Rewilding the Fairways: A Hike & Lecture with Ann Wasser - On Thursday, June 19, join Wild Ones Rock River Valley Chapter for an evening with Ann Wasser, Executive Director of Severson Dells Nature Center, as she leads a hike and lecture at the evolving landscape of the former Elliot Golf Course — a site undergoing a rewilding transformation. Illinois’ $55.2B budget ‘incomplete,’ Civic Federation president says

SPRINGFIELD — Illinois’ latest budget misses the mark in several key areas, according to one independent nonprofit fiscal analyst.

State lawmakers sent Gov. JB Pritzker a $55.2 billion budget on May 31 that raises $1 billion in new revenue and increases spending by more than $2 billion in fiscal year 2026 compared to the current year.

But the head of one of Chicago’s top nonpartisan government research organizations said lawmakers made too many short-term decisions to balance the budget in fiscal year 2026 that could make future fiscal years more challenging.

“It’s an incomplete budget,” Civic Federation President Joe Ferguson told Capitol News Illinois. “It does not add in any meaningful way to discuss any structural issues the state has. It’s a maintenance budget.”

Ferguson said a key reason for that is at least $271 million in fund sweeps used to balance the general revenue fund. Fund sweeps occur when lawmakers dip into lesser-known and underutilized funds outside the main general fund to use as a source of revenue for the fiscal year. This year’s budget also pauses several transfers to keep certain dollars available in the general fund for use this year.

For example, the budget calls for pausing the final transfer of motor fuel sales tax revenue to the road fund. The move would free up $171 million of general fund spending in FY26, but delays putting that money toward road construction projects.

“It’s not balanced on gimmicks,” House Speaker Chris Welch, D-Hillside, told Capitol News Illinois for the latest episode of the “Illinois Lawmakers” program. “It’s balanced based on revenues and expenditures, and it’s based on what we know. We passed a budget based on what we knew at the time, and we weren’t going to pass the budget with cuts alone.”

The FY26 budget would also suspend the monthly transfer to the “rainy day” fund for one year, freeing up $45 million for general fund use.

“It’s absolutely a mistake,” Ferguson said, calling that decision “troubling.”

The “rainy day” fund should continue to grow over time, he said, especially “knowing that we are going to need to go to some last-case resorts in all likelihood when we understand the federal impact and when we approach the transit issues as well, and this was not the moment to go to that well.”

The fund is still expected to grow from interest income and cannabis revenue

in FY26.

Lawmakers used some of the fund sweeps to give the governor authority over a new $100 million “emergency” fund to plug unforeseen budget shortfalls.

Pritzker argued at a news conference after the budget passed that the state’s “structural” deficit – or the gap between ongoing spending and baseline revenues – has improved since he took office in 2019.

“We’re diminishing the one-time expenditures that we have to make,” Pritzker said. “So we’ve gotten, really, much closer than ever before to balancing that structural deficit.”

Relying on fund sweeps will only make budgeting more challenging if a crisis arrives, Ferguson said.

“Everyone acknowledges that it is all but certain that there are additional things that are going to need to be attended to in the coming months,” Ferguson said.

An eye on Congress

New action from Congress that punches holes in state budgets, coupled with the state’s public transportation fiscal cliff, could be a wake-up call for lawmakers, Ferguson said.

The U.S. House has already passed a domestic policy plan that would shift more cost of government programs to states, cut Medicaid funding and phase out clean energy tax credits. The Senate is expected to make changes to the legislation, but President Donald Trump wants to sign the bill into law by July 4.

While many components may not hit Illinois’ budget this year, state lawmakers are watching for any changes that could require them to return to Springfield and adjust the FY26 budget.

“We have told the caucus to stand on the ready,” Welch said. State lawmakers boosted spending in the FY26 budget for safety net hospitals and federally qualified health centers, but the state wouldn’t be able to absorb major federal cuts to Medicaid.

“We got some room in there to be able to respond, but it’s hard to prepare when you don’t know exactly what’s coming down the pipe,” House budget leader Rep. Kam Buckner, D-Chicago, said during a news conference Thursday with the Democratic Legislative Campaign Committee.

House Republican Leader Tony McCombie, R-Savanna, was less worried Congress will cut Medicaid and other key benefits.

“After conversations with the Illinois delegation, I don’t feel that there’s

going to be any concerns with cuts that are important in our Medicaid budget,” McCombie told Capitol News Illinois.

Last-minute budgeting

Democrats unveiled a more than 3,300page spending plan about 24 hours before it passed the General Assembly, while the $1 billion tax plan was filed about five hours before lawmakers took a vote.

Ferguson, the Civic Federation president, criticized the legislative process that gives lawmakers and the public little time to review the budget’s contents.

“It was chaotic, nontransparent –nontransparent even to the legislators that had to vote on it – and not really the way that we want to go about this business, especially at a sensitive time,” he said.

A group of conservative lawmakers also contended the process was illegal in a lawsuit filed this week in Sangamon County. The Illinois Freedom Caucus argues that the budget amendments were not read on three separate days in each chamber of the General Assembly, which they say violates the state constitution.

The constitution states a bill “shall be read by title on three different days in each house,” but does not specify that each amendment to a bill receive the same.

Each of the bills were read on three separate days this spring in both chambers, even though the substantial amendment containing the budget was filed in the final hours. For example, the bill lawmakers used to raise $1 billion of revenue was originally filed to establish an Emmitt Till commemorative day. The bill met the three readings requirement in both chambers before the Emmitt Till Day provision was removed in the final hours of session in favor of the tax plan.

The constitution also states that it’s up to the House speaker and Senate president to “certify that the procedural requirements for passage have been met.”

In applying what’s known as the “enrolled bill doctrine,” the Supreme Court has consistently declined to infringe on the legislature’s authority to certify its own bills, due to separation of powers concerns. It has also consistently upheld broad authority for the General Assembly to gut the original contents of a bill and amend it with a new subject, making the lawsuit a long shot.

Israeli forces seize Gaza-bound aid boat and detain Greta Thunberg and other activists

JERUSALEM (AP) — Israeli forces seized a Gaza-bound aid boat and detained Greta Thunberg and other activists who were on board early Monday, enforcing a longstanding blockade of the Palestinian territory that has been tightened during the Israel-Hamas war.

The activists had set out to protest Israel’s ongoing military campaign in the Gaza Strip, which is among the deadliest and most destructive since World War II, and its restrictions on the entry of humanitarian aid, both of which have put the territory of around 2 million Palestinians at risk of famine.

The Freedom Flotilla Coalition, which had organized the voyage, said that the activists were “kidnapped by Israeli forces” while trying to deliver desperately needed aid to the territory.

“The ship was unlawfully boarded, its unarmed civilian crew abducted, and its life-saving cargo — including baby formula, food and medical supplies — confiscated,” it said in a statement. It said the ship was seized in international waters about 200 kilometers (120 miles) from Gaza.

Israel’s Foreign Ministry portrayed the voyage as a public relations stunt, saying in an X post that “the ‘selfie yacht’ of the ‘celebrities’ is safely making its way to the shores of Israel.”

It said the activists would return to their home countries and the aid would be sent to Gaza through established channels. It circulated footage of what appeared to be Israeli military personnel handing out sandwiches and water to the activists, who were wearing orange life vests.

Lt. Col. Nadav Shoshani, an Israeli military spokesperson, said that the ship was still en route to Israel around midday Monday. It was expected to dock at the port of Ashdod. Afterwards, the activists were expected to be held at a detention facility in the Israeli city of Ramle before being deported, according to Adalah, a legal rights group representing the activists.

Weeklong voyage

Thunberg, a climate campaigner, was among 12 activists aboard the Madleen, which set sail from Sicily a week ago. Along the way, it had stopped on Thursday to rescue four migrants who had jumped

overboard to avoid being detained by the Libyan coast guard.

“I urge all my friends, family and comrades to put pressure on the Swedish government to release me and the others as soon as possible,” Thunberg said in a prerecorded message released after the ship was halted.

Rima Hassan, a French member of the European Parliament who is of Palestinian descent, was also among the volunteers on board. She has been barred from entering Israel because of her opposition to Israeli policies toward the Palestinians.

She was among six French citizens aboard the boat. French President Emmanuel Macron asked Israel to allow them to return to France as soon as possible, his office said in a statement.

Swedish Foreign Minister Maria Malmer Stenergard said in Stockholm that the crew and passengers of the Madleen were aware of the risks of the campaign, and that her ministry has advised against travel to Gaza for a decade and people who disregard that advice have a clear personal responsibility, Swedish news agency TT reported.

She said the ministry’s current assessment is that no one onboard is in danger and there is no need for consular support at present.

Adalah, the rights group, said that Israel had “no legal authority” to take over the ship, because it was in international waters and it was headed not to Israel but to the “territorial waters of the state of Palestine.”

“The arrest of the unarmed activists, who operated in a civilian manner to provide humanitarian aid, amounts to a serious breach of international law,” Adalah said in a statement.

Israeli officials said that the flotilla was bringing “meager” aid with what amounted to less than a truckload of aid.

“This wasn’t humanitarian aid. It’s Instagram activism,” Israeli government spokesperson David Mencer said. “Meanwhile, Israel has delivered over 1,200 truckloads in the last two weeks. So who’s really feeding Gaza and who’s really feeding their own ego? Greta was not bringing aid, she was bringing herself. And she’s not here for Gaza, let’s be blunt about it. She’s here for Greta.”

After a 2½-month total blockade aimed at pressuring Hamas, Israel started allowing some basic aid into Gaza last

month, but humanitarian workers and experts have warned of famine unless the blockade is lifted and Israel ends its military offensive.

An attempt last month by Freedom Flotilla to reach Gaza by sea failed after another of the group’s vessels was attacked by two drones while sailing in international waters off Malta, organizers said. The group blamed Israel for the attack, which damaged the front section of the ship.

18-year blockade

Israel and Egypt have imposed varying degrees of a blockade on Gaza since Hamas seized power from rival Palestinian forces in 2007. Israel says the blockade is needed to prevent Hamas from importing arms, while critics say it amounts to collective punishment of Gaza’s Palestinian population.

Israel sealed off Gaza from all aid in the early days of the war ignited by the Hamas-led attack on southern Israel on Oct. 7, 2023, but later relented under U.S. pressure. In early March, shortly before Israel ended a ceasefire with Hamas, the country again blocked all imports, including food, fuel and medicine.

Hamas-led militants killed around 1,200 people, mostly civilians, in the Oct. 7 attack and abducted 251 hostages, most of whom have since been released in ceasefire agreements or other deals. Hamas is still holding 55 hostages, more than half of them believed to be dead.

Israel’s military campaign has killed more than 54,000 Palestinians, according to the Gaza Health Ministry, which doesn’t distinguish between civilians and combatants, but has said that women and children make up most of the dead.

The war has destroyed vast areas of Gaza and displaced around 90% of the territory’s population, leaving people there almost completely dependent on international aid.

Efforts to broker another truce have been deadlocked for months. Hamas says it will only release the remaining hostages in exchange for a lasting ceasefire and an Israeli withdrawal, while Israel has vowed to continue the war until all the captives are returned and Hamas is defeated, or disarmed and exiled.

Ukraine says Russia launched the biggest overnight drone bombardment of the war

KYIV, Ukraine (AP) — Russia launched almost 500 drones at Ukraine in the biggest overnight drone bombardment of the three-year war, the Ukrainian air force said Monday, as the Kremlin presses its summer offensive amid direct peace talks that have yet to deliver progress on stopping the fighting.

Despite the difficulties in reaching a ceasefire, Russia and Ukraine swapped another batch of prisoners of war Monday.

In addition to the 479 drones, 20 missiles of various types were fired at different parts of Ukraine from Sunday to Monday, according to the air force, which said the barrage targeted mainly central and western areas.

Ukraine’s air force said its air defenses intercepted and destroyed 277 drones and 19 missiles, claiming only 10 drones or missiles hit their targets. Officials said one person was injured. It was not possible to independently verify the claims.

A recent escalation in aerial attacks has coincided with a renewed Russian battlefield push along eastern and northeastern parts of the roughly 1,000-kilometer (620-mile) front line.

Ukraine’s President Volodymyr Zelenskyy said late Sunday that in some of those areas, “the situation is very difficult.” He provided no details.

Ukraine is short-handed on the front line against its bigger enemy and needs more military support from its Western partners, especially air defenses. But uncertainty about the U.S. policy on the war has fueled doubts about how much help Kyiv can count on.

Ukraine has produced some stunning counter-punches, however. Its June 1 drone attack on distant Russian air bases was unprecedented in its scope and sophistication.

Russia intensifies its attacks

The Ukrainian General Staff said special operations forces struck two Russian fighter jets stationed at the Savasleyka airfield in Russia’s Nizhny Novgorod region located about 650 kilometers (about 400 miles) northeast of the Ukrainian border. The statement did not say how the planes were hit and there was no immediate comment on the claim from Russian authorities. Some Russian war bloggers said there was no damage to the warplanes.

Russian officials have said the recent intensified assaults are part of a series of retaliatory strikes for Ukraine’s drone

attack on air bases that were hosting nuclear-capable strategic bombers. A strike on a Ukrainian air base in Dubno, in the western Rivne region, was one such response, the Russian Defense Ministry said Monday.

Two recent rounds of direct peace talks between Russian and Ukrainian delegations in Istanbul have yielded no significant breakthroughs beyond pledges to swap prisoners as well as thousands of their dead and seriously wounded troops. Russian President Vladimir Putin has indicated he will keep fighting until his conditions are met.

Russia and Ukraine exchange more POWs

The exchange of hundreds of soldiers and civilians has been a small sign of cooperation in otherwise failed efforts to agree on a ceasefire.

More prisoners were swapped Monday in a staggered process taking place over the coming days, Zelenskyy and the Russian Defense Ministry said, although neither side said how many. Those who were swapped included wounded soldiers, as well as those under 25, Zelenskyy said. “The process is quite complicated, there are many sensitive details, negotiations continue virtually every day,” he added.

In the Chernihiv region of northern Ukraine, dozens of anxious relatives gathered outside a hospital and formed a human corridor to see whether their loved ones were among those freed.

Many held up photos of sons, husbands and brothers in hopes that someone might recognize them and offer any news. One by one, the returning soldiers passed silently through the corridor, their expressions a mixture of joy and exhaustion.

Many in the crowd hadn’t received official word on their loved ones for months, and some of them for years.

Tetiana Lytvyn, 38, of Chernihiv, was among those waiting. She wasn’t looking for one person, but two — her father and a cousin, both of whom went missing last year.

“The war might end,” she added, “but for those of us with family still missing — the war will never be over until they come home.”

Lytvyn’s cousin, 21-year-old Mykola Dmytruk, disappeared while his wife was pregnant. “He has a daughter now,” she said. “She’s 5 months old.”

The Ukrainian POWs were in poor health, said Petro Yatsenko, spokesperson for Ukraine’s official body overseeing

prisoners. They lacked food during their imprisonment and had no access to medical care, he said.

More than 200 Ukrainian POWs have died in prison since Russia’s full-scale invasion of its neighbor, an Associated Press report published last month found.

Russia and Ukraine have disagreed over the transfer of the bodies of soldiers killed in action. The Russian Defense Ministry alleged Ukraine failed to pick up the bodies of its fallen soldiers that Russia made available for collection over the weekend.

But Zelenskyy claimed that Moscow hadn’t sent to Kyiv the names of more than 1,000 Ukrainians whose bodies are in Russian-controlled territories as had been agreed. He accused Russian authorities of playing “dirty” games.

Even so, Kremlin spokesman Dmitry Peskov said the swap is expected to go ahead, although he said there were no specific arrangements so far for the transfer.

Ukraine’s intelligence chief, Kyrylo Budanov, said the exchange of bodies will begin this week.

Long-range drone attacks continue

Russia has repeatedly targeted civilian areas of Ukraine with Shahed drones during the war, as happened on Sunday night. The attacks have killed more than 12,000 Ukrainian civilians, according to the United Nations. Russia says it only attacks military targets.

Ukraine has developed long-range drones that continue to strike deep inside Russia.

Russia’s Defense Ministry said it shot down 49 Ukrainian drones overnight over seven Russian regions.

Two drones hit a plant specializing in electronic warfare equipment in the Chuvashia region, located more than 600 kilometers (370 miles) east of Moscow, local officials reported.

Natural resources as a cause of conflict

Competition for natural resources is seen as the primary cause of global conflicts according to Michael T. Klare in his book, ‘Resource Wars’. He goes on to declare that resource scarcity will be the dominant factor for wars in the 21” century and current events lends support to his belief

There is a long history of wars involving gaining control over natural resources such as land, agricultural products and trade routes. The resources being sought are often related to the stage of development of the technologies supporting the economy. The new technologies increase the demand for specific resources needed for them As artificial intelligence and renewable energy technologies play increasing roles in the global economy the demand for the resources used in them are likely to involve conflicts between the interests seeking to control access to them.

A number of energy analysts believe that fossil fuels, particularly oil, constitute the master resource supporting the existing economy. As these resources become less available economic growth could eventually slow and come to an end if no low cost abundant energy resource becomes available for use.

Economic growth is seen as the glue that holds the economy and the political system together and if economic growth fails to occur, we are left to ponder how society would function if economic growth comes to an end.

Orthodox economic theory postulates if a resource is in short supply its price will rise discouraging its consumption while promoting the search for new supplies. If no additional supplies are found a new resource will be developed to replace the dwindling resource. The theory assumes new resources will be found and economic progress will continue.

If economic growth slows dramatically or stops, the question becomes how society would adjust to little or no growth.

While environmental and energy issues have been our primary interest this article will provide a brief focus on the concerns raised in the Doomsday Clock statement updated on January 25, 2025. The clock is now down to 89 seconds to midnight, which is the closest it has ever been to catastrophe. It is universally recognized indicator of a potential global catastrophe caused by man made technologies.

Any references to the Doomsday Clock in this article come from the article: “Closer than ever: It is now 89 second to midnight.” While not a prediction as to what will happen, it does serve as a warning as to what could happen if leaders fail to act.

While widely recognized as a symbol it is seldom featured in the press perhaps because it counters the widely accepted preference for optimism in the public media to facilitate a relatively smoothly functioning society. Our decision to address the doomsday clock is driven by the widely chaotic global situation and the trend on the part of some members of the global elite in building underground retreats in distant or hard to

access locations for survival purposes if global conditions become extremely threatening.

The potential to escape to highly protected retreats suggests that some leaders are concern over their survival. While we do not know their reasons for building such survival retreats the Doomsday Clock potentially addresses some of the concerns driving the interest in building such retreats. Survival is also a concern of ordinary people. A couple living in Europe informed us they have built a bomb shelter in the basement of their home in case the war in Ukraine spreads into other parts of Europe.

Initially the Doomsday Clock was developed a few years after the explosion of the world’s first nuclear bomb as a public symbol of the danger of using nuclear weapons to world’s civilization” It was founded in 1945 by Albert Einstein, Robert Openheimer and Chicago University scientists involved in the development of the first atomic weapons as a part of the Manhatten Project. Over time the Doomsday Clock while still concerned about the threat of nuclear weapons it has moved on to include other threats to civilizations from human created technologies.

The hope behind the project is that leaders will recognize the world’s existential predicament and take bold action to reduce the threats poised by nuclear weapons, climate change and the misuse of biological science and a variety of emerging technologies.

The wars in Ukraine and the middle east could turn nuclear either through

decisions to use nuclear weapons. With existing nuclear nations upgrading and increasing their nuclear weapons and a number of nations without weapons interested in obtaining them the potential for their use remains a threat.

The world has yet to adequately address the risks associated with climate change and the transition to cleaner sources of energy is not occurring at fast enough pace to stabilize the climate.

There are biological threats as well ranging from emerging diseases in farm animals and products with the potential to spread to humans. The existence of high-containment laboratories around the world holding remain the possibility that pathogens with pandemic potential escape from the facilities or being developed into weapons for war remain threats.

The world is made more dangerous as weapons incorporating artificial intelligence have been used in the wars in Ukraine and the middle east to improve the targeting of weapons on the nations involved. Another concern is the dangers involved in the spread of misinformation, disinformation and conspiracies impacting public discourse, election outcomes, free speech, human rights essential to effective action to combat the various threats facing the world.

Trust being formally initiated 11/14/2010 by Melba Jewell (J.) Marchetti of 404 McLain Avenue in Rockford, Illinois, said wishes thereof originally transmitted to Timothy Shawn (S.) ODonnell, legally adoptive son, and Melba Sue (S.) ODonnell, natural daughter (now deceased) during specific conversation with the two, approximately summer of 2007.

Following the passing of his mother (Melba S. ODonnell) in 2022, Kevin ODonnell moved domicile to 404 McLain Avenue, Rockford, Illinois in February 2023; Trustee (Timothy S. ODonnell) was finalizing interior repairs and renovations at that time in order to formally “turn over” the property in “Ready” status, when in November 2023 it became clear the roof needed re-shingling. Trustee offered to perform services if Beneficiary purchased necessary materials and presented several options over coming months, without reply from Beneficiary. Roof condition worsened until September 2024 when it could no longer be postponed, so Trustee began work.

During re-shingling of the structure on Tuesday, 8 October 2024, Beneficiary Kevin E. ODonnell stated his intention to unconditionally relinquish the home and property to Trustee, Timothy S. ODonnell, further stating that he “never wanted the place”. This was confirmed Tuesday, 15 October 2024 when Beneficiary vacated premises with belongings, leaving several months of bills unpaid and without forwarding address.
