On Wednesday, March 5th Rockaway Development & Revitalization Corporation (RDRC) hosted the Southeast Queens Business Incubator’s (SEQBI) 5th graduating class at the Jamaica Chamber of Commerce Event Space.
The SEQBI Winter Session 2025 included 20 businesses that successfully completed all requirements of the 10-week course, including submission of business growth plans, applying for NYS MWBE certification and registering to do business with Resorts World NYC.

Another feature of the Program is the SEQBI Pitch Competition that invites Fellows to present their business growth plans that are evaluated in real time. The top four finalists will advance to Finals where they compete for a total of $15,000 in grants.

About SEQBI...
Overview: The SEQBI program creates a pipeline of small businesses that are added to the Resorts World NYC and JFK Expansion ecosystems. At the end of each 10-week Session, participants have the opportunity to compete in a multi-tiered pitch competition for a chance to win $5K, $4K, or $3K. By the culmination of the program, all participants are registered to do business with Resorts World NYC, and some are on their way to attaining their MWBE certification - necessary for procurement opportunities.
Criteria: Entrepreneurs with a legally registered business for 2 or more years, who are looking to scale and do business in Southeastern Queens.
Eligible Applicants: Complete the Registration Form and attend an Info Session.

RESORTS WORLD NYC PRESENTS UPDATE ON EXPANSION PLAN
On Tuesday, April 2nd Resorts World NYC hosted a community meeting at Russo’s On the Bay to provide an update on the recently approved expansion plan approved by New York State Gaming Commission in December 2025. The presentation included a detailed list of all project team members that will participate in the physical rebuild including architecture, landscaping, interior design, and food and beverage.
DACK Consulting Solutions, a certified MWBE business consulting firm will be responsible for coordinating with the entire project team to provide the community with regularly scheduled updates on contract and construction dollars spent, hiring statistics, local and MWBE investments.

OVERALL RWNYC EXPANSION GOALS
Upon completion, the approved RWNYC $5.5 billion expansion project will include:
A 500,000-square-foot gaming floor with 6,000 slot machines and 800 live table games, for a total 10,800 gaming positions.
A total 2,000 hotel rooms, building on the 400 existing units at the Hyatt Regency.
A new 7,000-seat multipurpose entertainment venue.
More than 7,000 parking spaces, a majority of which will be covered.
More than 12 acres of new public green space.
RWNYC is expected to generate new revenue for New York State between 2026 and 2029, including:
$2.5 billion for the MTA through a $600 million license fee and $1.9 billion in new revenue.
$2 billion for the State public education system, building on nearly $5 million delivered since RWNYC opened in October 2011.
$506 million to support New York State’s racing industry.

YORK COLLEGE SBDC RECOGNIZED BY SMALL BUSINESS ADMINISTRATION
The Small Business Administration (SBA) New York Metro District Office ecenlty announced local honorees for National Small Business Week (NSBW), which will take place this year from May 3 – 9, 2026. Each year during NSBW, the SBA recognizes exceptional small businesses across all 50 states, as well as U.S. districts and territories. This year, York College Small Business Development Center was recognized for its innovative business development and acceleration services as the New York Metro District SBDC Excellence and Innovation Award winner.

Applications are now open for commercial revitalization grants from the NYC Department of Small Business Services (SBS) to support New York City neighborhoods!
BID Formation Grants are available to place-based community-based development organizations (CBDOs) that are currently working with SBS and a formal steering committee that has completed and analyzed needs assessment survey data.
Up to $100,000 per year per neighborhood will be awarded to grantees for the staffing, planning, and implementation of a BID formation or expansion proposal. Empire State Development (ESD) utilizing the State Small Business Credit Initiative (SSBCI) has partnered with the Port Authority of New York and New Jersey to create the $50 million Airport Concession Disadvantaged Business Enterprise Fund (ACDBE Fund) providing support to certifiedACDBE businesses seeking concession opportunities at the John F. Kennedy International Airport (JFK) and the LaGuardia Airport (LGA).

• How does the ACDBE Fund work?
The fund provides $50 million in loan capital to Community Development Financial Institutions (CDFIs) and credit enhancements to banks to support certified ACDBEs already awarded or currently seeking airport concession opportunities at JFL or LGA. Program lenders use this capital along with matching capital from other resources to offer small business loans
Loans range from $500,000 up to $5,000,000.
