

Insurance industry opposes regulation, blames inflation, climate change for rate hikes
Pritzker called for legislation following State Farm’s 27% homeowners rate hike

Insurance industry officials defended recent homeowners insurance rate spikes this week, blaming such factors as inflation and climate change while warning that attempts to regulate their ability to set rates would be bad for consumers.
In testimony during a virtual meeting Wednesday of the Senate Insurance Committee, officials pushed back against criticisms by Gov. JB Pritzker and legislative leaders who said the hikes raise suspicions that Illinois homeowners are being charged extra to help cover insurance losses caused by wildfires, hurricanes and other natural disasters elsewhere in the country.
Robert Gordon, a senior vice president at the American Property Casualty Insurance Association, said property losses from natural disasters are common in Illinois, and they have been growing more frequent.
“Chicago is the most at-risk of any major city for severe convective storms,” he said. “That’s storms like thunder-

storms, hail, tornadoes. … Both the average annual losses and the number of billion-dollar-plus disasters in Illinois has dramatically increased over the last several years.”
Calls for regulation
In July, Pritzker called on lawmakers to pass legislation in the upcoming fall veto session that would give the Illinois Department of Insurance regulatory authority over the rates companies charge for homeowners insurance.
That came after one of the largest insurers in the Illinois market, Bloomingtonbased State Farm Insurance, announced it was raising premiums for residential property casualty insurance in Illinois by an average 27.2%.
“These increases are predicated on catastrophe loss numbers that are entirely inconsistent with the Illinois Department of Insurance’s own analysis — indicating that State Farm is shifting out-of-state costs onto the homeowners in our state,” Pritzker said in a statement.
“Hard-working Illinoisans should not be paying more to protect beach houses in Florida.”
State Farm disputed that claim, saying the rate increases were the direct result of property insurance losses in Illinois.

It noted the company had lost money in its homeowners’ line of business in 13 of the last 15 years.
But State Farm’s action also highlighted the fact that Illinois is the only state in the nation whose insurance regulators do not have authority to review and either approve, modify or reject proposed premium changes in the homeowners insurance market. Only in recent years has the General Assembly given the department regulatory authority over health insurance premiums.
‘Competition’ as a regulator
Nat Shapo, a former director of the Illinois Department of Insurance under former Gov. George Ryan from 1999 to 2003 who is now an attorney in private practice, testified that the primary job of state regulators should be to make sure insurance companies remain solvent, not to put caps on the premiums they charge.
“That’s because the greatest harm to policyholders that your constituents is when a carrier can’t pay their claims,” he said.
Instead of regulating premiums, Shapo said, Illinois has traditionally relied on market competition to keep rates affordable while regulators have focused on making sure the premiums companies charge are sufficient to provide them with enough capital to pay claims.
He said regulating premiums in a way that inhibits companies from adapting to changing circumstances often results in driving some carriers out of the market, thereby weakening competition and raising prices for consumers even further.
“For 50 years since the market became competitive, (Illinois) has used competition, the most ruthless regulator of price, to regulate insurance rates,” Shapo said. “The results have been very good.”
Sen. Julie Morrison, D-Lake Forest, who chairs the committee, said Wednesday’s hearing was for informational purposes only. She said more hearings will be held before the committee considers any legislation, but she did not indicate when the next hearing would be.

Growing and harvesting okra

Okra is not a common sight in Midwestern vegetable gardens. More often grown in the southern U.S., it has gained attention from gardeners looking to try something new. If you planted okra this summer, you may be noticing some of its unique features and wondering when to harvest. I grow okra every year and this week has begun my harvest.
Okra belongs to the Malvaceae family, which also includes cotton and cacao, though you’re more likely familiar with relatives such as hibiscus and hollyhock. Like these, okra grows on a tall central stalk with large leaves and hibiscus-shaped
flowers. Each flower, once pollinated, develops into an okra pod. Although relatively easy to grow, okra does face insect pressure. Japanese beetles may feed heavily on leaves, while Brown Marmorated Stinkbugs can damage pods, leaving them twisted or deformed. These issues are most noticeable at harvest.
The most important consideration for new growers is timing. Pods are best picked when 2–3 inches long. Larger pods quickly become woody and tough. Vibrant color is another indicator—green or purple depending on the variety. Avoid harvesting pods that appear pale, even if small, as they may also be fibrous. During peak summer growth, pods form rapidly,
so check plants and harvest every two to three days. When harvesting, use pruners to cut pods from the stalk, leaving a short stem attached. Because the leaves and pods are covered in fine hairs that can irritate skin, gloves and long sleeves are recommended.
Post-harvest care is also important. Do not wash pods unless you plan to cook with them immediately. Excess moisture encourages mold and can create a slimy surface. Instead, wait to rinse them just before preparing.
Once in the kitchen, how you cut okra affects its texture. Cutting releases mucilage—the “slime” that often gives okra its reputation. Smaller slices release
more mucilage, while larger cuts reduce it. Working quickly with a sharp knife also helps. Many cooks use this technique to minimize slime while still enjoying the vegetable’s unique flavor and versatility. Okra can be sautéed, grilled, or added to stews, making it a flexible ingredient for summer meals.
Okra may not yet be a staple in Midwestern gardens, but with proper care and harvest practices, it can be a rewarding addition. From its striking flowers to its distinctive pods, okra offers both ornamental and culinary value for gardeners willing to experiment.

Israel strikes a Gaza hospital twice, killing at least 20, including journalists and rescuers

DEIR AL-BALAH, Gaza Strip (AP) — Israel struck one of the main hospitals in the Gaza Strip with a missile Monday and then fired another as journalists and rescue workers rushed to the scene, killing at least 20 people and wounding scores more, local health workers said.
It was among the deadliest of several Israeli strikes that have hit both hospitals and journalists over the course of the 22-month war sparked by Hamas’ Oct. 7, 2023, attack, and the attack came as Israel plans to widen its offensive to heavily populated areas.
The first strike hit a top floor of a building at Nasser Hospital in the southern city of Khan Younis. Minutes later, as journalists and rescuers in orange vests rushed up an external staircase, a second missile hit, said Dr. Ahmed al-Farra, head of Nasser’s pediatrics department.
Among those killed was 33-year-old Mariam Dagga, a visual journalist who had worked for The Associated Press. Dagga regularly reported for multiple outlets from the hospital, including a recent story for the AP on doctors struggling to save children from starvation.




The strike killed four other journalists who had worked for Al Jazeera, Reuters and Middle East Eye, a U.K.-based media outlet, most on a contractor or freelance basis.
The Israeli military said it struck targets in the area of the hospital. It said it would investigate, and that it “regrets any harm to uninvolved individuals and does not target journalists as such.”
Israel has attacked hospitals multiple times throughout the war, asserting that Hamas embeds itself in and around the facilities, though Israeli officials rarely provide evidence. Hamas security personnel have been seen inside such facilities over the course of the war, and parts of those sites have been off limits to reporters and the public.
The hospitals that remain open have been overwhelmed by the dead, wounded and now by increasing numbers of malnourished as parts of Gaza are now in famine.
A doctor describes ‘chaos, disbe- lief and fear’
The first Israeli strike at around 10:10 a.m. hit the hospital’s fourth floor, which
has surgical operating rooms and doctor’s residences, killing at least two people, said Zaher al-Waheidi, head of the records department at the Gaza Health Ministry.
The second strike on the stairwell killed 18 others, including rescuers and the journalists, al-Waheidi told the AP. He said around 80 people were wounded, including many who were in the hospital’s courtyard.
Journalists often used the external staircase as a location for live TV spots and to pick up an internet signal.
A British doctor working on the floor that was hit said the second strike came before people could start evacuating from the first.
“Just absolute scenes of chaos, disbelief and fear,” the doctor said. They described wounded people leaving trails of blood as they entered the ward. The hospital was already overwhelmed, with patients with IV drips lying on the floor in the corridors in stifling heat.
The doctor spoke on condition of anonymity in line with regulations from their organization to avoid reprisals from Israeli authorities.
“It leaves me in another state of shock that hospitals can be a target,” the doctor said. “You go to work as a health care professional, and you should be protected in the place you work. But you are not.”
Nasser Hospital has withstood raids and bombardment during the war, with officials repeatedly noting critical shortages of supplies and staff.
A June strike on the hospital killed three people, according to the Health Ministry. The military said at the time that it targeted a Hamas command and control center. A March strike on its surgical unit days after Israel ended a ceasefire killed a Hamas official and a 16-year-old boy.
Prime Minister Benjamin Netanyahu’s office did not immediately respond to questions about Monday’s strikes. They came days after the Israeli military’s Arabic spokesperson urged health officials to evacuate patients from northern Gaza to facilities in the south ahead of Israel’s offensive in Gaza City.
More Palestinians killed while seeking aid
Al-Awda Hospital said Israeli gunfire killed six aid-seekers trying to reach a distribution point in central Gaza and wounded another 15.
The shootings were the latest in the
Netzarim Corridor, a military zone where U.N. convoys have been overrun by looters and desperate crowds, and where people have been shot and killed while heading to sites run by the Gaza Humanitarian Foundation, an Israeli-backed American contractor.
The GHF denied that any shootings had occurred near its site. There was no immediate comment from the Israeli military, which has said after previous shootings that it only fires warning shots.
Al-Awda said two Israeli strikes in central Gaza killed six Palestinians, including a child. Shifa Hospital in Gaza City said three Palestinians, including a child were killed in a strike there.
One of the deadliest wars for journalists
The war in Gaza has been one of the bloodiest for media workers, with 189 Palestinian journalists killed by Israeli fire, according to the Committee to Protect Journalists. More than 1,500 health workers have also been killed, according to the U.N.
The health ministry said Sunday that at least 62,686 Palestinians have been killed in the war. It does not distinguish between fighters and civilians but says around half have been women and children. The ministry is part of the Hamasrun government and staffed by medical professionals. The U.N. and independent experts consider it the most reliable source on war casualties. Israel disputes its figures but has not provided its own.
The war began when Hamas-led militants abducted 251 people and killed around 1,200 people, mostly civilians, in the 2023 attack. Most of the hostages have been released in ceasefires or other deals, but 50 remain in Gaza, with around 20 believed to be alive.
Hostages’ families fear a new offensive will further endanger their loved ones, and Israel has seen mass protests calling for a ceasefire deal that would bring them home.
This story has been corrected to note that Israel has provided some evidence of militants operating in and around some of the hospitals it has raided.

Expect health insurance prices to rise next year, brokers and experts say

Pricey prescriptions and nagging medical costs are swamping some insurers and employers now. Patients may start paying for it next year.
Health insurance will grow more expensive in many corners of the market in 2026, and coverage may shrink. That could leave patients paying more for doctor visits and dealing with prescription coverage changes.
Price increases could be especially stark in individual coverage marketplaces, where insurers also are predicting the federal government will end some support that helps people buy coverage.
“We’re in a period of uncertainty in every health insurance market right now, which is something we haven’t seen in a very long time,” said Larry Levitt, an executive vice president at the nonprofit KFF, which studies health care.
What’s hitting insurers
In conference calls to discuss recent earnings reports, insurers ticked off a list of rising costs: More people are receiving care. Visits to expensive emergency rooms are rising, as are claims for mental health treatments.
Insurers also say more healthy customers are dropping coverage in the individual market. That leaves a higher concentration of sicker patients who generate claims.
Enrollment in the Affordable Care Act’s insurance marketplaces swelled the past
few years. But a crackdown on fraud and a tightening of eligibility verifications that were loosened during the COVID19 pandemic makes it harder for some to stay covered, Jefferies analyst David Windley noted.
People who use little care “are disappearing,” he said.
Prescription drugs pose another challenge, especially popular and expensive diabetes and obesity treatments sometimes called GLP-1 drugs. Those include Ozempic, Mounjaro, Wegovy and Zepbound.
“Pharmacy just gives me a headache, no pun intended,” said Vinnie Daboul, Boston-based managing director of the employee benefits consultant RT Consulting.
There are more super expensive drugs
New gene therapies that can come with a one-time cost of more than $2 million also are having an impact, insurance brokers say. Those drugs, which target rare diseases, and some newer cancer treatments are part of the reason Sun Life Financial covered 47 claims last year that cost over $3 million.
The financial services company covers high-cost claims for employers that pay their own medical bills. Sun Life probably had no claims that expensive a decade ago and maybe “a handful at best” five years ago, said Jen Collier, president of health and risk solutions.
Some of these drugs are rarely used, but they cause overall costs to rise. That


raises insurance premiums.
“It’s adding to medical (cost growth) in a way that we haven’t seen in the past,” Collier said.
Marketplace pain is in the forecast
Price hikes will be most apparent on the Affordable Care Act’s individual coverage marketplaces. Insurers there are raising premiums around 20% in 2026, according to KFF, which has been analyzing state regulatory filings.
But the actual hike consumers see may be much bigger. Enhanced tax credits that help people buy coverage could expire at the end of the year, unless Congress renews them.
If those go away, customer coverage costs could soar 75% or more, according to KFF.
Business owner Shirley Modlin worries about marketplace price hikes. She can’t afford to provide coverage for the roughly 20 employees at 3D Design and Manufacturing in Powhatan, Virginia, so she reimburses them $350 a month for coverage they buy.
Modlin knows her reimbursement only covers a slice of what her workers pay. She worries another price hike might push some to look for work at a bigger company that offers benefits.
“My employee may not want to go to work for a large corporation, but when they consider how they have to pay their bills, sometimes they have to make sacrifices,” she said.
Employers may shift costs
Costs also have been growing in the bigger market for employer-sponsored coverage, the benefits consultant Mercer says. Employees may not feel that as much because companies generally pay most of the premium.
But they may notice coverage changes.
About half the large employers Mercer surveyed earlier this year said they are likely or very likely to shift more costs to their employees. That may mean higher deductibles or that people have to pay more before they reach the out-of-pocket maximum on their coverage.
Drug coverage changes are possible
For prescriptions, patients may see caps on those expensive obesity treatments or limits on who can take them.
Some plans also may start using separate deductibles for their pharmaceutical and medical benefits or having patients pay more for their prescriptions, Daboul said.
Coverage changes could vary around the country, noted Emily Bremer, president of a St. Louis-based independent insurance agency, The Bremer Group. Employers aren’t eager to cut benefits, she said, so people may not see dramatic prescription coverage changes next year. But that may not last.
“If something doesn’t give with pharmacy costs, it’s going to be coming sooner than we’d like to think,” Bremer said.































































Illinois beekeepers battle losses, costs to keep hives buzzing
Community support, careful management help address challenges

SPRINGFIELD — Luke Harvey established the Riverview Road Apiary in 2014, perched along the Illinois River in Chillicothe, just across from the home where he grew up north of Peoria. Surrounded by birdsong on the back porch of the house, Harvey recently reflected on his history with bees.
“The love of beekeeping is also about the love of being outside, being closer to nature and being close to the world that we just aren’t really involved in.”
It’s an idyllic scene, one that can make it easy to overlook how challenging beekeeping can be for Harvey and the more than 5,400 other registered beekeepers across Illinois. Nearly 89% of them are hobbyists managing 10 colonies or fewer, according to the fiscal year 2025 Apiary Inspection Annual Report from the Illinois Department of Agriculture released in July.
Losses
Bee loss is a persistent issue throughout the state. It’s not uncommon for beekeepers to lose over half of their colonies each year — primarily during winter — due to disease, competition, poor nutrition or limited resources. That’s a trend mirrored across much of the Midwest and the country.
One long-standing threat is the varroa mite, which feeds on a bee’s hemolymph — a fluid similar to blood — and fat body, a key part of the bee’s immune system. These mites can weaken bees and act as vectors of viruses that can spread rapidly through a hive and beyond.
Many beekeepers indicated that it is difficult to keep colonies healthy. The IDOA’s FY25 report suggests a rise in varroa mite levels in the state, though it cautions that this may partly be because of environmental variables or when and where inspections occurred.
Pollinator expert Brittany Buckles said many of the biological challenges in Illinois are recurring and somewhat predictable but not always completely avoidable or easy to manage.
Buckles has worked with bees for about a decade and holds a master’s degree in entomology, specializing in pollinators.
Now based primarily in northern Illinois, she teaches classes through the Chicago Honey Co-Op in addition to her other pollinator-related work.
She reports an annual colony loss rate of around 40% in the hives she’s involved with — lower than many in the state — and partly attributes that to precise, timely treatment and close hive monitoring.
Buckles emphasized the importance of reliable information, recommending the University of Minnesota’s Beekeeping in Northern Climates guide.
Cost
Beyond biology, there are financial hurdles as well. Newcomers often face startup costs between $600 and over $1,000 for a hive and the required equipment.
“Life is already expensive enough,” Harvey said, adding that beekeeping is complex and many first-timers face difficulties managing hives. “People get frustrated.”
Harvey is what the beekeeping community calls a “sideliner,” someone between a hobbyist and a full-time professional. A former engineer and project manager, he has been able to devote more time to the apiary since taking early retirement from Caterpillar Inc. last year.
Even for seasoned beekeepers, scaling up can be a challenge. Harvey has considered expanding beyond 100 hives but said doing so alone would be difficult. Hiring would be costly, especially given how hive numbers can fluctuate.
“I know it’s possible,” he said. “I just haven’t been able to do it yet.”
About 10 miles away, the Urban Acres Gardens project in Peoria also incorporates beekeeping into its broader mission. Founded in 2018, the initiative focuses on providing fresh and affordable produce sourced from local gardens in Peoria’s North Valley.
Andres Diaz, owner of Urban Acres Gardens, has kept bees for six years and acknowledged the steep startup cost. However, he said he has recouped the initial investment through honey sales at the North Valley Farmers Market, where Urban Acres’ produce is sold.
“(Beekeeping) has been both beneficial for our plants and our production,” Diaz said. “It pays for itself after a couple of years if you’re selling the honey.”
He reinvests most of the proceeds into better beekeeping equipment and said the
practice also supports a deeper purpose.
“We reap the benefits of being in a community (where) we can do things more naturally and be more connected with our food sources,” he said.
Diaz has seen that first-hand. His teenage son helps bottle honey and wants to start working the hives, while his youngest daughter enjoys taste-testing.
Community
Diaz and others emphasized the value of mentorship in beekeeping. Buckles recommended that aspiring beekeepers shadow an experienced local mentor for a season before starting.
“Just like in any other trade, your mentor and the quality of your mentor can make or break you,” she said.
Many beekeepers credited the longevity of their apiaries to local clubs. Twentyfive local groups are affiliated with the Illinois State Beekeepers Association, offering education and a sense of community
Harvey is now the communications officer with the Heart of Illinois Beekeepers Association, which he said was key to sustaining his decadelong experience with bees.
“I can’t emphasize enough how important a well-run local association is,” he said. “That’s how you get new beekeepers, how you educate new beekeepers and how you educate the public.”
Other pollinators
While honeybees usually get the spotlight in discussions around pollination, promoting nonhoneybee pollinators is crucial for biodiversity and for preserving endangered species like the rustypatched bumble bee – one of 400 to 500 native bee species in Illinois. Those species are often overshadowed by the honey bee, known as apis mellifera, which was originally imported from Europe in the 17th century.
Since 2021, the Illinois Farm Bureau’s pollinator conservation grant program has committed $145,000 to 55 projects across 28 counties. Most of the support has gone toward pollinator plots – planted areas with species like milkweed, which monarch butterflies rely on for their reproductive cycles.
“It’s kind of a passion project for people,” said Bena Pegg, environmental program manager at the Farm Bureau. “There’s a lot of diversity in the way that individual counties are doing that work.”
Buckles suggested there is currently a lack of substantial data on competition between honey bees and native pollinators in the Midwest. Still, she encouraged maintaining native plants — such as milkweed, New England aster, monarda fistulosa (bee balm) and native goldenrod species — to help support vulnerable pollinators.
“As beekeepers, we all are connected to the environment. We’re not trying to do harm,” she said, adding that more research could spark valuable conversations around conservation in the context of beekeeping.
While keeping honeybees may not directly support native species, Buckles said she believes it can have benefits. The activity connects people to the natural world and deepens their understanding of food systems.
“There is a lot of beauty to beekeeping,” she said. “However, just putting a beehive in your yard isn’t going to help conservation necessarily.”
Looking out at the Illinois River from the back porch of his family home late one afternoon, Harvey reflected on the personal significance of beekeeping.
“It’s a calming experience,” he said. “You get to go through the hives and get away from the screen or being indoors.”
Harvey also values the community around it. In February 2024, he and his mentor Steve Schmidt launched the Beekeeping Buddies podcast, which surpassed 2,600 listens in its first year.
“Which for two guys out in the Midwest is not bad,” he said with a smile.
Harvey acknowledged the concerns about competition between honeybees and native species but stressed the importance of conservation of all pollinators.
“We need to push to be understanding of what our pollinator loss is, and we need to be doing better by them,” he said.

Nestled within the trees of Sinnissippi Park, this immersive experience transports audiences into an ancient world where light breathes life into shadows, sculptures awaken, and each step reveals a deeper dreamlike story. Whether guests have journeyed the Somnium path before or are experiencing it for the first time, they will encounter music, movement, and mystery. The event runs August 28–31 at 8 p.m. Admission: Adults $25, Children 6–12 $10, Children under 6 free. Summer Jams concerts will also be Friday and Saturday.
Applefest 2025 returns to Valley Orchard with a weekend filled with flavors and festivities. Saturday introduces sunflower and cut-flower picking, the Orchard Grill Out, BBQ by Baseball Tap, and wine and spirits from Lucky Dog, alongside live music from 11 a.m.–3 p.m. On Sunday, families can enjoy U-Pick apples and raspberries, food trucks, wagon rides, vendor booths, and kids’ activities, plus live music from 12–2 p.m. Monday wraps up the fun with one last day of orchard adventures, fresh fruit, and farm charm. Admission is free.
Back for its 5th year, the Park Fest returns as Rockford’s largest West Side festival. Hosted by The Park Church, this free, family-friendly event takes place at the Park Fest Campus Grounds from 12–4 p.m. Guests can enjoy live entertainment from local and regional performers, food and merchandise vendors, and fun activities for all ages. Highlights include the Kidz Zone with inflatables, a vintage car and motorcycle showcase, a 3-on-3 basketball tournament, and games. Free haircuts and braids add to the day of community connection and celebration.
