Besides being the fierce competitor, Kobe had an ultragenerous side that wasn’t as wellknown after his retirement. He helped a number of organizations and personally helped individuals like frequently inviting current NBA stars to hisome to train them up. Yet Kobe was one who prefered to stay in the background, generally

Last year, his investment firm expanded with a $1.7 billion investment vehicle that was launched inartnership with the private equity fund, Permira, according to a report in USA Today. NBA All-Star Kobe Bryant And Teenage Daughter Died In Crash Kobe Bryant. The Black Mamba. The 5-time NBA champion, the husband and the father is gone. Reports have been confirmed that Kobe Bryant and his daughter Gianna Bryant died in a helicopter crash Sunday morning. He was 41 and Gianna was only 13. According to TMZ.com, Kobe was traveling with at least 3 other people in his private helicopter when it went down. A fire broke out. Emergency personnel responded, but nobody on board survived. 5 people are confirmed dead. We’re told Vanessa Bryant was not among those on board. Bryant was on his way to a travel basketball game with hisdaughter when the helicopter crashed. Kobe was known for using his helicopter to travel for years — dating back to when he played for the Lakers. He was known for commuting from Newport Beach, CA to the STAPLES Center in DTLA in his Sikorsky S-76 chopper. While most people agree that it is in the public’s best interest to have safe and efficient airports that can accommodate increased passenger travel, proponents of increasing the passenger fee have been a little misleading about the condition of the nation’s airports. (Photo: iStockphoto / NNPA) Why is it that poor people are always asked to pay more in America? Last year, I warned about the possibility that Congress might try to impose a new tax on air travelers. Well, it’s 2020 — and here we go again. Even in the midst of a historic impeachment trial and potential military conflict abroad, lawmakers on Capitol Hill have managed to find time to dust off its plan to soak air travelers, including working people who struggle everyday just to make ends meet. Make no mistake about it: this
is a tax hike, even though backers of this plan won’t call it a tax hike, for obvious reasons. And it’s one that hits relatively low-wage workers harder than it hits those who make a lot more money. And it hits those who routinely fly for business especially hard too. This week, Democratic leaders are expected to unveil their broad infrastructure agenda for the coming year – a plan that is sorely needed given our aging highways, railways and other transportation needs. California State University, Northridge psychology professor Que-Lam Huynh has been named an “emerging scholar” by leading education magazine Diverse: Issues in Higher Education. Each year, Diverse: Issues in Higher Education recognizes an interdisciplinary group of minority scholars under the age of 40 as “emerging scholars.” Scholars are selected based on factors such as commitment to teaching and/or community service, scholarly awards, honors and academic accomplishment. Huynh was nominated by Yan Searcy, dean of the College of Social and Behavioral Sciences. “I was humbled to be nominated by Dean Searcy, and I am appreciative of the honor to be chosen. In my life and career, I try to do things that I believe in and am passionate about,” Huynh said. “Awards and recognition are the last things on my mind as I am considering what path to take and how to conduct my work. Having said that, it is nice to be recognized for the work that I have done by this particular publication, which I have read and followed for quite some time because of their attention to issues of equity and justice.” Huynh’s research program focuses on the experiences of marginalized communities such as ethnic, racial, and sexual minority group members. She brings a critical race perspective into psychological research to better understand the fundamental cognitive, affective, social, and motivational mechanisms that play a role in the identity and health of individuals from these
Que-Lam Huynh marginalized populations. Coming from a poor workingclass, single-parent refugee family, Huynh said she is deeply committed to social justice. In her teaching, she covers topics such as prejudice and discrimination, power, privilege and multiculturalism. Even after starting at CSUN nine years ago, Huynh believed her academic career path was a “pipe dream.” Now Huynh and her partner Angela-MinhTu D. Nguyen – a CSU Fullerton cultural psychology and statistics professor who is also from a refugee family – are tenured CSU faculty who guide and support students socially and academically. “I feel like things have come full circle, and now I’m in a position to give back to my family and communities more than I ever could before,” Huynh said. OP-ED: Hidden Tax Increases on Airlines Tickets Won’t Fly...continued sources tell me that buried in the broad array of transportation initiatives is a proposal to raise the so-called Passenger Facility Charge (PFC), a hidden fee on airline travelers that Congress enacted long ago to help pay for renovation projects at airports around the country. Most Americans have probably never heard of the PFC, now capped at about $4.50 per person for each leg of a flight. But working families across the country, including our readers, may soon feel the impact if some members of Congress have their way. Here is how the fee works. Passengers are charged the fee at the ticket counter, allowing the airport that collects it to keep it for local repairs and renovations. Current proposals in Congress include one to nearly double the fee to $8.50 per person for each leg of a flight. Another possibility is eliminating the cap entirely, thereby allowing airports to charge whatever they like. If the fee is raised to $8.50, a family of four on a trip with a connecting flight would pay nearly $150 in this tax alone – a tax that is layered on top of the price of the ticket itself, a major reason people don’t notice it. Such a substantial increase could be the deciding factor between that family taking a muchdeserved vacation or staying home. While most people agree that it is in the public’s best interest to have safe and efficient airports that can accommodate increased passenger travel, proponents of increasing the passenger fee have
been a little misleading about the condition of the nation’s airports. In reality, airports are undergoing something of a revitalization, particularly when compared to rail or highway travel. Passengers are traveling at record rates, airport revenues are at all-time highs, and infrastructure upgrades are booming across the nation. Just take a look at the balance sheets of our nation’s airports. U.S. airports have over $16 billion of unrestricted cash and investments on hand, with $7 billion sitting in the aviation trust fund. And, in the last decade, more than $165 billion in federal aid has been directed to airports for improvement projects at America’s largest 30 airports alone. Some of these projects have been completed, others are currently underway, and some have received approval to move forward in the coming months. For example, Los Angeles International Airport and New York’s John F. Kennedy Airport are both undergoing multi-billiondollar upgrades. Smaller facilities like the Long Island MacArthur Airport and the Shawnee Regional Airport are also upgrading their terminals and runways. The bottom line, then, is that there is no substantive basis for a fee hike. And it makes even less sense politically. With Election Day just months away, most lawmakers will likely make the safe calculation and (continued on page 6)

AJC and Democratic Party Exclude Black Candidates from GA US Senate Debate over MLK Holiday Weekend By Maynard Eaton

Commentary: What would Martin Luther King Jr. say? As Georgia and the United States paused to commemorate his 91st birthday and the MLK Jr. National Holiday over the weekend, Georgia Democrats hosted a candidate forum excluding all the AfricanAmerican candidates running for United States Senate to defeat David Perdue. Making matters worse, the Atlanta Journal-Constitution (AJC), who is aware of the Black candidates in the race, published yet another article without mentioning any of them. Sadly, the erasure of the voices of Black people is an all too common unfortunate recurring theme in contemporary American politics. But how is this possible in Georgia where African Americans will make up more than 60% of the voters who will determine the Democratic nominee intent on taking down Donald Trump’s henchman, Republican Senator David Perdue? Shouldn’t the Democratic Party and the AJC want voters to know about and be able to hear from all the candidates in the race? So why are they disregarding the participation and coverage of the black candidates in the race? And what about the white Democrats in the race? Don’t they have an obligation to inclusion and fair elections? Sarah Amico Riggs, the former Republican businesswoman who sought bankruptcy to avoid labor costs and billions in employee pension benefits is quoted as saying “the Senate was supposed to be the grownups in the room.” Why, then, were the “grownups” in Sunday’s room — who were all white — snubbing the Black candidates from public forums? Teresa Tomlinson, another former “Republican” who proudly boasts that she speaks “fluent Republican” (i.e.. the impeached language of Donald Trump) called herself an expert in bringing “function to dysfunctional systems.” But Maya Dillard-Smith, arguably the most qualified candidate in the race, and a Black woman, finds Tomlinson’s rhetoric “nothing more than a disingenuous bait and switch.” “In Georgia, where the last election for governor was won by a Black woman Democrat but stolen by Republicans, is Teresa
Maya Dillard-Smith ready to fix this dysfunctional process that’s rejecting the Black candidates for Senate? Or is she simply complicit in a broken system of exclusion that stands to benefit her?”, muses DillardSmith. Jon Ossoff, who lost a congressional district race where he threw away $50 million said he is “taking no voter for granted.” But isn’t that exactly what he is doing by participating in forums that exclude Black candidates, especially Black women? Clarkston’s “Hipster Mayor,” Ted Terry called on GOP incumbent Perdue to “[hold a town hall!” leading some to ask, is Ted more comfortable debating another white man than the Black Democrats in the race who were omitted from Sunday’s conversation? Dillard-Smith said she welcomes a Democrat town hall because, “in a debate about the issues, I win.” In the spirit of inclusion and MLK’s 1968 Poor Peoples’ Campaign, over the weekend Dillard-Smith released a provocative campaign video addressing the King Center’s 2020 Vision - The Fierce Urgency of Now. And, while Dillard-Smith’s four white opponents for the Democratic nomination were debating in Dunwoody on Sunday and talking to white voters, she was worshiping with the members of New Birth Missionary Baptist Church in Lithonia. In front of a predominately Black congregation of 47,000 people in the sanctuary and online, Rev. Dr. Jamal Bryant told his congregation. “Maya DillardSmith is a ferociously bad sista” running for United States Senate. Dillard-Smith is clear, “I’m not taking shots at other Democrats. U.S. Citizen Repatriation from China - Statement from San Bernardino County SB County News U.S. Citizen Repatriation from China The County has been notified by the State Office of Emergency Services that Ontario International Airport may serve as the repatriation point for up to 240 U.S. citizens, including nine children, arriving from the Wuhan region of China in a U.S. State Department-chartered aircraft. County departments and personnel are working closely with our state, city, and ONT partners to prepare for this possible repatriation, focusing on ensuring the arriving citizens are free of any illness before clearing them to proceed to their respective U.S. destinations, and protecting the San Bernardino County community from the possibility of exposure to any contagions. ONT was designated by the federal government as the official repatriation center for California about a decade ago, and various County departments have participated in numerous comprehensive repatriation
exercises with state and federal agencies during the past several years to ensure the County and all other agencies are prepared for this type of event. The occupants of the aircraft will consist entirely of U.S. State Department employees, U.S. contractors who have been working in China, and other U.S. citizens. The aircraft will first arrive in Alaska, where occupants will be examined by personnel from the U.S. Centers for Disease Control and Prevention. No occupants who present symptoms of illness will be allowed to proceed into the continental United States. Upon arrival in the continental U.S., possibly ONT, aircraft occupants will again be screened by CDC personnel and monitored for up to two weeks. First uncounted, then undercounted Census track record on Native Americans By Jourdan Bennett-Begaye Ethnic Media Services, Indian Country Today The first enumeration of the 2020 Census starts this week in Toksook Bay, Alaska, a remote Yup’ik village on the coast of the Bering Sea. The U.S. Census Bureau wanted to get a head mcount of residents in the village while the ground was still frozen. Counters will travel by snowmobile, sled or bush plane. Every 10 years, the Census Bureau attempts to count every person in the United States, as required by the Constitution. This is the 24th decennial (once every 10 years) census since the first, in 1790. The census was written into the Constitution because lawmakers wanted America’s population to directly affect its representation in Congress. However, for Indian Country, or American Indians and Alaska Natives, that story is much different When did the decennial census first count Native Americans as part of the U.S. population and how did the census identify us? The first census happened in 1790. But it wasn’t until 70 years later, according to the National Archives, that the first Native American was included in the count of the general population. When the decennial census, in 1860, first counted Natives it only included those who had given up their tribal citizenship and assimilated. Those who had not done so, and/or were living on reservations as tribal members, were deemed “non-tax-paying” and not counted. In 1860, enumerators counted more than 40,000 Native people and identified them as “Indian” under the “color” column, not by their tribal affiliation. Pueblos, who are located in the Southwest
generally, were not included. If Indians were included, they were classified as “non-white.” Census-takers back then counted Taos Pueblos as “copper” or “Indian.” In some cases, Native persons living with the “white population” in a settlement were counted but not identified as Indian because they were not living on a reservation. The National Archives said those were “half-breeds” and indicated as such with “HB” or “½ I.” Back then, census-takers, who were non-Native, were the ones to define us. Why did it take so long before the census officially included Native Americans in the population count? Technically, Native people were not supposed to be included in the census count, according to the Constitution, which in its census mandate excluded “Indians not taxed.” This meant Indians living on reservations or in unsettled areas of the country. The government started separately counting Native people, taxed and not taxed, for the first time in the special 1857 Shawnee census in the Kansas Territory and in the 1860 (decennial) Census. In 1870, only 8% of American Indians were classified as “taxed” and eligible to be American citizens. The other 92%, or 287,981, were not included in the final tallies that the Census Bureau submits after every decennial count for government uses in myriad ways, particularly resource allocation and electoral representation.

SACRAMENTO – The California Department of Aging (CDA) announced the launch today of an updated engagement campaign, EngageCA.org, that encourages Californians to share their vision for a new Master Plan for Aging that will promote an age-friendly California. With the state’s 65-and-older population projected to grow to 8.6 million people by 2030, Governor Gavin Newsom issued an executive order last summer calling for the development of a Master Plan for Aging by October 2020. The Governor’s newly released proposal for the 2020-21 budget underscores the urgent need for this effort—noting that the state’s demographics are changing rapidly, with the ratio of older adults to younger adults expected to nearly double in the next 10 years. For the first time ever, the Administration is also projecting the state’s population could stop growing in the next forty years. “The Golden State is getting grayer, and we need to be ready for the major population changes headed our way,” said Governor Newsom last June, directing the state to work with stakeholders and the public to develop a set of strategies and partnerships that will promote healthy aging and prepare the state for the
demographic changes ahead: “We need a plan that brings everyone to the table to help us understand what’s coming and guide us toward taking better care of older Californians.” CDA’s public engagement campaign, Together We EngAGE, first began this work in 2019, hosting a series of public meetings and community roundtables and soliciting more than 1,000 public comments on the Master Plan through December. A diverse group of 34 aging experts formed the Master Plan’s Stakeholder Advisory Committee in August to guide this effort. With today’s launch, EngageCA.org will serve as the new platform for this campaign— providing details on the Master Plan and encouraging even more Californians to get involved with its development in 2020. The new site offers a range of ways to engage, including online surveys for stakeholders and the public to submit input and policy recommendations, details on upcoming events, and additional opportunities for interacting directly with aging experts in new weekly webinars on topics ranging from healthy aging to senior housing and transportation for older adults. Historians estimate that the total indigenous population in the 1870 census (313,712) was larger than that of five states and 10 territories. The 1880 census was different. Natives were more fully counted, the National Archives found, because the Census Bureau said: “Indians not in tribal relations, whether full-bloods or halfbreeds, who are found mingled with the white population, residing in white families, engaged as servants or laborers, or living in huts or wigwams on the outskirts of towns or settlements are to be regarded as a part of the ordinary population of the country for the constitutional purpose of the apportionment of Representatives among the States, and are to be embraced in the enumeration.” The 1880 Special Census of Indians counted “not-taxed” people living on the reservations and became the first to include them in its final tallies. Over time, the counts increased and included more territories. How accurate was the official census count of Native Americans — and when did the numbers begin to reflect a more accurate count? The National Archives says the 1890 census was the first “enumeration of all Indians.” However, those records were destroyed in a fire at the U.S. Commerce building in Washington, D.C., in 1921, so that’s difficult to determine. Technically, no census count of Native Americans and Alaska natives has come close to being ac-
curate. In fact, both are still significantly undercounted compared to the rest of the country. After the 2010 census, the Census Bureau said American Indians and Alaska Natives on reservations or in Native villages were undercounted by 4.9%. That is more than double the 2.1% of African Americans not counted, the next-most-undercounted group by ethnicity. The numbers have varied widely: In 1990, the bureau reported an official 12.2% undercount of American Indians living on reservations. That dropped to an undercount of 0.7% in 2000 but then rose to 2010’s 4.9% undercount. All future SU2C-supported research grant proposals will now be required to include and address crucial issues related to recruitment and retention of patients from ethnic groups to improve diverse participation in cancer clinical trials. The announcement was made at Stand Up To Cancer's annual Scientific Summit, which is attended by SU2C's leadership and 300+ prominent cancer researchers representing each of SU2C's Dream Teams, Research Teams and individual grants. The lack of diverse participation in cancer clinical trials has been ongoing for decades, largely due to socio-economic, cultural, trust and other barriers. "As one of the leading funders of cancer research, we believe it is our duty to ensure that minority representation in cancer clinical trials is addressed. Now, more than ever, better understanding of the role of biology in cancer treatment, advances in precision treatment, and development of new technologies demands that we also make significant improvements in diverse clinical trial participation," said SU2C CEO Sung Poblete, PhD, RN. Despite an overall decline in U.S. cancer deaths since 1991, not all patients have benefited equally from advances in prevention, early detection, precision medicine and targeted cancer treatments. According to the U.S. Food and Drug Administration, currently only four percent of clinical trial participants are black, and four percent are Hispanic, and 15 percent are Asian, despite minority groups overall in the U.S. having both the highest death rate and shortest survival rate for most cancers. SU2C now requires applicants for funding to include three critical components related to health equity: an indication of whether the research will address the populations expected to benefit from widespread use of newly developed treatments; patient recruitment and retention plans for including historically underrepresented racial and ethnic populations – such as the need for additional trial sites or mechanisms to reduce barriers to access; and a letter of support from the lead institution's Chief Diversity Officer, or an equivalent position. By requiring these to be included in all proposals submitted moving forward, these factors will also be considered both in SU2C's rigorous selection process, and as part of grant performance evaluation conducted in SU2C's formal semiannual reviews. In addition, Stand Up To Cancer announced plans to fund up to $6.4MM for the SU2C Health Equity Breakthroughs Research Team researching cancers affecting underrepresented populations, supported by a transformational grant from Genentech, a member of the Roche Group. intensive studies to identify biomarkers, such as particular bits of DNA, and cells shed from the tumor that circulate in the blood system and indicate the presence of gastric cancer. Team members have developed a new detection technology, extending the use of a pill-sized camera that can be swallowed by the patient using a new marker to "light up" cancer cells, allowing the camera to capture images of stomach tissue at risk of developing cancer. If validated in a clinical trial, these methods will help doctors screen people in groups at risk of gastric cancer. Public Health Officer Dr. Cameron Kaiser said there have been no confirmed cases in Riverside County. Health officials recently announced the illness, which originated in Wuhan, China, has spread to Southern California with one case each in Orange and Los Angeles counties. “It’s understandable Riverside County residents would be anxious with all the media reports about the growing number of cases, but I want the community to know everything is being done to prevent the illness from spreading here,” said Kaiser. “At this time we have no evidence these individuals had contacts in Riverside County during the
period they would be contagious.” Kaiser said the incubation period for nCoV and other related coronaviruses seems to be around two weeks. Even though travel from Wuhan has been closed by the Chinese government, it seems likely there will be additional cases detected in California. “As nCoV has substantial similarities to the SARS virus from 2002, which is also a coronavirus, we are treating it with similar urgency,” Kaiser said. Kaiser said the Department of Public Health will be coordinating with schools, hospitals and the emergency medical system to ensure a uniform and fast response if a case is identified in Riverside County. “We will be ready if we get one,” he said.

You still have time to switch to another Medicare Advantage plan, or return to Original Medicare. Between January 1 and March 31 each year, you can make the following changes during the Medicare Advantage Open Enrollment Period:
• If you’re in a Medicare Advantage plan (with or without drug coverage), you can switch to another Medicare Advantage plan (with or without drug coverage). • You can drop your Medicare Advantage plan and return to Original Medicare. You’ll also be able to join a Medicare prescription drug plan (also known as a Part D plan).
During this period, you can’t:
• Switch from Original Medicare to a Medicare Advantage plan. • Join a Medicare prescription drug plan if you’re in Original Medicare. • Switch from one Medicare prescription drug plan to another if you’re in Original Medicare. You can only make one change during this period, and any changes you make will be effective the first of the month after the plan gets your request. If you’re returning to Original Medicare and joining a drug plan, you don’t need to contact your Medicare Advantage plan to disenroll. Rep. Torres: Trump Move to Slacken Firearm Sale Regs helps Terrorists at America’s Expense Local/National News

WASHINGTON, D.C. – Congresswoman Norma J. Torres (CA-35) released the following statement today after the Trump Administration finalized a rule to loosen firearm export regulations, making it easier for gun manufacturers to sell weapons abroad. The rule change transfers oversight of commercial firearm exports from the U.S. Department of State to the Department of Commerce, a move Rep. Torres attempted to prevent with legislation in 2019. That bill, the Prevent Crime and Terrorism Act, which would have prevented the President from finalizing firearms exports regulation, passed in the House version of the National Defense Authorization Act (NDAA) for Fiscal Year 2020, but was removed in the final version. “President Trump’s decision to loosen regulations on U.S. firearm and ammunition sales only helps dictators, terrorists and narcotraffickers with easier access to weapons of war,” Rep. Torres said. “This isn’t about making the American people safer – it’s about placing firearm sales over our national security, plain and simple.” Among the restriction changes Trump eased, firearm sales of over $1 million no longer require Congressional notification.
“Trump’s decision is dangerous and disingenuous, and it demonstrates his willingness to use – and misuse – the agencies of our federal government to achieve questionable ends,” Rep. Torres continued. “Murder rates in Latin America are already horrifyingly high – nearly 35,000 people were killed last year in Mexico alone. Instead of helping to save lives, this administration is streamlining the flow of weapons and ensuring Congress is less prepared to prevent tragedies.” Giffords, the gun safety organization founded by former Congresswoman Gabrielle Giffords, endorsed the Prevent Crime and Terrorism Act. “The Trump Administration chose gun industry profits over public safety,” Adzi Vokhiwa, Giffords Federal Affairs Manager said. “The Administration followed the whims of a president willing to use arms transactions for his own ends, without any regard for the very serious foreign policy concerns that come with this new regulation. Since this illconceived proposal was first announced nearly two years ago, human rights, arms control, and gun safety organizations repeatedly made it clear that oversight of firearms exports should remain with the State Department, which has the expertise to ensure that weapons do not fall into the wrong hands. Yet it should be worrisome that House Democratic leaders appear willing to put a fee hike on the table for consideration. It could be nothing more than a trial balloon released in an attempt to test whether rank-and-file lawmakers have the stomach for taking up such a measure in an election year. But even if it is just that, there’s still reason for concern, given that even unpopular ideas have a way of gaining sudden momentum in the topsy-turvy politics of Congress. Air travel remains one of the most popular and necessary forms of transportation because
it is relatively safe and convenient. But it should not become more expensive because a hidden tax that few people expected is added. Congress should not put air travel out of the reach of American families who are still trying to get out of poverty. Thus, increasing taxes on airline tickets won’t fly for Black Americans and won’t fly for all others who believe in economic fairness and equality of opportunity. Dr. Benjamin F. HHS Issues Notice of Violation to California for its Abortion Coverage Mandate State/Government News Today, the U.S. Department of Health and Human Services (HHS), Office for Civil Rights (OCR), announced an action to protect human life and the conscience rights of all Americans. OCR is issuing a Notice of Violation to the state of California, formally notifying California that it cannot impose universal abortion coverage mandates on health insurance plans and issuers in violation of federal conscience laws. California has deprived over 28,000 people of plans that did not cover elective abortion, but now must cover abortion due to California’s mandate. OCR’s investigation arose from two complaints alleging that California engaged in unlawful discrimination when California’s Department of Managed Health Care (DMHC) ordered, in August 2014, that all health plan issuers under its jurisdiction must offer coverage for elective abortion in every plan they offer. The two complainants are the Missionary Guadalupanas of the Holy Spirit, a Catholic order of religious sisters, and Skyline Wesleyan Church, a non-profit Christian church—organizations whose
religious beliefs preclude them, in good conscience, from helping to pay for insurance coverage for elective abortions. Pursuant to 45 CFR Part 88 (effective March 2011), OCR has completed the investigation of the complaints and determined that California violated the Weldon Amendment by mandating that California health care plan issuers cover elective abortion in each plan product, and continues to violate federal law by continuing to require objecting health care entities protected by the Weldon Amendment to cover elective abortion. With this Notice, OCR requests that California inform OCR, within thirty days, whether California will continue to enforce its requirement that all health plans cover elective abortions, or whether it will agree to take corrective action and remedy the effect of its discriminatory conduct. If, after 30 days, OCR does not receive sufficient assurance that California will come into compliance with federal law, OCR will forward the Notice of Violation and the evidence (continued in next 2 columns)

Dangerous Vaping Products Seized From Unlicensed Cannabis Shops During Major Enforcement Operation Officials Urge Californians to Avoid Unlicensed Cannabis Retailers, as More Than 10,000 Illegal Vape Pens Seized Local News SACRAMENTO – A random sampling of the cannabis products seized from unlicensed retailers during a major enforcement operation in Los Angeles last month were found to contain undisclosed additives, some of them potentially dangerous, and significantly lower amounts of THC than claimed on the label. California’s Bureau of Cannabis Control (Bureau) seized more than 10,000 illegal vape pens from unlicensed cannabis retailers in Los Angeles during a three-day enforcement operation in December 2019, in coordination with other state agencies and the City of Los Angeles. The operation resulted in 125 arrests, seizure of more than two tons of cannabis and cannabis products worth more than $10 million, and the seizure of 11 illegal firearms. “The prevalence of dirty and dangerous vape pens at unlicensed cannabis stores demonstrate how important it is for consumers to purchase cannabis goods from licensed retailers, which are required to sell products that meet state testing and labeling standards,” said Bureau Chief Lori Ajax. “We urge consumers to scan the QR code to confirm that a business is licensed.” Some of the illegal vape cartridges seized as a result of the search warrants were tested by the California Department of Public Health. Of those samples, 75% contained undisclosed additives, including cutting agents such as Vitamin E, Vitamin E Acetate, Propylene Glycol (PG), Polyethylene Glycol (PEG) and Medium Chain Triglycerides (MCT). In some samples, the vape cartridge was comprised of more than 30% agents.
Nearly all the samples were also labeled with incorrect THC content. For example, one vape cartridge label included a claim that the oil contained 80-85% THC, but actually contained 33% THC; another label included a claim that the vape cartridge contained 90.66% THC, but actually contained 40% THC. Some vape products seized from the unlicensed stores contained as little as 18% THC. The Bureau recently launched a campaign encouraging consumers to look for and scan a QR code when they visit a licensed cannabis retailer. Smartphone users can easily use their camera to scan the displayed QR code, which automatically links to the Bureau’s Online License Search and confirms the cannabis retailer’s license status. The system also displays the retailer’s address and license location to ensure that the information is not counterfeit. An educational video showing consumers how to scan and verify a cannabis retailer’s QR code can be found here. For consumers without a QR codeenabled phone, they can also check a retailer’s license information by visiting the Bureau’s license search tool at CApotcheck.com. All commercial cannabis activity in California must be conducted on a premise with a valid license issued by the appropriate state cannabis licensing authority. Time to ring census alarm bell, advocates warn congress As crucial count gets started, experts fear many will be missed By Mark Hedin Ethnic Media Services With the United States about to begin its monumental task of counting everybody in the country once every 10 years, the House Oversight Committee held a hearing on Thursday, Jan. 9, to see what the Census Bureau is doing to avoid overlooking socalled “hard to count” communities. Arturo Vargas of the National Association of Latino Elected Officials objected to the “hard-tocount” designation: “What makes people hard to count are the enumeration strategies.” For instance, he said, all outreach efforts to Latinx residents are in Spanish. And despite the Supreme Court barring the proposed addition of a question about everyone’s citizenship, the Census Bureau, he said, is squan-
dering its “trusted brand” status by forbidding staff from discussing what has become a very alarming concern, particularly in ethnic communities. Vargas was joined at the committee hearing dais by Marc Morial of the Urban League, Vanita Gupta of the Leadership Conference, John Yang of Asian American Advancing Justice, Kevin Allis of the National Congress of American Indians and Darrell Moore of the Center for South Georgia Regional Impact. It needs more applicants in all 50 states.” This year, the Census Bureau is optimistic that computerizing the primary response mechanism for the first time will help minimize the expense of tabulating printed questionnaires and paying enumerators to knock on the doors of non-responders. But it also is doing all its hiring online, which has depressed interest, and is having to compete in a relatively strong job market as compared to the run-up to the 2010 Census. Other reasons cited for the hiring lag include that, as the first census to prioritize online responses, enumerators have to be comfortable with tech tools. And the hiring and onboarding process, including background checks, has been so drawn out that applicants have drifted off in pursuit of other opportunities. Vargas, like others, recalled the troubled rollout of the healthcare.gov website set up to enroll people in the Affordable Care Act and recommended that the Census Bureau be ready with plenty of paper questionnaires in case the online response rate falls short of expectations. Even in its rosiest predictions, the Census Bureau still only expects about a 60% initial response rate via online questionnaires, Morial noted. For African American men, 40% is probably more realistic, he added. Yang criticized census hiring for being slow and “inconsistently inclusive” in its diversity. He cited the chilling effect of the failed citizenship question proposal, which makes it even more important that enumerators and partnership specialists be culturally competent. He also noted that the written questionnaire, available only in Spanish or English, excludes Asian Americans, the fastestgrowing minority group in the country. Yang did, however, single out for praise the recent announcement of media campaigns in Hindi and Urdu. The Native American population, which the Census Bureau believes it undercounted by at least 4.9% in 2010, is plagued by mistrust, privacy concerns, a sense of futility as to the usefulness of responding at all and the feeling that going online to fill out the census form, not always even possible, is a significant risk, Allis said. Census-taking is about to begin in Alaska (Jan. 21), but no native partnership specialists are on board yet, he said. And as with hiring, the census’ work to establish partnerships with community organizations to help obtain a complete count is behind schedule. New Mexico Democratic Rep.
Deb Haaland, one of only two Native women ever elected to the House, noted the absence of Navajo-language census materials. “Does the Census Bureau understand our needs?” Allis asked. “Hard to say.” The way things are going so far, he said, “is deeply concerning” and lacks “proper attention given to the purpose of the census, what it can do, what it can’t. The Census Bureau has identified this as an issue, but we have yet to see that this will be addressed properly.” “The census is a big deal,” Morial said, echoing Allis’ call for increased advertising and media outreach and a hope that accurate census data will improve decision-making and equitable distribution of resources and political representation. That outreach, he emphasized, should extend all the way through the nonresponse follow-up process scheduled into August. Morial also noted, with chagrin, that in the waning days of the Obama administration, the census had been on the brink of reversing its policy of counting prisoners where they’re incarcerated and not in their home communities. Moore attracted attention for his reports on organizing efforts in rural Georgia. As committee members from both sides of the aisle pressed him for one-sizefits-all ideas on how to reach rural populations, he repeated that the answers lie with local organizers and activists. “You’ve got to have trusted voices in your community,” he counseled Arizona GOP Rep. Paul Gosar. “The communities know about their needs best — what works in one community will not work in others.” Responding to West Virginia GOP Rep. Carol Miller’s concerns about the mountain communities she represents, considered 60% hard to count, Moore advocated more creative outreach efforts, perhaps at sporting events and churches, in addition to the food pantries and mobile mammogram services she had suggested. Vargas listed educators, health care providers, local officials and minority-led organizations including newspapers and radio as trusted sources for census outreach. In the aftermath of the tragic accident on Sunday, January 26, 2020 – where basketball legend Kobe Bryant, his daughter Gianna and seven others were killed in a helicopter crash – there have been many somber and celebratory tributes in Los Angeles and around the world. TV clips of him, whether in action on the court, or off court interviews are constant; and they all point to his dedication to the game; his strong, disciplined work ethic; and his respect and love for others – especially his wife Vanessa and their children. One of the stories about Kobe that caught my attention, was the fact that he and Gianna went to church in the early morning before they boarded the chopper. According to a New York Post article: [Kobe Bryant and his 13-yearold daughter, Gianna, went to church just hours before dying — along with seven others — in a helicopter crash on the way to the teen’s basketball tournament, a report said. The two attended 7 a.m. Catholic Mass and received Communion at the Cathedral of Our Lady Queen of the Angels in Newport Beach, a church spokesman confirmed to the Daily Mail. After leaving the house of God, Bryant and Gianna boarded a Sikorsky S-76B with the other occupants at John Wayne Airport in Santa Ana at 9:06 a.m.]
So, now we know that Kobe was not only religious to his profession, but also to his faith and spirituality. In a 2006 interview on ESPN’s show, “Quite Frankly,” hosted by Stephen A. Smith, Kobe revealed his spiritual side. Concerning the Colorado incident of accusations of adultery, the host asked how he got through it, and when do you know [God is with you]. Kobe responded, “God is great…until you got to pick up that cross that you can’t carry [alone], and He picks it up for you and carries you and the cross, then you know…it don’t get no simpler than that bro’.” When asked, “how do you get to that point that you don’t worry about yourself even under such trying circumstances?” Kobe responded, “let it go…put it in God’s hands…and He’ll carry it. You want your daughter to grow up with a father; you want your wife to have a husband there for her…I know they need me.” In that same interview when asked to comment on some of the derogatory things Lakers Head Coach, Phil Jackson, had written about him in his book, Kobe said “life is short” and that he had forgiven him, and does not pass judgment on others. MainStreet Theatre Company to Receive $15,000 Grant from the National Endowment for the Arts Lifestyle/Entertainment News
Rancho Cucamonga, California - We are thrilled to announce that The City of Rancho Cucamonga’s MainStreet Theatre Company has been approved for a $15,000 Art Works grant to support the development and world premiere of Mariachi Tales, a new play with music by José Cruz Gonzáles. Mr. Gonzáles is an award-winning playwright whose plays have been produced at theatres across the country. A collection of his plays, Nine Plays by José Cruz González Magical Realism & Mature Themes in Theatre for Young Audiences was published by the University of Texas Press in 2009. Overall, the National Endowment for the Arts has approved 1,187 grants totaling $27.3 million in the first round of fiscal year 2020 funding to support arts projects in every state in the nation, as well as the District of Columbia and Puerto Rico. The Art Works funding category supports projects that focus on public engagement with, and access to, various forms of excellent art across the nation; the creation of art that meets the highest standards of excellence; learning in the arts at all stages of life; and the integration of the arts into the fabric of community life. “The arts are at the heart of our communities, connecting people through shared experiences and artistic expression,” said Arts Endowment chairman Mary Anne Carter. “The National Endowment for the Arts is proud to support projects like Mariachi Tales.” MainStreet Theatre Company, the resident professional company at the Lewis Family Playhouse will present Mariachi
Tales in Spring, 2021, to culminate their 15th season. Mariachi Tales will weave traditional tales as well as contemporary ones with mariachi music to celebrate the heart of the Latinx community. The play will be directed by longtime MainStreet collaborator Robert Castro, with musical direction by Cynthia Reifler Flores, an accomplished mariachi musician, and one of the first women pioneers in mariachi in the United States. “I am so delighted to be celebrating MainStreet’s “Quinceañera” with this world premiere production!” says Mireya Hepner, MainStreet’s Artistic Producer. “We’re so grateful to the NEA for this support, and I look forward to spending the next year creating the piece with these wonderful artists. IM SICK RIGHT NOW!” Kobe’s last tweets was in honor of fellow NBA All-star, LeBron James beating out hisscoring record from the night before. James inscribed his sneakers with “Mamba 4 Life” and “8/24 KB” in gold marker before the game, showing respect for Bryant, an 18-time All-Star with the Lakers who is eligible for the Basketball Hall of Fame this year. Despite feeling as though he was not worthy, Isaiah responded to the Lord’s call by saying, “Here I am; Send me!” I tell you, every believer ought to have the same heart’s attitude as Isaiah… “Here I am; Send me,” but one of the saddest testimonies in the Bible, which is so true in the world today, is found in [Philippians 2:20-21] spoken by the frustrated Apostle Paul, “For I have no man like minded, who will naturally care for your state. For all seek their own, not the things which are Jesus Christ’s.” God sought for a man to stand in the gap. To rebuke

But no one would stand in the gap...” [Ezekiel 22:30, 31.] God couldn’t find even one man who cared about the injustices being committed in the land, who would stand before God in prayer to make up the gap. How tragic! I tell you the world is going to Hell! Jesus said that the world would once again become as it was in the days of Noah before the flood [Matthew 24:37-38] because He could not find one man to stand in the gap. “I looked for someone who might rebuild the wall of righteousness that guards the land. I searched for someone to stand in the gap in the wall so I wouldn’t have to destroy the land, but I found no one. (continued in last 2 columns)

God wants to get the truth out to everyone of the coming judgment against sinners; but the gap remains empty. Where are the men and women today who are willing to make a difference for the Lord? Where are the men and women today that are wholly devoted to God? Who will rise up against the evildoers? [Psalms 94:16]. I tell you, God is looking for some men and women today who are willing to live for Him. To stand boldly in the midst of a wicked generation, that will stand for Truth and shine the Light of the Lord. Will you be the one? Will you stand in the middle between God and destruction [hell]? “I sought for somebody!” That same call of God is resounding once again in this hour. “Who will stand in the gap? God desires to bring a Spiritual Awakening to the sin dreary land. He's looking for a man/woman who will stand in the gap! Will you be the one? If, so tell the Lord, “Here I am. Send me, Lord. I’ll go.” Like Moses, who stepped between the Lord and His people and begged God to turn from his anger and not destroy them” [Psalms 106:23] and intercessor can make a difference. Just as the Son of Man did not come to be served, but to serve, and to give his life as a ransom of many [Matthew 20:8] tell the Lord, not my will, but Thy will, Oh Lord. God needs you. God has called you. Don’t allow Satan to deceive you. God’s call is a blanket one. Know that no one will escape their responsibilities at the judgment seat of Christ for what

They and their ancestors have fomented rebellion right up to the present. They’re a hard case, these people to whom I’m sending you—hardened in their sin. Tell them, ‘This is the Message of God, the Master.’ They are a defiant bunch. Whether or not they listen, at least they’ll know that a prophet’s been here. But don’t be afraid of them, [daughter] of man, and don’t be afraid of anything they say. Don’t be afraid when living among them is like stepping on thorns or finding scorpions in your bed. Don’t be afraid of their mean words or their hard looks. They’re a bunch of rebels. Your job is to speak to them. Whether they listen is not your concern. They’re hardened rebels. “Only take care, [daughter] of man, that you don’t rebel like these rebels. I Refuse to Be Complicit Roberto Ochoa Program Associate for Congregations of Color Several years ago, I had an opportunity to participate in an immersion program at the Sonora/ Arizona border between Mexico and the United States. It had been twenty-five years since I last visited Sonora, and I was curious what it was like to live on the border ever since the current federal administration began implanting measures to keep “Mexicans and other terrorists” from entering into the U.S. My father being from the border city of Nogales, Sonora, I visited the border often as a youth with my family for reunions and vacations. I remembered many years of going back and forth across the border with minimal difficulties with border agents, who asked for our documentation and waved us through with a “have a good day.” Growing up at the border, I don’t remember seeing any “wall” or personnel armed with weapons. What I saw several years ago— and on my trips to the border since then—broke my heart. I witnessed people incarcerated for the sole crime of seeking hospitality and a new life in this country. I saw families torn apart, children separated from their parents, and a judicial system that offered little empathy or justice in mass hearings and deportations…every defendant handcuffed and chained to one another. The dejected and defeated looks on their faces still haunts me. I cried when I heard and learned that U.S. citizens, “good Samaritans” who helped refugees/immigrants with water, food, and housing, run the risk of imprisonment if caught showing compassion and sheltering these refugees. They are harassed and threatened with violence. Barrels filled by them with water to help the thirsty traveler were shot at and were run dry by “patriots” claiming to protect “our country”. When I share my experiences, I am always amazed with the
response: “I hate what is happening to those children, but their parents are breaking the law, what can we do?” In the Bible, Abraham bargains with God to save the cities of Sodom and Gomorrah from destruction for their arrogance and inhospitality—if ten righteous people can be found. When the messengers of God visit the city of Sodom, Abraham’s nephew Lot offers them hospitality and safety in his home. A mob of residents gathers and demands Lot hand over the messengers to them, to be harmed. The citizens are miffed that Lot, himself a “foreigner,” has the audacity to stand up to them. The story does not end well for Sodom and Gomorrah. I used to wonder how it was possible that ten righteous citizens couldn’t be found to save the cities. Martin Luther King, Jr. once said, “The ultimate tragedy is not the oppression and cruelty by the bad people but the silence over that by the good people.” Is it possible that the good people of Sodom and Gomorrah were complicit in the inhospitable evil of their cities by remaining silent? There is no question in my mind that how we are treating immigrants and refugees in our Immigration and Customs Enforcement (ICE) detention centers is cruel and dehumanizing, and contrary to how our Christian faith calls us to be in relationship with each other. There is no such thing as an “illegal” person in the sight of the Divine. As a Christian I believe Jesus risked and paid the price for helping the marginalized and those considered the “enemy,” and so must I. I refuse to be complicit. I refuse to only cry.
