She commutes about 40 minutes every workday between the Riverside County cities of Lake Elsinore, where she lives, and Moreno Valley, where her job is. Over the last few months, Barkum says she has been stressed and scraping by, struggling to balance sharp increases in the cost of gas and food with making enough money to pay for other expenses. “What worries me most about rising prices is that they’ll continue to rise, making it more difficult for low-income working parents to be able to support their families,” she said. Terence Henry, who lives in Patterson in the Central Valley, used to drive 77 miles to the Bay Area to make deliveries as an independent contractor. He says the high cost of gas forced him to give up the job late last year and opt for only making local runs. “It used to cost me about $50 each way to fill up the tank to get to Oakland, San Francisco and other cities,” he said. “It just was not worth it anymore. I was losing money. Barkum says she hopes there is relief around the corner for people like her who are working hard, raising children and still unable to make ends meet. Barkum and Henry are not alone. According to the Public Policy Institute of California, a majority of Californians (27 %) say jobs, the economy and inflation are their top concern over housing costs and availability (12%) and homelessness (11%). Across the United States, the inflation rate is 8.6% -- up from 4.7% last year, according to the U.S. Department of Labor. And the American Automobile Association reports that the average price per gallon of regular gas in California has risen above

$6. Several economists agree that the effects of inflation hit poor and working-class families the hardest. In Southern California, the inflation rate in Riverside and San Bernardino counties in the Inland Empire has risen to 9.4%, according to the UCLA Anderson School of Management. That number is among the highest increases in the country. Last week, the California Legislature approved a record $300 billion-plus budget for the next fiscal year, the largest annual spending plan in the state’s history. The package includes a surplus of close to $100 billion dollars, half of which must be used to fund schools by law. Included in the budget are plans to spend the other half. So far, legislators have allotted $8 billion in rebates to taxpayers. Another $1.3 billion has been designated for grants to small business and non-profit organizations. Another $600 million has been specified for tax credits to the lowest-income Californians. While lawmakers – both Democrats and Republicans – and the governor’s office agree that addressing spiraling inflation is urgent, they have not reached

agreement on how to provide relief to struggling families. Anthony York, Newsom’s senior advisor for communications said in a statement that the Governor still wants “more immediate, direct relief to help millions more families with rising gas, groceries and rent prices.” At the federal level, US Federal Reserve Chairman Jerome Powell approved a three- quarter (0.75) percentage point rate hike -the highest single percentage rate increase since 2008. “African American owned businesses and families are experiencing the damaging effects of inflation including the current interest rate increase instituted by the Federal Reserve Board. It is important for financial institutions to work with Blackowned businesses and their families to help navigate the rising cost of capital needed to operate and sustain all businesses,” said Timothy Alan Simon, Board Chair of the California African American Chamber of Commerce. By statute, Gov. Newsom has until June 30 to veto the Legislators’ budget bill or sign it into law. If the governor approves the budget, it will take effect July

1, the beginning of the 2022-23 fiscal year. However, negotiations are expected to continue through the end of August as lawmakers hammer out final details. During the public comment section of the Assembly Budget Committee hearing on June 13, Adrian Mohammed, an African American representative of the Bay Area Health Initiative spoke about the exclusion of a $500 million proposal to address Black housing and antidisplacement in the Bay Area in the budget the Legislature passed. “We believe that this is an incredibly timely and incredibly necessary ask and we ask that you continue to work with us to get this to come to fruition,” Mohammed told lawmakers. Two days later, Republican leaders held a rally last week at the State Capitol blasting their Democratic colleagues for their inaction on addressing the high cost of gas. “Legislative Republicans are gathered here to remind Californians that it has been 100 days since the governor and the Democrats here in continued on page 6

Note: On Thursday, June 17, 2021, President Joe Biden signed a bill designating Juneteenth—the longstanding commemoration of the end of slavery in the United States—as a federal holiday. The Senate passed the measure unanimously on Tuesday (June 15). The House of Representatives voted on the bill Wednesday, approving it by a margin of 415 to 14. Juneteenth derives its name from June 19, 1865—the day that U.S. General Gordon Granger informed the enslaved individuals of Galveston, Texas, that they were officially free. Issued two-and-ahalf years after President Abraham Lincoln signed the Emancipation Proclamation, Granger’s decree marked the end of slavery in the rebellious Confederate states. “A lt houg h t here were enslavers who were aware of the implementation of the Emancipation Proclamation, it wasn’t until June 19, 1865, that it was actually enforced [by] the Union Army,” writes Mary Elliott, curator of American slavery at

the Smithsonian’s National Museum of African American History and Culture (NMAAHC) in a blog post. “... It took the creation of the Emancipation Proclamation, the end of the Civil War, and the passage of the 13th Amendment to finally end slavery throughout the nation.” (NMAAHC is set to mark the holiday with a rich slate of virtual programming and resources.) The bill’s passage makes Juneteenth the nation’s 12th federal holiday. The last time the government added a new holiday to its calendar was in 1983, when the third Monday of January was declared Martin Luther King Jr. Day. “Our federal holidays are purposely few in number and recognize the most important milestones,” Representative Carolyn Maloney, a Democrat from New York, tells Kevin Freking of the Associated Press (AP). “I cannot think of a more important milestone to commemorate than the end of continued on page 2

As states across the country continue their attacks on Black History with racist and ridiculous anti-CRT laws, one of the biggest publishers in comic books is using its heroes to illustrate that Black history is World history. Milestone Media and DC Comics are set to release the one-shot anthology Milestones in History. The 96-page book features eight stories chronicling the influence of Black people from the dawn of man in “Born in Africa – Mother of the World” through a celebration of Prince in “Controversy.” Icon, Rocket, Hardware and Static are the Milestone heroes featured in stories about the Queen of Sheba, World War I pilot Eugene Bullard, groundbreaking pilot Bessie Coleman and NASA astronaut Mae Jemison. Milestone partners Reginald Hudlin and Denys Cowan spoke with The Root about the book’s creation and importance.

slavery in the United States.” The decision to recognize Juneteenth on a national level arrives just over a year after the police killing of George Floyd sparked global protests against systemic racism. This reckoning, coupled with the Covid-19 pandemic’s disproportionate toll on Black Americans and ongoing debates about the commemoration of the Confederacy, has led to an uptick of interest in the holiday, says historian Brenda Elaine Stevenson to the New York Times’ Isabella Grullón Paz. “Juneteenth has ... had a rebirth in terms of people focusing on it, celebrating it, wanting to know what it is and wanting to know what it signifies and how it relates to this long arc of racial divide and progress, or not, in our country,” Stevenson adds. Expanding on this sentiment in a CNN op-ed, historian Peniel E. Joseph writes, “Juneteenth … offers a bedrock foundation to make last year’s watershed moment of racial and political reckoning into a transformative process that can last.” Now off icially dubbed Juneteenth National Independence Day, the holiday was initially celebrated mainly in Texas. According to historian Henry Louis Gates Jr., news of Granger’s order spread slowly to the state’s 250,000 enslaved people. Some plantation owners withheld the news until after the harvest, while others forced the newly emancipated to continue working. Those who defied their enslavers by

As libraries and schools continue to remove books and lessons on Black history, Hudlin asserts that now is the perfect time for Milestones in History. In fact, he feels their approach will be even better than what schools are capable of, because they don’t have an angry mob of parents criticizing and censoring everything they write. “These kinds of Black history comics had a huge impact on our childhoods. When Denys and I talked about relaunching Milestone, doing something like this was a high agenda item for us,” Hudlin said. “And thank goodness, because now we have a situation where 30-plus states are using CRT as an excuse to basically ban all Black history. We’re in a position via what we do in the media business, to supplement what’s being taken out of schools,

RICHMOND, Va. — Many in the social justice community and Menthol Is Not A Crime are opposed to the Food and Drug Administration’s (FDA) proposal to ban menthol-flavored and other flavored cigarettes. Since 85% of menthol smokers are Black, at first glance, this might seem like a good way to curb smoking-related health issues, but the unintended consequences of making anything illegal that a preponderance of a historically discriminated against group use without criminal justice reform will only hurt Black people. “In the communities where we live and work, probable cause means a whole different level of law enforcement interaction with our young people – it simply is not like in other communities,” wrote the family members of police brutality victims and The Mothers of the Movement Members, Gwen Carr (mother of Eric Garner), Sybrina Fulton(mother of Trayvon Martin) and Philonise Floyd (brother of George Floyd). In their letter to the BidenHarris Administration, Mothers of the Movement continued, “We have more than enough challenges now. We do not need

another stop and frisk policy.” Groups that oppose the menthol ban also believe it will lead to more over-policing of Black communities. According to the NAACP, a Black person is “five times more likely to be stopped without just cause than a white person.” Former police chief and former national president of the National Organization of Black Law Enforcement Executives (NOBLE) stated, “I don’t want police to have one more reason to put their hands on young Black men.” There have already been incidents where cigarettes were used to target the Black community and have had deadly consequences. Police initially approached Eric Garner for suspicion of selling single-use cigarettes, and George Floydwas approached for allegedly using a counterfeit $20 bill to purchase cigarettes. Both were killed by police while repeating the words, “I can’t breathe,” while lying face down on the sidewalk. If menthol cigarettes were to become illegal, this would only increase the likelihood of unintended consequences due to more police interactions. The Black community will have an opportunity to vocalize their opposition to the menthol ban during the FDA’s two listening sessions on June 13 and June 15 and an open comment period that ends on July 5. acting on the decree did so at their own peril and sometimes found themselves the targets of violence. As the Texas State Historical Association (TSHA) notes, the first Juneteenth celebrations doubled as political rallies used to educate Black Americans about their voting rights. These events soon blossomed into full-blown festivities featuring barbecues, rodeos, horseback riding and games. In some areas, Black communities who’d found their celebrations relegated to town and city outskirts raised funds to purchase their own tracts of land; these sites were commonly known as Emancipation Parks. Black Americans migrating westward in the mid-20th century brought Juneteenth celebrations with them, William Wiggins Jr., author of Jubilation: African-American Celebrations in the Southeast, told Smithsonian magazine’s Ashley Luthern in 2009. “[W]here you had Black families moving to California from east Texas, and southwest Arkansas and Oklahoma, to work in the shipyards, or to work in the airplane factories, then Juneteenth started cropping up in those states,” Wiggins explained. In the NMAAHC blog post, curator Angela Tate points out that Juneteenth is far from the only holiday celebrating emancipation. Mississippi marks the end of slavery on May 8, for instance, while Maryland holds its commemoration on November 1. But the once-local

holiday gained traction nationwide during the 1950s and ’60s, when civil rights activists celebrated it as “a way to address poverty and freedom and [harken] back to our past,” according to Wiggins. Texas made Juneteenth a state holiday in 1979. By 2019, all but four states—Hawaii, North Dakota, South Dakota and Montana—celebrated the day as either a holiday or observance, reported Doug Criss of CNN at the time. As of yesterday, when Hawaii’s governor signed a measure officially recognizing Juneteenth, South Dakota is the only holdout remaining. Speaking with the New York Times’ Luke Broadwater, lead bill sponsor Senator Edward J. Markey of Massachusetts points out that Juneteenth’s designation as a federal holiday comes at a time of debate over how schools teach students about racism. (Critical race theory, the muchcited academic approach at the center of this debate, views racism “not merely [as] the product of individual bias or prejudice, but also something embedded in legal systems and policies,” per Stephen Sawchuk of Education Week.) Recognizing Juneteenth on a federal level “acknowledges slavery as the original sin built into the United States Constitution,” Markey tells the New York Times. “We celebrate its eradication, but we can’t celebrate how deeply racism resulted in America’s policies and is still built into education, health care, housing and every other policy.”

Senate Bill (SB) 1338, also known as the CARE Court Program, is attracting growing resistance as it makes its way through the legislative process. Some legal advocacy and civil rights groups say the law would negatively Blacks and other minorities. The proposal, introduced in February by Senators Tom Umberg (D-Santa Ana) and Susan Talamantes Eggman (D-Stockton), would create a supportive alternative to the criminal justice system in California for people who are mentally ill or suffering from Substance Abuse Disorder. On June 14, 2022, El Monte Police Officers Santana and Paredes were brutally murdered by Justin Flores. In their final sacrifice, the officers boldly rushed towards danger where others would not. No words will satisfy the debt we owe to these two men, nor will any give comfort to the two families left behind. Under California law, Flores should have been in a state prison cell on the day he murdered the two officers. Instead, because of George Gascón’s policies, he was in a hotel room in El Monte beating his girlfriend until two officers responded for the call for help. Now two officers are dead. To the fallen officers, Gascón offered his “thoughts and prayers.” This hollow expression belies Gascón’s actions. Nineteen months earlier, George Gascón issued an order that all strikes offenses that were charged by the prior district attorney were to be stricken. He ordered that all cases eligible for probation should be given probation. Those were his orders. On February 10, 2021, Flores – a gang member charged with felon with possession of a firearm, possession of methamphetamine, and illegal possession of ammunition – was the beneficiary of this policy. Under California state law, Flores was ineligible for probation and faced a minimum sentence of 32 months in state prison. Instead, because of Gascón policies, he received probation.

About 40% of homeless adults and children in California’s are Black, a number nearly seven times higher than the total percentage of Blacks (5.6%) in a state with about 40 million people. Opponents of the legislation say, SB 1338 dangerously expands judicial power and empowers the criminal justice system to commit people to mental health treatment that is sub-par – and often against their will. As word spread of Gascón's role in this killing, Gascón’s press operation attempted to misdirect the media about the consequences of his bad policy. His spokesperson—not an actual prosecutor—stated that “the sentence he received in the firearm case was consistent with case resolutions for this type of offense.” Later, the same spokesperson said, “experienced managers in the office have reviewed the facts of the case and the criminal history of Mr. Flores and determined that this [plea deal] offer was on par with offers in previous administrations.” I challenge these “experienced managers” to come forward and explain why a career criminal gang member, who under the law is required to serve a state prison sentence, served ten days in county jail. Further, I am curious how they can explain why Flores served less time on illegal possession of a gun, ammunition, and drugs than he did for petty theft or a suspended license violation. Gascón’s spokesperson continued the misdirection: “The sentencing directive is presumptive. We empower DDAs to rebut that presumption if they believe extraordinary circumstances exist … No such request was made in this case.” These claims are false. First, Gascón’s policy had no exceptions regarding strikes. In continued in next 2 columns

Groups Are Uniting to Oppose Landmark California Mental Health Legislation...continued “CARE Court promotes a system of involuntary, coerced treatment, enforced by an expanded judicial infrastructure, that will, in practice, simply remove unhoused people with perceived mental health conditions from the public eye without effectively addressing those mental health conditions and without meeting the urgent need for housing," read the Human Rights Watch's (HRW) opposition letter. “We urge you to reject this bill and instead to take a more holistic, rights-respecting approach to address the lack of resources for autonomy-affirming treatment options and affordable housing.” SB 1338 unanimously passed in three Senate committees before the full State Senate approved it in May. The legislation is currently making its way through the Assembly, where the Committee on Judiciary is reviewing it. “Given the racial demographics of Califor nia’s homeless population, and the historic overdiagnosing of Black and Latino people with schizophrenia, this plan is likely to place many, disproportionately Black and brown, people under state control," HRW’s letter continued. Some members of the California Association of Mental Health Peer Run Organizations share HRW’s opinion, claiming that the program would “disproportionately affect people of color by imposing another unnecessary court process on an already overloaded and biased system.” SB 1338 does, however, have support from various California-based organizations. "With broad support from continued on page 7

Every murder is tragic, preventable ones are inexcusable... continued relevant parts, his policy stated: “Any prior-strike enhancements (Penal Code § 667(d), 667(e); 1170.12(a) and 1170.12 (c)) will not be used for sentencing and shall be dismissed or withdrawn from the charging document.” There was no appeal process nor exceptions to this policy. Another part of the same policy stated, “if the charged offense is probation-eligible, probation shall be the presumptive offer absent extraordinary circumstances warranting a state prison commitment…Extraordinary ci rcu m st a nces mu st be approved by the appropriate bureau director.” On a practical level, this meant no exception. A brief analysis of the office makes it clear why this was the case. The Los Angeles District Attorney’s Office is the largest local prosecutorial agency in the nation. It is charged with prosecuting every state felony and almost all misdemeanors within Los Angeles County; with approximately ten million residents, it is the most populous county in the country and more populous than forty U.S. states. Historically, the DA’s office files between 30,000 to 50,000 felonies and 100,000 to 135,000 misdemeanors per year. There are 32 branch and area offices, not including the downtown courts. Handling an operation of this size requires delegating decisionmaking at the court level. This is precisely why most offers on cases were made by experienced line-prosecutors or their immediate supervisors. Bureau directors, historically, were

rarely involved because they had other duties, including approving more complicated requests, like leniency or immunity, structuring their respective bureaus, and implementing policy. Requiring that five bureau directors manage the individual case settlement of approximately 50,000 cases would be an absurd proposition. Yet, this is exactly what Gascón did when he required bureau director approval on nonprobationary offers. Five bureau directors were now responsible for making offers on all cases if the trial, calendar, deputy-incharge, or head deputy sought a deviation from the presumptive probationary policy. Effectively, this meant probation was given on many troubling cases—including Flores—because requiring bureau director approval is the same as not giving an exception to the policy. This absurd requirement was purposeful. In an office with this volume, if deputies made deviation requests, the entire system would collapse. Decisions normally made within an hour would take months. June 14, 2022 was the end result of this policy. A career criminal who should never have been out murdered two officers who were trying to help a vulnerable victim. Bad policy mixed with bad facts resulted in an unforgivable consequence. We must do better. Eric W. Let’s just tell the whole truth.” For Cowan, the new book represents a return to the classic comics that got him interested in the genre in the first place. “When we were growing up, it was like three comic book companies. There was Marvel, DC and Golden Legacy. And Golden Legacy were the ones that did the story of Benjamin Banneker, the story of Frederick Douglass, and they were all done in comic book form by professional artists,” Cowan said. “If you weren’t reading about Spider-Man, you were picking up one of those and that got you into Black history, learning about all that stuff at a very young age. I looked at it because it was comics. Anything comics I was in. And you know what, all these years later, I bet a lot of people still feel that way. So that was another reason why we did this.” The first story in the book is “Born in Africa – Mother of the World,” which follows Raquel Ervin/Rocket as she explains the history of “‘Lucy,’ the collection of Australopithecus Afarensis fossil bones discovered in Ethiopia,” per a press release from DC Comics.

From there, we get tales on author Alexandre Dumas’ family, military commander Hannibal and dancer Katharine Dunham. The intro has a line that says these won’t be the same old stories, and that’s definitely true. “Give Reggie credit for the scope,” Cowan said. “Because when we first started talking about this, I wasn’t thinking about the dawn of man. But Reggie took it way back to the dawn of man and the birthplace of civilization, of human beings and then brought it up to Prince, which might be the cap of civilization.” Hudlin and Cowan aren’t looking at Milestones in History as a project they necessarily want immediate success from. Obviously, they want the book to do well, but they also want it to leave a legacy that impacts readers long after they’ve enjoyed it. “When someone reads this, this is some Johnny Appleseed stuff. You’re planting so many different ideas,” Hudlin said. “Each individual story, plus the idea that all these stories are collected. So we’re saying this is all your heritage, this is all your culture. And that’s going to change someone’s worldview. And that’s going to play itself out in a lot of interesting ways for the rest of their lives.” Milestones in History is available Tuesday, June 21.

The Poor Peoples Campaign: A Declaration, Announcement, Beginning, Moving Forward Commitment By Menra Mapfumo

Dr. King wanted the Poor People’s Campaign to highlight the need for economic equality and social justice. Dr. King wanted to help poor people by demanding the means for basic necessities. In 1967, Dr. King said the Poor People’s Campaign would seek to “demand jobs, unemployment insurance, a fair minimum wage, and education for poor adults and children designed to improve their self-image and self-esteem.” In March 1968, Dr. King said the Poor People’s Campaign would be “the beginning of a new cooperation, understanding, and a determination by poor people of all colors and backgrounds to assert and win their right to a decent life and respect for their culture and dignity.” On April 3, 1968, during the Memphis Sanitation workers strike, Dr. King told the workers, “We’ve got to give ourselves to this struggle until the end. Nothing would be more tragic than to stop at this point in Memphis. We’ve

got to see it through.” His words further reinforced the mission of the Poor People’s Campaign. Dr. King’s work is unfinished because on April 4, 1968, Dr. King was assassinated at the Lorraine Motel in Memphis, TN. Bishop William J. Barber, II is continuing the efforts of the Poor People’s Campaign Dr. King began. Dr. Barber is mobilizing for a Mass Poor People’s & Low-Wage Workers’ Assembly and Moral March on Washington and to the Polls June 18. Recently he held mobilization marches for June 18 Los Angeles, the site of America’s largest homeless population, and in Memphis, the site of Dr. King’s martyrdom. In both cities, marchers expressed how they felt about the Poor People’s Campaign. They expressed how they felt about poverty and homelessness in America. Some told their own stories of living in poverty and being homeless. Marchers expressed how they felt about the mass shooting in Buffalo and if they felt there is a relation between poverty and gun violence.

Barber, II said “The same people that are blocking laws that uplift the poor are the same ones that are spewing so much of this racist violence and rhetoric… claiming that the whole society is at threat because of Black and Brown people. This rhetoric that is being spewed… can get in the minds of people and it can radicalize them. The real question about the killer is not ‘who is he?’ but ‘who radicalized him?’” “Secondly, this business of death is too broad in this country and we accept too much of it. A million people died from COVID. Poor people die five times higher in some ways… We keep having mass deaths and we talk about it for a day or two and then it goes away. Even before COVID, we had a quarter of a million people die from poverty, seven hundred people a day, and hardly a whimper being said about it. We had to decide we’re not just going to be quiet and accept death anymore.” “Lastly, we have to see if this attack of what happened in Buffalo is connected to the season of violence that we’re in. Go back to the University of Virginia when they were shouting ‘Jews will not replace us.’ This whole replacement theory that has its roots in some parts of Europe, in Nazism, as well as here in America, is violent in and of itself because it’s always trying to point out who has to go in order for some

We’ve been hearing… there’s been a lot of crime, a lot of activity and the majority of all these crimes all over the place are blamed on the homeless. You can’t just target one particular individual or all individuals… A lot of people don’t realize that when you’re homeless… you’re dealing with a lot of different individuals. There are two truths about authoritarian policing. They do not contradict each other. In fact, they point us toward the possibility of building coalitions that are broad enough to make change happen. One truth is that Black Americans, Native Americans, and other people of color pay a disproportionate price. Black Americans are more than twice

as likely as White people to be shot and killed by police officers. Racial profiling is experienced by communities of color throughout the United States. A second truth is that people of color are not the only victims of authoritarian policing. As with so many other issues, Black and Brown communities are the canaries in a much larger American coal mine. White people make up the second largest group in our prisons, disproportionately low-income White men, and continued in next 2 columns

they make up a majority of people killed by police each year. Four years before George Floyd died under the knee of Minneapolis police officer Derek Chauvin, a White man named Tony Timpa called Dallas police to ask for help during a mental health crisis. He was handcuffed and ziptied and killed by an officer who pressed his knee into Timpa’s back for 14 minutes while Timpa cried, “You’re gonna kill me!” Every community is put at risk by systems that resist accountability for those who abuse their power. Every community is put at risk by a police culture that promotes and tolerates an aggressive “warrior” mentality among law enforcement officers. T h o s e p r o bl e m s a r e compounded by communities’ over-reliance on police. Over the decades, we have added additional burdens to police officers that distract them from their primary purpose. That leaves all of us underserved and less safe. Transforming public safety requires policy change in four major areas: restructuring public safety systems to ensure com mu nities’ u nderlying safety and social needs are met; holding unfit officers responsible and accountable for their actions; removing unfit officers, particularly those with a demonstrated history of violence, aggression, or other misconduct from police departments; and recruiting welltrained public safety personnel committed to serving and protecting their communities.

One transformative public safety plan is currently moving forward in Ithaca, New York. It will replace the current police department with a new public safety department that will include armed officers and unarmed crisis intervention specialists. It would allow police officers to be more focused and effective while minimizing the chances that police-civilian interactions will spiral unnecessarily into violence. The “All Safe” roadmap for transforming public safety demolishes the false narrative often promoted by police unions and their political allies to resist change and accountability. They claim that public safety reform is incompatible with effective crime fighting. In reality, the opposite is true. The system of authoritarian policing that we have inherited from our past is not aligned with our national ideals of equality and justice for all. It is a threat to our people, our communities, and even our democracy. And it is not working to keep us safe. Making America safer and more just requires a commitment to address root causes of criminal activity and violence, including unjust laws, discriminatory enforcement, and insufficient effective investments in individual and community wellbeing. And it requires a lasting transformation in the U.S. public safety system, including mechanisms to hold officers accountable for excessive use of force. We know what kind of change is necessary. Let’s make it happen.

Barrera says that CARE Court is a thoughtful, measured response to the tragedy of untreated mental illness impacting thousands of individuals. California employers have a clear stake in seeing the success of CARE Court as many business owners and their employees experience, first-hand, the impacts of inadequate policies that fail to address the needs of those individuals suffering on our streets and in our communities. Disability Rights California

(DRC) is also voicing its opposition to SB 1338. “CARE Court is antithetical to recovery principles, which are based on self-determination and self- direction,” read the DRC's opposition letter. “The CARE Court proposal is based on the stigma and stereotypes of people living with mental health disabilities and experiencing homelessness.” DRC proposes an alternative solution to the problems CARE Court is attempting to address. “The r ight f ramework allows people with disabilities to retain autonomy over their own lives by providing them with meaningful and reliable access to affordable, accessible, integrated housing combined with voluntary service,” read the letter. The HRW expressed concern about how the program might impact personal rights. "In fact, the bill creates a new pathway for government officials and family members to place people under state control and take away their autonomy and liberty,” HRW warns. About a month before Umberg and Eggman introduced SB 1338, Gov. Newsom foreshadowed the bill’s arrival in his January budget proposal. “We are leaning into conservatorships this year,” the governor said. “What’s happening on the streets and sidewalks in our state is unacceptable. I don’t want to see any more people die on the streets and call that compassion.”
