A sincere and open former Vice President Joe Biden spoke candidly to the Black Press during an interview Tuesday with Dr. Benjamin F. Chavis, Jr., President and CEO of the National Newspaper Publishers Association (NNPA). The interview was broadcast live from The Mills House Wyndham Grand Hotel in Charleston, South Carolina. Biden and Chavis were joined by publishers and leaders from the Black Press of America. The Democrat, who famously hails from Delaware, laid out an aggressive agenda that he said would undo the severe damage President Trump has inflicted upon communities of color and the poor. “I come from a state where we have the eighth-largest Black population in America, and we have a lot in common with South Carolina in a sense that we were part of Brown v. Board of Education,” Biden told Chavis during the 45-minute discussion. “I got started in the African American community. I got involved in the Civil Rights Movement when I was a kid. I helped de-segregate a movie theater, that kind of thing,” Biden noted. “I was the only guy who worked in the projects on the East Side who was White. That’s how I got started, and the Black community is the community that, as we say, brung me to the dance. That’s how I got elected.” Biden opined that the Black vote would likely determine the next president. “It’s going to be the determining factor in who the nominee is going to be, and I hope that means who the next president is going to be,” Biden pronounced.
The former vice president noted that, as president, he would help families buy their first home and build wealth by creating a new refundable, advanceable tax credit of up to $15,000. He added that the Black Press serves a vital role in the political process.’ “The Black Press is the way I did my politics. You go where people are,” he stated. “You walk into a Black barbershop or beauty salon, and your newspaper was there. It’s who we are. The neighborhood we come from. It’s incredibly important; you’re incredibly important. I never had the money, but any ads that I’ve ever purchased has only been in Black newspapers because it’s the single best way for people to get access to what I say and what I really mean.” Biden served as vice president

As president, Biden pledges to invest $640 billion over ten years to ensure everyone has access to affordable and stable housing and says that he would hold financial institutions accountable for discriminatory practices in the housing market. A Biden administration would implement policies that would require communities that receive specific federal funding to proactively examine housing patterns and identify and address policies that discriminate. “Americans lack quality, affordable housing. Communities
of color are disproportionately impacted by the failures in our housing markets, with homeownership rates for Black and Latinos falling far below the rate for White people,” Biden stated. “This is how poor White folks are able to build equity: They get into a home and build equity,” Biden stated. Further, Biden said redlining must be stopped, “I’m against redlining. It’s wrong,” and adding that he plans to eliminate local and state housing regulations that perpetuate discrimination. He said access to affordable health care is paramount and would be a primary goal of a Biden administration. Without affordable health insurance, Biden said every community is put in jeopardy, particularly the African American community. “When we passed the Affordable Care Act, everyone was able to get coverage. We made sure we had 20 million covered who never had coverage before, and that really impacted the African American community,” Biden noted. He continued that a Biden Plan would ensure that gold level health insurance plans would be available to more Americans by making sure everyone pays Capital Gains Tax at the appropriate rate. “Even Republican voters are going to support that. We will cover everybody, reduce drug prices, and reduce waiting times,” he said. Health care is also personal for the Biden family, he noted. “I’ve been a significant consumer of healthcare,” he said, noting that his first wife and a daughter were killed in an automobile accident. Years later, Biden’s son, Beau, would die of brain cancer. “I know what it’s like. My son was dying… I will make sure that no insurance company can say ‘suffer in peace, you’ve run out of coverage.’ I guarantee you, I will treat your health care as if it were my own family. I had enormous help and I think of all the people who got up and put one foot in front of the other. They deserve the help. This is personal.”

Sacramento-based attorney, businessman and activist James Sweeney, who was an avuncular and towering African-American figure in California political and social circles, has passed. Politicians, businesspeople, media leaders, activists and others up and down the state remember him with fondness for his influential and inspirational presence in their lives. Consistently offering sound advice, they say, always giving them his unconditional support, kind words of encouragement and occasionally sharing dry “uncle” jokes. Sweeney, who served as the regional Vice President of the Sacramento Black American Political Action Committee (BAPAC), died on Feb. 28. His family has not released information on arrangements. “He will truly be missed,” said Rory Kaufman, President of BAPAC, the largest African political fundraising organization in the state. “A Black man of vision, courage and insight. He
stood for us and he fought with us.” Before his role at BAPAC, Sweeney worked as Legislative Liaison to the California Office on Aging. He also ran his own consulting group called Sweeney and Associates. He was the
Managing General Partner. “James Sweeney's leadership and wisdom will be missed,” said Betty Williams, President of the Sacramento Chapter of the NAACP. Throughout his career, Sweeney has been involved in a number of
business investments across the state, and has worked in several political capacities, including the Berkeley City Council and the state Council on Mentally Ill Offenders (COMIO). He has served COMIO under four governors: Newsom, Brown, Schwarzenegger and Davis. Sweeney attended San Bernardino high school in the Inland Empire, east of Los Angeles, where he was a basketball star. He later graduated with a bachelor’s degree in three majors (Political Science, Black Studies and Sociology) from the University of California Riverside. He earned his law degree at the Humphreys School of Law in Stockton. “This is sad news for our community,” said Kendra Lewis, vice chair of the California Democratic Party African American Caucus (CDPAAC). Sweeney was a quiet force in California politics. Often working behind the scenes, he was instrumental in setting up a (continued on page 3)

Those frauds cost U.S. consumers $1.9 billion. Monica Vaca, associate director of the FTC’s Consumer Sentinel Network, described the three most-common scams last year and urged people to report new cases to the agency. They should also be on the lookout for refund checks if they’re fortunate enough to be on the receiving end of some of the $232 million the agency has been able to recoup so far from 2019 crimes. If they get a check, cash it. In every case, she said, people should not send gift cards to people they don’t know. Only use cards for real gifts, she repeatedly emphasized. If people have any doubts about something, tell at least one other person, and feel free to contact the FTC, too. “The no. 1 piece of advice,” she said, “is that gift cards are for gifts, not payments.” If you are contacted and asked for one, she said, it’s “a huge red flag.” The agency also has found that “the best way to protect yourself and your community from losing money is to talk to even just one other person while the activity is in progress.” Scams don’t discriminate in who they target. People from every age group and walk of life can become victims, and too often people’s fear of being embarrassed works against them. Keeping your fears or experiences to yourself deprives others of information that could help them avoid a similar fate and enables criminals to victimize you more easily. The FTC has seen that as word of a scam gets out, it becomes less lucrative for the criminals. Common scams eventually disappear as word get out, but, sadly, new ones continue to emerge, so it’s important to stay informed. “Please talk about it,” Vaca said. The FTC has a “Pass It On” (https://tinyurl.com/ FTCpassiton) campaign to encourage information sharing. The FTC tries to keep people informed about the latest scams and anything newsworthy that it thinks people should know about. You can subscribe to updates from the FTC at: ftc.gov/ subscribe.
In 2019, the most frequent scams were “impostor” cases — for instance, telephone calls from people claiming to work for the government who say they want to alert and help the would-be victim protect his or her Social Security account. Vaca said that in 2019 there was a 52% increase in calls of that sort, to 389,000 from 255,000 the year before. “It certainly has been a remarkable last few years,” she said. A few years ago, scam artists were often claiming they worked for the IRS and would threaten arrest or fines. But as word of that one got out, the criminals had to adjust. So now, the crooked callers say the would-be victim’s Social Security account has been linked with criminal activity. “It’s been lucrative, because they continue to use it,” Vaca said. Besides claiming to be government representatives, scammers say they are from other government agencies, far-flung family and well-known businesses, for instance. Or they pose as computer technical support staff to trick you into disclosing personal information, bank account data, computer passwords and more. These scammers most frequently seek payment in gift cards, Vaca said. No. 2 on the list of most-frequent frauds, she said, are “romance scams,” frequently emerging from online dating sites, in which the criminals befriend their targets online and soon begin pressuring them for financial help as a prerequisite to meeting. Pretexts include unforeseen medical or travel expenses. Such scams increased six-fold between 2015 and 2019. “If someone starts asking you for money, cut them off,” Vaca said. The third-most common scam involves checks sent in the mail. In these, Vaca said, the sender asks the recipient for a payment back of a portion of the amount sent in the check or to have it sent to a third party. Often the pretext for these checks is an income opportunity, such as becoming a personal shopper, and the most frequently victimized are people in their 20s — twice as often as people in their 30s or older. Waiting for the check to appear to have cleared before sending out the requested payment isn’t good enough, she warned. The original check may not yet have
bounced. “These are very sad stories,” Vaca said. “The good news is, hanging up doesn’t cost (you).” But in 2019, the individual median loss on such scams, she said, was $1,000. Ironically, the FTC is finding victims of scams the agency has successfully prosecuted do not always cash the checks it sends them. Part of it may be that people who haven’t filed a complaint aren’t expecting a payment. “If you get a check from the FTC,” she said, “you should go cash it.” In the past decade, the FTC has issued more than a billion dollars in refunds, to millions of people. For more information on refunds, go to: ftc.gov/refunds. To file a complaint of suspected or actual fraud, use the FTC website ftc.gov/complaint or phone 877 FTC-HELP. That’s (877) 382-4357. Vaca said the agency can’t pursue every com-
plaint it receives, but complaints help the FTC and thousands of law enforcement staff the agency works with across the country decide what to go after. Vaca also recommends keeping track of gift cards you buy, with their receipts, because the scammers typically ask for the numbers from the cards. Also contact the card-issuers for help, although there’s no guarantee there. “Sometimes they can help you, sometimes they can’t,” but “it’s so important to report it to them so they can know how their products are being used,” she said. For more advice on gift cards, Vaca said, there’s ftc.gov/ giftcards. The FTC hears from millions of people every year, she said. “Fraud is theft. We all think scams happen to someone else,” Vaca concluded. “Having that preconception makes you all the more vulnerable.”
ACLU SoCal, NOLSW Announce Voluntary Recognition of Union Business/Consumers News
LOS ANGELES – The ACLU of Southern California (ACLU SoCal) announced that it has voluntarily recognized the National Organization of Legal Services Workers Local 2320 (NOLSW) as its union. Like at numerous nonprofits across the country that have recently unionized, staff at the ACLU SoCal sought a union to represent them in negotiations with its leadership. “The ACLU has championed the rights of workers to organize unions since its inception nearly 100 years ago, beginning with efforts to counter union suppression of the 1920s,” said Hector Villagra, executive director of the ACLU SoCal. “Today, we are proud to voluntarily recognize the union of our own staff and look forward to engaging in good faith bargaining with the NOLSW.” The Southern California affiliate of the ACLU was founded in 1923 after the Los Angeles Police Department banned striking longshoremen from meeting in public and then arrested author and muckraker Upton Sinclair for

Let us know what you need.” Black Expert Will Lead Community Education Push That Could Be Statewide Model Cherina Betters has been named chief of Equity and Access for San Bernardino County Schools. In her new position, she will represent 33 school districts and more than 400,000 students. Her new duties will include, “working to forge strong relationships with parents and community members, as well as serving as the equity lead to promote positive learning outcomes for all students,” according to the San Bernardino County School Superintendent’s office. She starts her new job — a role some education stakeholders hope would be elevated to a statewide model for California — on April 13. Los Angeles, San Diego and neighboring Riverside Counties all have similar programs that involve engaging parents, students and parents to become part of an engaged and supportive network that contributes to improving the academic success of all students. Tony Thurmond, State Superintendent of Public Instruction, has begun assessing those programs, too. San Bernardino County Superintendent Ted Alejandre is confident that Betters will succeed in her new role. “Betters has extensive experience in our region in supporting students, schools and districts in the areas of equity and access,” Alejandre said. “With our office, she will lead efforts to close achievement, equity and opportunity disparities among student groups — with attention

At Cal State, San Bernardino, ‘Betters was named Outstanding Doctoral Student” and defended her dissertation titled, “Bridge Over Troubled Water: Creating an Ecology of Transformative Care for Students At Risk of their Promise.” Betters appointment to serve as a liaison between the school district and community comes at a time when California is trying to find ways to close a troubling achievement gap between White Students and their Black and Latino counterparts. Hardy Brown, President of the San Bernardino County School board, says he’s excited that policy makers in Sacramento and school districts across the state are studying the model and weighing its merits. “The Superintendent and San Bernardino County board is proud to continue growing the impact on our cradle to career roadmap by targeting equity and the success of all students,” says Hardy Brown, President of the San Bernardino County school board. In San Bernardino County, African Americans make up about 9 percent of the population and live in some of the most underserved census tracts. Among Blacks, both the poverty rate (25.7 percent) and the unemployment rate (14.3 percent) are well above the state averages. Only 21 percent of African American adults are collegeeducated. Walmart Is Entering The Healthcare Business No Appointments Or Insurance Needed Health/Fitness News
Healthcare has been changing over the years. With the influx of boutique hospitals, urgent care facilities and clinics, healthcare has changed a lot in just the last 10 years. But it’s about to change again, thanks to Walmart (that’s right, Walmart). The retail giant remodeled a store in Georgia earlier this year and added a new healthcare facility to it. Walmart customers at the location can now talk to a counselor, get their teeth cleaned, or get a regular medical checkup. But get this: you don’t need an appointment. Appointments aren’t necessary and insurance isn’t required either. It’s also flexible with services even available on Sundays. It’s unclear how big of a rollout this may turn out to be as the company’s president of U.S. health and wellness, Sean Slovenski, said, “It has to be a profitable business on its own.” He wouldn’t say how many patients were coming in to use the services but did say that it was much more than what the company was expecting. So, your shopping experience will change at Walmart and could be something like this: Walmart “care hosts” take you, the customer, from the waiting area to one of 12 care rooms in the 6,500-square-foot facility. Afterward, you would be steered to the in-store pharmacy. While you wait for your prescriptions, you’d of course, be able to visit the produce section and grab some veggies recommended by the doctor. Later, there’s even a
free Zumba class in the community room. In addition to medical, dental, and eye care, the centers also provide X-rays, hearing checks, and diagnostic lab tests for things like blood glucose and lipids — and you would get all of this under one roof. Walmart opened its first pharmacy in 1978, but founder Sam Walton’s desire to adapt his low-price retail philosophy to the world of…health care kept coming in second to other growth initiatives. In the 1990s, Walmart focused on building massive Supercenters to break into the grocery sector, which accounted for 56% of its $332 billion in U.S. sales in 2018, the most recent data available. Rather than tucked in a corner like many CVS or other convenient stores, Walmart care centers have separate entrances visible from the parking lot. They’re run by doctors, not nurse practitioners with plenty of exam rooms to support a steady stream of patients. Paperwork is almost nonexistent because many appointments don’t involve insurance, and administrative functions such as scheduling and billing have been outsourced to a back-office specialist called Zotec. (Walmart does accepts insurance, but patients might be better off paying the nominal flat fee) This newest store is the company’s second store to feature a healthcare facility. The first was in September when Walmart began offering services in Dallas, Ga.
Coronavirus Hits California: The Threat of an Epidemic Disrupts Life California Black Media So far, 37 people in California have tested positive for the COVID-19 virus and about 8,700 people across the state, who may have been exposed to the Coronavirus, are selfquarantined. This weekend, doctors diagnosed three new cases of the virus in Santa Clara county, bringing the total number of people with infections in that part of the state to seven. Alameda county declared a state of emergency after the first person was diagnosed there last week.

Krumholz predicted treatment guidelines might shift from a generic endorsement of chlorthalidone to a more specific statement about the drug that seems safer. He added that both drugs seem equally effective and are both inexpensive. “The good news is
that the better choice is the most commonly prescribed diuretic for hypertension,” Krumholz said. The findings should prompt patients to discuss treatment options with their doctors, he noted. “The evidence is strong, but it is not a clinical trial, so there remains some uncertainty,” Krumholz said. “But until stronger evidence is out, this study represents some of the best information we have — and it favors hydrochlorothiazide.” Dr. Gregg Fonarow, a professor of cardiology at the University of California, Los Angeles, said that because this study looked back at data, it can’t prove that one drug is better or safer than the other. Fortunately, Fonarow said, a large randomized trial comparing these drugs is underway with a plan to enroll 13,500 people with high blood pressure. Results are expected in 2022. In any case, the most important thing that people with high blood pressure can do is to keep their readings in check, Fonarow said.

(Photo by Spencer Platt/Getty Images) Patients taking a common diuretic to help lower blood pressure may be better off with a similarly effective but safer one, a new study suggests. Current guidelines recommend the drug chlorthalidone (Thalitone) as the first-line diuretic. But it can have serious side effects that can be avoided with another diuretic, hydrochlorothiazide (Hydrodiuril), researchers say. “Diuretics are recognized as among the best drugs to treat hypertension, but there are no randomized studies to help decide which diuretic is best,” said lead author Dr. George Hripcsak, head of biomedical informatics at Columbia University in New York City. Hydrochlorothiazide is the world’s most-used diuretic, but chlorthalidone is gaining favor because it is longer acting and, therefore, might be more effective, Hripcsak said. Guidelines from both the American College of Cardiology and American Heart Association recommend chlorthalidone for that reason. But the new study found that patients taking chlorthalidone were three times more likely than those taking hydrochlorothiazide to have dangerously low levels of potassium and other electrolyte imbalances, as well as
kidney problems. Six percent of patients taking chlorthalidone had low potassium, compared with 2% of those taking hydrochlorothiazide. The rate remained the same even with lower doses of chlorthalidone, the researchers found. “If you are taking chlorthalidone, then your physician should be monitoring your electrolytes and kidney function carefully,” Hripcsak said. For the study, his team reviewed 17 years of data on more than 730,000 patients treated for high blood pressure. While both drugs were equally effective in preventing heart attack and hospitalization for heart failure and stroke, chlorthalidone had a higher risk of side effects, the study found. Those side effects include low potassium, which can trigger abnormal heart rhythms; low salt, which can cause confusion; kidney failure; and type 2 diabetes. SACRAMENTO – As the spread of COVID-19, the disease caused by novel coronavirus, continues worldwide, the State of California today announced a broad series of new actions designed to protect public health and safety. Governor Gavin Newsom is requesting the Legislature make up to $20 million available from the Disaster Response Emergency Operations Account, which will allow state government to respond to the spread of COVID-19. This will be an early action item for the 2020-2021 budget. Additionally, Governor Newsom has activated the State Operations Center (SOC) in Mather, California, to its second highest level to support state, federal and local emergency managers, public health officials and first responders. The SOC will provide operational and logistical support to the California Department of Public Health’s Medical and Health Coordination Center (MHCC). The MHCC has been activated since January to coordinate California’s public health response to COVID-19. Also, over the weekend, California received additional COVID-19 test kits from the CDC, allowing California to test thousands of specimens. These resources, which were requested by the governor last week, will help California medical experts get test results sooner, so they can identify and treat cases, trace potential exposures and better protect public health. Receiving these new test kits has significantly increased the state’s capacity to process specimens and quickly identify new positive cases so affected individuals can be isolated Ten California public health labs have already received CDC test kits and have begun testing. These labs include CDPH’s Laboratory in Richmond, Alameda, Contra Costa, Sacramento, Santa Clara, Tulare, Ventura, Los Angeles, Orange, and San Diego County labs. The CDPH Laboratory will provide diagnostic testing within a 48hour turnaround time. More public health labs will soon be able to test, ramping up to a total of 20 public health labs in California in the coming weeks. While additional positive tests continue to be reported by county health officers, state officials emphasized that these reports show swift and robust action is being taken to detect cases early, isolate and care for patients, and trace contacts. “These new cases were quickly
identified and isolated thanks to the increased testing capacity and aggressive contact tracing deployed by state and local public health departments in partnership with the CDC,” said California Health and Human Services Secretary Dr. Mark Ghaly. “Quickly identifying and tracing positive cases is helping us better understand and slow the spread of the virus. As testing and contact tracing continues in the coming days, CDPH expects there will be more California cases identified.” Dr. Ghaly also underscored that there are simple steps we can all take to prevent the spread of COVID-19. Wash your hands with soap and warm water. Avoiding touch eyes, nose or mouth with unwashed hands. Stay home from work or school if you become sick with respiratory symptoms like a fever and cough. Avoid close contact with people who are sick. Follow guidance from public health officials. California’s Response to COVID-19: We have been actively and extensively planning with our local public health and health care delivery systems. Here are some of the things we are already doing: As in any public health event, our Medical and Health Coordination Center has been activated and is coordinating response efforts across the state and preparing for possible community transmission. California continues to prepare and respond in coordination with federal and local partners, hospitals and physicians. California activated the State Operations Center to coordinate
response efforts across the state. We are providing information, guidance documents, and technical support to local health departments, health care facilities, providers, schools, universities, colleges, and childcare facilities across California. We are coordinating with federal authorities and local health departments that have implemented screening, monitoring and, in some cases quarantine of returning travelers. In coordination with the CDC, state and local health departments, we are actively responding to cases of COVID19. We are supporting hospitals and local public health laboratories for collection and shipment of specimens for testing of novel coronavirus. The California Department of Public Health’s state laboratory in Richmond is testing for the virus that causes COVID-19 along with 9 other local public health labs across California.

Yes, I’ve had enough of your blatantly disregard for Me. I’m fed up and if you don’t repent, I tell you, you ain’t seen nothing yet! [Amos 7:1-9]. “I will utterly sweep away everything from the face of the earth. I will sweep away man and beast; I will sweep away the birds of the heavens and the fish of the sea, and the rubble with the wicked. Yes, I will cut off mankind from the face of the earth, make no mistake about it,” declares the Lord. [Zephaniah 1:2-3]. The Warnings has been issued. The Alarm has been sounded! [Hebrews 10:26-31]. If we deliberately keep on sinning after we have received the
knowledge of the truth, no sacrifice for sins is left, but only a fearful expectation of judgment and of raging fire. Listen, anyone who rejected the law of Moses died without mercy on the testimony of two or three witnesses. [Revelation 2: 4-5]. What a solemn warning. I want you to know that God did not try to reform the descendants of Cain that had no time for Him. He rejected them and ultimately destroyed them in the flood. His complaint of His people was that they failed to give Him the honor and the respect He deserved. Recently, I went on a civil rights tour with my colleagues to Birmingham and Montgomery, Alabama. It was a powerful experience, with the unique opportunity to understand the region through the perspective of a colleague who had been born in Birmingham. As a proud African American male who grew up amid the civil rights crusade, I had always wanted to visit these key cities. While most of the information on the tour was not new to me, the emotional experience was challenging. In Birmingham, we toured 16th St. Baptist Church and the Civil Rights Museum, walked through Kelly Ingram Park, and visited the jail cell where Rev. Dr. King was last held while in Birmingham five months before his assassination in Memphis, TN by James Earl Ray in 1968. By the end of the day, I was emotionally raw. In Montgomery, we had the opportunity to tour the Legacy Museum, built on a site where enslaved people were warehoused before auction, And located merely a few blocks away from a shipping dock and railroad station where thousands upon thousands of African descendant peoples were trafficked. The museum provoked all one’s senses—visually, audibly, and tactilely. Afterward we headed over to the National Memorial for Peace and Justice, which identifies itself as “the nation’s first memorial dedicated to the legacy of enslaved black people, people terrorized by lynching, African Americans humiliated by racial segregation and Jim Crow, and people of color burdened with contemporary presumptions of guilt and police violence.” By the end of our excursions, I and my colleagues were emotionally drained. We had spent two days being immersed in civil rights history. It was a mini “crash course” for religious professionals who work on social justice issues. The most challenging lesson for me during that immersion had to do with Whites’ misuses of the Bible to deem African descendant people legally inferior and regulated by segregation, a.k.a. Jim Crow Laws. Of course, I was aware of the falsehood of white supremacy. I grew up in a home where Jim Crow was openly discussed. I learned about “separate, but equal” in my public-school education. I was able to deepen my knowledge of these matters while applying a
theological lens while in my seminary degree programs. Still, my civil rights excursion emphasized something I (re)examined closely for quite some time: Humankind can do evil things to one another when fear is the underlying motivator. The depths of this brand of evil breaks my heart. The racist “othering” persists today. The ways in which people of color who attempt to cross the U.S. southern border are treated demonstrates this “othering” tactic. It is a tool utilized against many non-white groups who are considered to be outside of the dominant culture. I feel it important to name that in order to deem a group the “other,” they must be presented and accepted as less than human by those attempting to create the narrative. When such a myth is adapted by the dominant group, the “othered” group suffers— emotionally, economically, legally, physically and more. I have faith in a God who has the power to transform even the coldest evil heart. I also believe history bears out my belief. I have heard it said that laws cannot regulate human hearts; only relationships can transform them. Yet I believe that without the passing of laws, those relationships may not have been possible, at least not legally. The Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Fair Housing Act of 1968 came together to end the legal sanctions of the Jim Crow laws. While those laws put an end to the legal segregation of Blacks, there are still many racial prejudices against them in the 21st century. While there are still many battles to be won in the name of civil rights, my recent immersive experience has refueled my passion to continue to advocate for change. I stand on the shoulders of many women and men who lost their lives so future generations could be free to live without the threat of humiliation or death. I pray that my colleagues who were present, and those reading this, will also (re)commit to advocate for change. Because in the end, and in the eyes of God, Black Lives Matter. Cherina Betters Cherina Betters has been named chief of Equity and Access for San Bernardino County Schools. In her new position, she will represent 33 school districts and more than 400,000 students. Her new duties will include, “working to forge strong relationships with parents and community members, as well as serving as the equity lead to promote positive learning outcomes for all students,” according to the San Bernardino County School Superintendent’s office. She starts her new job — a role some education stakeholders hope would be elevated to a statewide model for California — on April 13. Los Angeles, San Diego and neighboring Riverside Counties all have similar programs that involve engaging parents, students and parents to become part of an engaged and supportive network that contributes to improving the academic success of all students. Tony Thurmond, State Superintendent of Public
Instruction, has begun assessing those programs, too. San Bernardino County Superintendent Ted Alejandre is confident that Betters will succeed in her new role. “Betters has extensive experience in our region in supporting students, schools and districts in the areas of equity and access,” Alejandre said. “With our office, she will lead efforts to close achievement, equity and opportunity disparities among student groups — with attention to cultural, racial, language and socio-economic differences.” Betters has a doctorate in Educational Leadership and Social Justice from California State University, San Bernardino, and previously worked for the San Jacinto Unified School District and Yucaipa-Calimesa Unified School District. At Cal State, San Bernardino, ‘Betters was named Outstanding Doctoral Student” and defended her dissertation titled, “Bridge Over Troubled Water: Creating an Ecology of Transformative Care
Federal Trade Commission: California Is Scam Capital, U.S.A State/Government News
California has been recognized for a concerning new distinction: We are the capital of scams. In 2019, consumers across the United States filed 1.7 million fraud reports, adding up to a total loss of $1.9 billion, according to the Federal Trade Commission (FTC). Although California accounts for about 12 percent of the total US population, 14 percent of the fraud cases originated in our state last year. Californians reported well over 243,000 fraud cases, according to the FTC’s official website. Last Thursday, the FTC and Ethnic Media Services joined forces to highlight the top scams of 2019 during a telebriefing. California Black Media participated in the conference led by FTC Consumer Response and Operations Associate Director Monica Vaca. She gave details on some of the most frequently reported scams of the last year. “Every year, the FTC releases reports, including the top scams plaguing the country,” she said. “The data also highlights fraud trends by geographic region and spotlights new patterns and strategies used by scammers.” Vaca divided the top scams into three categories: most frequently reported cases, highest total sum of money lost and highest individual monetary loss. She identified imposter scams as the most frequently reported swindle with over 62,000 cases in California. Nationwide, imposter scams accounted for a $667 million loss. “These scams are definitely trending, they are on the rise,” Vaca said. “And these are people who pretended to be a government agency, a well known business, a romantic interest or even a family member.” Vaca also mentioned that scammers will sometimes pose as technical support and ask for sensitive information regarding personal accounts that can be accessed digitally. According to Vaca, the FTC saw a 52 percent increase in government imposter fraud cases in 2019, in comparison to reports in 2018, which she claimed were driven by
an often used over-the-phone social security imposter scam. The most frequent payment method for scams in this category were gift cards, according to the FTC. Vaca asserted that the only way people should be using gift cards is for gifts and not payment, adding that any requests for a gift card payment is a red flag. As for the second category, Vaca identified romance scams as the costliest fraud tactic in 2019 with $201 million in monetary losses last year. “That number has grown really steadily since 2015,” Vaca said. “Romance scams were six times more costly in 2019 than they were in 2015.” Lastly, the greatest individual loss category, meaning the largest dollar amount lost by one person at a time, were counterfeit check scams. What is perhaps the most troubling bit of context for this scam is that those who fall victim are often attempting to find legitimate work or provide a legitimate service. “I’m pausing here to talk about this a little bit more because we are seeing people in their 20s are reporting this at twice the rate as people 30 or older and because the majority of these ploys are around income opportunities, around jobs or around some kind of legitimate opportunity to make money,” Vaca said. “These are not people being greedy or saying, ‘Oh, I got some free money.’” According to Vaca, phone calls are still the most frequently used tactic to contact possible victims for fraud. The FTC successfully returned over $1 billion to people in the last four years nationwide, although that number accounts only for the number of FTC checks that were cashed. According to Vaca, many checks that were sent to fraud victims were not cashed. California residents cashed over $151 million of that national total last year. Vaca stated that the reason not every fraud victim reports their experience is because of a sense of pride. “People are more likely to avoid losing money if they talk to just one person while the scam is in progress.” Vaca said. “It’s not just the people you think who fall for scams, anyone could fall for a scam.”

Hardy Brown, former president of the San Bernardino County School board, says he’s excited that policy makers in Sacramento and school districts across the state are studying the model and weighing its merits. “The Superintendent and San Bernardino County board is proud to continue growing the impact on our cradle to career roadmap by targeting equity and the success of all students,” said Brown. In San Bernardino County, African Americans make up about 9 percent of the population and live in some of the most underserved census tracts. Among Blacks, both the poverty rate (25.7 percent) and the unemployment rate (14.3 percent) are well above the state averages. Only 21 percent of African American adults are collegeeducated. Brown says the board has been working with the county’s African American task force to find practical solutions for helping Black kids improve their test scores and academic performance. “This just adds to the research we’ve been doing around these issues,” says Brown.

Anger is an emotion and should not be ignored. Teaching children how to handle anger is better than telling them they are not angry and ignoring their hurts. Here is an example in preschool. One toddler takes the other toddler’s toy that he was playing with and he starts crying and yelling, “give that back to me.” The teacher hears this and says, “Now, now you must learn to share. Stop crying and play with something else.” At this point the teacher teaches the toddler, to ignore his hurt and pain, to move on and get over it. The older this toddler becomes he continues to learn to stuff and suppress his hurt and pain. Some of the behavioral symptoms can be: breaking things, causing property damage, disregard of others property, verbal and/or physical aggression, road rage, frequent fights, etc. As, time passes, he has learned ways to handle his anger inappropriately, by possibly becoming a bully and/ or a very angry boy who turns into a very angry man. As a teenager or adult, he can be diagnosed with intermittent explosive disorder (IED). Uncontrolled anger can lead to other disorders such as: attention deficit hyperactivity (ADHD), oppositional defiance (ODD), anxiety, depression, bipolar, along with some personality disorders. As a result of anger, the individuals will experience some physical symptoms such as tightness, tension, pressure in the head or chest. After an anger episode, tiredness, tremors, racing thoughts, inability to focus or concentrate, poor performance in school or at work, easily frustrated, moody, irritability, sadness and possibly blind rage. Learning to deal with the above signs and symptoms can help toddlers avoid a difficult life. Controlling or managing anger can help them avoid the pit falls later. If a toddler goes without learning how to control their anger it can lead to requiring medication and or therapeutic interventions for years to come. The toddler must first recognize

Doing this can help the toddler break down their feelings and look at what has taken place from an honest standpoint. Don’t ignore the negative feelings; talk about what he/she is feeling. Slow down their racing thoughts and action by having them taking slow deep breaths and communicate what is happening. By doing this the toddler begins to heal and this will cause him/ her to dig deep inside. The toddler will get a chance to hear and recognize what is happening and can learn ways to retell their story. They can begin to visualize the incident and figure out how they want things to turn out. Dealing with anger can easily be rectified earlier than later. Either way anger can be controlled it will just take longer in adults because they have developed entrenched behavioral patterns. According to an article written in the Washington Post (2015), one in ten Americans have severe anger issues and access to guns. That is almost 22 million Americans. If you stop and think about this; there are a lot of people who have not been taught that they are in charge of telling their own story and crafting the results they desire. Here is a tip for children and adults. If you can name it, you can tame it. Feelings are noticed in your body before you verbalize them but once you say, “I’m
angry” and notice the feelings associated with that emotion, they subside more readily than when they are not acknowledged. Knowing that you cannot change anyone but yourself you have to take charge and learn techniques to quiet the storm that is rage inside. The choice is yours. Stop, think and breathe, this will give you an opportunity to think about your story. And remember, you are the star and the director of this production called life.
