Photo by John Nowak/CNN/UPI | License Photo Aug. 6 (UPI) -- Democratic presidential candidate Pete Buttigieg laid out a plan Tuesday to fight and prevent domestic terrorism, like the type that emerged in Texas and Ohio last weekend and killed more than 30 people. Buttigieg's plan provides more resources to law enforcement, tracks hate groups and reforms federal gun control. A former Navy Reserve intelligence officer, Buttigieg proposes enforcing universal background checks for gun sales, banning assault weapons and high-capacity magazines and establishing a nationwide gun licensing system. He identified three major needs -- fighting radicalization, stopping the spread of extremism online
and making sure firearms don't fall into the "wrong hands." "Weapons like the one I carried in Afghanistan have no place on our streets or in our schools -least of all in the hands of white nationalists," Buttigieg wrote. "I want to be able to look back on this moment and tell my children that we brought people together to deliver gun safety. I want my children to be able to to the mall with their grandmother, or to school, or to the movies, without living in fear." "Enough," he added. Buttigieg's plan would end the Senate filibuster, a procedural tactic that makes it more difficult for the minority party to block a bill.
The South Bend, Ind., mayor has criticized the Senate for taking its summer recess after the shooting attacks in El Paso, Texas, and Dayton, Ohio last weekend and Gilroy, Calif., the weekend before. More than 30 people died in all three attacks "After foreign terrorist attacks, airport travelers have to take off their shoes," Buttigieg said of changes made to the airline industry after the Sept. 11, 2001, attacks. "After three mass shootings in a single week, Congress takes off for recess." Buttigieg joined the chorus of calls demanding federal lawmakers do something to change the culture of violence. "They talk about change, but it remains easier to buy weapons of
war than a bottle of beer," he said. "They condemn the acts of lone individuals, but are too embarrassed or evasive to confront the hateful ideology that spurs so many to act -- because an unrestrained gun lobby and racial division serves so many of their political interests." The plan proposes dedicating $1 billion to "prevent and combat radicalization and violent extremism" -- and cited funding cuts by the Trump administration that had been allocated to the Homeland Security Department to fight white nationalism. Democrats have called on Senate Republican leader Mitch McConnell to reconvene the Senate for an emergency session, but the Kentucky Republican answered by saying there's no rush to act. Emma Shaw 107th Birthday Celebration Community News
On Saturday, August 10, 2019, in San Bernardino the Shaw family will gather together to celebrate the 107th birthday of the family matriarch, Emma Shaw. The celebration will be held at the Akoma Unity Center in Anne Shirrells Park from 2 p.m. – 6 p.m. It is being sponsored by Akoma Community, Greenwood Bail Bonds, the Westside Action Group (WAG) and the Shaw Family Foundation. Emma was the 2nd born to James and Gertrude Armstrong on August 9, 1912 in Tallulah, Louisiana. Emma was raised by her aunt and uncle and attended Madison Parish Training School. Emma was not able to complete school because the family needed her to help in the cotton fields. At the tender age of 15 she met the love of her life, George Bernard Shaw. Emma and George were married on February 6, 1929 and to this union God blessed them with 13 children; six sons, five daughters and two children who died at birth. Six of their children; Cleveland, Luretha, Johnny B, Joyce, Wiley and Mary were born in Tallulah. Emma and George were married for 62 years until he passed away. In 1942 George saw potential for advancement by moving his family from Louisiana to Las Vegas, Nevada. While in Las Vegas, Emma was an employee at the El Rancho and Frontier hotels. Emma gave birth to Donell and Ronell before leaving Nevada in 1944.
Shaw Family Matriarch, Emma Shaw As times began to change, George had the foresight again to relocate his family to San Bernardino, California in 1944. Emma began working in private homes as a maid. She then found new employment at Norton Air Force Base. After leaving Norton, Emma began doing seasonal work at the National Orange Show. Once the seasonal work was done, Emma found employment in Palm Springs where she worked for 16
years. While in California Barbara, Vernon and Valerie were born. Though their resources were limited, that did not prevent Emma from sharing with those who were even less fortunate whenever they stopped by. She is an excellent cook and is known for her homemade biscuits, fried chicken and her peach cobbler. Emma joined New Hope Missionary Baptist Church under the leadership of Reverend David
Campbell. After the passing of Reverend Campbell, Mother Shaw changed her membership to Greater New Jerusalem Church of God in Christ, which was then under the leadership of Elder Herbert C. Pugh. Mother Shaw grew spiritually at Greater New Jerusalem where she became the Church Mother. She served as Church Mother for over 40 years and in recognition for this service Mother Shaw was appointed Church Mother Emeritus. Everyone who knows Mother Shaw has heard her testimony and can repeat it verbatim as she starts to say…”Early one Saturday morning I was in my bathroom when I heard a loud voice saying, ‘Be ready, I’m on My way back’…” and from that time to this day, Mother Emma tells everyone that she encounters to be ready, the Lord is on His way back. Emma Shaw is a local legend, living to celebrate her 107th year of life here on this earth. She is still so full of wisdom, discernment, encouragement and honesty. She has a no nonsense attitude when ‘stuff ain’t right’, and she will speak her mind and let you know. When you hear ‘now looka here’, you know something of importance is about to follow. The matriarch of six generations Emma has 6 living children, and well over 300 grandchildren, great grandchildren, great great grandchildren and great great great grandchildren.

Circular Firing Squad and the Makings of a Political Circus… WVWD Whistleblowers, Campaign Contributors, Quid Pro Quos, Unqualified Candidates, Satate Audit and Threats of Murder Gail Fry | Contributor As auditors from the State Controller’s office arrived to conduct a financial audit at the West Valley Water District, Director Greg Young told The Voice/Black Voice News its recent vote to appoint Jeremiah Brosowske as an assistant general manager was the result of a “corrupt political deal.” At its May 16, 2019 meeting Jeremiah Brosowske, a Councilman for the City of Hesperia, was appointed under a cloud of controversy by a three to two vote over director Greg Young’s objections. Board President Dr. Michael Taylor motioned to approve Brosowke’s appointment with director Kyle Crowther seconding the motion while G. Young objected explaining Brosowske did not meet the minimum qualifications for the position of assistant manager based on WVWD’s own policies and internal job description. Director Olinger reasoned Brosowske would be an at-will employee and assured he would take a close look at Brosowske once he was on the job. WVWD’s job description for general manager calls for minimum qualifications that include a combination of education, training and experience. It also calls for a bachelor ’s degree from an accredited college or university in business administration, public administration, civil engineering or a closely related field and a minimum of ten experience in progressively responsible professional water utility administration at the managerial level. It also states that eight years of additional qualifying experience may be substituted for the required education, on a “two for one” basis. Accredited colleges or universities are those accredited by accreditation agencies recognized by the United States Department of Education for postsecondary institutions and programs. At its May 16 meeting, Rialto Resident Don Griggs, speaking on behalf of Mr. Hardy Brown, Publisher Emeritus the IE Voice/ Black Voice News, spoke of a pattern of political appointments and insufficient vetting leading to unqualified personnel being appointed. As President of the West Valley Water District Ratepayers Association Griggs reminded the board of their responsibility to the public. When the vote was called
President Dr. Michael Taylor, Vice President Kyle Crowther, and Director Don Olinger, voted in favor while Director Greg Young, and Director Dr. Clifford O. Young, Sr., voted against. In response to a public records request by The Voice/Black Voice News, WVWD provided a total of five resumes submitted by individuals vying for consideration to fill the open position of assistant general manager. The five resumes revealed three of the applicants had bachelor’s degrees from accredited colleges/ universities in “business administration, public administration, civil engineering or a closely related field.” One applicant had a bachelor’s degree from a college with an accreditation from a unrecognized accreditation agency, while Brosowske had a Bachelor’s degree in Science, Policy & Economics from an accredited college or university, however it was not in the qualified field. One applicant not chosen for the position had a Master of Science degree in environmental engineering from California State Polytechnic University and bachelor’s degree in mechanical engineering, 20-years’ experience in the water/wastewater industry, management experience, is a registered professional engineer and possessed state certificates for water distribution operator and water treatment operator. Four out of the five applicants met the requirement of having over ten years’ managerial experience at a responsible professional water utility administration. Additionally, all four of the applicants had state licenses in either drinking water or wastewater. Comparatively, Brosowske has no managerial experience at a responsible professional water utility administration, no experience in the water industry, and no state licenses related to water. Brosowske’s resume indicated he had previously worked for San Bernardino County Supervisor Curt Hagman as a policy advisor (continued on page 3)

School Segregation Worsens for Latino Children Compared with a Generation Ago By the American Educational Research Association.
Latino children are likely to enter elementary schools this year with fewer white peers than a generation ago, judging by data reported in a new study recently published in Educa-tional Researcher, a peer-re-viewed journal of the American Educational Research Associa-tion. However, as racial segre-gation has intensified, low-income students of all racial groups are likely to learn beside more middleclass pupils than before. In 1998, on average, the nation’s Latino children at-tended elementary schools in which nearly 40 percent of their schoolmates were white. By 2010, that percentage fell to just 30 percent nationwide, accord-ing to the study by researchers from the University of Califor-nia, Berkeley; the University of Maryland; and the University of California, Irvine. Overall, Latino children today make up more than one quarter of the 35.5 million students attending elementary schools. Yet the researchers also found that low-income chil-dren, regardless of their race or ethnicity, increasingly at-tend schools with middle-class peers, a development that ben-efits Black and Asian-heritage students as well as Latinos. “Set amidst high levels of racial segregation, the widen-ing economic integration of students offers an unexpected surprise,” said study coauthor Bruce Fuller, a sociologist at the University of California, Berkeley. The scholars tracked the ra-cial composition of school en-rollments across the nation’s more than 53,000 elementary schools between 1998 and 2015, then verified findings from nationally representative samples of more than 7,200 kindergartners drawn in 1998 and 2010.
The study details trends among elementary school stu-dents between 1998 and 2010. The authors recently supple-mented those findings with national maps and local data through 2015 that detail wide between-district variation in Latino segregation for Califor-nia, New York state, the Upper Midwest, and the Washington, D.C. area. The odds that a randomly chosen poor child would attend school with a middle-class schoolmate climbed between 1998 and 2010, from about 40 percent to 50 percent. That is, about one half of all school-mates a lowincome pupil sees at school are now from a mid-dle-class background. “Prior research has found that the top 5 percent of income earners are moving farther from the rest of us,” said Fuller. “Our study does not address that, but finds increased integration be-tween low- and middle-income elementary school students, es-pecially in suburbs.” The past half-century of re-search generally finds that stu-dents from low-income back-grounds benefit when learning beside middle-class peers. Still, Latino children suffer from severe isolation in large urban school districts, the study shows. In 2010, in the nation’s 10 poorest districts, Latino el-ementary students attended, on average, schools that were just 5 percent white—down from 7 percent white in 1998. This study stems from the Latino Contexts and Early De-velopment Project, based at the University of California, Berkeley, and the University of Maryland, and funded by the Packard and Spencer Founda-tions. Administrators and teachers will find practical steps to help struggling students either at their school as a whole or in small groups, leading to a culture of reading. That culture can transform students. The authors detail learning disabilities and Attention-Deficit/ Hyperactive Disorder, which crosses all races and economic backgrounds; offers resources to service providers; aims to raise money to provide 1,000 teachers with specialized training to become certified academic language therapists or licensed dyslexic therapists or practitioners; and write a service delivery model action plan that includes a buy-in from teachers, administrators, parents and governing boards, and appropriate training for teachers and staff. If 2 out of 3 African American males in prison can’t read and they went to school every day during Kindergarten through second grade, this in itself is a national crisis! By Sentinel News Services The U.S. Commission on Civil Rights says students of color with disabilities are disciplined more harshly than their peers. It urges President Donald Trump’s administration to offer guidance to schools on how to comply with nondiscrimination laws when punishing students. The administration rescinded Obama-era guidance in December, saying states and local school districts are responsible for deciding how to handle discipline. The commission’s report says unevenly applied punishments, especially removing students
from class, make it harder for students to graduate and avoid the so-called school-to-prison pipeline. Tuesday’s report also recommends that Congress provide funding for training and to help states hire more school counselors. The Education Department says Secretary Betsy DeVos has been encouraging local schools to “implement discipline reforms that they believe will foster improved outcomes for their students.” This article originally appeared in The Los Angeles Sentinel.

Two authors with experience in education want to change that and have released a new book to help make that happen. The book was inspired by personal experience. A heartfelt letter kicks off Why Sammy Still Can’t Read: A Service Delivery Model for Creating a Culture of Reading. The letter is written by author Leroy McClure to his brother, Sam, who eventually discovered he had dyslexia and it serves as both an apology and a promise. “Because I now know about different learning styles and learning disabilities, I promise I’ll help students like you receive the proper diagnosis early and create
out because they couldn’t read. The first 3 years of school you learn to read then you read to learn. Our African American boys are forced to learn from the streets when they can’t read. Donnell T. Williams, president, NAREB Washington, DC - August 5, 2019 - During his speech on August 1st at the conclusion of the 72nd Annual NAREB Convention held in Atlantic City, NJ, Donnell T. Williams, newly installed as the 31st president of the National Association of Real Estate Brokers (NAREB) set a bold, yet targeted agenda to increase Black wealth through homeownership with a special focus on reaching the country's millennials. NAREB's national meeting convened just days after the U.S. Census Bureau released its second quarter 2019 homeownership rates which listed the Black homeownership rate at 40.6% the lowest it has been in more than 50 years. In comparison, the non-Hispanic White homeowner rate was 73.1%, representing more than a 30% gap. "Bold, energetic and effective action must be taken to stop this unthinkable slippage in Black wealth. Homeownership and investment in real estate represent the tools Black Americans in general, and millennials in particular can use to build or rebuild their wealth," said Donnell Williams, taking the helm of
NAREB, the nation's oldest minority professional real estate organization. "My plan to reverse the downward slide is to reach the 1.7 million mortgage-ready Black millennials who make over $100,000 annually, but have delayed or not considered homeownership as part of their wealth building strategy," Williams stated. Several initiatives were outlined in Mr. Williams' speech that speak to the millennial demographic. One program in particular drew much applause from the audience when he said, "Our people need to know that you're in violation if you drive a Land Rover and you pay rent to a landlord." The initiative, w w w. h o u s e t h e n a c a r. c o m launches shortly and concentrates its financial focus on attracting millennials and GenX-ers to homebuying or real estate investment opportunities to build sustainable wealth. Mr. Williams emphasized that NAREB's member Realtists must embolden themselves as well as their potential customers. He said, "We must Educate, Empower, and Mobilize ourselves as well as the Black American public. Wealth building through homeownership is indeed possible and we need to make that happen." Mr. Williams is not new to the real estate profession. First licensed as an agent in 1992 serving the Northern New Jersey area, he established his brokerage Destiny Realty in 2001 in Morristown, NJ with a satellite office in Newark, NJ, now one of the largest Black American, independently owned real estate brokerages in the state.
Cameishi Lindley and her son, Bryce Canton, MI — Cameishi Lindley, a mother from Michigan, says she was shocked and disappointed when she learned that her 10-year old son, Bryce, is facing assault charges for allegedly causing injuries to another student while they were playing a school game similar to dodgeball. Last week, Lindley reportedly got a call from Wayne County Juvenile Court saying that her soon-to-be 5th grader son is being charged with aggravated assault in connection to the incident. Lindley argued that the game was similar to dodgeball, except that the ball is thrown in the air. “These kids are basically playing a game we all have played,” Lindley told 7 Action News. In the incident that happened on April 29, while Bryce was playing at Ruth Eriksson Elementary in Canton, an unidentified student was hit in the face with a ball. The student’s mother claims her son is suffering a medical condition that makes head injuries especially dangerous. A police report filed after the incident stated that Bryce intentionally threw the ball at the other student’s face, which caused him a concussion. “He sustained facial tissue damage to his face. He had a black eye and a bruised nose,” the other parent said.
After the incident, Bryce was suspended from school for one day. Lindley thought his son already received proper punishment and it’s over. “I couldn’t believe it,” Lindley said about the charge. “This is a kid that was playing on the playground with his friends.” Meanwhile, the victim’s mother claimed that it wasn’t the first time his son experienced the same incidents at school. She said her son had been targeted before and she reported it mid-April before the recent incident, which she said she can’t let pass anymore. “I tried not to let it get to this point,” the other boy’s mother said. “My son was hit twice in the face with a ball previously due to this. The child apologized to my son and my son said, ‘Mom, it’s OK, we’re still going to be friends.'” Moreover, Lindley believes such incidents could have been solved at the school instead of the court. Lindley also said she and her son weren’t aware of the other boy’s medical condition and added that he should not have been playing a game like that if that’s the case. A pre-trial conference for the case was scheduled in Juvenile Court on August 1. Lindley has set up a Facebook fundraiser to help pay for her son’s legal fees. It has so far raised double the $4,000 goal.

The Paradox of Love: Trump's United States of Hate By Dr. Keith Magee
Dr. Keith Magee America is experiencing the most perilous of times in recent history as the result of its president, Donald Trump. Even though Monday morning he stepped forward to speak against the weekend's hate crimes, it lacks residence because of the hate that has been reverberating since his stance against the Central Park Five, his ascendance in the GOP with the birther inquisition of Barack Obama, and not immediately condemning the chants of "send her back" aimed at four congressional women of Congress for doing their job. It remains jarring how he and the leadership of the GOP lack human decency by caging children at the border and proclaiming that Baltimore is a predominately African-American city where no humans should live. These hateful words are intentional verbal terrorism to inflame his base and continue to label some human beings as unworthy of being in the same race as White Americans. What is equally puzzling is the silence of the White Evangelical church in which 81 percent supports and believes that he has been called by God. These blatant domestic terrorist attacks, being exercised by White supremacists best known as the Ku Klux Klan and the Nazis, are embedded deeply it how they understand God, practice Christianity and see humanity. And, yet, there are other social justice faith leaders who are grappling with this torture and how to convey the message of God's, resulting in a divided gospel. In the New Testament gospel of Mark 12:28-33, a scholar and scribe, out of curiosity, questioned Jesus, 'which out of all the commandments is the most important?' Jesus responds with
two statements. The first is how you are to love the "Lord your God with all your heart, your mind, your soul and your strength." The second one is to" love your neighbor like you love yourself'. The implication is very powerful because what it means is to be authentically a follower of Jesus, means I have to know how to love me before I can love you. I recently had a rather challenging dinner conversation with a young Jewish member of the GOP, who I consider close family. He questioned why continuously refer to this president as "it". He asked, "as a Christian (that believes in the same teaching in the Torah) isn't the fundamental teaching of our faith love? If so, are you not being equally divisive in referring to Donald Trump as an "it" and the GOP as them?" My rapid response was human beings don't spark flames of hatred. They would not find any justification in anyone that assembles to chant Jews will not replace us, say that there were very fine people on both sides, call Mexican's rapists and target Muslims. Those who have a soul would condemn the acrimony so that it wouldn't ignite a fire. The Civil rights movement wasn't driven by policy experts. It was accomplished by people who actually practiced their faith in love. The movement was filled with the love of Imams and Rabbis, Catholic and Orthodox Priest, Unitarians and Muslim, Baptist and Hindus, and Atheist and Quakers. There were Black women frying chicken, White women making cold cut sandwiches, gay men organizing and lesbian women strategizing. They galvanized together to enact laws because there were racist White Americans who lacked civility. The laws had to be created to protect those whom they dehumanized with Jim Crown, the violence of rape and torture of death. The preaching of "whosoever shall smite thee on thy right cheek, turn to him the other also", is no longer applicable in these times. There's no longer the tolerance to mount a non-

Rep. Edolphus Towns In my three decades representing parts of New York City in the House of Representatives, expanding economic opportunities for underserved communities was a top priority. That’s why, after I retired from public service, I joined the Board of World Business Lenders, an alternative business lender that provides desperately needed financing for businesses who want to grow or expand, leading to so many ancillary benefits to their local communities. Unfortunately, not all alternative business lenders are created equal. In an industry that is not regulated, many of them are engaged in predatory practices, preying on the very customers they are committed to serving. Unlike World Business Lenders, which has voluntarily self-regulated by implementing a “best practices” lending program committed to offering fair and transparent loan terms to its borrowers, other alternative business lenders engage in opaque and occasionally destructive behavior that can lead to bankruptcy or worse for their
own customers. A critical tool for these predatory lenders has been the use of our state’s court system to seize the assets of small businesses whether located in New York or in any other state by employing legal instruments called “confessions of judgement.” These lenders have been requiring their small business borrowers, as a condition of receiving any short-term loans from them, to sign confessions of judgement that waive borrowers’ legal rights in any dispute with the lenders. Small business borrowers in other states have no right of notice if their assets are seized in New York under confessions of judgement and may not even realize if a New York judgement has been entered against them until their banks have seized their assets. Alternative business lenders should make every loan transparent for their borrowers by clearly disclosing repayment terms, including interest rates, prepayment charges and by outlining clear payment schedules. Borrowers must be made aware of all fees and costs associated with their loans. Brokers and employees of alternative business lenders should be subject to background checks and continuing education requirements. Yes, there are few who Blacks that are getting passes but I learned early in life that there was no difference between house slaves and those in the field. The white supremacist groups categorically deem them all as subhuman. After I stepped away and reflected on my dinner conversation, I realized that my retort to these times have caused me to depart from the most essential and guiding principle of my faith. With all that the raced baited massacres in El Paso, Texas and Dayton, Ohio by White males ages 21 and 24 in the last 48 hours, I'm wrestling with how do you continue to offer love to those who are responsible for the spillage of your brother's bloodshed on the ground? How do, I, as a social justice intellectual and faith leader provide guidance that teaches how to love those who persecute you, speak all manner of evil against you? How do I lean in to find similarity with those who say that the believe in the same Jesus that many non-White Americans serve? If this gospel can't unite us, especially, in times like this, then what can? Anger and Love have no limits especially when it is seeded in fear and one's misappropriated religion. The scribes were so caught up on the rules, which made up the religion, that they had fallen short on knowing how to have relationship with God, themselves and their neighbor. There is no negating the reality of the fear of a group of White Americans being left in poverty. According to the Center on Budget and Policy Priorities, White people are 52 percent of people lifted from poverty by safety-net programs, while Black people made up less than a quarter of that share. When it comes to receiving Medicaid, Whites make up about 43 percent of recipients, Hispanics about 30
percent, African-Americans 18 percent, with 9 percent identified as other. It is obvious that their concerns are valid. However, it is unfortunate that their anger is misappropriated. It should be directed towards the White men, like Donald Trump, who are more focused on their own wealth than strengthening and providing economic opportunities for these White Americans. When I awakened Sunday morning I learned of the incident in Dayton, Ohio, where I graduated high school. My close group of friends immediately began to check on those who still reside there. We learned of several recent insistences of targeted violence in Dayton. When I learned that one of my sister-friends and her family were literally next door to where the shooting happened, I began to weep because she's family. In our group of five, who have been friends now over 35 years, I'm the only African-American. And, yes, race shows up because we have fluid conversations. However, what has kept our bond with our religious, sexuality and political party difference is love. It was then that I realized that perhaps the answer is larger than what's in the written text and manmade doctrines. The defining moments to overcome hate will be from what is written with love in our hearts. Maybe we can organize a healing, peace and love march with American presidents, Baraka and Michelle Obama standing alongside George W. and Laura Bush? Though they had many differences, they served the Unites States of America honoring a commitment of justice, equality and love for all. Fire restrictions elevated on the San Bernardino National Forest San Bernardino National Forest News SAN BERNARDINO, Calif. — Fire restrictions on the San Bernardino National Forest will be elevated beginning today, Tuesday, August 6, 2019, officials have announced. The changes will include limiting campfires to selected sites, increased restrictions on smoking and the prohibition of welding and other open-flame activities without the proper permits. “The wet winter has provided a very mild fire season on the forest so far, but vegetation is beginning to dry out,” said Jaime Gamboa, fire chief on the San Bernardino

Yet at its May 16, regular meeting President Dr. Michael Taylor, Vice President Kyle Crowther, and Director Don Olinger, voted in favor of approving Brosowske’s employment contract as an assistant general manager with an annual base salary of $189,592 and $62,500 in benefits—totaling more than a quarter million dollars per year. As questions about Brosowske’s appointment continued to haunt WVWD and after review of the applicant’s resumes, The Voice/Black Voice News requested comment from all five WVWD directors as to their reasoning in either voting for or against Brosowske’s appointment as assistant general manager. WVWD Board of Director Greg Young explained, “I voted against Mr. Brosowske because he completely lacked the required experience for the job.” “Additionally, I can tell you that the board never got to meet any other candidates other than Mr. Brosowske,” he continued. According to G. Young, Taylor and Crowther were the only board members who supposedly interviewed other candidates. “They admitted to me that they only spent 20 minutes interviewing Mr. Brosowske,” G. Young confirmed. He concluded, “Mr. Brosowske’s appointment is the ultimate in political paybacks designed to appease Councilman Jesse Armendarez from Fontana, who is the main financial benefactor of Mr. Crowther and a close personal friend of Mr. Brosowske.” An anonymous source close to WVWD described to The Voice/ Black Voice News a similar scenario that the vote to approve Brosowske’s employment contract was in exchange for
future campaign contributions to Crowther. WVWD Board Director Don Olinger voiced, “In retrospect I have added reservations about my vote to support two board colleagues and the general manager in the hiring of Jeremiah Brosowske as AGM.” “My vote was based on the positive information presented by the independent consultant and the interview team,” Olinger justified explaining, “Concerns about Jeremiah expressed by Director Young were disconcerting, but I surmised that they may have been motivated by a rift between two solid Republicans.” Olinger continued, “Negative reports about political cronyism began to surface soon after the hiring. I am trying to fact-check that information given so much spurious internet blogging.” “Yes, the salary package is excessive for the skill, experience and background, but is in line with the other AGM positions,” Olinger reasoned recalling, “As I publicly stated, Mr Brosowske is an ‘at will’ employee and his performance will be fairly monitored.” He further expressed hope Brosowske’s contributions will meet customer expectations. White House drug reform reversal leaves mental health patients pinching pennies By Patrick J. Kennedy The White House just axed a proposal that would have made medicines more affordable for patients living with mental illness. Had the change taken effect, millions of Americans would have found it easier to afford the medicines they need. I've made it my life's mission to help Americans who are battling mental illnesses. While serving in the House of Representatives, I authored and co-sponsored bills to improve treatment of mental health disorders. And I've continued to advocate for these patients since leaving Congress. Each year, millions of Americans confront mental illness. Roughly one in six Americans relies on some form of psychiatric medication. Many patients struggle to afford the medications that keep them healthy. In 2017, nearly half of people battling a mental illness went without treatment, according to the U.S. Substance Abuse and Mental Health Services Administration. Almost half of those patients cited cost as the reason. High out-of-pocket pharmacy bills deserve much of the blame. An analysis published in the Journal of the American Medical Association found that when copays for antidepressants double, patients fill 26 percent fewer prescriptions. The Trump administration's proposed rule would have reduced patients' out-of-pocket costs. Specifically, the rule targeted third-party entities called pharmacy benefit
managers. Insurers hire PBMs to negotiate discounts with pharmaceutical companies. In recent years, PBMs have extracted ever-greater price concessions from drug makers. Total rebates grew from less than $70 billion in 2013 to $160 billion in 2018. PBMs and insurers often use these discounts to reduce premiums. But they rarely use the savings to reduce patients' outof-pocket costs. The president’s reform would have made it illegal for drug makers to give rebates to PBMs in government programs like Medicare and Medicaid, unless the PBMs and insurers used the rebates to reduce out-of-pocket costs. This change would have driven down medical expenses for patients with government health insurance. Medicare beneficiaries were expected to save between $14 billion and $25 billion over the next decade. Unfortunately, now that the Trump administration has withdrawn the rule, these patients will never see those savings. For too many Americans, high out-of-pocket costs impede access to treatment. Abandoning this helpful reform was the wrong move. Patrick J. When families receive adequate information, resources and technical breastfeeding support, they are able to meet their breastfeeding goals and overcome challenges. Breastfeeding women are more likely to breastfeed for longer periods of time with the support of fathers, partners, families, communities and even workplaces. Raising awareness during the month of August is one way WIC shows support in breastfeeding. “WIC staff are trained and skilled to prepare pregnant moms and support new moms with breastfeeding their babies,” said Heather Wellons-Blum, Program Manager for San Bernardino County DPH WIC. “WIC is an excellent resource to turn to for questions, information and, most importantly, support.”
Breastfeeding is a key element to human well-being from the start of life. Major medical organizations recommend breastfeeding exclusively for six months and continued breastfeeding for at least the first year of a child’s life. Breastfeeding protects infants and mothers from a host of conditions and diseases. The longer a mother decides to breastfeed, the more benefits she and her baby receives. Making Progress Against America’s Number One Cancer Killer on World Lung Cancer Day Health News [SAN DIEGO] – (July 31, 2019) – Lung cancer death rates in the U.S. have decreased 11.5 percent since 2013, according to recent data from the Centers for Disease Control and Prevention. For World Lung Cancer Day on August 1, the American Lung Association in California is highlighting recent lung cancer advancements that save more lives. “Even with the decrease in deaths, lung cancer remains the number one cancer killer of both men and women in the U.S. Here in California, it is estimated that 18,990 people will be diagnosed with lung cancer and approximately 10,970 will succumb to the disease in 2019,” said Allison Hickey, Executive Vice President for the American Lung Association in California. “However, we are making huge strides in our fight against lung cancer and the decrease in lung cancer deaths motivates us to continue our efforts.”

Investments in Research Awareness Through its LUNG FORCE initiative, the Lung Association raises awareness about lung cancer in both women and men. In the most recent Lung Health Barometer survey, the organization saw positive increases in their efforts to raise awareness about the disease. Since the inception of the Lung Health Barometer, women have become eight percentage points more likely to speak to their doctor about lung cancer (26 percent in 2017 vs. 18 percent in 2014). However, there is more work to do as only three percent of women cite lung cancer as a top-of-mind health concern.

"Babe" the pig could save the lives of human babies By Matthew R. Bailey More than 100,000 Americans are on waitlists for organ transplants. Many will die before the organ they need becomes available. Those deaths may soon be avoidable. A team of researchers in Japan just announced that it had successfully grown mice kidneys inside rats using only a small collection of stem cells. Researchers noted, "This approach could be used to generate human stem-cell-derived organs in livestock." In other words, scientists could eventually grow human organs in pigs and other mammals -- and then transplant those organs to sick patients. Some fringe activists want to shut such revolutionary research down -- and ban scientists from conducting medical studies in animals. Doing so would effectively tell the hundreds of thousands of people awaiting organ transplants they haven't suffered long enough. Thousands of Americans are alive today thanks to organ transplants. In 2017, surgeons in the United States performed more than 34,000 transplants -including more than 3,200 heart transplants and nearly 19,500 kidney transplants. Without animal research, these operations wouldn't have been possible. Consider the history of the heart transplant. In the mid20th century, researchers employed animals to investigate how to perform a transplant and minimize the chances of organ rejection. In the 1950s, U.S.
surgeon Norman Shumway began performing heart transplants in dogs. Building off his work, Professor Christiaan Barnard practiced transplants in animals for years, and ultimately completed the first human-tohuman transplant in 1967. Animal research continues to influence the field of transplant medicine today. Scientists at the University of Alabama at Birmingham, for example, recently analyzed how blood serum from a human baby interacted with cells from a genetically modified pig. The scientists found no adverse reaction. Based on this experiment, researchers believe babies in need of heart transplants might be able to rely on a pig heart until a human heart is available. Animal research could also make organ transplants safer. It's difficult to determine when a body starts rejecting an organ. In many cases, a biopsy will be normal, and a patient will feel perfectly fine until organ damage is already severe. New research from the Georgia Institute of Technology and Emory University could change that. Using mice, scientists developed a method that makes urine fluorescent when the body starts rejecting an organ. Despite the potential for such research to save and improve lives, critics continue to attack scientists for using animals in research. CEA Governing Board expands policyholder eligibility for seismic retrofit grants Thousands of CEA policyholders eligible to receive $3,000 to strengthen houses as part of CEA’s Brace + Bolt program; receive discounts on earthquake insurance premiums (SACRAMENTO) The California Earthquake Authority (CEA) Governing Board voted unanimously to offer up to a $3,000 retrofit grant, to approximately 30,000 CEA policyholders as part of CEA’s existing Brace + Bolt program. Previously, 12,000 CEA policyholders were eligible to apply for this retrofit grant, launched earlier this year. Beginning July 1, eligible CEA policyholders can receive up to a 25% discount on their CEA earthquake insurance premium when they retrofit their house to modern building codes. Gov. Gavin Newsom, represented by Governor’s Office of Emergency Services Director Mark Ghilarducci; State Insurance Commissioner Ricardo Lara; and State Treasurer Fiona Ma are the three voting members of the CEA Governing Board. “Retrofitting your home is a simple step to take in making your life more disaster resilient and could save you enormous hardship,” said Director Ghilarducci. “Reducing the chance of a house sliding off its foundation during an earthquake, while at the same time lowering the cost of earthquake insurance for the homeowner, is a great outcome.” “Californians face the reality that an earthquake could strike at any moment,” said Commissioner Lara. “Preparation and mitigation will be critical to the millions of Californians living in residences that are not built to withstand a significant quake. This successful retrofitting program will help thousands of CEA policyholders make their homes more secure and their earthquake insurance more affordable.” Expanded eligibility criteria offers relief to CEA policyholders with premium increases Glenn Pomeroy, CEA’s Chief Executive Officer, noted that, starting July 1, 2019, premiums will be lower for about 75% of CEA policyholders, while 25% of CEA policyholders will see a premium increase. Premium increases are a result of a number of rating factors, including recent scientific findings that show increased earthquake risk in certain areas; rising construction costs; and greater recognition of certain construction factors that contribute to damage, such as the type of roof and foundation. “We want to help our most at-risk homeowners reduce their risk, so they can increase the safety of their home while lowering their earthquake insurance premium,” Pomeroy said. The CEA Brace + Bolt program will provide up to $3,000 to 3,500 eligible policyholders who sign up for this program on a firstcome, first-served basis and complete a code-compliant retrofit. If more policyholders sign up, CEA will seek additional funding for the program. “All CEA policyholders benefit when an older insured house is seismically retrofitted,” said Pomeroy. “When we reduce the chance of one of our homes being completely destroyed or badly damaged in an earthquake, we reduce the risk of loss for our entire portfolio. We also reduce the risk of damage to neighboring homes that could be affected if a vulnerable house were to topple off its foundation. Everyone wins.”

Michelle and I grieve with all the families in El Paso and Dayton who endured these latest mass shootings. Even if details are still emerging, there are a few things we already know to be true. First, no other nation on Earth comes close to experiencing the frequency of mass shootings that we see in the United States. No other developed nation tolerates the levels of gun violence that we do. Every time this happens, we're told that tougher gun laws won't stop all murders; that they won't stop every deranged individual from getting a weapon and shooting innocent people in public places. But the evidence shows that they can stop some killings. They can save some families from heartbreak. We are not helpless here. And until all of us stand up and insist on holding public officials accountable for changing our gun laws, these tragedies will keep happening. Second, while the motivations behind these shootings may not yet be fully known, there are indications that the El Paso shooting follows a dangerous trend: troubled individuals who embrace racist ideologies and see themselves obligated to act
violently to preserve white supremacy. Like the followers of ISIS and other foreign terrorist organizations, these individuals may act alone, but they've been radicalized by white nationalist websites that proliferate on the internet. That means that both law enforcement agencies and internet platforms need to come up with better strategies to reduce the influence of these hate groups. But just as important, all of us have to send a clarion call and behave with the values of tolerance and diversity that should be the hallmark of our democracy. We should soundly reject language coming out of the mouths of any of our leaders that feeds a climate of fear and hatred or normalizes racist sentiments; leaders who demonize those who don't look like us, or suggest that other people, including immigrants, threaten our way of life, or refer to other people as subhuman, or imply that America belongs to just one certain type of people. Such language isn't new - it's been at the root of most human tragedy throughout history, here in America and around the world. It is at the root of slavery and Jim Crow, the Holocaust, the genocide in Rwanda and ethnic cleansing in the Balkans. It has no place in our politics and our public life. And it's time for the overwhelming majority of Americans of good will, of every race and faith and political party, to say as much clearly and unequivocally.
Woodcrest Library Closing For Library Expansion Local/National News RIVERSIDE, CA. (August 6, 2019) — The Riverside County Library System (RCLS) would like to announce that the Woodcrest Library will be closing for a short period of time to make some improvements to the facility. The closure will begin on Wednesday, August 7, 2019. The current facility is a total of 10,082 square feet and welcomes close to 173,000 visitors a year. With the rapid growth of the community and the demand for more program space, the library will be expanding the main floor and community room; enhancing the children’s room and teen space; replacing the floors and furniture; and creating a more welcoming entrance. The expansion will consist of approximately 1,200 square feet throughout the facility. A full closure will be for a short period of time, estimating 3 months with potential partial openings during the project until the completion in the Spring of 2020. Activists have also staged protests at other prominent research institutions, including the University of Delaware, the University of Missouri, and Colorado State University. Activists claim animal research is cruel and unnecessary. They say there are other ways to conduct research that don't involve animals -- such as using cell cultures or computer models. But such restrictions would stifle medical progress. Cell cultures and computer models aren't sophisticated enough to replicate how a transplanted organ will interact with human and
animal immune systems. Further, scientists don't abuse animals. The opposite is true -they go to great lengths to ensure animals are treated humanely. The federal Animal Welfare Act also sets a host of regulations, guidelines, and inspection requirements on scientists who use animals in research. Americans are dying because there aren't enough organs available for transplant. Animal research offers us a chance to save the lives of our fellow citizens. Matthew R. VH1’s Launches New Show ‘Love and Listings’ By Shannen Hill
Hundreds of friends, family, and reality television stars came out to celebrate the launch of VH1’s new show “Love & Listings” on Monday, July 29. The show features a diverse cast of young real estate agents trying to make their way here in Los Angeles. These aren’t your typical real estate agents. They show homes worth millions to their celebrity clientele including Jermain Dupri, Jordin Sparks, Amber Rose, Ray Jay, Bandy Norwood, Laz Alonzo, and more. Along with their celebrity clientele comes some drama as the castmates battle through their love lives, business lives, and personal competition with one another. Love & Listings features Suge Knight’s son, Jacob Knight, as one of the castmates. In Monday’s episode, he showed a house to Rev Run’s daughter, Vanessa Simmons, and the two connected on having hip hop royalty parents. Knight, however, is still trying to pass his real estate license test so he can’t make official sales without splitting the commission with a licensed agent. To help him pass his test, he introduces his friend, Taylor Schwartz, to the show. Schwartz is the fire cracker of the show. She has her real estate license and passed the test on her first try, but she is also only 19 years old on the show. Schwartz’s castmate, Ajani Scott, brings up her age as an insult almost causing a fight on the first episode. Scott is new to the city and the other castmates are still trying to get a feel for her. On Monday’s episode, she shows a condo to Sean Kingston and he takes a liking to her outside of real estate. Scott turns to her friend Andrew Clinkscale to get advice on whether she should take the full commission on the Sean Kingston deal or split it with her mentor, Erik Miles. The other cast-members include former NFL player Zac Diles, his love interest Samantha
Barretto who works with one of the most prestigious real estate agencies in Beverly Hills, celebrity broker Tai Savet, and real estate tycoons Sarah Scheper and Alexandre Anu. “We’re all diverse, African American and other, real estate agents closing multi-million dollar deals every day and there’s nothing else on television that looks like or sounds like that. A lot of people tell me that they don’t even think about a diverse image when they think of multimillion-dollar real estate and they should because that’s what we do,” said Andrew Clinkscale. “With this show, there’s intrigue, there’s drama, there’s big money being made and lost, there’s betrayal, there’s a whole bunch of things that make life amazing and television even more amazing. ” The launch party was full of drinks and laughter. Some rea1ity stars came out to show support. Mister Ray and Masika Kalysha of VH1’s “Love & Hip Hop Hollywood” were at the party, along with Tonya Reneé Banks of Little Women L.A. Model Slick Woods, was also in attendance. The party was catered by Chef Ryan Rondeno of Rodeno Culinary Designs. He cooked macaroni and cheese, short ribs, mashed potatoes, chicken croquette with soy red curry sauce, and grilled shrimp with lemon herb aioli. As with all reality shows, we are promised drama for the rest of the season. The party, however, went very smoothly and the castmates seemed to get along. This is a young, diverse group with a lot of potential. Even though things can get a little crazy in their personal lives, they keep it professional in their business lives. If Las Vegas had Aces, the Los Angeles Sparks had a royal flush on Thursday in their 76-68 win over the Las Vegas Aces. The odds were against the Sparks as the Aces were searching for their 15th win of the season, which would have put them in first place in the WNBA. “They’re a contender right now,” said Sparks center Nneka Ogwumike. “We would really like to be able to win the series because they’re the team we play four times this year.” Some might have betted against the Sparks due to injuries, with Chiney Ogwumike and Alana Beard out, but their hand stayed hot throughout the game. Sparks star Candace Parker, guard Alexis Jones and forward Maria Vadeeva returned to the lineup. Nneka led the Sparks with 19 points and 11 rebounds. Guard Chelsea Gray led the Sparks with 10 assists to complement 16 points. In her return, Parker made a showing with 16 points, seven rebounds, three steals, and four blocks. Aces guard Kayla McBride had 19 points and forward Dearica
Hamby made 11 rebounds with her 11 points. Las Vegas was without starting guard A’ja Wilson, who is out with an ankle injury. The Sparks jumped to an 11-4 lead to begin the game, by Parker who had six points by the first timeout. Aces center Liz Cambage picked up two quick fouls and was soon subbed out the game. “We know she was a big offensive part of her playing,” center Kalani Brown said about Cambage. “Her getting in foul trouble that takes away a lot so our girls can get to the paint.” When the Aces’ shots were not falling, guard Tamera Young made plays to keep the Aces in the game. Las Vegas had a nine-point deficit at the end of the first. Brown hit a jumper, pegging the Sparks score at 26. Then Los Angeles hit a four-minute lull, allowing Las Vegas to get within two points. Ogwumike found shots around the Las Aves defense. Brown tied the game at 56 with a free throw and the Sparks began taking authority of the game late minutes of the third quarter. “Sydney has been making big plays in practice,” Parker said. “I’ve watched her over the last three years develop.” The Aces still competed in the fourth quarter; guard Kelsey Plum brought Las Vegas within one point. Cambage and McBride would also bring the game close, but Jones, Parker and Gray made shots to sustain the lead. After two mass murders in just over 13 hours that left 29 people dead and scores injured in Texas and Ohio, the President of the United States echoed the call that religious leaders and gun violence prevention advocates have been sounding for years: It’s time for swift bipartisan action to address the national epidemic of gun violence. United Church of Christ leaders think the U.S. needs to go a step further. They issued a call to action, urging churches and congregants to make gun violence prevention a prominent campaign issue – in addition to offering prayers for victims, their families and the communities of El Paso, Tex., and Dayton, Ohio, where the Aug. 3 and 4 shootings occurred. "In one voice our nation must condemn racism, bigotry and white supremacy," President Donald Trump said from the White House Monday, Aug. 5. "These sinister ideologies must be defeated. Hate has no place in America. Hatred warps the mind, ravages the heart and devours the soul." In his Monday remarks, Trump stopped short of advocating for gun control legislation, calling instead for the need to disrupt hate crimes and domestic terrorism. He blamed the violence on the internet, video games and mental illness. "First we must do a better job identifying and disrupting early warning signs. Stop the glorification of violence in our society. We must reform mental health laws to better identify mentally disturbed individuals who may commit acts of violence. Get treatment, and when necessary, involuntary confinement," Trump continued. "Mental illness and hatred pull the trigger, not the gun." Immediately after the weekend massacres, the General Minister and President of the United Church of Christ spoke out against white supremacist rhetoric and said it’s long past time that lawmakers focus on domestic terrorism and sensible gun control legislation. "These shootings are utterly horrifying. America must stop thinking prayers for the victims alone will resolve this. Two things must happen. Responsible gun laws must pass through Congress. And the President must be censured when his rhetoric crosses the line of decency and incites violence," said the Rev. John C. Dorhauer. News reports identified the shooter in El Paso as a white male acting on racially motivated extremism. He drove 10 hours from Allen to El Paso, opened fire at a Walmart and killed 20 people on Saturday. Little is known about the motivation of another white male who killed nine people in a Dayton entertainment district early Sunday. Monday morning, Dorhauer said in addition to prayer for the victims, their families and our country, advocates need to keep going. Despite the "continued trauma of these tragedies on our nation’s soul and psyche” people of faith need to keep after "legislators who still do not take any action, to even talk about any sensible gun control laws, they are so beholden to the NRA and the powerful gun lobby. We have to get out and vote and any lawmaker who refuses to even talk about responsible gun control, they can no longer serve in our name and on our behalf. We have to walk out into the streets and march until the arc of
history continues to bend toward justice." "In February of this year the House passed the Bipartisan Background Checks Act of 2019 which would require checks on gun transfers between unlicensed dealers. It has languished in the Senate for months without a vote," said Sandy Sorensen, director of the UCC Washington, D.C. Office. "If there were the political will, Senate Majority Leader [Mitch] McConnell could call the vote today. We await the President’s call to McConnell to hold the vote today. Prayers and platitudes are not enough." The National Council of Churches, noting in a statement that "elected leaders are guilty of negligence and cowardice" and are "captives of the gun lobby," is asking the 100,000 local churches that comprise its member communions to contact elected officials and demand actions that will renew the assault weapons ban. "There is no reason for anyone to own assault weapons which were created for use in war. There is widespread public support for requiring licenses to own guns, for a ban on assault weapons, and for background checks. The only reason elected officials refuse to take action in the face of desires of the voters is because they fear the power of the gun lobby," said the Rev. Jim Winkler, NCC president and general secretary. "The combination of readily available weapons of mass destruction and a toxic white racist nationalist ideology is a recipe for disaster. If we cannot confront these two evils, far greater violence and social disruption awaits our nation." Also awaiting Senate action is a host of additional gun violence prevention measures, including reversing prohibitions on funding for the Centers for Disease Control and the National Institutes of Health for studying gun violence as a health and safety epidemic, and provisions in the Violence Against Women Act reauthorization – passed by the House and stalled in the Senate – that would provide critical protections for victims of stalking, dating violence and domestic violence. Lawmakers could also ban large capacity ammunition magazines and extreme risk prevention measures. What can be done? • UCC leaders are urging members to call on the Senate to act immediately on pending gun violence legislation. • They are also urging voters to attend town halls and candidate appearances and ask the candidates what they plan to do to end gun violence. For instance, a strong bipartisan majority of the House of Representatives recently passed background checks for all gun sales. More than 90 percent of Americans consistently support universal background checks. Ask the candidates about their position on passing those background checks, and what action they are taking now to see that the bill is signed into law. "We are not helpless in the face of this unrelenting violence," Sorensen said. "We can take meaningful bipartisan steps to reduce gun violence. From a faith perspective, it is nothing short of idolatry to put protecting guns ahead of protecting lives." "I pledge I will contact religious leaders all over this country this week to see how we can bring our collective capacity together to make a difference,” Dorhauer said. "May Jesus Christ, who rose from the dead so we could have our life, sustain us and give us the strength and the courage and the patience to see this through to the end.”

Shall We Gather at The Table? Traci Blackmon Associate General Minister open table is a declaration that we are called to serve simultaneously as both host and guest at the table. It is recognition that the table is not ours to regulate.
One of the things I love most about the United Church of Christ is the professed wideness of our table. “No matter who you are or where you are on life’s journey, you are welcome here” is both an inspirational and aspirational profession that I’ve reflected upon often since we gathered in Milwaukee this summer. The table is a symbol of inclusion. But too often we embrace the symbol with little attention to the complexities of an open table. I’m invited to many tables because I hold many identities. As a clergy woman who is unapologetically black and unashamedly Christian serving in a predominantly white denomination with progressive theology, I am frequently invited to tables because of my racial identity, or my gender, or my theology, or my proximity to the lived experiences of cultural and institutional oppression. Too often the expectation of the host in such instances is that only the invited identity will show up, but neither the table nor humanity work that way. Scripture teaches us that Jesus accepted invitations to diverse tables with diverse people. If an open table is to have any credibility within the Church, an invitation to the table cannot be synonymous with conformity or comfort. Open tables are hard work. Open tables require a relinquishment of control. The declaration of an

An invitation to an open table is an invitation to be recognized, fully seen and fully heard in the complexity of our beings, and to have our whole selves invited to be fully present. This does not mean there won’t be times of calling out and correction at the table. At the table we replicate most often, Jesus gathers those who love him in a room for one final meal before the crucifixion, and both John and Judas were present. Jesus did not shy away from difficult conversation at the table. Neither can we. The gift of the table is the opportunity to understand love outside of agreement, a love that holds fast between grace and truth. Sometimes we create a false dichotomy between love and truth, but love cannot exist apart from truth. At the table we have the incredible opportunity to see and proclaim a God that is bigger than ourselves. A God that does not require us to be generic or muted or missing. A God that calls us out and calls us in so that we might be one. May it be so.

Circular Firing Squad and the Makings of a Political Circus…continued from page 3 described being recruited by a headhunter, rudely interviewed by Taylor and Crowther, and developing the opinion, “They knew who they wanted [to fill the position]”. The applicant commented on the lack of professionalism when he did not receive a courtesy call advising he was not selected for the job. G. Young also recalled questioning Taylor and Crowther ’s knowledge of Brosowske’s ties to former Assessor and former County Supervisor Bill Postmus. Postmus, once a rising star in the San Bernardino Republican Party, is now serving three years in state prison for several felony crimes related to the settlement of a lawsuit brought against the County of San Bernardino by Colonies Partners, LLC. The suit involved the county’s flood control operations’ alleged negative impact on its property in the City of Upland. Court documents allege Postmus and San Bernardino County Supervisor Paul Biane were being extorted by Colonies Partners to vote for a favorable settlement. In November 2006, the San Bernardino County Supervisors approved $102 million to settle the lawsuit. Evidence of ties between Brosowske and Postmus lie in Brosowske’s 700 form, the statement of economic interest filed when Brosowske ran for city council in the City of Hesperia. It showed Brosowske received over $10,000 in income from Mountain States Consulting, LLC., a Wyoming limited liability company, managed by Bill Postmus. Over the past four years WVWD has experienced an unusually high turnover of its management staff culminating when in December 2017 the staff filed allegations that former
WVWD President Clifford O. Young, Sr. had a pattern of “improper spending and hiring practices.” Subsequently, staff members were put on paid leave. A personnel investigation ensued, followed by WVWD’s management staff filing complaints with the United States Equal Employment Opportunity Commission and several lawsuits in state court. Then WVWD directors, employees and ratepayers were shocked to learn of a whistleblower lawsuit on behalf of WVWD was filed under seal by WVWD Director Dr. Clifford Young, Chief Financial Officer Naisha Davis and Assistant Board Secretary Patricia Romero in February 2019. The whistleblower lawsuit became public when it was unsealed in June 2019. It alleged corruption at the agency including kickbacks, bribes and fraud in exchange for campaign contributions, free trips, gifts and NFL tickets. The lawsuit named WVWD General Counsel Robert Tafoya, also city attorney for the City of Baldwin Park, Tafoya’s law firm Tafoya and Garcia, WVWD Special Counsel Clifton Albright and his law firm, Albright Yee and Schmit, WVWD Special Counsel Martin Kaufman and his law firm Kaufman Law Firm and WVWD consultant Robert Katherman. The whistleblower complaint named as co-conspirators WVWD President Dr. Michael Taylor, former police chief of Baldwin Park, Vice President Kyle Crowther, General Manager Clarence C. Mansell, Jr., former Assistant General Manager Ricardo Pacheco, current Baldwin Park City Councilman, and Human Resources and Risk Manager Deborah Martinez. The whistle blower case is
being heard in the Los Angeles County Superior Court. The next hearing scheduled for August 13, at the Stanley Mosk Courthouse will consider a special motion by the defendants named in case to strike the complaint, claiming the whistleblower lawsuit was filed to silence Tafoya, his law firm Tafoya and Garcia, Albright, his law firm Albright Yee and Schmit, Kaufman and his law firm and Katherman. To many observers, C. Young’s complaint appears to be an effort to silence unresolved allegations against him tied to the purported misappropriation of funds and potentially unethical hiring practices that led to the State Controller’s Office conducting an audit of the district—state auditors arrived at the WVWD the week of July 29. On July 29, WVWD Public Affairs Manager Naseem Farooqi issued a press release announcing the state audit and quoting Taylor welcoming the audit while appearing to point a finger at C. Young, Sr. That same day, July 29, Farooqi also filed for an emergency temporary restraining order in San Bernardino Superior Court against WVWD Director G. Young. Farooqi alleged that at a meeting on the evening of July 11, G. Young with a serious facial expression pointed to him and declared, “I am going to kill you.” Farooqi recalled G. Young uttered he had “read the press release and he was going to kill me.” Farooqi confirmed he filed a complaint about the threat with WVWD on July 16. He was so concerned and fearful for the lives of his wife and children he missed time from work and took his family out of town. Farooqi alleged his delay in filing the complaint was because he was out of the office. According to the court’s minute
order, a July 29 hearing on Farooqi’s emergency temporary restraining order occurred and after hearing testimony from Farooqi, the Court found there was “no emergency” at this time, continuing the hearing until July 31. Two days later at the July 31 hearing, after receiving testimony from G. Young and witness, WVWD Public Affairs Specialist Socorro Pantaleon, the court advised G. Young of his Fifth Amendment Rights and denied Farooqi’s emergency restraining order. Although the court found no emergency existed, it did schedule a hearing on the restraining order for August 27 at the San Bernardino Court, Civil Division. The court’s minute order revealed a Farooqi associate, Christopher Dustin Duarte, took a photograph of the counsel table and was excluded from the proceeding as taking the picture violated court rules. In an interview with The Voice/ Black Voice News, G. Young voiced, “I am overjoyed that for the second time in as many days that a superior court judge has rejected Mr. Farooqi’s restraining order against me.” “I am also pleased the judge forcibly removed Mr. Farooqi’s political associate, Christopher Dustin Duarte, for an improper attempt to take photographs in the courtroom and lying to the judge,” he continued adding, “And I am also pleased that the judge criticized Mr. Farooqi and his associate for turning the proceedings into a political circus.” Neither Taylor, Crowther, nor C. Young, Sr. responded to The Voice/Black Voice News requests for comment. A request for comment was also made of Armendarez who also did not reply before publication.
