Important Electrical Code Changes Could Soon be Adopted Near You With the International Code Council’s 2021 building codes cycle in full swing, it’s important to note another set of codes that may have a big effect on many home builders and remodelers. The National Fire Protection Association recently published the 2020 edition of the National Electrical Code (NEC). This particular edition of the code has some significant changes that target residential electrical service, including: Under section 230.67 of the code, all electrical service to homes would need to have a surge protect device installed. This applies to new home builds and remodels. Section 210.8(A)(5) calls for all basement receptacles to have ground-fault circuit interrupter (GFCI) protection. This section previously applied only to unfinished areas of basements. Section 210.8(A) would require receptacles serving 250-volt appliances – like stoves and dryers – to have GFCI protection when located in certain areas. This section previously applied to outlets up to 125 volts only. Under section 230.85, all one- and two-family homes would be required to have a labelled electrical disconnect in a readily accessible outdoor location. While the current code cycle for the NEC is complete, the code was just recently published, meaning it has yet to be widely adopted. But many state and local jurisdictions will begin their adoption processes soon. Home builders can still influence the adoption process at their state and local levels. NAHB has recommendations for changes to codes language that it encourages members to share with local adopting bodies. For example, NAHB recommends changing the new GFCI requirements back to only unfinished portions of basements and for the surge protection language to be struck altogether. It is very important for home builders, remodelers and trade contractors to get involved in the codes process at every step. While the NEC is done for this cycle, the development of the new I-codes, such as the International Residential Code, can be influenced. With the ICC meeting right now to determine which residential building code changes will be on their ballot, builders can sign up to participate in NAHB’s One & Done campaign for better codes. Remodelers’ Confidence Holds Steady in Third Quarter of 2019 BY CARMEL FORD on OCTOBER 17, 2019
T
he National Association of Home Builders’ (NAHB) Remodeling Market Index (RMI) posted a reading of 55 in the third quarter of 2019, unchanged from last quarter (Figure 1). Since the second quarter of 2013, the RMI has been above its breakeven point of 50, which indicates that more remodelers report market activity is higher than report it is lower, compared to the prior quarter.
remodeling jobs increased one point to 59 and appointments for proposals jumped by five points to 60.
The overall RMI is an average of two sub-indices, one measuring current remodeling activity and another measuring future indicators. The current market conditions index edged down one point to 54 from the previous quarter (Figure 2). Among its three major components, major additions and alterations dropped one point to 52, minor additions and alterations decreased by two points to 53 and the home maintenance and repair component rose one point to 57. The future market indicators gained two points from the previous quarter to 57 (Figure 3). Demand for remodeling is solid and is supported by a healthy labor market and low interest rates. Highest Paid Occupations in Construction in 2018

According to the 2018 Bureau of Labor Statistics Occupational Employment Statistics (OES) Survey data and analysis by the National Association of Home Builders (NAHB), half of payroll workers in construction earn more than $47,290 and the top 25% make at least $66,290. In comparison, the U.S. median wage is $38,640, while the top quartile (top 25%) makes at least $62,510. Year over year, median wages in construction outpaced the national median wages, 3.2% vs 2.5%. Wages of various construction laborers and helpers rose even faster, ranging from 6.7% for roofers’ helpers to 3.6% for construction laborers. Median wages of plasterers, stucco masons, floor layers, and tapers working in construction increased about 7%. Stonemasons saw their wages rise by over 6%. Their helpers and terrazzo workers got wage increases over 5%. Historically, subcontractor bids increase faster than construction wages, adding more inflationary fuel to housing prices. These findings are consistent with record high labor shortages reported by NAHB causing builders to pay higher wages and subcontractor bids and forcing them to increase home prices. The OES publishes wages for close to 380 occupations in construction. Out of these, only 54 are construction trades. The other industry workers are in finance, sales, administration and other off-site activities. The highest paid occupation in 28

construction is Chief Executive Officers (CEO) with half of CEOs making over $166,710 per year. Airline pilots and flight engineers working in construction are next on the list with the median wages of $151,220 and the top 25 percent on the pay scale earning over $200,970 annually. Lawyers are third with the median wages of $142,080 and the top quartile making at least $196,770. The next eleven highest paid trades in construction are various managers. Half of architectural and engineering managers make over $127,770 and the top quartile earn over $159,640.
In general, construction trades that require more years of formal education, specialized training or licensing tend to offer higher annual wages. The median wages of construction and building inspectors are $60,240 and the wages in the top quartile of the pay scale exceed $80,580. Half of electricians and plumbers in construction earn over $53,540, with the top quartile making over $71,300. Carpenters are one of the most prevalent construction trades in the industry. The trade requires less formal education. Nevertheless, the median wages of carpenters exceed the national median. Half of carpenters working in construction earn over $46,810, and the highest paid 25% earn at least $61,810 annually.
Among construction trades, elevator installers top the median wages list with half of them earning over $78,990 a year, and the top 25% making at least $100,720. The median wages for rotary drill operators is close to $70,000, with the top quartile of the pay scale earning over $77,610 annually. First-line supervisors of construction trades are next on the list, with half of them making over $64,600. Boilermakers are close fourth highest paid construction craft. Project Build Minnesota is a state-wide construction workforce enhancement campaign that promotes a positive image of construction as a life-long career choice for young men and women of all races and ethnic backgrounds.
Project Build Minnesota is a movement, a vision and a vehicle to motivate our youth, parents, counselors,
teachers, administrators and policy makers to learn more about the many benefits of pursuing a life-long career in the building industry.
Project Build Minnesota was started in 2016 by a coalition of building industry associations who have developed a Project Build Minnesota represents the entire Minnesota construction and building industry. Do Economic Recoveries Die of Old Age? Elliot Eisenberg, Ph.D
T
he US economy is clearly slowing. After adjusting for inflation, GDP grew by 2.9% in 2018, and by an even better 3.1% in 19Q1. But growth slowed to just 2% in 19Q2, is expected to grow at a similar pace the rest of this year, and to then slow further in 2020. According to some pundits, this rapid slowing is a clear sign we are in the final stages of this economic recovery and that a recession is fast approaching. They point out that we are in the 11th year of this recovery, making it the longest one in history, and as such we are simply due for a recession. Fortunately, they are wrong, expansions do not die of old age. Let me explain.
