An estimated 800,000 people gathered in Washington, D.C. to remember victims of gun violence and push for stronger gun control legislation WASHINGTON -- Hundreds of thousands marched in the nation’s capital and across the world to commemorate those killed by gun violence and to demand more effective gun control legislation. The march, entitled March for Our Lives, was led by teenagers and survivors of the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida. To honor the 17 victims of the February shooting, one of the speakers read their names, “Alyssa Alhadeff, Scott Beigel, Nicholas Dworet, Jaime Guttenberg . . .” He saved the name of one student, Nicholas Dworet, for last because Saturday would have been his 18th birthday. The crowd chanted “Never again,” and “Everyday shootings are everyday problems.” People from across the nation traveled to Washington in support of the cause. One of them was Brianna Richardson, who came from Newtown, Conn., the site of the deadliest public school

shooting in America. In 2012, Adam Lanza fatally shot 20 children between six and seven years old, as well as six adult staff members at Sandy Hook Elementary School. Richardson, whose father is the president of Sandy Hook Volunteer Fire Department, said the incident inspired her to become a nurse. “I want to help people live happy healthy lives, so that one day we don’t have people who feel so sadly that they have to do these things,” she said. After the tragedy, Richardson, began volunteering and pushing for change, as well. Organizers estimate 800,000 people attended the march in Washington. Numerous celebrities, including Kanye West, Kim Kardashian, Jennifer Hudson, Arianna Grande, George Clooney, Common and Demi Lovato joined the demonstration. Students and survivors of the Parkland shooting joined with students across the nation and celebrities to share their testimonies on the main stage. There was

also a six-minute moment of silence for the time it took to kill the 17 victims at Marjory Stoneman Douglas High School. One of the speakers on the main stage was the granddaughter of Civil Rights icon Rev. Martin Luther King Jr. “I have a dream that enough is enough and that this should be a gun free world, period,” 9-yearold Yolanda Renee King said. The crowd at the march was very emotional and many were teary-eyed at the remarks made by the speakers. "Protect the Children," one sign reads, paying homage to the victims of the school shootings, many of whom were children. Amber Kelly, a teen mother, stood in the crowd with her son and expressed the worry she has for her son attending school. “I’m more so scared for my son than myself,” Kelly said. “I don't have the money to send my child to private school or homeschool him. How can I feel comfortable sending my son to school if I know there’s a possibility he

could be shot?” Helena Ristic, 24, is originally from Serbia. She said she decided to join the march to support the young people leading the event and to help end gun violence. “I think this event shows that even though they're kids, they can still make change,” Ristic said. “We all want gun violence to end.” Lots of children were there with their parents. Many held signs and walked alongside their families. Zachary Hill, 8, walked with his mom and two siblings and was excited he could be a part of this movement. “I’m really happy we’re making a change for the future,” Hill said. Sacramento resident Stephon Clark became the latest unarmed Black male to die in a police-related shooting. The story has spread across the national media to become the newest flashpoint amongst African-American activists and community leaders and the families who demand action on police violence. According to reports, Clark, a father of two, was in his grandmother's backyard as Sacramento police were following up on a call that a man was breaking car windows. The Sacramento Sheriff's helicopter was providing air coverage while directing Sacramento officers on the ground. Upon encountering Clark, officers are heard on police body cam footage saying "gun, gun" and within seconds, immediately shot 20 rounds killing the father of two. "Prior to the shooting, the involved officers saw the suspect facing them, advance forward with his arms extended, and holding an object in his hands. At the time of the shooting, the officers believed the suspect was pointing a firearm at them. After an exhaustive search, scene investigators did not locate any firearms. The only item found near the suspect was a cell phone," according to a Sacramento Police Department news release. In response to the shooting, Black Lives Matter and other Sacramento area activists staged a public protest shutting down a section of the I-5 later to form a human blockade preventing over 10,000 people from entering Golden One arena. The Kings and the Boston Celtics both wore shirts featuring Clark's name be-

Thompson recounted the night when she heard gunshots in her backyard. She recalled sitting on her computer and crawling on the floor to her 7-year-old granddaughter who was asleep on the couch when the shots started. "They didn't have to kill him like that,” said Thompson. “They didn't have to shoot him that many times. Why didn't you shoot him in the arm? Shoot him in the leg? Send the dogs, a taser … why? Over a cell phone? I just want justice for my grandson." President of the Sacramento chapter of the NAACP Betty Williams met with Sacramento Police Chief Daniel Hahn and put calls in to Sacramento County District Attorney Anne Marie Schubert for regular updates. "The unanswered question remains does the justice system have the capability of dispensing justice for all its citizens?" Said Williams. The family retained Attorney Benjamin Crump who handled high-profile cases including Travon Martin and Michael Brown. "Since 2015 over 73 families have had to endure similar experiences. Over 70 Black Men have been shot and unarmed. This is oh to often a pattern in America,” said Crump. Rev. Al Sharpton, National Action Network President, will attend Clark's funeral on Thursday and deliver the eulogy. Sharpton has sent his West Coast representative Rev. Shane R. But in San Bernardino, the Anderson School Olympics are the big event. Opening ceremonies began at 9 a.m. on Friday, March 23 at the Anderson campus. Students of all abilities participated in events from 9:30 to 11:30 a.m., with closing ceremonies immediately following. Anderson School serves students ages 12 to 22 with moderate to profound disabilities by helping them develop the skills, knowledge and understanding

WASHINGTON— U.S. Secretary of Education Betsy DeVos today announced the approval of Texas’ consolidated state plan under the Every Student Succeeds Act (ESSA). "Texas’ plan met the requirements of the law, therefore I have approved it," said Secretary DeVos. "I look forward to seeing how Texas embraces the flexibility afforded by ESSA to innovate on behalf of the Lone Star State’s students.” Allowing states more flexibility in how they deliver education to students is at the core of ESSA. Each state crafted a plan that it feels will best offer educational opportunities to meet the needs of the state and its students. The following are some of the unique elements from Texas' approved plan as highlighted by the state:

Maintains rigorous, yet achievable goals for all student groups in Texas, while creating stronger alignment between all state and federal program areas. Creates strong support and interventions to assist low-performing schools Strengthens the alignment of federal funding with priorities within the Texas Education Agency’s strategic plan “In Texas, we are committed to ensuring every child is prepared for success in college, a career or the military,” said Texas Commissioner of Education Mike Morath. “Our state plan reflects a commitment to reinforcing public education outcomes for more than five million schoolchildren while continuing to strengthen the economic future of Texas.”

Here's One Way We Could Keep More Black Male Educators in the Classroom By Francis Pina

I often reflect on this question because every school year I learn from a handful of students that I am their very first Black male teacher. If we got 100 teachers in a room, statistically I would be one of just two Black males in that room and one of 50 who will leave the profession within our first five years. I am now in my fifth year of teaching and I want to stay where I am. I know that it's not my skin tone but my cultural experiences that give me the advantage. I develop close bonds with my students quicker because I grew up in the same Boston neighborhoods as most of them, and have had close bonds with diverse people of color since my childhood. Boston Public Schools (BPS) has a diverse student body that goes beyond race. Someone White might be Albanian or Polish, someone Black might be Haitian or Nigerian and someone Asian might be Vietnamese or Filipino. I have known and been close to this diversity since I was a student at BPS. I DON'T HAVE ALL THE ANSWERS At the same time, I am aware of my limitations. I am not a monolith of the urban experience and a Boston childhood has changed greatly since I was growing up in the city. More kids come into my classroom having experienced trauma and are labeled with behavioral problems than when I was a student. Many more have parentallike responsibilities. So while I may be a role model, an exemplar for my Black male students, I still have the same challenges as many other teachers in my school building. Challenges like trying to teach Brianna how to interpret linear graphs when she is constantly responding to Facebook drama on her phone. Like trying to engage Jeffery in a Desmos activity when he is tired, hungry, and did not eat the school lunch. Or the larger challenge of making algebra meaningful when many of my students are struggling socially and emotionally. Yes, my ability to bond, to develop relationships with my students is the foundation I need to

have to support them effectively, both academically and with their social-emotional needs. With every interaction, redirection and teachable moment in the hallways or on the sidewalks, I strengthen my influence. WE ALL NEED A COACH SOMETIMES However, there is a price I pay, an invisible tax, to doing that work, a weight that's placed on me when I learn about a student's self-harm, a friend's murder, immigration status or eviction. Many of the things I have learned about my students over the years keep me up at night. This is why I and other teachers like me need coaching to continue learning, deepening and reflecting on our own social-emotional competencies so we can understand how to respond and support our students' social emotional struggles. Just like my students, I want a coach for my own social-emotional learning (SEL), a professional who would focus on how I am building my own social-emotional competencies, facilitating those of my students and caring for myself. This SEL coach could be a district-level position and could work with my school's teaching team so we could all reflect on our coaching and our social-emotional needs. Our district could also create a social-emotional learning mentorteacher role. This could be an opportunity for a teacher to get trained in supporting other teachers' SEL practices. If my own most basic needs are not being met, I will not be able to consistently achieve the goals I have set for my students. I am reminded of Audre Lorde's words, "Caring for myself is not self-indulgence, it is self-preservation." I do not want my selfpreservation to come from leaving the profession. I want to be there for my Black students, and for all of my students, for as long as I can so that I can continue to bond with them, influence them and carry them forward. Billionaire industrialist and conservative political mega-donor Charles Koch first entered the political world through the John Birch Society, a secretive antiCommunist outfit that campaigned against the civil-rights movement. Since then, he and his brother David amassed enormous wealth and put together a powerful conservative political network that rivals either major party in size and funding. A new report from activist group UnKoch My Campus shows that Charles Koch’s ties to white supremacy have persisted throughout his adult life. The report details an array of instances where Koch has funded neo-Confederate scholars—a largely unnoticed aspect of the Koch Industries CEO’s ambitious project of funding higher education. Most alarming is a collaboration between Florida Atlantic University, the Charles Koch Foundation, and a major private-prison company, which is led by a professor who was a member of the research arm of a white-nationalist hate group. While raking in corporate profits as the head of the family’s oilrefining business in the mid1960s, Charles Koch and his top tactician, Richard Fink, developed a “Structure of Social Change,” which they would deploy to pull America as far to the right on taxes and regulations as they could. Koch, a libertarian, had resigned from the John Birch Society after opposing its position on the Vietnam War, and created a regressive sphere of influence. The first step in this strategy was funding higher education, because, as he said at a 1974 gathering of the Institute for Humane Studies, now a George Mason University center that he finances and directs, “educational programs are superior to political action, and support of talented free-market scholars is preferable to mass advertising.” Koch and his family foundations have donated hundreds of millions of dollars to colleges and universities around the United States. In 2013, the Charles Koch Foundation began donating to Florida Atlantic University, offering $5,000 that year. By 2016, the annual donation had risen to $32,000. Marshall DeRosa, who runs a prison-education program with financial backing from the Koch Foundation, is a Florida Atlantic

University political-science professor who has written extensively on the Confederacy. He also has ties to its modern remnants. From 2000 until at least 2009, according to archives web pages, DeRosa was a “faculty member” at the League of the South Institute, the “educational arm of the Southern independence movement” where “the South’s finest unreconstructed scholars” taught summer institutes and seminars. The LOS Institute acts as the charitable nonprofit of the League of the South, which the Southern Poverty Law Center considers a neo-Confederate hate group, and supports a second Southern secession in order to form a nation ruled by “AngloCeltic” people. The LOS was co-founded in 1994 by an original member of the Center for Libertarian Studies, which was launched in 1976 with seed money from Charles Koch. Michael Tubbs, a white nationalist who once stockpiled military weapons and planned to target businesses owned by African Americans and Jews, is still the current chairman of the Florida LOS chapter, according to Newsweek, and has appeared at the side of LOS president Michael Hill as recently as January 2018. In 1987, Hill and three accomplices called themselves “guardians of the gene pool.” The League of the South Institute is “the educational branch of the Mary Noel Kershaw Foundation,” named after the wife of the late Jack Kershaw, longtime leader within the violent White Citizens Council and founding board member of the League of the South. In 1998, Kershaw erected a statue of Ku Klux Klan leader Nathan Bedford Forrest and declared, “Somebody needs to say a good word for slavery. Where in the world are the Negroes better off today than in America?” Recently, LOS was a prominent white-nationalist force at the infamous “Unite the Right” rally in Charlottesville, Virginia. Hill, a board member of the Kershey Foundation, had told supporters to prepare for violence. Another LOS member was charged in January for brutally beating a 20-yearold black man at the rally. Regarding his LOS affiliation, DeRosa told The Nation, “That was a long time ago. I disengaged early on. They’d invite me to (continued in next 2 columns)

I didn’t feel comfortable.” Experts on hate groups have a different view. “The LOS was different when DeRosa was involved, not as militant, but it still had very, very bad racial views,” said Heidi Beirich, an expert on right-wing extremism and director of the Intelligence Project at the Southern Poverty Law Center. “He can’t scurry away from the fact that for a long time he was member of a group that had whitesupremacist views.” DeRosa isn’t the only former LOS Institute academic in the Koch higher-ed network. The founder of the institute, Donald Livingston, who served on the Institute for Humane Studies Academic Review Committee—which grants Koch’s “Humane Studies Fellowships” (originally “Claude R. Lambe Fellowships”)—from 1996 to 1999, has stayed in the network’s orbit. Last spring, he lectured at an Institute for Humane Studies seminar at George Mason University. Thomas DiLorenzo, an “affiliated scholar” of the LOS Institute as recently as 2008, was an economics professor in George Mason University and worked on policy for the Koch-funded, libertarian Cato Institute. In 2005, several years after the Southern

Poverty Law Center classified LOS as a hate group, he defended the organization, writing that it “advocates peace and prosperity in the tradition of a George Washington or a Thomas Jefferson.” DeRosa and DiLorenzo taught a three-day LOS “summer school” together in 2000 on topics including “Why secession was, and is, constitutional” and “How the ‘Fourteenth Amendment’ was never constitutionally passed by Congress nor ratified by the States.” Not long after SPLC labeled the LOS a hate group in the early 2000s, Livingston left the LOS Institute and founded its successor, the Abbeville Institute, named after the birthplace of fierce slavery advocate John Calhoun, and is still president. (DiLorenzo is s currently affiliated with the Abbeville Institute, as well.) In 2009, The Chronicle of Higher Education dubbed the Abbeville Institute a place where scholars “nostalgic for the Old South” went to “study the virtues of secession.” The Chronicle reported that Abbeville scholars argued that the Civil War, or “the War of Northern Aggression,” was “not about slavery…and that the antebellum Southern states had every right to secede.” Beirich said that while Livingston did leave the LOS when it became especially extreme, “he runs his own incred(continued on page 3)

As observances begin across the country, now is an appropriate time to recall how fair housing was a key issue for Dr. Martin Luther King, Jr. In fact, Chicago became his chosen battleground for fair housing, bringing a national spotlight to the multiple ills of segregated and sub-standard housing. In early 1966, Dr. King moved his family into one of the city’s ghetto apartments to dramatize how people were forced to live. On August 5, 1966 during a march through an all-White neighborhood, a riot exploded with racial taunts and hurled bricks. Remarking on the hostility encountered, Dr. King said, "I have seen many demonstrations in the South; but I have never seen anything so hostile and so hateful as I’ve seen here today.” By the time Dr. King’s life was snuffed out by a sniper’s bullet in Memphis on April 4, 1968, the cause of fair housing was also on the minds of Congress. The same day Dr. King was martyred, the U.S. Senate passed a fair housing bill and sent it to the House of Representatives for further consideration. On April 10, the House passed the measure. With a signing ceremony the following day, President Lyndon B. Johnson’s signature enacted a federal law that banned discrimination in the sale, rental and financing of housing. Legally, no longer could people be rejected due to their race, religion, or ethnicity. In his remarks, President Johnson said in part, “With this bill, the voice of justice speaks again. It proclaims that fair housing for all--all human beings who live in this country--is now a part of the American way of life…We all know that the roots of injus-

between 1968 and 2018 is virtually the same – 41.1 percent (1968) compared to 41.2 percent (2018); In 61 metro areas across the country, Blacks were 2.7 times more likely than Whites to be denied a conventional mortgage loan; As the number of non-bank mortgage lenders rise, these businesses are not required to adhere to the Community Reinvestment Act that requires lending to lowincome borrowers and in blighted areas. Each year, the Center for Responsible Lending (CRL) releases an analysis of the annual Home Mortgage Disclosure Act, the most comprehensive mortgage lending report, and the only one that includes data on lending by race and ethnicity. CRL’s most recent analysis found that in 2016, conventional mortgage lenders continue to serve white and wealthier borrowers. Despite broad support for large banks following the most recent housing crisis, Blacks, Latinos, and other borrowers of color are mostly accessing government-insured mortgage programs such as FHA or VA. Even upper income Blacks are overrepresented in FHA. In plain English, that means fewer banks are offer mortgage loans to average Americans and talks about the future of mortgage lending fail to provide for greater access. Once again, the same communities that suffered the worst losses during the Great Recession remain at a financial disadvantage. Homeownership is still a solid wealth building block. As home values appreciate, financial gains are achieved. But for those shut out of these opportunities, the chance to safely build family wealth is denied. Several former LOS scholars are also part of the Mises Institute, a think tank formed in 1982 that the Southern Poverty Law Center says has “strong neo-Confederate principles.” Its founder, Lewis Rockwell, argued that the Civil War “transformed the American regime from a federalist system based on freedom to a centralized state that circumscribed liberty in the name of public order.” At least nine Mises Institutes scholars have worked with LOS, according to the UnKoch report, and Mises employs several Koch-funded academics. Mises scholars collectively received $12.5 million in academic funding from the Charles Koch Foundation between 2005 and 2016. “Through their support for these faculty, the Koch Foundation is subsidizing and strengthening an already booming wave of violent, alt-right anarcho-capitalists,” said Ralph Wilson, the UnKoch report’s author and the group’s co-founder. When asked for detailed comment about several aspects of this reporting, the Koch Foundation issued a two-sentence reply to The Nation: “The Charles Koch Foundation’s criminal justice reform work is rooted in the principles of human dignity. We do not tolerate racism in any shape or form.” THE PRISON-TO-WHITE-SUPREMACY PIPELINE But Florida Atlantic students aren’t the only minds that DeRosa is being paid to shape. After getting commitments from the Koch Foundation and GEO Group, one of the world’s largest privateprison companies, DeRosa got state certification for a pilot program, the Inmate Civics Education Enhancement Project. He taught the first class at a South Bay, Florida, GEO Group prison in 2015. “It’s disturbing that people of color might be exposed to neoConfederate ideas in prison,” said Beirich of the Southern Poverty Law Center. “If you’re going to find someone to teach in prisons you’d think you could find someone who wasn’t involved with a neo-Confederate hate group.” Meanwhile, at least four GEO Group executives have served on the Florida Atlantic University board of trustees. GEO Group had an agreement with FAU to donate $6 million to the university in 2013 in exchange for naming rights over the football stadium, but it was withdrawn because it sparked significant controversy. “GEO is very much committed to recidivism. They have a reentry program. They’re amazing,” said DeRosa. The Koch Foundation offered a one-time grant for the pilot program, said DeRosa, which was extended twice because of the program’s success. The money funded graduate students to teach alongside DeRosa at the prison. What began as one course became four: civics, economics, ethics, and literature. Now the money has run out, said DeRosa, and he’s planning to apply for more. The ICEEP purports to be an ef-

fort to reduce recidivism, which is common among ex-prisoners. But DeRosa suggested in a spring 2017 James Madison Institute journal that an additional goal may be to convert felons in prison, who are more likely to vote for Democrats, to conservatism and then re-enfranchise them. In the article, he noted that “if conservatives were to rally around a practical reform-minded approach that looked to restore rights to those who have completed civics programming while incarcerated, the results would be to expose thousands of new voters to the very constitutional principles which conservatives hold dear.” The James Madison Institute, which received $226,000 from the Koch Foundation in 2016, is a partner of the ICEEP. DeRosa denied having any partisan agenda, saying his only point was that conservatives “have it all wrong,” and that once inmates have paid their debt to society, they should have the right to vote. “My objective is to reduce recidivism and get them as leaders in their communities,” he said. Ex-felons are generally not allowed to vote in Florida, but a judge ruled against aspects of the felon-disenfranchisement law on February 1, making the possibility of re-enfranchisement more of a possibility. Floridians will vote in November on a proposed constitutional amendment that would overturn the state’s disenfranchisement law. DeRosa says his first prison class was popular, so he applied for additional Koch Foundation money to teach two classes the following year. As of 2016, there were 36 “graduates” of the program, according to GEO Group PR. That year, Koch grant money to Florida Atlantic University quadrupled. Wilson, the UnKoch report’s author said Koch’s free-market ideology might fit into DeRosa’s federalist and neo-Confederate views. “Koch and DeRosa both subscribe to a fierce version of anarcho-capitalism that views civil rights, and any other government ‘intervention,’ as an overreach of the state,” he said. “DeRosa is simply more honest than Koch about the roots and implications of these beliefs.” The reality of the situation is staggering: An academic who worked with a neo-Confederate organization is teaching inmates, including many of color, a curriculum he designed, funded by one of the wealthiest conservative political donors in the country and instituted at the facilities of a notorious, predatory privateprison company that is accused of violating federal anti-slavery laws. In recent years, the Koch brothers hired a public relations firm to help them improve their lagging image as politically polarizing plutocrats. Koch Industries came out with a new motto, “We are Koch,” and the Koch Foundation made a $25 million donation to the United Negro College Fund. The rebrand included shifting their language around cuts to welfare programs, recasting these ideas as the promotion of “well-being.” While Charles Koch poses as a virtuous billionaire who wants to help ex-felons and welcome immigrants, Koch is funding of neoConfederate academics. Students—whether in prison or a college classroom—should know who their teachers are, and who’s pulling the strings. Patients with Chronic and Debilitating Illnesses Will Suffer Under Brown Administration Proposal to Eliminate Discount Drug Program, Health Group Testifies...continued Medical Director of the Center for Inherited Blood Disorders, urged members of the Senate Budget Subcommittee on Health to oppose the Brown Administration’s 2018-19 budget proposal to eliminate the outpatient discount drug program for Medi-Cal beneficiaries, citing dire fiscal impacts to California’s eleven Hemophilia Treatment Centers (HTCs) serving more than 9,000 patients each year. “The 340B program provides significant reductions to the cost of outpatient medications and allows those resources to be exclusively reinvested by HTCs back into their programs. This purposeful use of funds is consistent with the intent of the 340B program and has resulted in better patient care and improved outcomes for patients living with chronic and debilitating blood disorders,” said Dr. Nugent. The specialized care at California’s HTCs has resulted in: Sixty percent reductions in patient morbidity and mortality; Improved patient quality of life (i.e. reduced bleed-related hospitalizations, fewer days lost from school and work, increased employment); and, Lower short and long-term costs to the state as patients receive timely and appropriate care for their complex conditions. Stephanie Dansker, mother of 31-year old hemophilia patient, Zack Dansker, also attended the hearing, telling lawmakers that HTCs have saved her son’s life. “Because of the specialized care Zack received, he was spared from intracranial bleeds that could have resulted in brain damage or death, and his muscles and joints have not been damaged by prolonged, repeated internal bleeding. My son grew up playing baseball, and is now a thriving adult who

I doubt any of you ever want to look a constituent or family member in the eye and tell them you are sorry that an HTC, which could have treated the bleeding disorder, no longer exists because of a budget you allowed to pass.” During 2014-2016, over 80 percent of the teams and services provided to HTC patients, at a cost in excess of $15 million per year, have been supported by income generated by 340B pharmacy services. Eliminating 340B funding would create a substantial shortfall and could result in the loss of patient services in the areas of diagnosis, treatment, prevention, outreach, counseling, education, rehabilitation, case management, outcomes surveillance, coordination with inpatient care, primary and non-hematology specialty care. Dr. Nugent noted that the proposal to do away with the 340B Drug Discount Program arose from reports that some providers have abused the program. While agreeing the abuses must end, Dr. Nugent urged that, rather than completely eliminating the 340B program for Medi-Cal beneficiaries, the state work with the HTCs, patients, and the many other organizations that have implemented the program with integrity to establish best practices that will prevent future exploitation of the 340B program. “Eliminating 340B for Medi-Cal patients due to the behavior of some bad actors is effectively throwing the baby out with the bathwater,” said Dr. Nugent. “We hope the Senate will reject this damaging proposal and we look forward to working with the state to improve the program so we can continue our commitment to better the health and well-being of the most vulnerable among us.”

Check ‘Em Lads: Why Young Men Should Care About Testicular Cancer By Jamin Brahmbhatt, MD Men’s Health Network In general, guys do not think about their testicles on a day-today basis. Unless we have some pain or feel an abnormality, we let them go on with their day. The testicles actually are very important to the male body. The testicles serve as a factory for sperm production, which is important for fertility. The testicles also are a main driving force for the amount of testosterone that circulates throughout your body. Both of these functions are crucial to us as guys. One thing is clear: The testicles are not immune from cancer. In fact, one in 250 men will be diagnosed with testicular cancer (www.MensHealthResourceCenter.com), and it is the most common cancer in the age group of 15-35. April is Testicular Cancer Awareness Month (www.Testicula rCancerAwarenessMonth.com), and this year alone more than 9,000 men will be diagnosed, according to the American Cancer Society. When caught early and treated, life expectancy rates are high and most guys live their lives without much worry, which is why awareness is so important. Screening for testicular cancer does not require any sophisticated labs or imaging studies. Most screening for testicular cancer can actually be done by you. Yes, you. By examining your testicles at least once a month, you are able to screen for most testicular cancers. Go Head and Check ‘Em The key to screening actually starts with you knowing what’s normal and abnormal. On your exam, you should examine essentially every part of the testicle, top to bottom and even navigate your way up the cord itself. I generally recommend my patients check themselves on the first day of the month in the shower when the scrotum is relaxed. Go ahead and examine yourself and make sure you know when something becomes abnormal. If you do notice an abnormality or are concerned about something, you should definitely get yourself checked out by a medical professional. The medical professional can either confirm what you found on exam or order imaging and lab studies to help figure out whether this is cancer or something benign, meaning something that’s a normal variant in your testicle. What You Should Look For There may be some other symptoms of testicular cancer that may be present without any change to your testicle itself. One of those uncommon symptoms may be a heavy feeling in your testicles or in the lower part of your belly--even back pain. That feeling of pressure in your testicles or in your groin or your lower abdomen may be a sign of either enlarged lymph nodes or food collections secondary to the actual cancer itself. The other way is that you may not actually feel a hard lump in your testicle, but you may notice that one testicle may be larger than the other. If the cancer has migrated to other parts of

your body, you may notice abnormal swelling in your legs. This swelling could be from your lymph channels being blocked, or it could also be the cancer increasing your chance of blood clots. Another abnormal symptom of testicular cancer may be enlarging breast tissue, or gynecomastia. As a guy, if you do have any of these symptoms or any abnormality that you just feel is not right, it’s probably a good time to go and talk to your healthcare professional. This doesn’t mean if you’re outside the ages of 1535 you’re not going to get it because any guy at any age is still at risk for testicular cancer. The risk is just not as high, but it is still present. You Have Testicular Cancer, Now What? So what if you do get diagnosed with testicular cancer? Is it the end of the world? Not really. Because if you look at statistics from testicular cancer, it has a 96 percent cure rate if caught early. Treatment options may include removal of your testicle. Based on what pathology is found in the testicle, your doctor may recommend further treatments, which could include radiation or chemotherapy. A lot of patients ask, “okay, what can I do other than examine myself to prevent me getting testicular cancer?” There are certain known risk factors that do put you at higher risk for testicular cancer. Those include family history. So if you have a brother or father who had testicular cancer then you are a little bit higher risk of getting it. Also, studies have shown if you smoke marijuana, then you may increase your chances of testicular cancer. There are also some links with testicular cancer and your occupation. There are occupations such as miners, food processing workers, utility workers and other workers who may be at an elevated risk of testicular cancer. So on April 1, when we start Testicular Cancer Awareness Month, don’t fool yourself into thinking that you are immune to cancers because of your young age. None of us are immune. Lookout Volunteers help protect the forest and local mountains communities as well as communities along the forest boundary from the threat of fire. Additionally, Lookout Volunteers act as hosts to the multitude of public that visit the towers. New Volunteer trainings begin April 9th, 2018. Becoming a Fire Lookout host is serious business and a lot of fun! Volunteers must attend 4 training classes: a two hour Orientation class, a three hour Natural History class, a seven hour Operations class, and an all-day In-Tower Training that puts you in the fire lookout with an experienced host. Becoming a fire lookout is an interesting, enjoyable, and rewarding undertaking. However, it is not a position to be taken lightly. Our lookout hosts must be professional, reliable, attentive and most importantly, trustworthy as they may have a larger perspective of the fire environment, how incoming weather impacts it and the safety of personnel in the field. Commentary: HIV Criminalization Is a Barrier to Ending the HIV Epidemic Michael Schuenemeyer Executive for Health and Wholeness Advocacy Laws that criminalize HIV are a barrier to ending the HIV epidemic in the United States. That may be surprising to some, because in the thirty plus states and two territories that have such laws, they were intended to be a deterrent to HIV transmission. The results show otherwise. These laws have had zero impact on transmission, and instead their impact has been to increase stigma and discourage people from getting tested to know their HIV status. This happens because people living with HIV are prosecuted and imprisoned for things that are perfectly legal or only minor crimes for those who have not tested positive for HIV, e.g., engaging in consensual sex or spitting at someone. Prosecutions under HIV laws generally don’t require intent to harm and HIV does not have to be transmitted. These charges are most often felonies, which may require sex offender registration. Even when someone discloses that they are HIV positive, it is difficult to provide legally accepted evidence, especially when the disclosure is verbal and in some cases even when it is written. But more than anything, most HIV laws are woefully out of date and have not kept pace with the current state of the HIV epidemic and medical advances. The HIV epidemic is not what is was in the 1980s. The disease can only be transmitted through four body fluids (blood, semen, vaginal and rectal secretions, and breast milk) getting into the body in very specific ways. It is impossible to transmit the virus through a hug, a handshake, a toilet seat, sharing a cup or eating food

cooked by a person with HIV. Current medical treatments relegate having HIV to a chronic medical condition. When a person living with HIV knows they are HIV positive and they are receiving effective treatment that lowers their viral load to undetectable levels they do not transmit HIV, i.e., Undetectable = Untransmittable. There is no evidence that laws criminalizing HIV promote public health, HIV testing, or safer practices. But people living with HIV who are prosecuted under these laws face dire consequences that affect them, their families and their communities. People who have a felony conviction may lose access to government benefits, including housing, food assistance and financial aid for higher education. They may have trouble regaining custody of children and it can be a barrier to gaining employment. These challenges have a disproportionate effect on women and people of color. People living with HIV may be afraid to disclose their status for any number of reasons: fear of intimate partner abuse or fear of discrimination and stigma. As a person of the Christian faith, I’m reminded that Jesus saved his harshest words for those who engaged double standards and hypocrisy that harmed others. It is time for the law to stop singling out people living with HIV and remove the fear of prosecution by repealing or, at the very least, modernizing state laws that criminalize HIV. Doing so will remove a barrier preventing us from reaching our goal of ending the HIV epidemic in our lifetime.

Unarmed Black Man With Pants Around His Ankles Fatally Shot by Deputy: Video “You could have clearly Tased him. He wasn't trying to hit you. He wasn't trying to shoot you. He wasn't trying to do anything,” said the victim’s sister. By Kaitlyn D'Onofrio / March 27, 2018 The moments leading up to the fatal shooting of an unarmed Black man were captured on video by a witness to the tragedy. Danny Ray Thomas, 34, was shot and killed by a sheriff’s deputy in Houston, Texas, with his pants around his ankles. According to a press release from the Houston Police Department, the incident began when Thomas was behaving erratically in an intersection, “talking to himself and hitting vehicles as they passed by.” Thomas and the driver of one of the vehicles reportedly became involved in a physical altercation. The deputy approached the scene to break up the fight, and Thomas began walking toward him, authorities stated. The officer commanded Thomas to stop, but he continued walking. “Fearing for his safety,” the deputy fired one fatal round into Thomas’ chest. Video shared with the Houston Chronicle shows Thomas approaching the deputy, who has not been publicly identified, as the officer tells him to stop. “He about to get Tased,” the woman who recorded the video says, laughing initially. Cars drive past the video frame several times, blocking parts of the recording. During one such incident, the woman starts to say, “Move out the way” when a single gunshot is heard, followed immediately by screams and gasps. The woman recording is silent for a moment then says, “He shot that man?”

HOUSTON POLICE DEPARTMENT “Why he shot that man?” she asks. A man’s voice is also heard on the recording. “Yeah, he shot that man,” the man answers. For a brief moment, Thomas’ body is seen laying in the street. “Why he shot him?” she repeatedly questions. The woman’s companion yells an inaudible response. “Okay, he should’ve got Tased! He shouldn’t have shot that man in no street!” the woman says. “The first thing — you’re not supposed to reach for your gun; you’re supposed to reach for your Taser,” she says at the end of the video. Sacramento Residents Demand Answers in Stephon Clark Killing...continued from page 1 and wearing a black hoodie and dark pants, in a backyard and they directed SPD officers on the ground to that location. Helicopter personnel also communicated to officers that the suspect had picked up a “toolbar” and broke a window to a residence. Officers who had been canvassing other yards, eventually entered the front yard of a home on the 7500 block of 29th Street and observed Clark, along the side of the residence. Officers commanded Clark to stop and show his hands. According to a statement released by the SPD, the officers say Clark turned and advanced towards them while “holding an object which was extended in front of him.” The officers said they believed Clark was pointing a gun at them and, “fearing for their safety,” they fired their duty weapons. Police admit they only found a cellphone, not a gun or a “toolbar,” on the scene. On Wednesday, the SPD released video footage of the interaction from the body cameras worn by both officers, as well as audio from the initial 911 calls and dispatch. Chief Daniel Hahn, the city’s first African American police chief, has vowed to be transparent in such incidents since he took the position last year. Sacramento City Council policy on Police Use of Force mandates that the SPD release video and audio associated with police-involved shootings to the public within 30 days. The policy was adopted after a mentally ill Black man, Joseph Mann, was shot and killed by SPD officers in Del Paso Heights in 2016. The three-day turn around in the Clark shooting is much quicker than has happened in years past. “SPD acknowledges the seriousness of this incident and the impact it has on our community,” reads one of two statements on the shooting, released by the SPD last week. “We are committed to providing timely information, communicating openly, and working directly with our community, so that they have a full understanding of what occurred,” the statement continues. The body camera videos are each about 17 minutes long. While neither officer has been identified, one appears to be White or Hispanic and the other African American. In the graphic video,

the officers don’t appear to identify themselves as police officers, but simply say, “Hey, show me your hands, gun” and seconds later “Show me your hands, gun, gun gun,” before one shoots off 10 rounds and the other, at least 11. Officers waited five minutes for backup to arrive and can be heard telling Clark, who was unresponsive, to show his hands. One officer tells another to grab a “nonlethal” from a police vehicle so they can “hit him a couple of times with that” before approaching him. When officers did approach Clark’s body, he was laying face down on the ground. They handcuffed him and began CPR. He was pronounced dead on the scene by the Sacramento Fire Department. The use of non-lethal weapons, such as rifles that shoot bean bags at suspects, were part of reforms fought for by local activists after the Mann incident and the shooting death of another Black man, Dazion Flenaugh; the mandatory use of body cameras was also part of the reforms. “You authorized non-lethal weapons. Why weren’t non-lethal weapons used in this instance?” Richard Owen, co-chair of the Law Enforcement Accountability Directive, asked of the city council during a meeting where the Stephon Clark shooting incident was discussed. Owen continued: “Did Mr. Clark really have to die? It doesn’t seem that way to the community.” Owen, a retired school principal, also questioned why officers waited before attempting to save Clark’s life. While Owen said he’d hold off for the video to reveal the facts, he addressed some of the most salacious rumors that have been circling in the community regarding the shooting. “If this man was shot in the back and shot 20 times, that’s excessive force without question,” Owen said. Chief Hahn, who was at the meeting to read an official SPD statement, and answer questions, said those elements of the incident are currently under investigation. Family members are also asking why the body cameras were muted for a period of time. Thomas’ sister echoed the opinion of the woman who recorded her brother’s shooting. “You could have Tased him,” she told NBC affiliate KPRC 2. “You could have clearly Tased him. He wasn’t trying to hit you. He wasn’t trying to shoot you. He wasn’t trying to do anything.” Thomas’ family had been struggling with tragedy prior to his death. In 2016 Thomas’ wife, Sheborah Thomas, was charged with murder after drowning their two children, five-year-old Kayana Thomas and seven-yearold O’Raylan Thomas, in the bathtub. Sheborah Thomas is currently facing capital murder charges. “Whenever he got into that mind frame, thinking about his wife and his kids, he just felt like he was alone,” Markeeta Thomas added. “That’s my flesh and my blood,” she told the Chronicle. “We’ve been through everything together. He had my back through everything. And he promised me he wouldn’t leave me, and he didn’t leave me. Somebody took him from me.” The police department did not say in its release whether the officer is on duty but did say the department’s Homicide Division Special Investigations Unit and the Harris County District Attorney’s Office will both be investigating.

Les Simmons of South Sacramento Christian Center spearheaded vigils and rallies, where those who knew Clark called him a loving son and father of two young boys, who didn’t deserve to die. The Rev. Al Sharpton says he’s talked with Clark’s mother, Sequette Clark, and that he’ll visit Sacramento in the coming weeks. Rev. Sharpton has spoken out against the police involved deaths of Mike Brown in Ferguson, Missouri; Philando Castile in Falcon Heights, Minnesota; and Eric Garner on Staten Island, New York. “It is an atrocity that an un-

armed young man was shot at twenty times in his own backyard and shows the urgent need in these times for intervention against police misconduct. We will call for a complete and thorough investigation into this young man’s death,” said Rev. Sharpton, the founder of the National Action Network, in a statement. Sacramento NAACP President Betty Williams has vowed to “stand guard to (ensure) there is a just outcome for all parties involved.” In a statement, Ms. Williams says she’s calling for an independent investigation and has asked the FBI to get involved. “The NAACP is concerned with the tragic loss of life which continues to plague our nation,” Ms. Williams said. The recent incident in Sacramento that took the life of Stephon Clark and similar ones throughout the nation, occur all too frequently. “While we respect the role of (SPD) in our community, these shootings have angered, frustrated and frightened people in our community. We are also frustrated with the justice system which fails to indict (officers in) such killings.” The shooting is being investigated in conjunction with the Sacramento County District Attorney’s Office, the Sacramento City Attorney’s Office and the City’s Office of Public Safety Accountability. What People Don't Know About Genetic Testing Can Hurt Them By Jill Levy-Fisch This year, over 200,000 Americans will order genetic tests to see if they're at risk for more than 2,000 hereditary diseases, including cancer. Patients and their doctors can choose tests from over 500 different laboratories. Most people don't think twice about their choice of lab. They figure all labs' tests are of similar quality. They're wrong. Many labs are sending patients

inaccurate test results. Sometimes, labs notify patients that they have a dangerous genetic mutation when they really don't. So patients needlessly undergo expensive and invasive surgeries to prevent a disease they're unlikely to develop. Other times, labs tell patients that a mutation is harmless -- when it's actually dangerous. So pa(continued in next 2 columns)

It's time for the FDA to protect patients by regulating these tests, just as the agency regulates prescription drugs. Genetic tests, formally known as "laboratory developed tests," detect mutations in people's DNA. Some mutations are harmless. Others make it extremely likely that a person will develop a certain disease later in life. Certain mutations in the BRCA gene, for instance, give women an 87 percent chance of developing breast cancer. This foreknowledge can be lifesaving. Women who learn they're at heightened risk of breast cancer can undergo frequent screenings. Women who catch earlystage tumors have a 93 percent five-year survival rate, according to the American Cancer Society. When patients don't catch tumors until the most advanced stage, after the cancer has spread throughout the body, the survival rate plummets to 15 percent. Many women with BRCA mutations preemptively have their breasts and ovaries removed to prevent tumors from forming. Patients need reliable information before deciding whether to undergo such invasive surgeries. Too often, many labs provide inaccurate genetic test results. Consider a 48-year-old woman who took a genetic test at a local lab and tested positive for a BRCA mutation. She decided to have her breasts, uterus, and ovaries removed. After the procedure, her parents also underwent genetic testing. Neither of them tested positive for the gene. Stunned, the woman took another test, which came back negative.

Or take one California-based lab that just admitted its tests failed to detect a mutation linked to colorectal cancer. Thousands of patients may have received the faulty tests. Many newer labs don't have enough experience or samples to find mutations or determine whether a mutation is harmful. Many are so new that they've only published a relative handful of peer-reviewed studies and invested just a few million dollars in developing their tests. The consequences of incorrect diagnoses are severe. Society loses $775,000 for every breast cancer patient who receives a false negative result, according to an FDA study. More federal oversight could prevent laboratories from delivering inaccurate test results. The FDA proposed several reforms to govern laboratory developed tests last year. All new and severely modified LDTs, for instance, would have to undergo a rigorous review process. This process could help identify quality control missteps that could lead to false diagnoses. The FDA would also continually monitor the quality of LDTs to ensure that they deliver accurate results. Such reforms would protect patients and save lives. But so far, Congress has shown little interest in allowing the FDA to regulate LDTs. Until that changes, thousands of Americans will continue to receive inaccurate and incomplete genetic test results. Jill Levy-Fisch is president of the Save Babies Through Screening Foundation. Sixty Russian diplomats will be ordered to leave the United States within a week -- and the Russian consulate in Seattle, pictured, will be closed, U.S. administration officials said Monday. Senior administration officials announced the action in a conference call with reporters Monday morning. Twelve of the agents are employed at Russia's United Nations mission. Additionally, the White House said Russia's consulate in Seattle will be closed. All personnel involved will have seven days to leave the United States. Officials said the action comes in response to the March 4 poisoning of former Russian intelligence officer and double agent Sergei Skripal and his adult daughter in a British shopping district. In solidarity with Britain, which expelled 23 Russian diplomats, Germany has expelled four and Poland, Latvia and Lithuania summoned Russian ambassadors in anticipation of additional expulsions.

One official called the incident "a reckless attempt to murder," and a "malicious contempt" for Western governments. The U.S. officials said at least 100 Russian intelligence officers are in the United States, "cloaked by diplomatic offices." They stressed that the expulsions answered the nerve agent attack, as well as "other recent actions" by Russia. One official said Russia is guilty of "destabilizing activities around the world" and that Monday's announcement "makes clear to Russia that actions have consequences." A White House press statement on Monday noted the Seattle consulate's proximity to a submarine base in Washington State, as well as to the headquarters and manufacturing facilities of the Boeing Co. "Today's actions make the United States safer by reducing Russia's ability to spy on Americans and to conduct covert operations that threaten America's national security," the statement read.

FTC investigating Facebook over 'privacy concerns' By Ed Adamczyk and Danielle Haynes March 26 (UPI) -- The Federal Trade Commission confirmed Monday it's investigating Facebook's data protection policies. Earlier this month, it was revealed that data company Cambridge Analytica accessed the information of about 50 million Facebook users without their knowledge. Cambridge Analytica has ties to President Donald Trump's election campaign. The FTC now has questions about how Trump consultants got access to Facebook data. "The FTC takes very seriously recent press reports raising substantial concerns about the privacy practices of Facebook," an FTC statement said Monday. "Today, the FTC is confirming that it has an open non-public investigation into these practices." The agency previously settled a complaint against Facebook policies. In 2011, it found that Facebook allowed third-party applications to access more data than it needed. Grassley, R-Iowa, chairman of the Senate judiciary committee, invited Facebook CEO Mark Zuckerberg and the heads of Google and Twitter to testify before the committee about user privacy. He scheduled the hearing for April 10. The hearing would look into the "standards for the collection, retention and dissemination of consumer data for commercial use" and "what steps companies like Facebook can take to better protect personal information of users and ensure more transparency in the process," a press release said. Facebook stock fell 14 percent last week as the situation was revealed. It fell another 5 percent in early trading Monday.
