San Bernardino County school officials failed to provide proper oversight of millions of dollars meant for the neediest students, including English learners, students from lowincome families and foster students, according to a finding by the California Department of Education that advocates hope will lead to an infusion of muchneeded help for these children. The finding came in response to a complaint filed last year by the ACLU of Southern California and Public Advocates Inc. on behalf of two community groups. The advocates — Inland Congregations United for Change and Congregations Organized for Prophetic Engagement — said they hoped the decision would pressure county school officials across the state to improve their oversight of the billions of dollars that the state allocates every year to school districts for the neediest students. Parents and organizers are also hopeful the findings will lead to increased spending on enrichment programs, counselors, tutoring

and social-emotional learning for students who need it most. “COVID-19 has highlighted the disparities that have shown themselves to be ever present in our school system,” said Jewel Patterson, a youth organizer with Congregations Organized for Prophetic Engagement. Victor Leung, an ACLU of Southern California attorney, said “unfortunately, many counties don’t do their jobs effectively of holding districts accountable and in many cases just rubber-stamp the reports.” The American Civil Liberties Union hopes the finding “will put all counties on notice that they really need to do their duty and make sure it’s transparent and goes to the high-needs students it needs to go to,” he said. State officials found merit with two of three allegations in the complaint. First, county officials failed to ensure that districts were identifying and justifying how funds allocated for high-needs students were spent. The complaint alleged that the failure resulted in a shortfall

of more than $150 million in services for the county’s neediest students. County education officials dispute this finding. The state also said the county should not have allowed districts to use money intended for highneeds students to pay for law enforcement and other security services without showing how such a use benefits them. Jenny Owen, a spokeswoman for the San Bernardino County Superintendent of Schools, said the decision “validates there was no misuse or misappropriation of the funds” by their office or the school districts involved. She added that the decision does not require the education office “to take any additional actions other than comply with its oversight responsibilities . . . m o v i n g f o r w a r d .” The state formula for funding schools was meant to help fix educational inequities by allotting extra money to school districts based on the number of highneeds students in the district — including low-income children,

foster youth and English learners. Districts must use the increased funding to improve services for these students and show how the money was used to do this. Oversight of the spending plans falls on county school officials. But advocates say there have been numerous loopholes that have allowed school districts to use the money for general spending rather than for high-needs students. In 2019, a state audit found that the state’s approach to the formula did not ensure that the extra money was getting to the intended beneficiaries. In 2017, the Los Angeles Unified School District settled a lawsuit over how the school system was spending money intended for its neediest students by agreeing to allocate $151 million to 50 schools. Sergio Lu na, di rector of organizing with Inland Congregations Unified for Change, said parents in San Bernardino County have often asked their districts for things such as music, wellness and parent engagement programs, along with teacher training, only to be told there aren’t sufficient funds. “What came to light recently was that districts were not being 100% transparent with parents,” he said. Patterson, the youth organizer, said the decision “gives the community a moment of ‘we hear you’ and a moment where we are able to take those funds that were already earmarked for high-needs students and use them for things that will actually benefit high-needs students.” The cou nt y off ice of education, meanwhile, plans to appeal the decision, Owen said.

While we are not there yet, the sacrifice and fortitude it has taken

us to make it this far should not go unrecognized or go unappreciated. As we prepare to build back a better America after the pandemic, I convened a

congressional hearing this week as Chair of the Contracting and Infrastructure Subcommittee for the U.S. House Small Business Committee to discuss the impacts of the coronavirus pandemic on small businesses and to examine how federal investments in A mer ica n i n f rast r uct u re networks can help small and minority owned businesses. People across America rely on our infrastructure networks to commute to work, access clean water, communicate with each other, light their homes, transport items by rail, and more. Despite the importance of our national infrastructure, it arguably has become an afterthought to some

policymakers over the past several decades in many respects. Fortunately, there is a growing understanding that our existing infrastructure networks and their limited lifecycles require immediate attention. That is one reason why President Joe Biden, Vice-President Kamala Harris, and many members of the U.S. House of Representatives plan to revitalize the American infrastructure networks through major federal investments over the next decade. The investments would modernize 20,000 miles of highways and roads, repair 10,000 bridges, improve airports continued on page 3

The bill to make Juneteenth a national holiday was signed into law by President Joe Biden. Ironically, it was in Galveston, Texas on June 19, 1865 that the last enslaved people in America were "freed", thus the term Juneteenth. Freedom means no longer having to constantly fight for basic civil and human rights that are supposedly guaranteed to all citizens of this country - yet since Juneteenth, slavery has been replaced by various forms of Jim Crow/Apartheid. Unfortunately even today, one hundred and fifty six years since Juneteenth, over 45 states have introduced voter suppression bills that would make it more difficult for Black people to vote; there are constant challenges to Affirmative Action, schools for the most part are still segregated, there is growing discrimination in housing, Blacks are experiencing growing health and wealth disparities, police brutality is still a problem and there is a lack of meaningful diversity in all sectors of this society. The bill to make Juneteenth a federal holiday was approved unanimously by the Senate and overwhelmingly by the House of Representative, however at least half of both the House and Senate are willing to deny Black

Americans real citizenship; to those legislators and their supporters, you get no prize for supporting a Juneteenth holiday because that vote does not require you to support comprehensive changes that would end the systemic racism that is still imbedded in the fabric of this country. To those who support the bill, we cannot get caught up in the pomp and circumstance that usually accompany such occasions and forget that there is still work to be done. There are those in this country who want to take Black people back to pre-Civil War America. Make no mistake, Juneteenth, the Emancipation Proclamation, the 13th 14th and 15th Amendments, the Civil Rights Bill and the Voting Rights Bill are all instruments that did not free Black people; they only helped move the formerly enslaved and their descendants toward that goal. San Bernardino Builds Groundbreaking Partnerships with Historically Black Colleges and Universities By S. E. Williams | Black Voice News

The San Bernardino County Superintendent of Schools recognizes the important potential additional teachers of color can have in an area with a growing minority populace and is launching a groundbreaking strategy—the creation of recruitment partnerships with Historically Black Colleges and Universities (HBCUs) in hopes of drawing more Black teachers to the area.(source: give.uncf.org) Research has shown again and again that teachers of color not only help close the achievement gaps of students of color but they are also highly rated by students of all races, noted the Learning Policy Institute. The San Bernardino County Superintendent of Schools recognizes the important potential additional teachers of color can have in an area with a growing minority populace and is launching a groundbreaking strategy— the creation of recruitment partnerships with Historically Black Colleges and Universities (HBCUs) in hopes of drawing more Black teachers to the area. Hiring a diverse group of teachers can help students academically and provide role models for their future. “Students of color generally have higher test scores, are more likely to graduate

from college and to succeed in college when they have teachers of color in the classroom they can look to as role models,” according to a 2019 Ed Source report. The benefits for minority students are clear, yet only four percent of the state’s teachers were Black and 20.7 percent were Latino compared to a student population that was 5.4 percent Black and 54.2 percent Latino in 2017-18. San Bernardino is hoping to change the paradigm. The County’s Superintendent of Schools Human Resources Manager, Sandra Khodadadi, spoke with IE Voice and Black Voice News about the district’s new efforts in this area focused on recruiting teachers from HBCUs. Although the groundwork for the new recruitment strategy was laid before she took on her new role in February she

We need to tap into all of our highly qualified candidates and resources and working with the HBCU’s will give us that opportunity.” Khodadadi, who comes from a long line of educators and has a myriad of extended family members who are engaged in this field continued, “Working with the HBCUs, we feel like we are going to be able to tap into more [of the] highly qualified and diverse candidates we are working to try to recruit.” Khodadadi believes it is important in education to embrace diversity so that you can touch the lives of children from every cultural aspect, from all the different groups. “I think when you have educators that can do that, that can reach out and connect with these kids, we are able to really get the kids at a time that is important in their lives.”

Khodadadi said she buys into the HBCU recruitment program because it reaches a group of candidates, “We haven’t typically been able to connect with.” A current teachers’ shortage in the state also makes the need to expand the pool of qualified teacher candidates an important strategic move. He is encouraging us to participate in the program. Both gentlemen are encouraging it,” K hodadadi stressed. “They’re advocating for it.” W he n a ske d whet he r she had encountered any resistance to the program’s implementation from others on her team she quickly noted she had not encountered any at all. According to Khodadadi, the district is in the process of reaching out to HBCUs to establish these new partnerships. “We partner with other colleges and universities so we’re going to be mirroring those relationships and expanding our partnerships with the HBCUs.”Admittedly, according to Khodadadi, outreach has been a bit difficult due to restrictions in doing normal business owed to COVID-19. “It put a little bit of a hindrance on making those contacts because people were working in different work settings and so forth. You don’t have as many people physically at the organizations.” They have, however, been successful in building relationships with the outreach attempts they made so far and are continuing to contact other HBCUs. “I am familiarizing myself with all [HBCUS] that are out there. One of the things that we’re doing is working with Handshake. It’s a platform that connects the organization to the university and then the university is able to share job postings.” Handshake enables students to find jobs, internships, and connect with employers hiring at individual schools. “If you have a vacant position, it gets posted and then everybody at that university using that

software or platform has access to the information,” she explained. Khodadadi was unaware of other K-12 school districts in the region or state with similar outreach efforts to HBCUs. But, said when she discovers any, “I’m going to tap into that because it’s so much better if you can collaborate, when you can work in tandem with others.” San Bernardino is currently working with Bowie State University, Delaware State University, Florida A&M, Howard University, North Carolina A&T State University, Winston-Salem State University, Morehouse College, and the list of HBCU partners continues to grow. Since this is a new recruitment program for the district, its goal is to enhance the teacher recruitment program already in place for other universities they work with like the University of Redlands, Cal State San Bernardino, or Cal Poly Pomona, for example. “We’re expanding them to include and incorporate the HBCUs. As far as having goals, the biggest goal we have is to recruit and hire highly qualified teachers— that is our goal with any of our partners,” stressed Khodadadi. She also encouraged readers to share information about this program with anyone that would be a great candidate. “We are here and willing to answer questions. If they are a recent HBCU graduate and want to reach out or maybe someone who graduated previously, or even if they have not yet graduated, are still [earning their degree] and are local and want to seek employment, I encourage them to go online at edjoin.org. For the third time during the pandemic, California legislators have pushed off a huge, looming question to the last minute: Will the state shield tenants from eviction? The answer, most likely, is yes, but for how long and under what terms is still up in the air. Several lawmakers told CalMatters a decision could come late this week — only days before current protections are set to expire, after June 30. Rental assistance is the key here: The state has been doling out $2.6 billion it’s sitting on at a snail’s pace, while figuring out what to do with an additional $2.6 billion from the federal government. Since Gov. Gavin Newsom and the Legislature passed the last round of eviction protections in late January, the state has distributed only about $50 million of its $1.4 billion pot, and received applications for only about half of that money. While centralized data is unavailable for the cities’ and counties’ $1.2 billion share, there are similar reports of a slow rollout. Key legislators are concerned about ending eviction protections before the bulk of those dollars have entered the pockets of the Californians who need it most, so they’re mostly hammering out new rules on eligibility and applications to make sure more

rent relief gets out quicker. “It doesn’t make sense to allow evictions, when there are still billions of dollars available that could prevent those very evictions,” said Assemblymember David Chiu, a Democrat from San Francisco who leads the Assembly Housing Committee and helped craft the original eviction moratorium last year. But the deal-making to extend the eviction moratorium has been slow and secretive. Tenant and landlord groups told CalMatters they have been shut out of negotiations, which are taking place between Assembly and Senate leaders and the governor’s office — similar to the last two rounds of negotiations. “Policymakers have been pulled in many directions, but I’m hopeful that the right

conversations are happening, and we’re going to make progress before June 30,” Chiu said. A deal could be unveiled as soon as today. Lawmakers will have to wait 72 hours from the time they get a bill on paper before taking a vote and getting something to the governor, which means Thursday is the earliest an extension could be finalized. Here are some key decision points that will determine the fate of thousands and thousands of California renters: How long will n e w p r o t e c t io n s l a s t ? A San Bernardino County sheriff’s deputy is under criminal investigation after a videotape of an arrest in Victorville showed him twice kicking a pursuit suspect in the head as the suspect appeared to be surrendering. “This incident raises concerns. I expect my deputies to remain professional while engaging the public,” Sheriff John McMahon said in a written statement. The deputy was placed on paid a d m i n ist r at ive le ave. T he de pa r t me nt declined to identify him. The incident began at about 12:40 a.m. on Wednesday, when a deputy attempted to pull over a motorcycle rider for committing traffic violations in the area of 7th and Lincoln streets. The driver, later identified as Willie C. Jones, 33, did not stop, prompting a pursuit, a sheriff’s news release said. Jones ran several stoplights before driving north in the southbound lanes of the 15 Freeway, almost causing headon collisions, the release said. Jones left the freeway at La Paz Drive and ditched the bike near a car dealership. The video, obtained by the website TMZ, shows a man emerging from a hiding place

underneath a car. He looks around and, bent over, slinks for several feet before standing up and walking several more feet. Soon after, a deputy approaches in a shooting stance, shining a flashlight at the man. It was unclear whether the deputy was also holding a gun. The man walks toward the deputy and puts his hands up. The man then gets down on his knees and prepares to lay prone, bracing his upper body with his arms. His left arm is out in front of him and his right arm, on the far side of his body from the deputy, is folded beneath him. The deputy slowly approaches but then takes two quick steps like a football player kicking off and kicks the man in the head. The man rolls over slightly and both arms are visible. The deputy then kicks the man in the head a second time. Five seconds later, a second deputy runs into view and assists in handcuffing the man. A sheriff’s supervisor later arrived, and the security company that monitors the dealership’s surveillance video told him that the arrest was recorded, the Sheriff’s Department said. “The watch commander reviewed the video and immediately determined the deputy’s actions were disturbing,”

said Undersheriff Shannon Dicus, speaking in a video attached to the news release. “The watch commander notified the commander of the station. It is unfortunate when incidents like these occur because it causes turmoil within our communities and equally amongst our deputies who pride themselves on providing professional service.” It was unclear Saturday whether the second deputy to arrive witnessed the kicking and reported it to supervisors, as department policy requires in cases of suspected use of inappropriate force. “Due to this being an active investigation, no further details are being released about the incident,” sheriff’s spokeswoman Jodi Miller said Saturday. The department’s report on the criminal investigation will be forwarded to the District Attorney’s Office for consideration of charges, Dicus said. Then an internal investigation will take place to determine whether the deputy violated any department policies. Jones was treated at the scene for injuries before being booked into jail on suspicion of felony evading. He was released after posting bail, county jail records show. The investments would also eliminate lead pipes in drinking water systems, provide high-speed broadband, upgrade schools and federal buildings, replace buses and rail cars, and so much more. By all accounts, these efforts represent a new vision for America that will be good for the environment and make our nation’s infrastructure more equitable community by community. Investing in America’s i n f r a st r uc t u r e net work s will also benefit the nation’s small businesses because small businesses rely on our infrastructure systems to access customers and suppliers, boost business operations, and create new demand for goods and services. Beyond that, investing in America’s infrastructure networks will mean new business opportunities for many small businesses that directly and indirectly support the development, modernization, and maintenance of the infrastructure networks in question. In the construction industry for example, it is estimated that there are 3 million small businesses which employ over 82 percent of all employees in this sector. Put simply, a federal investment

in infrastructure is an investment in small businesses. That’s true because there are a number federal safeguards in place to ensure small businesses participate in the competitive procurement processes for federal contracts and earn their fair share of federal contracting dollars. For instance, there is a government-wide goal requiring that 23 percent of all eligible prime contracting dollars be spent with small businesses, and the Small Business Association (SBA) works to ensure that this goal is met or surpassed. Other goals exist for specific subsets of small contractors at the prime and subcontracting level. We seek 5 percent participation by small and disadvantaged businesses, 5 percent by women-owned small businesses, 3 percent by service-disabled veteran-owned small businesses, and 3 percent in Historically Under-utilized Business Zones. Once again, the SBA is responsible for making sure these goals are met or surpassed. The current infrastructure plan would also create contracting programs, administered by the SBA, that reserve contracts for underserved small businesses through dedicated opportunities and sole-source opportunities. Additionally, there are reserved contracting programs in place at

the state and local levels whenever federal dollars are involved with infrastructure spending. The U.S. Department of Transportation’s Disadvantaged Business Enterprise Program is designed to enable women and minority-owned small firms to compete for federally funded contracts led by state and local agencies. It is the U.S. Department of Transportation’s most important tool for remedying the effects of discrimination and leveling the playing field in transportation-related projects. These programs are vital to the wellbeing of the small business community and will help to guarantee that small businesses have a seat at the table when it comes to infrastructure spending and contracting opportunities using federal dollars. The American Jobs Plan will create thousands of these contracting opportunities. I want to use this opportunity and use my oversight role in Congress to take a closer look at the small business programs and ensure we are maximizing small business participation in contracting at the federal, state, and local levels. Tenants have argued that the formula gave them the short end of the stick, should landlords choose to turn down the money. What Are These Cheers of Freedom to Me? Traci Blackmon

On December 31, 1862, both enslaved and free Blacks Americans gathered together in churches, and homes across the country to await the turning of midnight to another day, a new day when the Emancipation Proclamation became the law of the land. That evening wait is still commemorated in many Black Churches annually in a “Watch Night Service.” The Emancipation Proclamation was a negotiation tool of the Civil War. It was not a manifestation of repentant hearts or transformed minds, but rather a war measure used to weaken the rebellious states of the Confederacy. By the end of the war, over 200,000 Blacks would serve in the Union army and navy. Those newly emancipated people joined the Union and fought not only for this country that did not love them or their freedom; they fought to free themselves. The Emancipation Proclamation granted some enslaved people of African descent the ability to fight for their freedom, but it was not freedom itself. The Emancipation Proclamation, a presidential act, could not be effectively implemented in states under Confederate control. For this reason, people of African descent in Texas continued to live under the evil of slavery until June 19, 1865, when Union troops arrived in Galveston Bay, Texas, to announce the emancipation of the 250,000 people still enslaved in that state. Signing such a proclamation cost neither President Lincoln, who maintained opposition of equal rights for those emancipated, nor his cabinet anything. In fact, slave

holders who voluntarily obeyed this executive order received $300 reparations for each freed slave. Yet enslaved Blacks received nothing for their generations of stolen bodies, snatched children, and expropriated labor other than their mere release from legal bondage. I am mindful of this history as some celebrate Congress establishing Juneteenth as a federal holiday. I am mindful that such feigned acts of solidarity ring hollow in light of the 389 bills introduced in 48 states that include provisions that would restrict voting access. I am mindful of lawmakers who unanimously vote to celebrate Juneteenth but refuse to enact the John Lewis Voting Rights Bill (H. R. 4) or the For the People Act (S.1) to protect the voting rights of the descendants of those freed on the day the nation now cheers. I am mindful that while announcements flood the headlines of this new federal holiday, governors are using state power to ban accurate teaching of American history in this country and thwart the intellectual engagement of Critical Race Theory in institutions of higher learning. I am mindful that we celebrate Juneteenth as a holiday in a country that, since 1900, has repeatedly failed to pass anti- lynching legislation. Jesus said: “And you will know the truth, and the truth will set you free.” (John 8:32) What are your cheers for Juneteenth to me but yet another reminder freedom is not free? In fact, a yearlong wait to see a specialist for these syndromes was common even before the ranks of patients were swelled by postCOVID newcomers. For some, the consequences are life altering. Before fall, Dawson, 44, a dermatologist from Portland, Oregon, routinely saw 25 to 30 patients a day, cared for her 3-yearold daughter and ran long distances. Today, her heart races when she tries to stand. She has severe headaches, constant nausea and brain fog so extreme that, she said, it “feels like I have dementia.” Her fatigue is severe: “It’s as if all the energy has been sucked from my soul and my bones.” She can’t stand for more than 10 minutes without feeling dizzy. Through her own research, Dawson recognized she had typical symptoms of postural orthostatic tachycardia syndrome, or POTS. It is a disorder of the

autonomic nervous system, which controls involuntary functions such as heart rate, blood pressure and vein contractions that assist blood flow. It is a serious condition — not merely feeling lightheaded on rising suddenly, which affects many patients who have been confined to bed a long time with illnesses like COVID as their nervous system readjusts to greater activity. POTS sometimes overlaps with autoimmune problems, which involve the immune system attacking healthy cells. Before COVID, an estimated three million Americans had POTS. Many POTS patients report it took them years to even find a diagnosis. With her own suspected diagnosis in hand, Dawson soon discovered there were no specialists in autonomic disorders in Portland — in fact, there are only 75 board-certified autonomic disorder doctors in the U.S. Other doctors, however, have studied and treat POTS and similar syndromes. The nonprofit organization Dysautonomia International provides a list of a handful of clinics and about 150 U.S. doctors who have been recommended by patients and agreed to be on the list. In January, Dawson called a neurologist at a Portland medical center where her father had worked and was given an appointment

for September. She then called Stanford University Medical Center’s autonomic clinic in California, and again was offered an appointment nine months later. Using contacts in the medical community, Dawson wrangled an appointment with the Portland neurologist within a week and was diagnosed with POTS and chronic fatigue syndrome (CFS). The two syndromes have overlapping symptoms, often including severe fatigue. Dr. Peter Rowe of Johns Hopkins in Baltimore, a prominent researcher who has treated POTS and CFS patients for 25 years, said every doctor with expertise in POTS is seeing long-haul COVID patients with POTS, and every long- COVID patient he has seen with CFS also had POTS. He expects the lack of medical treatment to worsen. “Decades of neglect of POTS and CFS have set us up to fail miserably,” said Rowe, one of the authors of a recent paper on CFS triggered by COVID. The prevalence of POTS was documented in an international survey of 3,762 long- COVID patients, leading researchers to conclude that all COVID patients who have rapid heartbeat, dizziness, brain fog or fatigue “should be screened for POTS.” A “significant infusion of health care resources and a

significant additional research investment” will be needed to address the growing caseload, the American Autonomic Society said in a recent statement. Lauren Stiles, who founded Dysautonomia International in 2012 after being diagnosed with POTS, said patients who have suffered for decades worry about “the growth of people who need testing and treating but the lack of growth in doctors skilled in autonomic nervous system disorders.” On the other hand, she hopes increasing awareness among physicians will at least get patients with dysautonomia diagnosed quickly, rather than years later. Congress has allocated $1.5 billion to the National Institutes of Health over the next four years to study post- COVID conditions. Requests for proposals have already been issued. “There is hope that this miserable experience with COVID will be valuable,” said Dr. David Goldstein, head of NIH’s Autonomic Medicine Section. A unique opportunity for advances in treatment, he said, exists because researchers can study a large sample of people who got the same virus at roughly the same time, yet some recovered and some did not. Long-term symptoms are common. A University of Washington study published in February in the Journal of the American Medical Association’s Network Open found that 27 percent of COVID survivors ages 18-39 had persistent symptoms three to nine months after testing negative for COVID. The percentage was slightly higher for middle-aged patients, and 43 percent for patients 65 and over. The most common complaint: persistent fatigue. A Mayo Clinic study published last month found that 80 percent of long-haulers complained of fatigue and nearly half of “brain

fog.” Less common symptoms are inflamed heart muscles, lung function abnormalities and acute kidney problems. Larger studies remain to be conducted. However, “even if only a tiny percentage of the millions who contracted COVID suffer long-term consequences,” said Rowe, “we’re talking a huge influx of patients, and we don’t have the clinical capacity to take care of them.” Symptoms of autonomic dysfunction are showing up in patients who had mild, moderate or severe COVID symptoms. Yet even today, some physicians discount conditions like POTS and CFS, both much more common in women than men. With no biomarkers, these syndromes are sometimes considered psychological. The experience of POTS patient Jaclyn Cinnamon, 31, is typical. She became ill in college 13 years ago. The Illinois resident, now on the patient advisory board of Dysautonomia International, saw dozens of doctors seeking an explanation for her racing heart, severe fatigue, frequent vomiting, fever and other symptoms. For years, without results, she saw specialists in infectious disease, cardiology, allergies, rheumatoid arthritis, endocrinology and alternative medicine — and a psychiatrist, “because some doctors clearly thought I was simply a hysterical woman.” It took three years for her to be diagnosed with POTS. The test is simple: Patients lie down for five minutes and have their blood pressure and heart rate taken. They then either stand or are tilted to 70-80 degrees and their vital signs are retaken. The heart rate of those with POTS will increase by at least 30 beats per minute, and often as much as 120 beats per minute within 10 minutes. POTS and CFS symptoms range from mild to debilitating. The doctor who diagnosed

Cinnamon told her he didn’t have the expertise to treat POTS. Nine years after the onset of the illness, she finally received treatment that alleviated her symptoms. Although there are no federally approved drugs for POTS or CFS, experienced physicians use a variety of medicines including f ludrocortisone, commonly prescribed for Addison’s disease, that can improve symptoms. Some patients are also helped by specialized physical therapy that first involves a therapist assisting with exercises while the patient is lying down, then later the use of machines that don’t require standing, such as rowing machines and recumbent exercise bicycles. Some recover over time; some do not. Dawson said she can’t imagine the “darkness” experienced by patients who lack her access to a network of health care professionals. A retired endocrinologist urged her to have her adrenal function checked. Dawson discovered that her glands were barely producing cortisol, a hormone critical to vital body functions. Medical prog ress, she added, is everyone’s best hope. Stiles, whose organization funds research and provides physician and patient resources, is optimistic. “Never in history has every major medical center in the world been studying the same disease at the same time with such urgency and collaboration,” she said. “I’m hoping we’ll understand COVID and postCOVID syndrome in record time.” Kaiser Health News is a nonprofit news service covering health issues. The super producer and his nonprofit YELLOW are making the school available for low-income families and have christened the building Yellowhab. The name is contrived from the name of his nonprofit and “hab,” which is the name of the Mars habitat in the movie The Martian. Yellowhab will be open for students in third through fifth grades, and they also plan to open more throughout Virginia in the future. The first year of tuition will be free for all students and covered by philanthropic gifts. “If the system is fixed and unfair, then it needs to be broken. We don’t want lockstep learning where so many kids fall behind; we want bespoke learning designed for each child, where the things that make a child different are the same things that will make a child rise up and take flight,” Williams told The Virginian-Pilot newspaper.The school currently

is hosting a lottery to select 40 to 50 students for the opportunity and will be grouping students by skill level instead of grades, which is different from public schools. “The challenge is that if you’re progressing too slow relative to some benchmark, then you’re tagged with that title ‘remedial’ or something like it,” Yellowhab Executive Director Mike McGalliard told The Virginian-Pilot. “And that’s detrimental to your evolving selfconcept, to your sense of what you can achieve. It’s oppressive, and it’s a weight kids carry.” Parents have until July 1, 2021, to apply for the school, and more information can be found at www.yellowhab.com. Yellowhab also plans to expand around the country within the next five years. Center for Rural Affairs pleased with USDA’s investment in small meat processors World/Political News

LYONS, NEBRASKA – The Center for Rural Affairs applauds the launch of a new grant program aimed at building capacity and increasing economic opportunity for small and mid-sized meat and poultry processors. On Monday, the U.S. Department of Agriculture (USDA) announced it will provide $55.2 million in competitive grant funding through the new Meat and Poultry Inspection Readiness Grant (MPIRG) program. The program is funded by the Consolidated Appropriations Act of 2021. “Demand for local foods has grown steadily over the past 16 months, and producers have risen to meet the challenge,” said Johnathan Hladik, policy director for the Center for Rural Affairs. “Our processors are our partners, and they have done all they can to keep up. This program will help them make the efficiency and capacity improvements needed

to keep this important piece of our rural economy growing.” Under the MPIRG program, small and mid sized meat and poultry slaughter and processing facilities can cover the costs for necessary improvements to achieve a Federal Grant of Inspection or to operate under a state’s Cooperative Interstate Shipment program. Activities eligible for funding i nclude moder nizi ng or expanding an existing facility; new construction of buildings at an existing facility; modernizing processing, packaging, and labeling equipment; meeting occupational and food safety standards; and any costs associated with becoming a federally inspected facility.
