San Elijo Joint Powers Authority (SEJPA) Headquarters Cardiff, California

RNT provided comprehensive design services for the San Elijo Joint Powers Authority, from initial planning through final construction of a new 14,500 SF administration and operations facility. The work began with a Preliminary Design Report and a series of workshops with staff, establishing goals centered on efficiency, security, sustainability, and public engagement — including reimagining the site as a “Water Campus,” strengthening collaboration with the adjacent San Elijo Lagoon Nature Center, and supporting future water purification research.

The resulting two-story building consolidates agency operations, with administrative offices, board chambers, workspaces for plant staff, and locker room facilities. Outdoor improvements include a public plaza, secure site fencing, parking, and a lunch patio. Sustainability measures include: on-site solar generation and stormwater harvesting. Working around existing tanks, force mains, and utilities, every site improvement was driven by public benefit.

Environmentally, the campus operates as an organism within its coastal-urban ecosystem, capturing, filtering, and repurposing wastewater. Urban runoff and secondary effluent from as far away as Escondido are diverted here for recycling and reuse, significantly reducing pollutants that would otherwise reach the lagoon. The campus also functions as a community nexus and a living laboratory for resource conservation, reinforcing the nature center’s educational mission. A pocket park, expanded public parking, and a half-mile regional multi-use trail developed in partnership with Caltrans — linking Manchester Avenue to a planned I-5 bike path — turn a back-of-house utility into a welcoming gateway to the lagoon.

Leucadia Wastewater District Headquarters Carlsbad, California

RNT partnered with the Leucadia Wastewater District to deliver full-cycle architectural services for the District’s Carlsbad headquarters. RNT developed a facility Master Plan, established District facility goals, and conducted a needs assessment that defined the site program and budget. The team then secured Discretionary Permit Approval and produced Contract Documents, ultimately delivering a bid that came in under budget. The project encompassed a whole-house renovation of site improvements — including bio-swale water treatment and drought-tolerant landscaping — while replacing outdated facilities and renovating the pump station building. The centerpiece is a three-story, 12,800 SF administration building housing all staff, a 1,300 SF Board Room, offices, and conference and training facilities with state-of-the-art technology and infrastructure. Supporting structures include a 3,300 SF maintenance building with storage, smalland large-vehicle storage buildings totaling 3,650 SF, carports, and 10,500 SF of photovoltaic panels. The project earned a 2010 ASCE Buildings and Structures Award of Excellence and a 2010 CMAA Honorable Mention for Buildings/New Construction under $10M. The Leucadia Wastewater District Headquarters exemplifies RNT’s ability to deliver operationally comprehensive, award-winning public facilities within budget.

Metropolitan Water District of Southern California Skinner Water Treatment Plant & Employee Villages Various Locations, California

RNT Architects has partnered with the Metropolitan Water District of Southern California (MWD) since 2019 under two as-needed agreements — one for as-needed architectural services and a second supporting design efforts for the Colorado River Aqueduct (CRA) Desert Employee Villages. Together, these engagements reflect a sustained, multi-disciplinary relationship built on trust and technical depth.

MWD retained RNT to provide assessment, master planning, and final design services for its four Pump Station Employee Villages, originally constructed in the mid-1930s and early 1940s and now at the end of their useful service life, with the overarching goal of improving quality of life for employees living and working in remote desert environments. RNT performed facilities assessments on 74 residential and 12 nonresidential structures across all four sites. Master site planning encompasses sitewide landscaping enhancements, housing improvement strategies, new community facilities, and support-facility rehabilitation, with phased bid packages as the next step.

Initiated in June 2025, RNT’s assessment of Service Building No. 1 at the Robert A. Skinner Water Treatment Plant in Winchester, California addresses a single-story, 12,600-square-foot facility built in 1976 that houses offices, workstations, shop spaces, fleet maintenance bays, parts storage, and locker rooms. The study helps MWD determine whether to rehabilitate or replace the building by evaluating existing systems and identifying code and accessibility deficiencies. Conceptual rehabilitation plans developed at the 10% design level directly compare renovation cost against full replacement to guide feasibility, budgeting, and prioritization of future improvements. Together, these two engagements exemplify RNT’s end-to-end capability — from planning through final design — in delivering quality-of-life improvements for remote water utility workforces while applying rigorous, data-driven stewardship to the aging infrastructure that keeps critical water systems running.

Ramona Municipal Water District Administration Building Improvements & Operations Building Ramona, California

RNT has served the Ramona Municipal Water District (RMWD) on two facility projects: modernization of the district’s administration building and design of a new Operations Building at the district’s water reclamation plant. At the administration building at 105 West Earlham Street in Ramona, California, RNT delivered tenant improvements to approximately 3,200 square feet of office area. Work included demolition of non-bearing partitions and interior finishes, new partitions, interior doors, and updated finishes throughout, along with minor mechanical renovations — adjusting ductwork and diffuser locations — and electrical updates including outlet relocations and new lighting. Completed within an occupied building and a modest budget, the project exemplifies RNT’s ability to make targeted, high-impact interior improvements that give public agency staff a better place to work without disrupting daily district operations. At the Santa Maria water reclamation plant, RNT designed a new Operations Building with offices, work areas, storage, conference and break spaces, a kitchen, washroom, and entry/waiting area. The design prioritizes comfortable, healthful, and safe workspaces; technology-rich environments; cost-effective, durable materials; energyefficient systems; and public-facing spaces that reflect professionalism.

Los Altos Operations Building Los Altos, California

RNT provided architecture services to California Water Service (CWS) for the schematic design review and update of an approximately 11,500 SF water utilities office and operations building in Los Altos, California. RNT’s design response emphasizes neighborhood context through sloped roofs, a pedestrian-friendly street presence, exposed wood, and a modern-rustic aesthetic. To minimize the building’s impact on adjacent residents, RNT proposed achieving as low a profile as possible while screening roof-mounted HVAC equipment, using low exterior light fixtures, locating noise-generating activities away from neighboring properties, and designing parking lot drive lanes to allow reverse parking. Key sustainability measures include natural daylighting with solar heat gain control, drought-resistant vegetation, solar power generation, and a mass timber structural system. The project carried a budget of $12,000,000, with design completed in May 2018. This project exemplifies RNT’s ability to balance community sensitivity, contextual design, and environmental responsibility for essential utility infrastructure.

San Diego Gas & Electric Company Century Park East San Diego, California

RNT led the design effort for San Diego Gas & Electric Company’s (SDG&E) Century Park East office building, located adjacent to the client’s headquarters campus in Kearny Mesa, San Diego. All existing interior walls, ceilings, and utilities were demolished — with the exception of utility rooms — transforming the entire facility’s interior into a converted Class A office environment designed to help SDG&E attract and retain talent.

The resulting workplace offers a diverse and vibrant program of spaces. Private offices, project rooms, conference rooms, and focus rooms are complemented by cubicle areas broken into smaller zones to manage scale, while distinct finish palettes guide wayfinding across the facility. A fitness center, full-service dining room, large auditorium, break rooms, and informal meeting spaces further enrich the employee experience.

Flexibility was central to the design strategy: demountable partitions and ceilings allow spaces to be reconfigured as utilization evolves over time. Daylighting was maximized through open stairways and Solatubes, with work spaces arranged so every occupant has access to direct daylight. The 92,000 GSF project achieved LEED Gold Certification for Commercial Interiors at a construction cost of $14,000,000, completing in 2016.

San Diego Gas & Electric Company Kearny Mesa Facilities Strategic Master Plan San Diego, California

RNT was retained by SDG&E to evaluate and provide a comprehensive growth scenario for the utility’s Construction and Operations Center in San Diego. RNT delivered complete due diligence, programming, design documentation, and entitlement survey and coordination to develop a 20-year Facilities Master Plan for the approximately 18.9-acre campus.

The planning study advanced through three structured phases — an Inventory Phase, a Programming Phase, and a Plan Development Phase. The resulting master plan draws on the existing urban grid and the adjacent County of San Diego Operations Center to organize future development and strengthen the site’s connection to the surrounding community. The plan establishes specific yet functional “work zones” that maximize safety by segregating operations vehicles from pedestrians and personal vehicles, creating a cohesive, work-friendly campus environment.

Future facilities are oriented to leverage passive solar design strategies, minimizing energy costs while providing comfortable, enjoyable work environments. The plan also incorporates phasing concepts to support uninterrupted operations and development strategies that accommodate future growth. RNT prepared the original master plan in 2013, followed by updates in 2018 and 2020 reflecting evolving operational and facility needs — a sustained planning partnership that continues to guide SDG&E’s long-term campus vision.

San Diego Gas & Electric Company Welding School San Diego, California

RNT provided comprehensive programming, planning, and full design services for a new state-of-the-art weld training center supporting SDG&E’s Weld School program at the client’s Miramar Operations Center in San Diego. From initial planning through construction documents, RNT addressed the specialized technical and instructional requirements of a professional trades training environment, delivering a purpose-built facility to support the next generation of skilled utility professionals. The centerpiece is a new 5,600 SF pre-engineered steel training facility with 24 individual welding booths, purpose-designed for the demands of an active weld school. A complementary 2,400 SF masonry classroom building provides dedicated space for instruction and academic coursework. Together, the buildings create a cohesive training campus that balances hands-on technical work with formal learning. Covered outdoor training and student break areas further expand the program’s functional footprint and support a well-rounded training experience. Completed in November 2020, the project demonstrates RNT’s ability to deliver specialized, operationally complex facilities on schedule and reflects the firm’s experience serving major utility clients.

San Diego Gas & Electric Company Miramar Operations Campus Warehouse San Diego, California

RNT provided programming, planning, and full design services for a new operations building and warehouse at SDG&E’s Miramar campus in San Diego, delivered through a Design-Bid-Build procurement process. The project addressed the client’s need for consolidated, purpose-built operational infrastructure to support its gas line operations on the Miramar campus.

The 25,000 SF facility houses storage for the client’s gas line operations alongside a new 8,000 SF machine shop space — providing the heavy-duty operational capacity the utility requires. An additional 2,000 SF of office support spaces, including a new employee break room and restrooms, ensures the building serves the full range of staff needs within a single, efficient structure. The program balances industrial function with workplace quality, reflecting RNT’s commitment to thoughtful design even in utilitarian settings.

Rounding out the scope, the project includes the relocation and reconstruction of a vehicle shade canopy serving the site’s fueling vehicles — a practical site improvement that enhances long-term operational efficiency. Oxnard Wastewater Treatment Plant Maintenance Building Oxnard, California

RNT is designing a replacement for the existing maintenance building at the Oxnard Wastewater Treatment Plant, situated adjacent to Ormond Beach, for the City of Oxnard. The project is driven by the need to consolidate all maintenance functions into a single, purpose-built facility that provides both shop space and office space for maintenance staff. The building is organized around a 13,530 SF first floor housing maintenance shop space, offices, and locker rooms. A compact 960 SF mezzanine accommodates mechanical and electrical equipment, keeping all systems inside the building and shielded from the corrosive salt air of the coastal environment. Throughout, the design emphasizes daylighting and durable materials to achieve an energy-efficient, functional, and long-lasting facility. Site work includes repaving the existing parking lot and maintenance yard and replacing high-water-usage turf with native plants and low-water-use landscape and irrigation at the perimeter. With a construction cost of $14,000,000 and an estimated completion of December 2026, the project is led by Project Architect Tarah Brown, Architect, LEED AP, and represents RNT’s commitment to resilient, high-performance design for critical public infrastructure.

United Water Conservation District Office Remodel Oxnard, California

RNT partnered with the United Water Conservation District to transform an existing 20,000 SF office building into the district’s new headquarters in Oxnard, California. The driving challenge was consolidating a district whose departments had long operated in separate buildings scattered across a large area — a fragmented arrangement that the new headquarters was designed to resolve. The program required a change of use from business to assembly occupancy, yielding a large board room and gathering space for local organizations, while existing meeting rooms were converted into a dedicated emergency operations center. The remaining office spaces were reconfigured to unite all departments under one roof, with layout and finishes carefully composed to promote clear circulation and foster a more inviting, collaborative environment. New skylights, updated HVAC equipment, and energy efficiency upgrades and materials were selected to support a healthy working environment and minimize resource use from ongoing operations. Together, these strategies deliver a headquarters that is as functional and efficient as it is welcoming — a unified home for a district that serves its community from a single, purpose-built address.

Fullerton College Central Utility Plant & Maintenance and Operations Buildings Fullerton, California

As part of Measure J, passed in 2014, Fullerton College invested in several new campus buildings and renovations to aging facilities, with RNT delivering both the Central Utility Plant and the new Maintenance and Operations Building through Progressive Design-Build. RNT supported Fullerton College in the replacement and expansion of the Central Plant to accommodate planned new facilities and renovations while improving efficiency in servicing existing buildings. Delivered concurrently with the new Instructional Building, these were the first new builds on campus in ten years and the college’s first Progressive Design-Build projects, combining 76,500 SF at a construction cost of $50,364,733. The design incorporates energy-saving measures including solar shading, extensive daylight harvesting, an energy-efficient and durable building envelope, and provisions for future PV power production.

The new Maintenance and Operations building centralizes all M&O services into a single facility on the main campus, with dedicated workshops for maintenance, grounds, facilities, and custodial personnel, and is strategically sited near the Central Plant for operational efficiency. Its materials, details, and massing complement the campus’s Beaux Arts character, and its placement creates a new gateway at the northern campus entrance. Together, these two facilities reflect RNT’s sustained partnership with Fullerton College — advancing campus infrastructure, operational performance, and architectural continuity across successive phases of the Measure J program.

UCSD Scripps Research Facilities La Jolla, California

RNT served as executive architect and Architect of Record for the University of California, San Diego, delivering full programming, design, bid, and construction phase services for the replacement of science support buildings and large bay laboratories supporting seagoing science experiments. The design comprises three new highly modified prefabricated metal buildings totaling 21,300 assignable SF and 24,500 gross SF in the Seaweed Canyon area. Each building accommodates laboratories with highly specialized equipment and storage, customized laboratory bays with infrastructure for staging, assembling, and calibrating large-scale sea-going experiments, and specialized workstations providing data and “clean power” for scientists to calibrate and download data from instruments at sea. Site work included road realignment for large truck access, new exterior paved staging areas, new site utilities, and associated site improvements. Sustainable and resourceefficient design strategies — including bioswales, California native plant landscaped areas, and permeable pavers that retain incident rainfall within the project area — earned LEED Silver Certification.

Carlsbad Maintenance & Operations Building (Orion Center) Carlsbad, California

RNT provided Facilities Planning services, Conditional Use Permit (CUP) entitlement permitting, and Bridging Document services to the City of Carlsbad for a new shared, centralized Maintenance and Operations Center — now known as the Orion Center. RNT assisted the City in developing a clear understanding of the design intent, which was then communicated to the Architect/General Contractor team selected through a Design-Build delivery process. The 62,500 SF facility, paired with a 225-space parking structure, serves public works and city utility departments, creating efficiencies by sharing the cost of equipment and labor and establishing a common culture to meet the City’s current and future needs. The site is planned adjacent to the existing Public Safety Center and Fleet Services Center. The approved CUP accommodates new shop space, indoor/outdoor storage, office space, a 5½-acre fleet yard, a shared yard for various departments, ground parking, a parking structure, and two acres reserved for future expansion.
