Roseville PRL Achieves National Excellence Roseville’s Parks, Recreation & Libraries (PRL) Department is celebrating an important milestone: its accreditation from the National Recreation and Park Association’s Commission for Accreditation of Park and Recreation Agencies (CAPRA). With more than 10,000 park and recreation agencies across the country, Roseville becomes just the 219th agency in the nation to achieve this recognition.

This milestone is the result of the shared passion of PRL staff, City leadership, elected officials, volunteers and community partners. Through their daily efforts, from shaping inviting parks and delivering enriching programs to creating events that help families, neighbors and visitors feel connected, they have built a system that truly embodies Roseville’s values and aspirations.

CAPRA accreditation is regarded as the premier measure of excellence among park and recreation agencies, evaluating performance across 154 standards. The review process evaluates an agency’s operations, planning, management practices and delivery of services. Roseville PRL not only achieved accreditation, but it also met all 154 standards, earning a perfect score.

“Accreditation reflects the dedication, expertise and heart our team puts into their work every day”

Agencies must renew their status every five years, ensuring that accreditation is not a one-time accomplishment but an ongoing responsibility. This reflects PRL’s dedication to not only meeting high standards today, but also evolving with community needs, embracing innovation and accountability well into the future. It also strengthens the City’s credibility when pursuing grants, collaborating with partners or developing forward-thinking initiatives that enrich community life.

PRL Director Jill Geller expressed her pride in the efforts behind this achievement saying, “Accreditation reflects the dedication, expertise and heart our team puts into their work every day. Everything we do, every standard we meet and every improvement we make, is driven by the people we serve.” For residents, this achievement reinforces what many already know: Roseville is a community where exceptional experiences thrive. PRL’s accreditation highlights the City’s commitment to providing safe, vibrant and welcoming spaces that support learning, recreation and connection.

Placer Valley Soccer Complex is a game changer

The Placer Valley Soccer Complex is more than a new set of fields. It is a long-awaited home for long field sports that expands opportunities for local athletes and welcomes visitors from across the region. With ten all weather turf fields, stadium lighting and a full campus of amenities, the complex is designed for large scale tournaments that bring energy to Roseville year-round. “The Placer Valley Soccer Complex is a true game changer for Roseville,” said Parks, Recreation & Libraries Director Jill Geller. “Our community has needed more high-quality space for long field sports like soccer, lacrosse, field hockey and Quadball, and this facility delivers.” The complex layout puts convenience front and center. Artificial turf fields stretch along a central walkway, making it easy for families to move between games. The all-weather surface means fewer cancellations and more reliable field time in every season, while lighting allows play well into the evening. “We are the only facility in the area that has ten artificial turf fields with stadium lights where you can play year-round,” said Rob Nakamura, PRL Recreation Superintendent. “The size, the number of fields and the quality of the fields make it a big draw.”

That excitement is already showing up in the tournament calendar. A strong first year of regional and national events across soccer and other field sports is expected, supported through partnerships that help bring teams and their families to Roseville for weekend competition. “The soccer complex brings new energy and expanded opportunities for athletes, families and visitors,” Geller added. “It represents a major investment in sports, our local economy and creating a place where our community can connect and celebrate for years to come.” Events at the complex are projected to generate about $15 million each year for the local economy through sports tourism, supporting Roseville hotels, restaurants and nearby businesses. The experience goes far beyond the sidelines. Along the walkway, spectators will find shade structures, plaza gathering spaces and concessions during busy weekends. The site is also set up for food trucks and casual hangout zones with cornhole, foosball and ping pong, making tournament days feel more like a community event than a commute between scattered parks. The soccer complex also strengthens Roseville’s broader park system. By consolidating heavy tournament

play into one dedicated venue, neighborhood parks around the city will see less wear and congestion, and local teams will gain much needed space. “This complex really helps accommodate the demand of all the different soccer groups that need fields,” Nakamura said. “Field access is managed through permits to protect this valuable asset and keep the venue sustainable for years to come. We are also planning to incorporate drop-in play.” On the same property is a signature community feature, Roseville’s largest playground. The universally accessible Power Playground is open daily and designed so children and caregivers of all abilities can enjoy it together. Smooth surfacing, wide pathways and inclusive play structures make the playground a destination for families whether or not they are there for sports. From local league nights to weekend tournaments, the Placer Valley Soccer Complex is built to deliver something Roseville has needed for a long time, a place where sports, family time and community pride all meet on the same field.

On school days, he’s the calm, creative site coordinator at Blue Oaks Adventure Club. But after hours, Ricardo Arguinzoni storms the ropes as French 75, a largerthan-life wrestler with entrance music, flashing lights and a loyal crowd of fans, including a few of his students.

Building confidence in class and in the ring

At his day job, Ricardo focuses on helping kids grow in confidence and creativity. “From the moment they get here until the last kid leaves, you’re dialed in,” he says. “My biggest thing is helping get some of these kids, especially the shy ones, out of their shell. We’re even working on a mini play right now. I want them to see it’s OK to be a little ridiculous and have fun.”

The dual life suits him. During the day, Ricardo channels his creativity into program planning, mentoring and creating safe spaces for kids to be themselves. By night, he channels that same energy into storytelling in the ring, only with more sweat and showmanship. “Wrestling isn’t just about the moves,” he says. “It’s about telling a story people can feel. Sometimes I’m the good guy; sometimes I’m the one they’re supposed to boo. Either way, it’s about creating a moment.” His journey to the ring was a long one. A lifelong fan of WWE, Ricardo always dreamed of wrestling but didn’t find the right opportunity until his late twenties. He started training around age 30, balancing practices and family life. Then came the pandemic, and a pause. “My wife just looked at me one day and said, ‘I think it’s time for you to go back to wrestling.’ You can’t do it without that kind of support,” he says.

“It’s about bringing people joy” It’s that same message about courage, self-expression and trying new things, that drives him when the lights go up on wrestling nights. Twice a week, Ricardo trains in Yuba City and on weekends, he performs across Northern California. “It’s not just stepping into the ring,” he explains. “We build the set, the lighting, the music, it’s a whole production. From the time your music hits to when you come out, it’s all about the reaction.” Ricardo’s students and their families have become some of his most loyal supporters. “I had about twelve kids from my site show up, plus their parents,” he says with a grin. “They were screaming ‘Mr. Ricardo! Mr. Ricardo!’ so loudly that people in the parking lot with no connection to Adventure Club started calling me that, too.”

Since returning, he’s wrestled everywhere from breweries to birthday celebrations, including a 100th-birthday show for a woman who wanted to see live wrestling for the first time. “It’s about bringing people joy,” Ricardo says. “No matter their age, everyone deserves a little excitement.” Whether he’s cheering on kids during after-school crafts or hearing a crowd roar as French 75, Ricardo brings the same message to both worlds: show up, try your best and don’t be afraid to stand out. “If Mr. Ricardo can be ridiculous in front of all those people,” he laughs, “then maybe they can, too.”

Hidden in plain sight

Golden Gate history in Roseville Most people who use the Miners Ravine Trail simply enjoying the natural scenery along the way. But the bridges that carry pedestrians over the creek are anything but ordinary, they’re built with retired pieces from the Golden Gate Bridge, quietly hiding a bit of history in plain sight. The trail is a well-used community pathway, shaded by trees and winding along the creek through nature. The bridges appear as simple, sturdy crossings. Look underneath, though, and you might spot traces of the Golden Gate’s iconic international-orange paint on the steel. It’s a subtle reminder these beams once supported one of the world’s most recognizable bridges. “Before the trail opened to the public in 1992, this stretch of Miners Ravine Parkway wasn’t accessible,” says Parks & Natural Resources Superintendent Eric Dexter. “The creek cut through the area, with no safe way across.” A service road built in the late 1980s provided access to the sewer line below, but it was never intended for recreation. Converting the route into a public trail meant adding new bridges. Developer Nick Alexander found an unexpectedly good way to get the bridges built. Through his contacts, he learned that 1940s-era steel I-beams removed from the Golden Gate Bridge during a mid-century renovation were available for purchase. They were strong, affordable and already engineered for extreme conditions. “Once I heard the beams were available, it just made sense,” Alexander says. “We needed something durable, and reusing these pieces let us do that while keeping a bit of history in play.”

If you look closely, you may be able to see the hallmark ‘international orange’ beams peeking through the bottoms of these bridges. E. ROSEVILLE PARKWAY

Today, the bridges appear at intervals along the trail, marked with signs highlighting their historic connection on this designated National Recreation Trail. Most people still cross without giving it a second thought. But once you know what to look for, those orangetinted beams add a subtle layer of California history to an already beautiful journey along the trail.

Measuring 51 feet long, three 1940s-era concrete slabs and steel I-beams were cut in half and used to form six bridges along this trail. These pieces retired from the Golden Gate Bridge were brought to Roseville in the 1990s.

SE

“Our job is to keep this trail welcoming from end to end,” Dexter says. “That means maintaining the surface, the areas alongside the trail, and around these bridges so they stay safe and comfortable for walkers, cyclists, kids, seniors…everyone. The history is a bonus, our priority is a trail the whole community can enjoy”.

Did you know you’re walking on part of the Golden Gate Bridge?

SU NRI

Their weight wasn’t just impressive, it was useful. The bridges were designed to withstand a 100-year flood, and they proved it during the 1997 floods, one of Roseville’s worst in a century.

Hidden in plain sight

N.

Roseville acquired the beams and crews built concrete abutments along a two-mile stretch of the ravine. Each beam was about 51 feet long and roughly 25 tons. Transporting them from the Bay Area was so challenging that one crane reportedly burned-out during unloading. Three I-beams were cut in half and installed as six bridges spanning Miners Ravine Creek.

Staying active, connected and FAB When you step into a FAB (Fifty & Better) event, chances are you’ll be greeted by laughter, a few friendly dice rolls and Recreation Coordinator Kiersten Killmer’s contagious enthusiasm. Her energy fills the room with the kind of easy warmth that makes everyone feel seen and welcome.

“It’s really just a place where it’s friendship and fun at the same time,” Kiersten explains. “Yes, people come for the games, but they’re also here for community. My favorite part is creating a space where they can share their stories, and you learn so much when you just sit down and listen.”

“I love working with seniors,” Kiersten says with a smile. “I have a really good relationship with my grandma, and I just remember absolutely adoring the tea parties she hosted every year. That sense of community stuck with me, people coming together, sharing stories, celebrating life.”

Under Kiersten’s guidance, FAB continues to grow. She’s expanded offerings at both the Maidu Community Center and the Mahany Fitness Center, adding new programs based on member feedback like the creative art workshops and craft series to the new Bereaved Parents support group, which complements the long-standing programs for Alzheimer’s caregivers, those with Parkinson’s, and widowed spouses. “Members tell me what they want,” she says. “This club is for them. I want to make sure it’s never stagnant and that there’s always something new and meaningful to look forward to.”

That early love for connection led Kiersten to FAB, a membership-based program designed for the city’s active aging community, ages 50 and up. The program offers everything from pickleball and bocce ball to bingo, bunco, mahjong and watercolor classes. They even go on trips to see shows or enjoy places like Apple Hill.

“My favorite part is creating a space where they can share their stories, and you learn so much when you just sit down and listen.” For more information:

roseville.ca.us/FAB50

She’s also proud that the program remains affordable and accessible to the broader community. “We want people to know the resources that are available,” she adds. “Even if you’re not a member, many of our support groups are open to everyone.” For Kiersten, what started as a career in youth programming has transformed into her most fulfilling work yet. “I never thought I’d work in adult programming,” she admits. “But this has been the most rewarding job I’ve ever had. Seeing people still active, still laughing, still learning…that’s what it’s all about.” At its heart, FAB isn’t just a program. It’s proof that friendship, laughter and purpose only get better with age.
