CREATION OF DEPARTMENT OF AGRICULTURE REVIEW COMMITTEE ON RATIONALIZATION PLAN*•
Rationale In line with the undersigned’s new policy direction for the Department, there is a pressing need to review the existing organizational structure of the DA which was based on the approved Rationalization Plan of the Department dated July 19, 2013 under Executive Order No. 366, Series of 2004 and update its systems and procedures, if necessary, to better respond to the needs of farmers and fishers through DA’s various programs and projects. DA Administrative Order No. 01 dated January 2,2020, Section 2, particularly, item no. 4, Review and Updating of the Agency -Wide Rationalization Plan DBM-COA-CSC Joint Circular No. 1, Series of 2018, particularly Section 2.0, item no. 4, which states that “Government agencies shall review their functions, systems and procedures, organizational structure and staffing to determine the appropriate human resource complement for their programs/activities/projects."
In view of the above, the DA Review Committee on Rationalization Plan is hereby created to facilitate the review of the DA’s structure, its systems and procedures including the staffing complement and come up with their recommendation on the rationalization program of the Department. The composition of the said committee is as follows:
