Black Law Enforcement Speaks Out on Proposed Menthol Ban

Chicago Rapper Juice WRLD 21-year-old rising Chicago rapper Juice WRLD was pronounced dead this morning, Sunday, December 9, 2019, after experiencing a medical emergency at Chicago’s Midway International Airport. Juice WRLD, born Jarad Anthony Higgins and known for topping the album charts this year with his acclaimed work Death Race for Love, was rushed to a nearby hospital where he was pronounced dead as first reported by TMZ. The Cook County medical examiner confirmed Higgin’s death to the New York Times.

Emergency crews arrived at Midway International Airport around 3:30 A.M. after Higgins experienced an unknown “medical issue”, according to the Chicago Fire Department and the Cook County medical examiner’s office. It was later confirmed by the Chicago Police Department that Higgins suffered a medical emergency shortly after getting off a private jet. An autopsy has yet to be performed, but Higgins reportedly suffered a seizure just seven days after celebrating his 21st birthday.

“A 21-year-old male suffered a medical emergency and was transferred to [Advocate Christ Medical Center] in Oak Lawn where he was pronounced dead,” a rep for the Chicago Police Department told Rolling Stone Magazine. The authorities would not identify the male as the investigation was still pending. No cause of death was provided. In just two years, Juice WRLD was able to make his mark on the music industry, landing three chart-topping albums. After his breakout single, All Girls Are the

Same, he madehis 2018 album debut with Goodbye & Good Riddance, which wowed fans with the unexpected Hot 100 hit Lucid Dreams. Following that he released a collaborative mixtape with fellow rapper, Future. This mixtape, WRLD on Drugs, peaked at Number 2 on album charts. Upon learning of Higgins’ death, fellow musicians took to social media to pay homage to the young talent, who had a very promising career ahead of him. Part 2 - A Quest for Garifuna Visibility in America's Census By Khalil Abdullah/Ethnic Media Services

Gilberto Amaya Washington, D.C. (Ethnic Media Services) - Gilberto Amaya is a descendant of Africans of various tribes captured and transported in the 1700s to St. Vincent and the Grenadines in the Caribbean. Though intended for the harsh yoke of servitude, they ran the ships aground, then escaped inland where they intermarried with the islands' indigenous Carib and Arawak Indians. Their progeny, also referred to as the Black Caribs, are better known today as Garifuna. After wars of resistance against the British, the Garifuna were captured and forcibly shipped to Honduras. Amaya was born there in. An international development consultant who emigrated to the United States in 1989, he proudly identifies himself as Garifuna, and, as proudly, as black and as an Afro Latino. The Hispanic/Latino population's dramatic growth, captured in the U.S. censuses of 2000 and 2010, did not go unnoticed by America's political class. Amaya remembers the raw opportunism and frantic attempts

of the Democratic and Republican parties to tap into what was perceived as a potential source of voters by the Democratic and Republican parties. Likewise, corporations, awakened to an emerging client base and potential consumer market, solicited Spanish language speakers. "I remember the lawyers all over the region where I live in Virginia running around, struggling with their broken Spanish to reach out to the Hispanic population because it [was] growing so fast." According to the Census Bureau, Hispanics in the U.S. are nearing 60 million, more than 18 percent of the population. By 2050, this cohort is projected to rise to approximately 133 million people and will comprise one-third of American residents. Hispanics are "the nation's largest ethnic or racial minority," the Census Bureau reports, and 10 states already have at least one million Hispanic residents. For many Americans, the terms Hispanic and Latino are interchangeable, but for purposes of the census, Hispanic refers primarily to descendants of forebears from Mexico or other polities once under Spanish rule. Latino describes the populations of Central and South America, or Latin America, but includes Brazil, colonized by the Portuguese. How the descendants of the millions of Africans imported into this once New World defined themselves is rarely addressed. In some countries, Amaya explained, those who owned slaves included them in census

responses as an indicator of wealth. After independence, he said, "governments sought to present a whiter face to the world in order to attract European immigrants." The hierarchical color codes denoting mixed blood and status, with "black" at the bottom, were maintained as a social construct, but discarded for purposes of the census. With guidelines set by the Office of Management and Budget (OMB), the U.S. Census Bureau uses a linguistic panacea of sorts. Hispanics and Latinos are not a race, but rather an ethnic group that can be of any race. The bureau notes that, "in 2000 and in 2010, the Some Other Race (SOR) population, which was intended to be a small residual category, was the third largest race group. This was primarily due to Hispanics identifying with any of the OMB race categories. In addition, segments of other populations, such as Afro Caribbean and Middle Eastern or North African populations, did not identify with any of the OMB race categories and identified as SOR." The 2020 census race categories will be the same as in 2010: white; black or Afro Am; American Indian or Alaskan Native; and then as many as 11 boxes to denote Asian. In order for Garifuna to be recognized in the 2020 census, Amaya will have to write Garifuna or Honduran on the form, under the Hispanic origin, and then also check the box for Black or African Am. Presumably, he will be

counted as both. Amaya estimates that, when adding the Afro Latino population to the black/African American one, their combined percentage of the U.S. total is probably closer to 20 percent. Amaya'sinsistenceon raising the visibility of the Afro Latino presence in America elicits discomfort in some quarters. He said he's been accused of being divisive because he points out that the Hispanic/Latino community's diversity has been understated. Amaya's letter to a Census Bureau director addressed "the concern increasingly voiced by millions in the Afro Latino community, a significant growing segment of the Hispanic population in the United States, which doesn't see itself recognized, equitably represented and sharing the benefits -including representation in government, employment services, among others." Locally, Amaya has been working with the District of Columbia's Complete Count Committee to ensure that Afro Latinos make themselves known in the 2020 census. During the Congressional Black Caucus Foundation's annual legislative conference in September, he was a key organizer of a panel, "The Decade of the Diaspora: A Conversation on the Afro Descendant Experience in Latin America," hosted by Rep. Proposed Legislation Will Have Drastic and Debilitating Impact on Communities of Color Several state legislatures have recently proposed laws which are being directed towards what may only be viewed as a mephitic approach to issues as they relate to youthful use of e-cigarettes and vaping. We stress the concept that these proposed legislative acts would, in fact, be antithetical to healthy, robust and productive relationships between law enforcement and those they are sworn to protect as these new laws would presumably provide law enforcement officers with the authority, indeed the responsibility, to stop, interrogate and arrest persons on suspicion of selling or being in possession of untaxed cigarettes. None of these legislative efforts appear to have considered the obvious detrimental impact on communities of color, where the preferred cigarette is menthol, and approximately 80% of all African Americans who do smoke prefer to smoke menthol cigarettes. They as well seem to have totally disregarded the strong recommendations of the 2009 Federal Tobacco Control Act in reaching out to subject matter experts when developing the actual language of their legislation. To date, there has been no known input from law

enforcement experts, and specifically none from members of any of the nearly thirty organizations representing African American and Latino criminal justice practitioners in the Northern United States who are infinitely aware of the devastating impact of adverse law enforcement interaction in communities of color. And we must not forget the deadly result of law enforcement interaction with Eric Garner in New York for exactly what these laws would prohibit-the illicit sale and possession of untaxed cigarettes. We strongly urge members of the community to revert to their roots as civil rights activists and make their voices heard on this issue. And we demand that legislators reconsider their proposals and the obvious consequences it will have on a community that is now, again, being adversely targeted. “Holiday Spending Done Right” By: Robbin Narike Preciado, Union Bank Regional President for Southern California

Robbin Narike Preciado The holidays are here and it’s a time when many of us tend to over-spend. In fact, Union Bank recently revealed findings of a national survey that uncovered some interesting spending habits among consumers a cross- section of generations, from Gen Z to Baby Boomers. The survey revealed the following: Three in 10 people in the U.S. admit to spending more money than they should just to impress family and friends. Two out of three U.S. consumers will give themselves a budget, however it will still take 33 percent of people six months to pay off credit card debt they incur during the

holidays. One in five Gen Zers plans to spend big bucks on Mom and themselves, possibly adding up to over $500 spent on the two gifts. Four in 10 respondents admit they feel pressure to spend on people they don’t want to, a number that’s even higher among Millennials (56 percent). Many respondents said they’re as likely to buy gifts for their pets as they are for Grandma and Grandpa, while grandparents prioritize their grandkids, with 96 percent planning to give them gifts. Relationships are lacking communication during the

holidays, with half of those in relationships admitting they don’t agree with their significant other about how much to spend on each other. The holidays don’t have to be financially stressful. By applying a few smart practices, the season can be enjoyed the way it was intended, spending quality time with family and friends. Here are some suggestions to stay on track: Remember your goal and remind yourself of this each time you’re considering going over budget. Create a plan. Create a budget and stick to it. Write a list of all the people you want to buy for, and include other related holiday expenses, such as travel costs, hostess gifts, gift wrap, holiday groceries, etc., and make sure to include a dollar amount for each that works for your wallet. It’s OK to use your credit cards for holiday purchases, but make sure you have a plan to pay them off promptly to avoid paying interest on those expenses. Scale back your shopping list. For larger families, groups of friends or even co-workers, suggest a Secret Santa or White Elephant gift exchange to reduce the need to buy a gift for everyone in the group. Be transparent. Be honest with your friends and family about what’s feasible within

your finances. Putting your savings at stake for an annual gift – whether it’s for someone you want to give one to or not – is not necessarily worth the risk. The bottom line is that establishing a budget and sticking to it will prevent you from having a financial holiday hangover that can persist well into the new year. Remember, the holidays are not just about expensive presents, consider giving the gift of being present and in the moment. Bishop Daniel Frazier who has been a resident of San Bernardino, California for 40 plus years is celebrating 65 Year in ministry and his 70 Birthday. He was born December 23, 1949 to Bishop Horace and Mattie Frazier in Ypsilanti, Michigan. He started preaching at the tender age of five under the tutelage of his dad and grandpa, Reverend Dempsey Taylor, both of whom have passed. Bishop Frazier attended Mt. Vernon Elementary, Franklin Junior and San Bernardino High School where he graduated with high honors. He has served in numerous positions in the church and served as State School Superintendent, State Youth President, and executive board member to several bishop. In 2010 Bishop was consecrated to the Bishopric. He has established two churches and now serve as senior pastor of Due Season Fellowship ministry in San Bernardino. In 1984 Bishop Frazier was elected to serve as City Councilman of the city of San Bernardino where he was able to stop closer of three library’s, the closer of Delmann Heights Park and the closer of San Bernardino Hospi-

(LOS ANGELES, CA) – Three SoCal families with children who are currently undergoing medical treatment at Loma Linda University Children’s Hospital will receive keys to newly restored vehicles as part of a statewide “12 Cars of Christmas” car giveaway program from Caliber Collision and GEICO. Additional cars are also being presented in San Diego, Silicon Valley and Sacramento this holiday season. The GEICO-donated cars were refurbished by technicians at Caliber Collision Centers who volunteered their personal time to provide families in need with reliable transportation. Elantra and a 2015 Toyota Camry, each fully loaded with a trunkful of surprise gifts for the children. Fantasia Opens Up About Suicide Attempt ‘I Didn’t Have Any Fight In ME” Community News

Fantasia rose to fame after winning American Idol, but the road to success wasn’t always a smooth one. She had issues with her music label, was a teenage single mother, had financial struggles, real drama in her love life, and all of it was well-documented. In August 2010, Fantasia overdosed on a sleep aid and aspirin. After the incident, she revealed that she wanted to die. “I didn’t have any fight in me. I didn’t care about anything. I just wanted out,” she confessed at the time. “I was tired of people doing me wrong, constantly, over and over again…My head was hurting me. I was over it.” Almost a decade after the incident, Fantasia revealed on the talk show The Real, that she now has a very strong foundation with God. Law Enforcement Groups Condemn Irresponsible Statement by New York State Assemblywoman Rodneyse Bichotte on the Impact of a Menthol Cigarette Ban Political/GovernmentNews

Giving police officers a reason to detain and engage black smokers to find out where they purchased their menthol cigarettes could lead to encounters that are likely to escalate to the unnecessary use of force and arrests. (Photo: iStockphoto / NNPA) New York, NY – The leaders of several influential law enforcement groups joined to condemn comments made last week by Assemblywoman Rodneyse Bichotte who represents Brooklyn’s 42nd Assembly District. Ms. Bichotte made several irresponsible and inaccurate statements that downplayed the impacts that a menthol cigarette ban would have in New York’s communities of color. During a press conference last week on the steps of City Hall supporting a menthol cigarette ban, Assemblywoman Bichotte stated: “The City Council legislation does not make the purchase or the sale of menthol cigarettes a criminal offense…No one will get arrested if found in possession of menthol cigarettes…No one with possession, even if found with boxes in their car, will get arrested.” Assemblywoman Bichotte sent the message that New York’s illicit market is open for more business. A menthol ban would fuel the growth of the illicit market

and lead to more unnecessary police encounters in our streets. New York City is already home to one of the most policed illicit cigarette markets in the nation. Banning menthol products, which the majority of black tobacco users prefer, would create a new illicit market and fuel more illegal activity. Regardless of where the legislation comes from, it will be police who have to enforce it, and police do not need another reason to engage with communities of color. Good policing is founded on trusting relationships with our communities, and those relationships cannot be forged when police enforce minor infractions like selling menthol products. The Assemblywoman’s claim that no one will be arrested is just plain false. Giving police officers a reason to detain and engage black smokers to find out where they purchased their menthol cigarettes could lead to encounters that are likely to escalate to the unnecessary use of force and arrests. The leaders of Law Enforcement

Action Partnership, the National Association of Black Law Enforcement Officers, The Grand Council of Guardians, and the National Organization of Black Law Enforcement Executives/ New Jersey spoke out to challenge the Assemblywoman’s irresponsible remarks: “As our distinguished assemblywoman no doubt realizes, the selling of menthol or any cigarettes by an unlicensed, unregulated individual is already illegal. The death of Eric Garner while in police custody after his arrest for selling loose cigarettes should have been enough to drive that point home to all of us,” said Major Neill Franklin (Ret.), Executive Director, Law Enforcement Action Partnership (LEAP). Lt. Charles Wilson (Ret.), National Chairperson, National Association of Black Law Enforcement Officers (NABLEO), said, “To date, there has been no known input about menthol bans from law enforcement experts, and specifically none from members of any of the nearly thirty organizations representing African American and Latino criminal justice practitioners, who are infinitely aware of the devastating impact of adverse law enforcement interaction in communities of color.” Charles Billups, National Chairperson, The Grand Council of Guardians (GCGNY), stated, “These new laws would provide law enforcement officers with the authority, indeed the responsibility, to stop, interrogate and arrest persons on suspicion of selling or being in possession of untaxed cigarettes for distribution.” Commissioner Jiles Ship, president, National Organization

of Black Law Enforcement Executives/New Jersey (NOBLE), said, “We urge Councilwoman Bichotte and her colleagues to listen to law enforcement experts and reconsider their proposals and the obvious consequences they will have on communities of color, that are now, again, being adversely targeted with a menthol ban.” Those who purport that possession and use will not be criminal must be reminded that possession and drinking of alcohol during prohibition was not criminal. It was only illegal to manufacture, transport and sell booze but the resulting 13 years of mayhem led to repeal of the law. Marijuana has been decriminalized in New York since the ‘70s, but it didn’t prevent the police from targeting black and brown people for marijuana possession resulting in tens of thousands being arrested over just a few years, hence, “Stop and Frisk.” The National Organization of Black Law Enforcement Executives (NOBLE), Grand Council of Guardians (GCGNY), National Association of Black Law Enforcement Officers (NABLEO), and, of course, the organization I represent, Law Enforcement Action Partnership (LEAP), have stated countless times that a ban on menthol cigarettes will have unintended consequences, especially for African Americans and other marginalized communities. New Alzheimer’s Drug May Slow The Progression Of Disease! Health News

In the United States, Blacks account for twenty percent of those diagnosed with Alzheimer’s disease and are twice as likely to develop the disease than Caucasians. Alzheimer’s is the 6th leading cause of death for Americans and the 4th leading cause of death for older African Americans. There are mixed opinions surrounding the experimental drug, Aducanumab, that was developed to slow the mental decline of Alzheimer’s disease. While some are excited about the new drug, others are questioning whether the drug is all it claims to be. Aducanumab was developed to

aid the body with breaking down harmful plaques or protein clumps that form in the brains of Alzheimer ’s patients. These plaques inhibit neurons from connecting and cause disruptions with memory, speech, reasoning, and loss of brain function. Alzheimer ’s drugs that are currently available ease the symptoms of the disease, but fail to slow down the loss of brain function. Earlier this year, developers brought studies for Aducanumab to a screeching halt because the drug seemed tonot be working. Recently, however, a company has presented new results that could explain why the first study

was unsuccessful and the latest study is a success. In October, developers started a new study and the results indicated that the experimental drug was effective when administered at a higher dose. At a recent Alzheimer’s conference in San Diego, these findings were convincing for some. On the other hand, others remained uncertain if the drug has the evidence to win the approval of the U.S Food and Drug Administration (USDA). Dr. David Knopman from the Mayo Clinic stated, “I don’t see how you can conclude anything other than that another trial needs to be done.” Dr. Knopman sits on

the Food and Drug Administration (FDA) panel, but he will not participate in the review of Aducanumab due to his involvement with one of the studies. While Laurie Ryan, a dementia scientist at the National Institute on Aging agrees with Dr. Knopman, Dr. Paul Aisen disagrees. Dr. Aisen is a dementia specialist from the University of Southern California. Dr. Aisen said that overall, the results were “consistent and positive” to be beneficial at a high dose. As can you see, the conclusions most certainly lie at opposite ends of the spectrum. If this drug is truly effective, it could drastically change the lives of more than 5 million people with Alzheimer’s disease in the United States. Sickle cell disease is one of the most common inherited blood disorders, affecting about 100,000 Americans, most of them black, and about 300 million people worldwide. Just last month, the U.S. Food and Drug Administration (FDA) approved Novartis’ new treatment, Adakveo (crizanlizumab), to decrease the frequency of pain crises, or vasoocclusive crises (VOCs), in adults and children age 16 years and older with sickle cell disease. This approval, two months ahead of its scheduled decision date, has granted Novartis space to boast its impressive analysis for patient hospitalization frequency. Adakveo was able to win over the FDA’s approval with data generated in a study that shows the drug could reduce the number of VOC hospitalizations by 40%. VOCs or pain crises are the periodic episodes during which red blood cells stick together, blocking blood from reaching organs and small blood vessels. This causes intense pain and cumulative organ damage that shortens the lives of people with the disease. “The duration and severity of these pain crises worsens with aging. Often patients die during one of these crises,” said Dr. Biree Andemariam, chief medical officer of the Sickle Cell Disease Association of America. Ameet Mallik, the Novartis’ head of U.S. oncology and blood disorders stated that VOCs send U.S. patients to emergency departments about 200,000 times per year. About 85% are hospitalized for days to a week, running up big bills. The study showed Adakveo improved the proportion of patients who weren’t hospitalized at all. About 50% of the patients taking the drug never went to the hospital compared to about 30% of participants who were on placebo. This information was presented by Novartis at the American Society of Hematology annual meeting this past Sunday. “We wanted to dig further” into the “numerically interesting results” turned up in the company’s phase 2 Sustain Trial and“all the data cuts point in the same direction,” Andrew Cavey, who leads Novartis’ benign hematology development programs.“The next phase of work is we need to generate more

Novartis indicates it expects to make the therapy available in the coming weeks. Sickle cell disease is a genetic condition that affects the body’s red blood cells. It occurs when a child receives two sickle cell genes—one from each parent. In someone living with this disease, the red blood cells become hard and sticky and look like a C-shaped farm tool called a “sickle”. This can lead to acute pain episodes called VOCs, in addition to life-threatening complications. Those lifethreatening conditions include stroke, vision loss, blood clots in the lungs, and infections. It is estimated that:

The approval was based on the results of the 52-week SUSTAIN trial. The trial showed that Adakveo lowered the median annual rate of VOCs to 1.63 compared to 2.98 for the placebo group, a reduction of 45%. “The approval of Adakveo marks a new era in the treatment of sickle cell disease, a genetic condition that places an extraordinary burden of unpredictable pain crises on patients and their families,” said Susanne Schaffert, president of Novartis Oncology. “The stories we have heard from patients about their sickle cell pain crises are devastating. We are pleased to help reimagine medicine together with the sickle cell community and offer new hope for fewer VOCs.” Sickle cell disease affects about 100,000 people in the U.S., according to the U.S. Centers for Disease Control andPrevention (CDC). A 2009 study published in the journal Pediatric Blood and Cancer noted that in 2005, sickle disease cost an average of $11,702 for children under Medicaid and $14,772 for patients with employer-sponsored insurance. The projected cost of the drug is $2,357 per vial, which the expected dosage of three or four vials per month coming to $7,071 or $9,428 per month. It is prescribed based on weight. Stacey Abrams to executive produce CBS drama By Atlanta Voice Political powerhouse Stacey Abrams is stepping into the entertainment industry. According to The Hollywood Reporter, Abrams has inked a deal with CBS to executive produce a show based on a novel she wrote. Abrams is getting into television. The former Georgia lawmaker and voting-rights advocate will executive produce a drama in development at CBS The book—titled Never Tell— was released under Abrams’ alias Selena Montgomery. The novel, which made its debut 15 years ago, follows the journey of criminal psychologist Dr. Erin Abbott. While investigating the whereabouts of a serial killer in New Orleans, she crosses paths with a local journalist and they end up forming a relationship. Talicia Raggs will serve as the writer for the project. Abrams will executive produce the project alongside Denise Di Novi and Nina Tassler. Abrams—who served in the Georgia House of Representatives and as minority leader—is very passionate about writing. She has penned eight novels.

Local Responder Attends Homeland USDA Invests $8.1 Million in Rural Security Training Local/National News Broadband for South Carolina Emergency Responder Janelle Aguilera Ringer, from Loma Linda University Health, recently completed training offered by the Center for Domestic Preparedness (CDP), in Anniston, Ala. The CDP is operated by the United States Department of Homeland Security’s Federal Emergency Management Agency and is the only federally-chartered Weapons of Mass Destruction (WMD) training facility in the nation. Aguilera Ringer was one of only 14 participants who completed training, leading the disaster drill as the public information officer (PIO), which is one of her current roles at Loma Linda University Health. “The training pushes you to think outside the box,” she said. “The experience prepared me to serve San Bernardino County in times of crisis by providing effective communications to my community.” San Bernardino is the largest county in the lower 48 of the United States, making it larger than Switzerland. In such a large area, disasters can be common. In fact, the largest earthquakes in the 1990s in California started in San Bernardino. Public information is a vital function in disaster operations that contributes greatly to saving lives and protecting property. The CDP training provided PIOs from a variety of fields with the opportunity to learn and practice the tasks of gathering, verifying, coordinating and disseminating public information. The Department of Aging and Adult Services (DAAS) is recruiting volunteer advocates who will be trained and certified to investigate and monitor longterm care facilities and resolve complaints on behalf of residents of skilled nursing and assisted living facilities. Ombudsmen investigate reports of abuse, neglect or mistreatment of individuals in long-term care facilities. They also monitor nursing homes and board and care facilities regularly to ensure residents understand their rights and other free services available to them. HUGER, S.C., Dec. 9, 2019 – Today, U.S. Department of Agriculture (USDA) Under Secretary for Natural Resources and Environment Jim Hubbard announced USDA has invested $8.1 million in high-speed broadband infrastructure that will create or improve e-Connectivity for more than 3,780 homes in rural South Carolina. This is one of many funding announcements in the first round of USDA’s ReConnect Pilot Program investments. “Rural America needs robust modern broadband infrastructure to thrive,” Hubbard said. “The critical funding we’ve announced today will be used to improve internet speeds for hospitals, public safety and schools, and it will provide new opportunities for economic growth.” Home Telecom will use $8.1 million in ReConnect grant funding to deploy 96 miles of fiber-optic cable in unserved areas of Charleston and Berkeley counties in South Carolina. This investment is anticipated to reach 3,780 rural households, 23 farms, 19 businesses, 19 educational facilities and eight fire stations. Background: In March 2018, Congress provided $600 million to USDA to expand broadband infrastructure and services in rural America. On Dec. 13, 2018, Secretary Perdue announced the rules of the program, called “ReConnect,” including how the loans and grants will be awarded to help build broadband infrastructure in rural America. USDA received 146 applications between May 31,

2019, and July 12, 2019, requesting $1.4 billion in funding across all three ReConnect Program funding products: 100 percent loan, 100 percent grant, and loan-grant combinations. USDA is reviewing applications and announcing approved projects on a rolling basis. Additional investments in all three categories will be made in the coming weeks. These grants, loans and combination funds enable the federal government to partner with the private sector and rural communities to build modern broadband infrastructure in areas with insufficient internet service. Insufficient service is defined as connection speeds of less than 10 megabits per second (Mbps) download and 1 Mbps upload. In April 2017, President Donald J. Trump established the Interagency Task Force on Agriculture and Rural Prosperity to identify legislative, regulatory, and policy changes that could promote agriculture and prosperity in rural communities. In January 2018, Secretary Perdue presented the Task Force’s findings to President Trump. These findings included 31 recommendations to align the federal government with state, local and tribal governments to take advantage of opportunities that exist in rural America. Increasing investments in rural infrastructure is a key recommendation of the task force. This trip will be documented as part of a new YouTube Original special, “Creators for Change with Michelle Obama: Girls’ Education.” The group met with girls benefiting from an education program of Room to Read, a nonprofit organization working with the Girls Opportunity Alliance to support adolescent girls education in Vietnam. YouTube will also send creators to India and Namibia to profile other girls education efforts supported by the Girls Opportunity Alliance and share the stories of adolescent girls around the world who are overcoming adversity to pursue their education. State Superintendent Tony Thurmond Announces California High School Students for the 2020 U.S. Senate Youth Program Local/National News SACRAMENTO—State Superintendent of Public Instruction Tony Thurmond today announced two outstanding high school students to represent California in the 58th annual United States Senate Youth Program (USSYP), sponsored by the William Randolph Hearst Foundation. Violet Wang of Petaluma (Sonoma County), a senior at Casa Grande High School in Petaluma City Schools, and Arushi Avachat of Pleasanton (Alameda County), a senior at Foothill High School in the Pleasanton Unified School District, were selected for this highly competitive program for their remarkable leadership qualities, scholastic achievement, and strong commitment to their schools and communities. “These students have demonstrated exceptional leadership. I am impressed and inspired by what they have already accomplished in their young lives,” Thurmond said. “They have a strong passion for public service and activism and desire to make a difference in the lives of others. I am confident that they will make the most of this opportunity, continuing to make positive contributions, and be excellent representatives for California.” Thurmond also named two alternates in the event that one or both of the delegates are unable to attend. To qualify for the program, high school juniors or seniors must be actively serving in an elected or appointed leadership position in which they are representing a constituency in organizations related to student government, education, public affairs, and/or community service as well as express an interest in pursuing a career in public service. A selection committee from the California Department of Education (CDE) reviews eligible nominees, and the awardees are selected based on the quality of their application, demonstrated leadership abilities, academic achievement, involvement in school and community activities, extracurricular activities, and commitment to public service. The USSYP provides a yearly opportunity for selected students to gain an in-depth view of the Senate and the federal government overall as well as a deeper understanding of the interrelationship of the legislative, judicial, and executive branches, according to the national USSYP website. The program provides a foundation of knowledge and encouragement for those considering a future in public service on the local, state, or national level. Two student leaders from each state, the District of Columbia, and the Department of Defense Education Activity each receive a $10,000 scholarship and attend a one-week all-expenses paid trip to Washington, D.C. from March 7–14, 2020. But Union is no stranger to speaking up. The 47-year-old actress was a vocal leader at the start of the… viral #MeToo movement. She has long advocated for survivors of sexual violence and for equality for women and the LGBTQ communities. The actress, who also stars in the TV police drama “L.A.’s Finest,” continues to fight for what she feels is right including single mothers, infertility and more. This isn’t the first time the NBC show has faced criticism for its handling of issues related to race. Former AGT host Nick Cannon left the series in 2017 after he said the network threatened to fire him over telling a joke that used the n-word in a stand-up comedy special.

The Christian life is an active life, it is a life of service...it is a life that requires attentiveness, alertness and labor! But some of you have gone to sleep! Your work for the Lord is idle, your support for the church is waning, your love for others has grown cold, your heart has grown hard, your Christian progress is stagnant and your adversary is planning an attack. And you are sleeping through it all! Your home is being destroyed, your children are rebellious, your family is falling apart and your are asleep! Communities are crumbling, neighbors are hurting, friends are suffering, and the church is asleep! Society is in a deplorable condition and getting worse. Wickedness abounds, sin is accepted,

Jesus is rejected, evil is celebrated, and God is blasphemed. All because the church has been asleep for too long. Wake up! Wake up from your slumber! We can’t blame these problems on the world, we can’t blame the government, we can’t even blame the devil! The problem is that too many Christians are asleep. And God is calling us to wake from our slumber! Wake up! The hour is late the night is far spent, and the day is at hand. Therefore. I tell you, it’s imperative that we awake from our slumber. For life is short, eternity is too long, souls are too precious, and proclaiming the Gospel is too important for us to sleep through it all. Jesus is coming soon. What we are going to do for Him we better do quickly. Paul said in Romans 13:11 ‘And that, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed.” ...Therefore do not be unwise, but understand what the will of the Lord is...Ephesians 4:14-18. Waiting for the Bloom Katie Adams Justice and Peace Policy Fellow Last year for Christmas, my parents got an amaryllis plant. If you’ve never seen amaryllis bulbs, they’re not that promising; in fact, they’re pretty ugly. The bulb arrives with instructions: bury it in soil until just the tip shows, and then water it. When I left after the holidays to return to life in D.C., after helping my mom plant the bulb, their amaryllis plant was just a pot, some dirt, and the barest tip of the bulb peeping out. About a month later, I got a text from my mom. The plant had bloomed: a tall, cheerful red flower. The idea that this plant, which at first appeared barren and lonely, eventually bloomed took root within me (pun intended). I’m not sure what bulb you’ve got right now, or what you’re holding. Advent is one of those times when we weave in and out of hope and longing, a season when the edges of all that we feel become a little more frayed. Whether it is a reminder of those no longer with us, dreams unfulfilled, promises of a world yet to be, grief over the turmoil of the world—all of these crowd our Advent, jostling with each other for space, right when we’re supposed to be making room for joy

and peace and hope. For many people I know, the rhythms of Advent— waiting and hoping, wonder and mystery—speak to a joy that we’re not yet ready to receive. It is a rehearsal for a joy that we are uncertain will ever come. I wish my easy metaphor of the amaryllis blooming out of what looked to be barren existence transferred so easily to the heartaches of life. I wish I could say with certainty that with a little care and little time a beautiful flower will bloom. But what I can say with certainty is that, as an Advent people, we are called to look to the barren places of our lives and the world around us and nurture them. We are called to hold fast to hope even as we sit with and hold the turmoil and brokenness of the world. Throughout history, the amaryllis has been a symbol of strength, determination, and radiant beauty. As we look to the Christ child, may the hope of beauty and joy yet to spring forth within you—like the bare bulb of the amaryllis—be nurtured and bring you solace. And may the community of faith hold you tight until then.
