Many of us have one room in the house that doesn’t really have a job. Maybe we set it up with an air bed once in a while for guests, or shove outof-season clothing boxes in there, or use it as a holding zone for stuff we’re not sure what to do
with. But when your house is on the market, every room has a role to play to make the sale. Next to fixing whatever’s broken, staging — decorating rooms in an inviting way to help people imagine living in them — is important. See STAGING, Page R3

Anyone renewing a lease for a house, condominium or apartment in metro Phoenix likely will be facing a higher monthly payment. Home prices are stable if not down a bit in the Valley, but rents are on the rise. The average rent for a Phoenix-area house or condo is up 5.7 percent from a year ago, according to Arizona State University’s W.P. Carey School of Business. The typical apartment rent is up more than 5 percent, research from RealFacts shows. Valley home prices are down about 2 percent for the year. Demand for rentals is stronger in the Phoenix-area now. Of course, that’s pushed up rents. Fewer people are buying. Some don’t have the credit or down payment to buy. Others want to live in areas where they can’t afford to buy, so renting is their best option. And others don’t want to commit long term to a mortgage or place to live. In November, leases were signed for 2,742 houses across the Valley, according to the Arizona Regional Multiple Listing Service. That’s almost half the pace of homes sales during the month. A similar ratio between sales and rentals has been trending all year. Post housing crash, — during 2012 and 2013 — leases signed for rentals in the Valley were running at about one-third the pace of home sales each month. Apartment developers are taking advantage of the shift toward more renters. Almost 8,000 apartments are under construction or were recently completed in metro Phoenix. More are planned. “It’s much tougher to find a an affordable rental in Phoenix now than a year ago,� said Mike Orr, director of the Center for Real Estate Theory at W. P. Carey School. “Most of the rentals available now are priced above what the typical household can afford.� The average rent on a two-bedroom Valley apartment is about $900. The median monthly lease payment on houses and condos rented during November is $1,152, according to ARMLS. That’s about what a homebuyer would pay for $275,000 house with a 10 percent down payment, 30-year mortgage and 4 percent interest rate. Short-term rental deals signed by people coming to the Valley for Super Bowl XLIX will skew figures during the first few months of 2015. Look to March to see whether more people are deterred by higher rents and choose to buy a house instead.

Question: For the past eight years, we have leased a Scottsdale condominium in the winter and, from May 15 to Oct. 15, we have spent the summers at our Pinetop home. Although we love the summers in Pinetop, we want to sell our Pinetop home and do more traveling in the summer months. If we sell our Pinetop home, however, we will have a capital gain of $300,000. Our accountant has said that we will have to pay capitalgains tax on this $300,000 gain. One of our neighbors in Pinetop is a retired stockbroker. He said that we may be eligible for the $500,000 capital exemption from capital-gains tax for a married couple selling their principal residence. How can our Pinetop home be a principal residence when in the past eight years we have only lived there from May 15 to Oct. 15? Answer: The $500,000 capitalgains tax exemption for married couples on the sale of their principal residence requires that the home be used as a principal residence for the “aggregate� of 24 months in the preceding five years. Therefore, if you used your Pinetop home as your principal residence for five months from May 15 to Oct. 15 for the last five years, this “aggregate� of 25 months (5 months x 5 years) is more than the required 24 months. Therefore, the $300,000 capital gain on the sale of your Pinetop home should not be taxable.

This is the third Valley horse ranch sold by William Pomeroy of Edmonton, Alberta, using his Nevada LLC, in in the past few years. In January 2011, he sold a ranch on more than five acres on the north side of the Salt River Pima-Maricopa Indian community in Scottsdale for nearly $7 million. In March 2010, he sold a 5-acre horse ranch due south of the Ancala Country Club for just over $2 million.

If you haven’t communed with your socks lately, thanked your shoes for their hard work or bowed (at least mentally) to your home in appreciation, maybe it’s time to consider it. “It is very natural for me to say thank you to the goods that support us,” says Marie Kondo, whose method of lovingly connecting with belongings that “spark joy” and bidding a fond but firm farewell to the rest is popular in Japan and now catching on elsewhere. Kondo’s book, “The Life-Changing Magic of Tidying Up: The Japanese Art of Decluttering and Organizing,” is a

“The purpose of home staging is to draw the buyers into the house emotionally so they say, ‘Wow, we want to live here!’ ” says Melinda Bartling, a real-estate agent and home stager in Overland Park, Kan. “Buyers must be able to see themselves living in the house, not questioning why it looks the way it does. For example, if you use your finished basement as a catch-all, buyers will wonder what’s wrong with the space.” New York-based real-estate agent Nathalie Clark’s motto is “minimalism with personality.” “The owner’s presence must be as
best-seller in Japan, Germany and Britain and has recently been published in the United States. Kondo has been the subject of a movie in Japan, and the waiting list for her services, once three months long, is now so extensive that she has temporarily stopped accepting more clients. Her “KonMarie Method,” as she calls it in the diminutive and illustration-free volume, encourages a rapid, dramatic and transformative one-time organizing event — completed methodically and lovingly in no more than six months. It’s not an ongoing battle against clutter. Part of what makes her method unusually speedy is that instead of de-
cluttering room by room, she tackles a household by subject, starting with what’s easiest to part with. So, all the clothes, then all the books, then documents, then miscellany and, last and most difficult, photos and mementos. Instead of deciding what to discard, she says, the focus should be on what to keep: which few things spark sufficient joy or are truly necessary. After joyfully relegating mountains of unneeded or unloved belongings to the trash or charity, she then turns to organizing what’s left. The key, she says, is storing things mostly in drawers, arranged so that everything can be seen at a glance and nothing is stacked, a practice decidedly
unkind to items at the bottom. So T-shirts and socks (the ones you’ve kept because they make you happy) are rolled — no painfully balledup socks with moaning elastic here — and beautifully arranged like sushi in a bento box. Closets are meticulously arranged to fit everything from electric fans (at the bottom) and spare blankets (on top) to carefully arranged clear drawers of beloved belongings and a shelf or two with a few joy-sparking books. Papers and documents — there won’t be many since few are truly necessary and they generally hold so little joy — are likewise filed and not stacked.

“Closets filled with items other than clothes send the message there isn’t enough storage in the house,” Bartling says.
Make it a closet
Transform a bedroom with a tiny closet into creative workspace. Suggest a craft or art studio with a table and some neatly displayed materials. Line up a series of identical bookshelves and make a small yet inviting library by adding a rug, a comfortable chair and a side table.
If you have more than four bedrooms, Clark says, turn one into a home office. In a fourbedroom home, “use the room farthest from a bathroom,” she advises. Add a desk, chair and lamp, and lay down a new rug in either a chic neutral hue or a style-savvy pattern that ties it into neighboring rooms.
Everyone wants good storage. Turn a potential shortcoming into a valuable feature by transforming a small room into a large closet or dressing room. Install a shelving system; if money’s an issue, just outfit one long wall to achieve the purpose. Add a chair or ottoman and a large mirror, perhaps, so buyers can imagine a dressing room. If your home is short on storage, consider outfitting an under-stair niche or other “dead” space with shelving, and stock the shelves with smart-looking boxes and bins. But leave some empty space in a closet, too.
Make it creative
Make it an office Real-estate agents tend to prefer that bedrooms be staged as bedrooms, because buyers usually want lots of those. But depending on your market, it may pay off to stage one of those rooms as a home office.
Make it a workout space Empty nesters often have basements that once were playrooms. Clark suggests converting a space like that into a cozy TV room or gym. “For a gym, you don’t need a lot of fancy equipment,” she says. “A bench, some neatly stacked weights, a few ropes or bands hung on pretty hooks, a mirror and a mat can all easily be arranged to create a powerful visual effect.”

Football games dominate the airwaves and everyone is guessing which teams will come to Phoenix for the Super Bowl. Winter visitors are arriving, and traffic is getting more congested. As a former city councilman, I view every one of these drivers as a visitor who is contributing to the economy. With the Super Bowl, the Waste Man-
agement Phoenix Open and so many other incredible sports and cultural events in the Valley, hotels rooms are getting expensive and scarce. I think we all know people who plan to rent their house on Craigslist or Airbnb to make some extra cash. There are many pitfalls with this plan. It’s important to understand the risks. Check your lease. Most communities will not allow you to rent your home to another person or family. If this is not
permitted, you could be evicted. Beware the couch crasher. Some fans will just be looking for a couch where they can crash. Those in apartments need to be especially careful with these kinds of visitors. How many codes or keys must you give a stranger so they can stay at your place? Although you may not mind the extra person around, your neighbors could be at risk. Make certain you carry enough insurance. Damage done to your home by
visitors can be significant. You could also be responsible for injuries that happen in the home. Have a contract. Renting a private home or apartment is a tricky business and it’s best to have a legal contract to outline responsibilities and all fees. Question: I recently had a major stroke and need extra assistance that my spouse cannot give me. We would like to have a caregiver move in for six months to help out, but the occupancy limit at my apartment community is two per bedroom and we currently live in a one bedroom. Does my landlord have to allow the caregiver to move in? Answer: Yes, provided that you are really in need of live-in care and that is the true purpose of the caregiver. Fair housing laws say it is unlawful discrimination to refuse to waive a rule when reasonable and necessary to accommodate the needs of a handicapped resident. Suffering the consequences of a major stroke is a handicap. It is common for persons recovering from strokes to need live-in care. Thus, your landlord needs to make an exception to your occupancy limit and allow the caregiver to temporarily move in. If the landlord has a reasonable doubt as to the existence of the handicap or the need for a caregiver, he can normally request a doctor’s letter. But if the conditions are obvious, making such a request itself would violate fair housing laws.
