Off-Leash Dog Area Etiquette
There are many off-leash dog areas in the city to help exercise your four-legged friends. Help keep these areas safe and enjoyable for all by being a responsible pet owner and following some simple rules.
Is an off-leash area appropriate for your dog? • Dogs should be friendly, confident but not pushy or a “bully”. • Dogs must be in good health. Dogs with communicable diseases and parasites are not permitted. • Female dogs in heat are not permitted. • Dogs who are fearful, reactive, dog-selective or display resource-guarding are not suitable. • Dogs who bark excessively, causing a disturbance are not suitable.
REMINDER
As per the bylaw, dogs are required to be leashed in all parks and public spaces, with the exception of the City’s designated off-leash dog enclosures.
Locally owned & operated.

The Independent Order of Odd Fellows (or IOOF) are a fraternal organization founded in eighteenth century as a benevolent secret society, with branches opening in New Westminster in 1887. Their central tenets are friendship, love and truth; these are reflected in their symbol of a chain with three links. The first Odd Fellows Hall in this city was in the same building as the Masonic Temple, at the corner of Columbia Street and Lorne Street. Built in 1887, fire destroyed the building in 1891. It was rebuilt in 1892 and destroyed by fire again in 1898 when most of downtown New Westminster burned down. Though the IOOF had some problems financing their own block, they finally succeeded in 1909. It cost $15,000. They hired prominent architect Charles Henry Clow (1860 - 1929) who built many houses and other structures around New Westminster. Clow was a member of the IOOF and his office was in the fraternal organization’s Columbia Street Hall.

The fireproof concrete structure had three stores on Carnarvon Street, with a basement in the back where there were the furnace and storage rooms. The second floor housed the lodge rooms with decorative tin ceilings, an assembly room, banquet hall, and kitchen, among other rooms. The pressed cement blocks on the exterior became common in the early twentieth century. As well, at a ceremony during the laying of the corner stone, a time capsule of sorts was added, with silver coins and a copy of the Daily Columbian. Contractor Robert Buckland even demonstrated the building’s strength to a reporter just before the opening: “Seizing a huge sledge hammer he struck the foundation a blow hard enough to have falled an ox.”

The building eventually became the Army, Navy & Air Force Veterans’ Hall around 1946 and has housed a number of restaurants in the last few decades.
