CREATION OF PERFORMANCE MANAGEMENT GROUP (PMG) FOR THE GRANT OF THE PERFORMANCE-BASED BONUS (PBB) FOR FISCAL YEAR (FY) 2021
In pursuant to the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (Administrative Order No. 25 S. 2011) Memorandum Circular (MC) No. 2021-1 dated June 3, 2021, the Department of Agriculture hereby creates Performance Management Group (PMG) for the grant of PBB for FY 2021 under Executive Order No. 80, S. 2012 and Executive Order No. 201, S. 2016. The PMG shall perform the following functions, duties and responsibilities: 1. Prepare internal guidelines for the grant of PBB for FY 2021 to eligible units and employees of the identified DA offices/agencies (See attached Annex 1: Masterlist of Departments/Agencies of MC No. 2021-1 dated June 3, 2021). The guidelines must include the following, among others: • Performance Indicators and Targets under each four (4) dimensions of accountability: Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results • Assessment and Scoring System/Rating of the accomplishments under each of the four (4) dimensions of accountability • Validation System of Accomplishments • Eligibility Criteria for FY 2021 PBB o Delivery units of eligible agencies o Individual employees • Rates of PBB for officials and employees \M
