Rita Ramirez Candidate for Victorville City Council Political News

Dr. Rita Ramirez, Ph.D., Retired College Professor/ Educator Candidate for City of Victorville City Council Cesar Sayoc of Aventura, Florida, has been charged with five Federal crimes, including mailing an incendiary device and threatening a former president. Less than two weeks before Election Day from October 22 to 26, 2018, Trump supporter and attempted bombing suspect, Cesar Sayoc, allegedly sent 14 packages armed with explosives to several prominent Democrats. Five of Sayoc’s targets, many of whom Donald Trump has repeatedly attacked verbally, are African American. Sayoc allegedly mailed a pipe bomb to the Washington DC residence of former President Barack Obama, two pipe bombs mailed to Rep. Maxine Waters (D-CA) along with one each mailed to Sens. Cory Booker (D-NJ) and Kamala Harris (D-CA) and former Attorney General Eric Holder. Though none of the explosives reached their intended targets, the first one discovered arrived

at the home of billionaire philanthropist George Soros in Bedford, New York. The home of former President Bill Clinton and former Secretary of State Hillary Clinton was also targeted along with the home of former Vice President Joe Biden. Sayoc also allegedly sent pipe bombs to former CIA Director John Brennan, former Director of National Intelligence James Clapper, billionaire Tom Steyer and actor Robert DeNiro. All have been consistently critical of President Trump. Steyer has called for Trump’s impeachment and funded many progressive Democrats running for office. Though no one was injured in the attempted attacks and many of the pipe bombs were intercepted by law enforcement in

transit, the story of attempted murder and domestic terrorism sent a chill through the political world that was followed by calls to bring down the temperature of political discourse. The unexpected and potentially violent October surprise hit the news only two weeks before Election Day. Sayoc, who has a criminal record, was caught in Florida after the FBI traced a fingerprint on a pipe bomb he allegedly sent to Rep. Waters. “I am appreciative of the law enforcement entities who intercepted the package and are investigating this matter. I unequivocally condemn any and all acts of violence and terror,” Waters wrote in a statement on October 24. The week of fear became a mo-

Local Pastor Answers A DIFFERENT CALL Political News

Harold Hines, Candidate for Adelanto City Council ADELANTO, CA. Harold Hines, the Senior Pastor at Kingdom Life Christian Center in Adelanto, is now a candidate for the Adelanto City Council. For the last 2 years, he and his wife have been feeding those in the community that are food insecure, providing clothing for those that are in need. His outreach efforts

in the community provided insight, a perspective from the people, and a call that was hard to ignore. While listening to the needs of the residents, Pastor Hines felt that call to serve in a greater capacity, and decided to run for the Adelanto City Council. That’s why his theme is “Moving Forward Together”.

Hines says the entire city has numerous issues that need to be addressed, and he believes that he is uniquely qualified to address some of these concerns. He has been a small business owner, with his own life insurance agency for the last 24 years; Serenity Insurance & Financial Services, and he has served on several local boards including, the NAACP Executive Board, the Victor Valley Rescue Mission, and currently serves on the Victor Valley College Oversight Board. His plans include attracting living wage jobs to Adelanto, bringing a state of the art youth center to the city, and expanding the economic base of the city by doing what has been successful not only in South Los Angeles, but all over the United States. Mr. Hines would like to bring “empowerment zones” to Adelanto where businesses receive tax credits and community development funds to bring their business to the city. He has been endorsed by outgoing Councilman, Charlie Glasper. Pastor Hines believes the city needs some new leadership and a fresh perspective and he is ready to answer the call. ment of clarity for some in and out of the media as calls for Trump to dial down his rhetoric at political rallies grew louder. Trump has a long history of inflammatory statements that court violence and reaffirm fear of immigrants and minorities. Trump’s very first political speech where he announced he would run for the presidency contained inflammatory demagogic language against Mexican Americans. Sayoc sent a pipe bomb to CNN headquarters in New York that made its way to the mailroom of the company prompting an evacuation of employees, including their on-air anchors Poppy Harlow and Jim Sciuitto. Trump has been a frequent critic of CNN. (continued on page 3)

STATEMENT: Why Vote Rita Ramirez for Change? We need to be prepared to enhance the quality of life and meet the diverse needs of our

community. These are four reasons why I seek the office of Victorville City Council: 1) Establishment of a High Desert State University. It will enhance quality of life, attract companies, provide greater opportunities, and bring greater salaries. This is only possible with educated professionals with higher degrees. 2) Restore and renovate Historic Old Town as Victorville’s Center of Tourism: small businesses, restaurants, art and antique shops, including Bed and Breakfast hotels. This will bring profitable businesses and jobs, back again to downtown. 3) Support and Save Green Tree Golf Course for its residents. Closure will affect 1,162 homes with property value of $120, 620,791 million and a loss of $1,206,207 million in taxes. We will find options to save it, for it affects our entire city. 4) Homelessness is a condition, not a disease. It has become an uncontrollable issue. Partnership of the city, businesses, and nonprofits need to formulate a master plan for housing, medical and educational services to resolve homelessness. By Article Submited Hannaalla’s goal is to be a primary care physician or pediatrician. She’s watched her father and wants to “help like he did and have an impact on my community. I hope to combine service with my knowledge of medicine.” Officials with MTSU and Meharry hope the alliance becomes official soon, said Mark Byrnes, MTSU provost. The mission of the partnership would be to provide more primary care physicians in rural parts of the state. MTSU President Sidney A. McPhee, left, delivers the “shocking” news to Diana Makram and her mother, Hanan Marcos, that the Martin Luther King Jr. Magnet High School senior would receive a four-year, $18,000 Presidential Scholarship Oct. 4 during the True Blue Tour event in Nashville. NASHVILLE, TN — Both young women come from the same high school, Martin Luther King Jr. Magnet, in Nashville. Diana Makram knows she wants to major in biology and minor in chemistry, and walked out of the Middle Tennessee State University True Blue Tour at the Millennium Maxwell House Hotel with an $18,000 Presidential Scholarship. Martina Hannaalla wants to be a physician, following her father’s career path, through the preprofessional route. She has the academic credentials (29 ACT and 4.0 GPA) to receive the same scholarship, plus is eligible to apply and be considered for the University Honors College’s Buchanan Fellowship. Nashville was the fourth stop on the annual tour, which also travels across Tennessee and to Kentucky, Georgia and Alabama to recruit prospective students. Several hundred students, plus family members, attended. President Sidney A. McPhee awarded the Presidential Scholarship to Makram, 17, who was randomly chosen by the Office of Admissions. Makram admitted she was “coming to have a good time and hang out with my friends — and I just got $18,000 and I’m speechless.” Students with 3.5 and higher GPAs and scoring between 25 and 29 on the ACT are eligible, but they need to apply by Dec. 1, a deadline MTSU officials continue to push. Minutes following the an-

nouncement, Makram said she “wanted to cry (tears of joy). I am so happy.” Makram said she wants to be a physician’s assistant. Walking into the hotel ballroom, her options were primarily between MTSU and a Nashville private university. “Watching the video (about campus) they played and learning more of the school on top of winning the scholarship definitely caught my attention,” she said. “Leaving (the building) definitely made me realize MTSU is the college I want to attend in fall 2019.” She will visit campus for the first time during the Nov. 3 fall preview day. Hannan Marcos, her mother, said it was “a good surprise … she deserves the best because she has worked hard all 12 years.” Taking notice of MTSUMeharry alliance Hannaalla, 17, attended with her parents — Moufeed Hannaalla and Susan Tardos — and younger sister, Kiara Hannaalla. Martina Hannaalla said she is “considering MTSU, but I am also open-minded to other schools.” A pending MTSU-Meharry Medical College partnership, which would provide a fast track for students wanting to become physicians, caught her attention. She did an internship with Meharry in the summer of 2017, shadowing doctors, sitting in on clinicals, presenting research and was involved with social media outreach in medicine. Buchanan Fellow, student ambassador, Fulbright recipient and Rhodes Scholar finalist, among many awards — shared about her many MTSU experiences. “I’m glad to be still connected to the institution and individuals who contributed to my growth,” said Martin, who now lives in Brentwood, Tennessee, and works for the Tennessee Department of Education in the Division of College, Career and Technical Education. “MTSU provided a great launching pad for my great experiences.” This article originally appeared in The Tennessee Tribune.

Teachers’ unions appalled at idea of paying teachers like rock stars By Steven Greenhut Sacramento-If you’re looking for a stellar example of teachers’ unions ongoing commitment to mediocrity or worse, then you need only look at their reaction to California GOP gubernatorial candidate John Cox’s idea of paying top-notch teachers much higher salaries – perhaps even rivalling those earned by ballplayers and rock stars. The unions, of course, pan the idea. One union official told the Sacramento Bee that “education should not be a competitive endeavor.” Cox seemed to suggest in a statement to the newspaper that he engaged in some hyperbole: “Of course our teachers will never approach the pay of a Beyonce or a Lebron, but quite frankly, our classroom teachers influence, inspire and change the arc of more lives than even these music and athletic superstars.” But his idea of instituting a form of merit pay makes a lot of sense. Despite the naysaying, every successful enterprise is, to some degree, competitive. Merit pay is a simple concept. It allows school administrators to pay good, effective teachers more than mediocre or poor-performing teachers. It allows signing bonuses and performancebased rewards. The obvious corollary is that it also allows them to pay bad or incompetent teach-

ers lower salaries. In a truly competitive educational model that goes beyond this simple idea, school officials could even – get this – demote, discipline or fire teachers who aren’t making the grade. That’s how it works in almost any private business, and even private schools. In the current public-school system, however, pay is based on seniority. A school teacher who has been just occupying a chair for decades, must be paid better than a young go-getter. A teacher who is willing to ply his or her skills in a tough, low-performing urban school must be paid the same as a teacher on autopilot in a wealthy suburban district, where the challenges are less severe and the stakes not as high. In times of layoffs, that energetic tough student working a hard gig must be laid off first, thanks to something known as LIFO, or “Last In, First Out.” In the current, union-controlled monopoly system school administrators are not free to recruit the best and brightest talent from other industries because, well, they can’t pay enough to lure them out of more lucrative fields. And anyone who wants to be a regular, full-time teacher in California’s public schools must go through the long, expensive and mind-numbing process of (continued in next 2 columns)

Kaziana wants to become a police officer someday. Arrowhead Elementary School Outstanding Students Fourth-grader Dominic Guevara is an outstanding person. She is empathetic and helpful. She takes her schoolwork seriously, always staying on task and working hard. Dominic wants to attend college and study medicine so she can

Sixth-grader Dayra Perez is a model student and the epitome of Advancement Via Individual Determination (AVID). She is responsible and organized. Her attention to detail is present in everything she does. Dayra wants to attend UC Santa Barbara and open an eco-friendly business. Sixth-grader Zechariah Saha is an exceptional role model and scholar. He scores in the 97th percentile in language arts and the 86th percentile in math. He understands the importance of perseverance and displays leadership skills. Zechariah wants to become a singer/songwriter.

Teachers’ unions appalled at idea of paying teachers like rock stars...continued getting an education degree. (Did I mention that those who receive such degrees tend to come from the bottom rungs of the academic ladder, according to numerous studies?) To make matters worse, it’s nearly impossible to fire publicschool teachers provided they show up for the job. School districts have “rubber rooms,” where teachers deemed unfit for the classroom twiddle their thumbs and collect full pay and benefits while their cases are adjudicated for months and even years given all the union protections against firing. It can cost school districts hundreds of thousands of dollars to go through the firing process, so most don’t bother. That leads to an annual, cynical process called the “dance of the lemons.” As Peter Schweizer explained for the Hoover Institution, “Often, as a way to save time and money, an administrator will cut a deal with the union in which he agrees to give a bad teacher a satisfactory rating in return for union help in transferring the teacher to another district. The problem teacher gets quietly passed along to someone else. Administrators call it ‘the dance of the lemons’ or ‘passing the trash.’” These cases usually involve teachers accused of some terrible action, but it’s functionally impossible to get rid of or pass along teachers who are merely incompetent. I recall when John Stossel showed a long flow chart of how to fire a teacher in New York City. The audience was stunned. Then Stossel, held up more pages of the chart. It’s crazy

and the results are insane. In 2012, nine California publicschool students filed a lawsuit against California and the CTA arguing that the state’s system of teacher protections violates the state constitution’s promise of an “effective” education. Los Angeles County Superior Court Judge Rolf Treu ruled on behalf of the students. He invalidated teacher tenure and other work rules because they assured that a percentage of “grossly ineffective” teachers would be left in the classroom, wreaking havoc on the future of many thousands of students, especially those in poor school districts. In his decision, Treu noted that “an expert called by (California school administrators), testified that 1 – 3 percent of teachers in California are grossly ineffective. Given that the evidence showed roughly 275,000 active teachers in this state, the extrapolated number of grossly ineffective teachers ranges from 2,750 to 8,250.” That’s a lot of bad teachers, and a depressing number of students who suffer in their classrooms. But Treu’s decision was overturned on appeal, and the appeal was upheld by the California Supreme Court. But the facts are the facts, even if the court was unwilling to back a decision to shake up the state’s public-education system. This is what happens when the educational system is not a “competitive endeavor,” but rather a union-controlled, government monopoly. It means that good teachers cannot be rewarded. The State of Lending in Communities of Color: Over 53 million consumers unbanked or underbanked, CRA at risk after 41 Years By Charlene Crowell October 25, 1018- One of the most reliable measures of a community’s economic vitality is convenient access to full-service banking. Regardless of whether a community is urban, suburban or rural, both consumers and local businesses rely on brick and mortar bank branches for a wide array of products and services. New research that measures how well banks serve communities found that America’s access to banking expanded from 2015 to 2017 – except when it comes to more than 53 million Black and Latinix consumers or others with low incomes or less education. In summarizing its new survey findings on banking activity during the past 12 months, the Federal Deposit Insurance Corporation (FDIC) noted that one in five U.S. households - 22.7 million -did not use mainstream credit and that “Black and Hispanic households at every income level evaluated in the survey were more likely to be in this condition than white households.” “The good news is that our nation’s banking system is serving more Americans than ever before,” said FDIC Chairman Jelena McWilliams. “The bad news is that even as the overall number of people who are unbanked has declined, 8.4 million households continue to lack a banking relationship.” McWilliams’ statement did not directly address how FDIC found that another 48.9 million adults are underbanked. The difference is important. Underbanked consumers are those who have a bank account but also turn to alternative fringe financial services like payday and auto loans or check cashing services. By comparison, unbanked

consumers are those who have no relationship with mainstream banking at all. Even more importantly, FDIC’s new survey proves how the nation has a nagging, two-tiered system when it comes to financial services: one that serves white consumers at a growing rate; but leaves behind consumers of color, regardless of income. Despite this deplorable data, another federal financial agency, the Office of the Comptroller of the Currency (OCC) awards banks and other depository institutions a 93 percent satisfactory or higher rating when it comes to the Community Reinvestment Act (CRA). Although OCC supervises about 20 percent of the nation’s banks, these institutions comprise approximately 70 percent of total bank assets. This year CRA turned 41 years old, having been enacted in October 1977 by President Jimmy Carter. The law meant to end historical redlining practices that for succeeding generations denied credit to Black America and/or low-income communities. With a new federal assurance, CRA was to hold banks, credit unions and other depository institutions accountable for local credit lock outs and other discriminatory practices. Here’s a question to ponder:

Trump Supporter and Attempted Bombing Suspect Targeted Five Prominent Black Democrats...continued from page 1 “There is a total and complete lack of understanding at the White House about the seriousness of their continued attacks on the media,” said CNN President Jeff Zucker in a statement on October 24. “The president, and especially the White House press secretary, should understand their words matter. Thus far, they have shown no comprehension of that,” Zucker added. During the 2016 campaign for the presidency and during his time in the White House, President Trump has been consistently critical of minorities while at the same time failing to call out xeno-

phobia and racism. On October 22, he defined himself as “a nationalist” at a rally in Houston, Texas. A well-documented uptick in political violence has been documented since Trump took office in 2016. EEOC Violating Own Policies to Target Workers, Union Says Civil rights agency contradicts itself to attack own workers Government News

WASHINGTON, Oct. 30, 2018 / PRNewswire/ -- As the Equal Employment Opportunity Commission prepares to hold a public hearing this week on preventing harassment in the workplace, behind the scenes it is upending internal policies that safeguard its own employees from harassment, discrimination, and retaliation, says the head of the union representing EEOC workers. The Equal Employment Opportunity Commission is fast-tracking policies that would leave its own employees vulnerable to harassment, discrimination, and retaliation, says the union representing workers at the civil rights agency. Despite a federal judge's ruling in August that largely invalidated President Trump's three antiworker executive orders, EEOC notified the American Federation of Government Employees that it is on a fast track to implement several portions of the orders before the end of the year. "Ironically, EEOC has cherrypicked sections that contradict its public positions," said Gabrielle Martin, president of AFGE Council 216, the National Council of

EEOC Locals. EEOC is moving ahead full throttle with a harsh new disciplinary policy, Martin states. The agency's notice to the union refers to troubling sections of the executive orders that condone disparate treatment, stating in part: "…conduct that justifies discipline of one employee at one time does not necessarily justify similar discipline of a different employee at a different time." "This is the opposite of the advice EEOC provides to employers," Martin said. "In fact, EEOC investigates employers for disparate discipline and files cases in court on that basis." EEOC also cites a section of the executive orders to declare that "deciding officials should not be required to use progressive discipline." Martin says the new penalty table EEOC says it will implement by Dec. 3 is fraught with problems. "The penalty table is a vindictive mess. The EEOC refuses to include any expiration period on a past offense, regardless of how long ago it happened or how dissimilar," she said. (continued in next 2 columns)

How can two federal financial regulators reach such different findings on the state of access to banking and credit for Black America? It’s a question that deserves an answer. And fortunately, advocates at both the state and national levels are speaking up. November 15 is the deadline for public comment to OCC on how CRA’s regulatory framework should be reformed. Of key concern to OCC is a proposal named “one ratio” that would reduce the current CRA evaluation into a mathematical formula. Among consumer advocates representing different areas of the country view this proposal as a way to water down current procedures that consider key criteria such as geographic availability, borrower profiles, different classifications of lending like mortgages, small businesses and more. Cathy Hinko, Executive Director of Louisville’s Metropolitan Housing Coalition filed comments with OCC, citing how Black neighborhoods are already underserved. “To ease bank anxiety about unclear aspects of CRA, communications among the federal agencies, banks, and community groups could be improved,” wrote Hinko. “However, easing

bank anxiety via the one ratio and diminishing the importance of branches, assessment areas, and public input will decrease lending and access to banking in the communities that need it the most.” “The OCC asks whether CRA consideration should be broadened for additional activities and populations. Industry trade associations have been advocating for CRA consideration for projects that have broad benefits such as financing hospitals that are not necessarily located in lowand moderate-income neighborhoods,” said the Buffalo-based Belmont Housing Resources for Western New York. “However, the OCC must be reminded that the original purpose of CRA was to combat redlining in low- and moderate-income neighborhoods.” In Dallas, Diane Ragsdale, founder of the South Dallas Fair Park Inner City Community Development Corporation (ICDC) and a former Dallas Deputy Mayor Pro Tempore, also commented to OCC, “CRA ratings must be reformed so the pass rate is no longer 93 percent …Lending and access to banking for people and communities of color must be considered on CRA exams. Mortgage company affiliates of banks must be included on CRA exams.” “No bank that engages in illegal discrimination and/or harmful consumer activities should receive a positive CRA rating,” noted William R. Tisdale, President and CEO of the Milwaukee Fair Housing Council. “We must not slow the progress that has been made. We need to enhance CRA, not weaken it!”

Murder of Inmate Highlights Understaffing in Federal Prisons, Union Says...continued prison warden about today's death for hours after it had occurred. This incident only exacerbates the tense work environment at the prison and highlights how neglectful management is readily putting all staff in danger." AFGE is calling for the Bureau of Prisons to immediately fill all vacancies and fully staff our federal prisons. Ensuring there is proper staffing and security at federal facilities is critical not only for the safety of workers and inmates but for the entire community, said Dan Doyle, national vice president for

AFGE District 4, which includes West Virginia. "There needs to be a full accounting of why this administration continues to put our officers – and the inmates they are hired to guard – in danger," Doyle said. "Until that happens, we will likely see more officers and inmates put in harm's way." The American Federation of Government Employees (AFGE) is the largest federal employee union, representing 700,000 workers in the federal government and the government of the District of Columbia.

Torres Statement on President Trump’s Unconstitutional Planned Executive Order to End Birthright Citizenship Government News

WASHINGTON, DC — U.S. Representative Norma J. Torres (D-CA) released the following statement in response to President Donald Trump’s plan to issue an executive order to end birthright citizenship: “If there is one thing President Trump has made clear throughout his time in office, it is his complete disregard for the

U.S. Constitution. It should come as no surprise that he believes that he has the power to undo with the stroke of a pen a right that has been enshrined in the 14th Amendment since 1868. I will not allow the President’s sustained attempts to undermine our American values and the rule of law.”

EEOC Violating Own Policies to Target Workers, Union Says...continued In addition, agency management cited provisions of the executive order that puts further limits on the use of official time, which enables union representatives to meet with employees and managers during the workday to address and resolve workplace issues, and disciplines union officers if the agency believes the time was not used properly. "By attacking the union, EEOC dismisses the principles of collective bargaining to improve working conditions, foster good working relationships, and represent employees against abuse and retaliation for whistleblowing – all of which benefit the public," Martin said. Martin said she is baffled by the agency's rush to shove through the executive orders, given the judge's decision, the Office of Personnel Management's notice to roll back implementation, and the Department of Justice's position on appeal that implementation would be gradual and would not

immediately alter the status quo. The orders themselves state that they shall not abrogate a collective bargaining agreement that is in effect; AFGE's negotiated contract with EEOC runs through late next year. Martin said it's especially hypocritical for the EEOC to be limiting the rights of its own staff, as it promotes its "respectful workplaces" agenda to employers. "Why, of all agencies, is the EEOC rushing forward with these uncertain orders while picking sections that contradict the agency's public stances? It is unacceptable for EEOC to pretend that it cares for workers and workplace rights as it calls itself the 'model employer' while targeting its own," she said. Murder of Inmate Highlights Understaffing in Federal Prisons, Union Says Three inmates have died at USP Hazelton in past 7 months Government News

WASHINGTON, Oct. 30, 2018 / PRNewswire/ -- The union representing correctional officers and staff at U.S. Penitentiary Hazelton in West Virginia says the reported murder of convicted gangster James "Whitey" Bulger at the prison highlights severe understaffing at federal prisons nationwide. The high-security federal prison where an inmate was murdered today has been severely understaffed for years. "Today's reported death at USP Hazelton, while concerning, is unsurprising," American Federation of Government Employees National President J. David Cox Sr. said. "Federal prisons across the country are suffering from severe understaffing, and the situation is perhaps no more dire

than at Hazelton." The high-security prison has been severely undermanned for years, which has recently been compounded by further cuts. One in five positions that were authorized two years ago are vacant today – including correctional officers and medical staff. As a result, the prison staff has been forced to work under conditions where teachers, administrative assistants, and accountants fill in shifts as officers and first responders to violent incidents. "Our union's call to fill these vacant positions unfortunately has fallen on deaf ears," said Rick Heldreth, president of AFGE Local 420, which represents more than 800 employees at Hazelton. ACLU Files Discrimination Complaint on behalf of Black Students at Visalia UnifiedSchool district has ignored bigotry and racial hostility for years State/Government News

SAN FRANCISCO - The ACLU Foundation of Northern California today filed a discrimination complaint on behalf of Black students in the Visalia Unified School District who have faced ongoing racial hostility. The complaint, filed with the Office of Civil Rights within the Department of Education, charges the district with violating Title VI of the Civil Rights Act of 1964 by creating a racially hostile environment. Filed by five Black students on behalf of themselves and other Black students in the district, it also cites racially disparate detention and suspension rates. Black students at Visalia Unified have been repeatedly harassed and called racial slurs, including the n-word. White students have joked about hanging Black students from trees, promoted a “white power” message, called Black students “slaves,” and worn confederate symbols to school. Complaints by the targeted students themselves and witnesses to the hostility have been consistently ignored by teachers and administrators. “The pervasive racial harassment in the Visalia school district goes completely unchallenged by school officials, leading Black students to question their worth to district administrators,” said Abre’ Conner, a staff attorney with the ACLU Foundation of Northern California. “The district has a long history of racial hostility and bigotry. Although there is a discrimination policy in place, it is not enforced to protect Black students.” The complaint calls for an investigation into the Visalia Unified School District’s policies and practices. In addition to federal

law that prohibits discrimination, the district is also obligated to combat racism under the California Education Code and its own board policies. Additionally, the complaint offers suggestions that may help remedy the situation, including creating a meaningful process to handle complaints of harassment by students and teachers, enforcing bullying rules, organizing a Black Student Union or other safe spaces for students of color, and requiring staff training on the historical and cultural experiences of Black students. In 2006 after news reports of a student called the n-word, the ACLU sent a letter calling on the Visalia Unified School District to address the hostile environment for Black students. In 2017, after hearing similar stories from more students, the ACLU sent a public comment letter to the district outlining the new incidents of racial hostility. The district engaged in conversations for months about how to start to address the problem. Despite numerous conversations and ample time, the school district has failed to agree to tangible steps to address the racial discrimination and bias. “It’s been over a decade since we were made aware of the racial tension and put the school district on notice,” Conner said. “This district has had years to work with us on addressing the racial hostility. Black students are legally entitled to learn in an environment free of discrimination.” The Visalia Unified School District is in San Joaquin County in the agricultural Central Valley of California. The district’s student population is less than 2 percent Black.

Breast Cancer Doesn’t Have to Mean Death By Samjah Iman

Breast Cancer – two words that give even the strongest person an eerie feeling, and rightfully so. For these words describe a disease that affects one in eight women and is the second leading cause of cancer death among women(nationalbreastcancer.org). Each year 252,710 women in the United States will be diagnosed with breast cancer and more than 40,500 will die (nationalbreastcancer.org). While these numbers are quite alarming and downright frightening, we do have the power to change them. Just ask 41-year-old breast cancer survivor, Chris-Tia Donaldson who was diagnosed with the disease at the age of 36. “I discovered a lump in my breast while showering which I proceeded to ignore for close to 3 months. After a lumpectomy, chemotherapy, and 33 rounds of radiation – I am now cancer free,” she says. The Thank God It’s Natural (TGIN) hair and skin care company owner stresses that early detection and her economic status played a major roles in her overcoming this disease. During an interview on the Tom Joyner Morning Show, Chris-Tia noted that if she had not acted on the lump she felt in her breast, and if she didn’t have the means to get prompt, proper care after she discovered her lump, she may not have survived. Chris-Tia was able to afford

prime help from the best doctors in Chicago. She stressed that during her treatment, she was grateful she had the financial means to get her to and from the doctor, to get her medicine, to take time away from work, and to even pay to park at the doctor. However, some people (mostly women of color) who are diagnosed with any type of cancer unfortunately lack the financial means and proper healthcare they need to defeat this disease. Which often time results in their demise. Noticing this economic disparity when it comes to proper treatment for breast cancer, Chris-Tia uses her success to advocate for women who have been diagnosed with cancer but can’t afford the transportation, child care, or time away from their employment through her Thank God It’s Natural Foundation. Check out Chris-Tia’s hair company and follow her breast cancer surviving journey at www.thankgoditsnatural.com. Also, discover five things below that you can do to help prevent breast cancer. Why heart health is important for women with diabetes Health News

If you have diabetes, you have a higher-than-average risk of having a heart attack or a stroke. While men and women generally have similar rates of Type 2 diabetes, women are twice as likely to have heart disease. In fact, heart disease is the leading cause of death for women in the U.S., killing one woman every 60 seconds. It’s the leading cause of death for African American and white women and, among Hispanic women, it causes as many deaths as cancer each year. Two-thirds of women who die suddenly of heart disease have no previous symptoms. Women are more likely than men to have the following heart attack symptoms: Pain in the neck, jaw, abdomen or back Nausea Shortness of breath Dizziness Fatigue More than 90 percent of women have one or more risk factors for heart disease. Women of all ages can get heart disease. While the risk gets higher with age, lifestyle, diet, smoking and hereditary conditions can increase a younger person’s risk. Risk factors for heart disease include:

Diabetes Smoking High blood pressure High LDL (bad) cholesterol Obesity Poor diet Physical inactivity If you have a family history of heart disease, there are still steps you can take to lower your risk. Below are some important steps women can take to reduce their risk of heart disease: Know your risk factors; have your blood pressure checked regularly, along with your choles-

Hate Has No Place With Wellness...continued people. And the Southern Poverty Law Center has tracked the steady rise of hate groups across America. But hate has no place with wellness. For more than 25 years, The California Wellness Foundation has worked to address violence as a public health issue, a problem that impacts many communities and can be solved through education, public policies and collective action. We’ve been a major funder of gun violence prevention. We’ve made grants to organizations working to prevent hate-based violence. And we believe everyone has a role to play in preventing violence. We urge our fellow funders to make investments that support organizations preventing violence in American communities. We urge every American to use your voice and your vote to speak out against hate and to support peace and justice for all. If there is a reason to hope in times like these, it is that we are

not alone. Immediately after the Pittsburgh synagogue shooting, a group of Muslim organizations responded with a message of unity and has raised more than $130,000 to support the victims of the Pittsburgh synagogue shooting and their families. And every day, in communities across the country, there are people working to stop violence, to serve those in need, and to build a more just and equitable world. We urge you to connect with them, to learn from them and to support them. We’re in this together. “Do not be daunted by the enormity of the world’s grief. Do justly, now. Love mercy, now. CDPH Warns Consumers about Risks of Wearing Decorative Contact Lenses Health News

Hate Has No Place With Wellness Judy Belk responds to the wave of violence that has devastated America. Health/Fitness News

In the past week, another shocking wave of violence has devastated America – and we must refuse to accept this as “the new normal.” In Pittsburgh, 11 Jewish people were murdered in a place of worship by a man wielding an assault rifle and shouting anti-Semitic slurs. In Kentucky, two AfricanAmericans were shot at a grocery store after the white gunman, who had a history of violence, tried but failed to enter a predominantly black church nearby. And across the nation, pipe bombs were mailed that targeted people for their political beliefs, and a suspect known for posting threat-

ening, racist comments and conspiracy theories to social media sites has been arrested. All these incidents have one thing in common: hate. Hate has once again created an environment in America so toxic that it has turned deadly. In February, the Anti-Defamation League reported that 2017 saw a nearly 60 percent increase in antiSemitic incidents. In the last two years, we’ve witnessed a wave of violence and hateful speech against African-Americans, Muslims, immigrants and LGBTQ (continued in next 2 columns)

SACRAMENTO – California Department of Public Health (CDPH) Director and State Public Health Officer Dr. Karen Smith today warned consumers about the risks associated with wearing decorative contact lenses. “Advertised as color, cosmetic, fashion and theatrical contact lenses, decorative contact lenses are especially popular around Halloween,” said Dr. Smith. “Wearing any kind of contact lens, including decorative lenses, without proper consultation of an eye care professional can cause serious injury.” The sale of contact lenses without a prescription is illegal. The right to dispense, sell or furnish contact lenses is limited exclusively to licensed physicians and surgeons, licensed optometrists, and registered dispensing opticians. Decorative contact lenses are intended to temporarily change the appearance of the eye, but do not correct vision. “The risks include infection, ulcers,

decreased vision, cuts or scratches to the surface of the eye, itchiness or redness. If these conditions are left untreated, the injuries can progress rapidly. In severe cases, blindness and eye loss can occur,” said Dr. Smith. Decorative contact lenses are typically sold at beauty supply and novelty stores. Consumers who have experienced any injury or illness with decorative contact lenses should contact their health care provider. Consumers can report the illegal sale of decorative contact lenses without a prescription to CDPH’s Food and Drug Branch Hotline at (800) 495-3232 to initiate an investigation. For more information on healthy contact lens wear and care, visit the Centers for Disease Control and Prevention’s website. Watch this video for more on the dangers of decorative contact lenses and more on what CDPH is doing to protect consumers.

THE NATION'S FIRST REAL ESTATE FOCUSED YOUTH DEVELOPMENT ORGANIZATION TEACHES REAL ESTATE LITERACY TO YOUTH AGES 11-27 Los Angeles, CA (BlackNews.com) -- Real Estate 100 Youth Foundation empowers communities by educating youth about real estate. The non-profit organization introduces youth to careers in real estate as a means of long-term wealth building. This groundbreaking program offers workshops, online instruction and an internship program centered around real estate literacy. Recognizing an unmet need for minorities to learn about real estate was the impetus for its inception. "During the financial housing crisis of 2008, when I saw black and brown people targeted, I said, 'If we want to do different, we need to teach our children,'" says founder of Real Estate 100, Lisa Puerto. "As we're teaching the youth, we want them to be able to identify with someone who looks like them, in the industry." The Real Estate 100 internship program recently awarded a $500 scholarship to 15-year-old high

school sophomore, Sean Reynolds. Reynolds is the youngest to complete the program thus far. His scholarship will go toward his real estate licensing courses and/or higher education. His cousin, 17-year-old Leighton Williams, who was the first Real Estate 100 intern, received a $500 scholarship this past summer. Real Estate 100 collaborates with various community and nonprofit partners to deliver customized webinars and workshops. The programming has occurred in over 20 cities including Atlanta, New York, Baltimore and Toronto. A public school in the Los Angeles area will soon become the first elementary school in the nation where students will learn about real estate via an enrichment program. Real Estate 100 connects with youth via adept and engaging content. The courses cover various aspects of real estate including financing, the roles of players in the real estate game, and

how everything in our world ties into real estate. A new session of online classes opens for enrollment, December 1. Visit www.realestate100youth.org for more information and to register. Teachers’ unions appalled at idea of paying teachers like rock stars...continued from page 2 Great teachers cannot easily be recruited. Grossly ineffective teachers cannot easily be removed. And mediocre ones have few incentives to improve. Imagine how this system would work in your particular profession or business. How well would it do if the worst are protected, the best are neglected and the so-so ones are rewarded? In the news story, candidate Cox didn’t get into the details of the hiring/firing process, but his merit-pay idea should be widely applauded. Yet on its website, the California Teachers’ Association says that “merit pay is flawed in concept. Where it has been tried, it has proved to be a detriment rather than a stimulus to better education. CTA is open to consideration of alternative pay plans as determined by the local associations through the collective bargaining process.” As a final note, the debate over merit pay reinforces the wisdom of the U.S. Supreme Court’s recent Janus decision, which declared that teachers and other public employees are not required to pay union dues even to support collective-bargaining pur-

poses. Justice Samuel Alito, wrote for the majority that such bargaining often involved “fundamental questions of education policy,” so it’s antithetical to the First Amendment to compel people to support ideas to which they don’t agree. “Should teacher pay be based on seniority, the better to retain experienced teachers?” Justice Alito asked. “Or should schools adopt merit-pay systems to encourage teachers to get the best results out of their students?” Public-school teachers no longer are forced to subsidize the opposition to merit pay and to reforms to the current tenure and seniority based system, but there’s still a long process ahead to move toward the idea that Cox touted. Tamron Hall responds after fans bombard NBC to bring her back after Megyn Kelly Gets the Ax By Defender News Service

Kevin Hart’s New Movie ‘Night School’ Can Help Us Create Real School...continued educated self discovered that I probably have a little known neuro-divergence known as discalcula, which is a branch of dyslexia. If you have it, it’s extremely hard to concentrate and even look at numbers on a page without them moving and changing. This Afrocentric movie, which I would refer all people to see, especially my fellow poverty and disability skolaz, also had incisive critiques about racism, incarceration, fetishization of Black culture, ageism, sexism, bullying and even poverty shaming and the power of living, owning and lifting up your truth, whatever it is. Thank you, Kevin Hart, for lifting up and helping us laugh and hopefully impact change on this issue that impacts, harms and discourages so many of us youth

“Stop Your Bickering, Complaining, and Growing Frustrated…!”

Tamron Hall

By: Lou Yeboah Megyn Kelly’s firing at NBC has fans calling for Tamron Hall’s return. Kelly came under fire for vehemently defending people who wore blackface on Halloween. The backlash was swift. Kelly was blasted by fans and her former colleagues for her “racist” remarks. Even though she apologized for the comments, the damage was done and the anchor was let go. Fans quickly suggested Hall to be Kelly’s replacement. If you recall, Hall left her longtime position at the network and its flagship “Today” show after Kelly was hired. Kelly’s show eventually replaced Hall’s time slot on the morning program. Fans tagged

Hall and flooded NBC with their request. “I hear there is probably a 9 a.m. slot opening soon. Please come back,” someone wrote after news of the firing surfaced. “Miss you on ‘Today’ show, Tamron. The day you left was my last day watching it,” a second person admitted. “When NBC went low, Tamron went high,” wrote a third. “Keep doing us proud down in Texas. Can’t wait for the new show next year.” In 2017 Hall inked a talk show development deal with Harvey Weinstein’s The Weinstein Company. But once the former Holly-

Kevin Hart and Tiffany Haddish star in "Night School". The new Kevin Hart movie, “Night School,” was about so many things, but like a good artist, as my poverty skola-teacher Mama Dee used to say, Kevin Hart didn’t pound on the table. Through subtle and sketch comedy, pranks, relationship issues, innuendo and character development, he showed an often unseen part of Mans Skoo (as I call it), which is an ableist, racist, classist institution known as Special Education, which so many of us who live with so-called “learning disabilities” know way too much about. A scarcity model cocktail of wrong that is U.S. K-12, Special Education has traditionally been an under-or unfunded, uncared about part of institutional schooling since its inception. It consigns children who don’t neces-

sarily test well, live with a disability, are of color or in struggle with poverty or other issues, to being permanently labeled, tracked, stereotyped and forcibly medicated or dangerously police harassed. “Am I dumb?” Kevin Hart’s character continues to inquire all throughout the fast-paced hilarious movie. He asks everyone, from teachers to advisors, to friends and finally to Tiffany Haddish, who plays his night school teacher and is one of the realest actors around, and who he meets when he has to go to night school to get his GED. She clearly and simply tells him, “No, you are not dumb,” but she is the first one to ask him, without any inferred put downs, “Have you ever been tested?” The comedic movie turns that (continued in next 2 columns)

wood producer was accused of sexual assault and rape, there was a lot of uncertainty. Last month, however, after signing a new deal with ABC Owned Television Stations Group, Hall had a new show in the works, and she shared a preview of it from her studio in Harlem, N.Y. The new deal with ABC will likely mean the 48-year-old won’t be going back to NBC or the ‘Today’ show anytime soon, but people continued to share their hope and blast Kelly in the process. “I thought you were awesome,” one person wrote. “Prince wrote your theme music, and yet Becky

Kelly gets to make $20 million for spouting BS. Best to you.” “Still missing you. Please come back to NBC,” another person commented. “Anyone know what @tamronhall is doing right now?” another person asked, only to get a response from Hall herself. “I do, I do,” Hall wrote back. “See my pinned tweet about my syndicated talk show. Oh, and raising money for @SafeHorizon Tamron. Oh, and taping Season 6 of #deadlinecrime and oh, livin’ my best life. Kevin Hart’s New Movie ‘Night School’ Can Help Us Create Real School...continued into a joke about STDs, illustrating yet another level of shame about living with disabilities in this ableist, racist, classist society. As a survivor of teacher-shaming for my dyslexia, being called stupid and put in the corner with two other students (all of color and poor, not incidentally) in front of 36 fellow students in the fifth grade because I couldn’t do math at grade level, to me, this was a plot point in the movie, where it left the cutesy and became very serious. And very powerful, making me reflect not only on my own struggle to pass the GED, which, like Kevin’s character, I failed the math portion of four times, barely believing I could pass the test at all. But the ways in which my life and the lives of so many of my fellow poverty skolaz and the youth we built our liberation school Deecolonize Academy for and by are discouraged, bullied, criminalized and shamed throughout our years in institutional school. A few months ago, I had been invited to come in to a class for future Special Education teachers with Emily Nusbaum and Leroy Moore at the University of San Francisco, where I witnessed graduate students who were clueless about the implications of ableism, poverty and racism in their curriculum, even though

Leroy and Emily had painstakingly taught them a whole semester of intersectional social justice curriculum based on Leroy’s powerful book, “Black Disabled History 101.” This sad reality is why I created a children’s book with a disabled, houseless elder as the protagonist. And me and Leroy created a curriculum on poverty and disability which we are teaching to all conscious teachers and parents and youth who are open to it. This moment in Leroy and Emily’s class made clear something I and many conscious teachers and youth and disability activists have known for a while: Special education is a racist, classist, ableist branch of “mans skoo” curriculum and education, which has nothing to do with social justice. Although some conscious folks, like the teacher Tiffany Haddish plays, are trying to teach, it is a harmful system, which is all rooted in poverty and denial of resources to poor students of color with disabilities. Not to mention, at the far end of the punitive, Big Pharma pushes institutional solutions of medication, incarceration and long-term segregation and labeling. And in this movie, my still living-with-shame and sixth-grade(continued in next 2 columns)

Hey, big tipper A customer tipped his waitress at the Sup Dogs Restaurant in Greenville, NC after paying for the bottled water he’d ordered. It was a big tip. It was a very large gratuity. It was enormous, says the Association of Mature American Citizens [AMAC]. To be exact, it was $10,000 worth of thank yous. The waitress was taken aback but didn’t forget her coworkers with whom she shared her good fortune.

Old news Goodwill of Southern New Jersey and Greater Philadelphia received quite the contribution from an anonymous donor -- an intact pre-revolutionary war newspaper. The Association of Mature American Citizens [AMAC] reports that the Dec. 28, 1774 edition of the Pennsylvania Journal and Weekly Advertiser was appraised at $18,000. Appraiser Robert Snyder, who authenticated the newspaper, noted that there are three other copies of the same paper at Yale, Illinois State University and Chicago University.

Lou Yeboah Because you haven’t received what you want. Trust God! For in Matthew 6:25-27 He says, “Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will wear. Is not life more than food and the body more than clothes? Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Can any one of you by worrying add a single hour to your life?” The keynote is DO NOT WORRY because He already knows your need. I want you to know that it angered God so much that the Israelites complained in the desert after all the miracles that He performed to get them out of Egypt to the point that He allowed the trip to be much longer than it needed to be… “Take another lap, God said…. See if you can get this right.” Again and again they complained

until God said: “Just die in the wilderness - a whole generation in the wilderness.” That is how serious God took complaining. I tell you, complaining to others or having a bitter heart towards God about not having received what you want does not help the situation. Stop it already! And take the counsel that David took for his own soul– “Find rest, O my soul, in God alone; my hope comes from You. For You alone is my rock and my salvation; my fortress, I will not be shaken...” Murmur not, repine not, but wait upon God. Yes, there are many times we find ourselves in situations that we just don’t understand. But I tell you, it is in these times that we are called upon to exercise our faith and just TRUST in the LORD. I know that it’s not always easy for us to give our cares to God and trust Him completely, but when life presents itself with everchanging variables; we’ve got to realize that we serve a God who is stationary in His Goodness. Consider “The Source,” God, and stop stressing yourself out – losing sleep, being weary, anxious, worried, depressed and sad. Trust God! He is forever faithful and true. “Faith is the substance of things hope for, the evidence of things not seen…” [Hebrews 11:1]

Witness For Justice #916

Our Transgender and Intersex Family, Friends, Coworkers, and Neighbors Will Not Be Erased Michael Schuenemeyer Executive for Health and Wholeness Advocacy

The soul of our nation hinges on living the values that honor the worth and dignity of every person and the willingness to defend the liberty and justice of all. That is why a New York Times story published on Sunday, October 21st of this year is so disconcerting. The Times reported that a Department of Health and Human Services (HHS) memo they obtained that contains information on efforts to narrow the definition of a person’s sex under Title IX to being male or female, unchangeable, and determined by the genitals that a person is born with. There are an estimated 1.4 million transgender and gender non-conforming persons living in the U.S. and about 1.7% of the population (about the same percentage as people with red hair) has differences in development of sex characteristics, also known as intersex. People who are transgender and people who are intersex are our family, friends, coworkers, and neighbors and they deserve the same dignity, respect, and equality under the law as every other American. The United Church of Christ has recognized the inherent dignity of all and we are committed to fighting this and any attempt to marginalize these beloved children of God. Our renderings of scripture and faith oblige us in all times and circumstances to do no other. Make no mistake, the policies proposed in the HHS memo are a cruel and pernicious attempt to undermine the dignity, worth and rights of transgender and intersex citizens. Even if it is only a trial balloon, it is stigmatizing and demeaning and thereby causes harm to persons of different gender identities and expressions, as well as persons with difference sex characteristics and their fami-

lies. As a Christian, I am mindful that Jesus understood there is diversity beyond the binary of male and female when he talked about eunuchs (Matthew 19:12) offering acceptance. There is also the story of Philip baptizing the Ethiopian eunuch (Acts 8:37), an act of inclusion, not invisibility. The Apostle Peter declares in Acts 10 the he is convinced that God shows no partiality. Yet this harmful effort to narrowly define sex and gender is right out of the legislative agenda of the Congressional Prayer Caucus Foundation, seeking to enact the policies promoted by the religious right including organizations such as the Alliance Defending Freedom (ADF), the Family Research Council (FRC), and the American Family Association, all of which have been designated as Hate Groups by the Southern Poverty Law Center. The irony should not be lost that the same political leaders who so vociferously argued that government should not impose itself on people in such an intrusive and invasive way, is arguing to take control of decisions between doctors, patients and parents of minor children. It is vital to send a message to our elected officials that the policy proposed in this memo is wrong, scientifically unfounded, causes harm and fails to serve the common good. It is also a stark reminder that elections matter and the importance of letting our voices be heard at the ballot box. By casting our votes in the November 6 mid-term election, we have an important opportunity to elect officials who will honor the God-given worth and dignity of every person and deliver the message that our transgender and intersex family, friends, coworkers and neighbors will not be erased.
