant disparities in the birthing experience of Black women in its most recent report. The agency noted that Black women are three times more likely to die from a pregnancy-related cause than white women. The agency said multiple factors contribute to these disparities, such as variation in quality healthcare, underlying chronic conditions, structural racism, and implicit bias.

The CDC added that social determinants of health prevent many people from racial and ethnic minority groups from having fair economic, physical, and emotional health opportunities. After an emergency C-section, Williams gave birth to her daughter, Alexis. Afterward, she said she had to fight for her life. Already classified as a high risk for blood clots, Williams inquired whether she should receive heparin, a blood thinner. “The response was, ‘Well, we don’t really know if that’s what you need to be on right now,’” Williams wrote. “No one was really listening to what I was saying.” Despite excruciating pain, Williams continued to speak out to her health care providers. The oldest active ranger worked at the Rosie the Riveter Home Front National Historical Park in Richmond, CA, which opened in the year 2000. Reporting on her retirement, MSNBC noted that she was inst r u ment al in gaining recognition for the contributions of African American women who worked on the home front during World War II by helping to develop and conduct a program focused them.
