I
n metro Phoenix’s housing market, there are the haves and have-nots, those homeowners who have equity and those who don’t. Anyone who bought a house or refinanced in the Valley between February 2005 and July 2008 still most likely owes more than their house is worth, according to the Arizona Regional Multiple Listing Service. Homeowners who purchased before May 2004 and didn’t refinance between early 2005 and mid-2009 should have equity in their house, said Tom Ruff, real-estate analyst with Information Market, the owned by ARMLS. For the home equity haves and have-nots, it’s all about the Valley’s housing boom and bust. The analysis is based on median homes prices in the area. In February 2005, near the beginning of the housing boom, the median resale price in the Phoenix area was $188,900. In May 2006, the resale median hit a record of $253,500 and remained above $200,000 until the summer of 2008. In August 2008, metro Phoenix’s median resale price fell to $190,000. Currently, the area’s median is about $196,000. The percentage of homeowners underwater plummeted to 19.5 percent by June 30 this year from almost 50 percent in 2009, according to national real-estate researcher CoreLogic’s most recent report released Thursday. The haves, those homeowners with equity, can sell, but many are staying put for now because there are few buyers in the Valley. Home sales have slowed dramatically in the area this year compared with 2012 and 2013. Home-price increases have slowed with sales. That means fewer of the have-nots will have equity in their houses soon, a fact that could impact a See REAGOR, Page R3

property you’re marketing to someone else. Start depersonalizing the space so a buyer can envision his or her family there, not yours. Pack up at least half of your belongings. A house should show occupants how rooms can be used, but too much stuff will make the space seem small or make potential buyers feel the house lacks storage. Closets should be at least half empty so buyers feel there’s plenty of space. Kitchen and bathroom countertops must be clutterfree. Again, if anything is out, it’s a signal to buyers that these rooms lack sufficient storage space. 2. Downsize your stuff. Start thinking of it this way: Having a lot of unnecessary stuff can be expensive. This is a great time to get rid of things you don’t want to pay to store or to move. Host a garage sale or start listing furniture you can part with on Craigslist. Give yourself a deadline to get rid of things, or set a garagesale date. If it helps motivate you, set aside the money you make from selling your belongings for something rewarding, like a vacation or staycation or an updated piece of furniture you’re excited to take with you. 3. Take pictures. Today, buyers start their home search online and often won’t consider a house if the photos are unappealing. But there’s another critical reason for taking time to photograph your home when you’re getting ready to sell. Pictures will help you see what others notice in the space. Framing each shot forces you to question if a room looks cluttered or cramped. You may notice your dining chairs look too clunky or your window coverings look dingy or dated. So start taking snapshots of your home and think like a buyer. This will help you start a projects checklist to get your house in top shape. 4. Clean up. The importance of showing buyers a 3009

clean space can’t be overstated. I’ve heard it explained this way: If you were selling your car and a buyer was coming to see it, you’d have it detailed and looking its best. You’d take all your personal items out of it and have it ready to be driven away. Your house is no different. Buyers can’t see past dirty sinks, filthy bathrooms, grimy kitchens or piles of clutter. 5. Make it shine. Countertops, walls, baseboards, door handles, windows and window coverings need to shine. It’s hard enough to check off the weekly cleaning list, but this cleaning must be more than routine. If you need help (and you will), hire a cleaning service that specializes in readying homes to sell. A professional may see things you routinely block out, like pet hair on the back of the sofa or dust/ smudges on walls or light switches. 6. Find a handyman. Make a list of all those projects — big and small — you’ve been putting off. Buyers don’t want problems. They don’t want to deal with that chipped drawer on the master vanity or a piece of crown molding that never got reinstalled when a light fixture was added. They especially don’t want to see signs of drywall damage on the ceiling from recent rains. Even if buyers miss such details, a good home inspector will not, and you’ll end up fixing such details anyway or giving buyers a stipend to take care of the problems themselves. 7. Make easy updates. With a critical eye, look at your light fixtures, paint colors and cabinetry. If they look dated to you, they definitely will to buyers. New light fixtures, paint and hardware are extremely cost-effective updates that should always be considered. If you have walls that are bright, pastel or highly personalized, consider hues that will appeal to a broader range of buyers. Neutral doesn’t have to mean white or cream; all shades of gray, blues and warm taupes are still attractive neutrals that aren’t boring. It’s easy to forget about the outside of the house when we’re cleaning, packing and fixing things indoors. Again, look for anything that might scare a buyer — a crumbling step, a gate that doesn’t close properly, a dingy or dated door. Invest in a new welcome mat or a pot of flowers near the entrance. And make sure the (clean) front door will open easily for realestate agents. If the front-door hardware sticks or looks dated, replace it. 9. Clean the carpets/ floors. If you haven’t steamcleaned your carpets in a few years, you’ll be flabbergasted at what a difference it can make. Buyers react to clean floors. If you have well-used hardwood floors, get an estimate on having them refinished or refurbished. If you have tile floors, get them polished and have the grout cleaned. When you’re done, put down runners and start taking off your shoes. Clean carpets and shiny wood or tile floors will do a lot toward making a home feel “new” and fresh to potential buyers. 10. Do your homework. When you’ve done the hard work, start evaluating whether you’d buy your own house again. Make a list of all the pros and cons. Make sure all the “pros” are itemized on your home listing, and see whether you can mitigate any of the cons. Also, check out the competition in your neighborhood to see how your for-sale home compares. This may help you determine whether you need to upgrade the bathroom flooring, for example, or make other investments that will pay off. When it’s in good shape, take final photos that show off all your home’s best features.

RENTER’S Legal Q & A Question: Do Arizona laws allow a family of Attention property managers and owners! two parents and three teenagers to occupy a twobedroom apartment? The bedrooms are large and can easily accommodate a double bed and three singles.
Answer: Arizona law neither allows nor
prohibits this. A section of the landlord-tenant act, A.R.S. Section 33-1373(F), permits but does not require a landlord to adopt an occupancy limitation of two persons per bedroom, provided it is reasonable for the particular rental unit. If the landlord had an occupancy limit in force of two persons per bedroom, it would limit occupancy of the two-bedroom unit to four people and this family could be excluded. Remember, however, that the standard would need to be reasonable for this unit. If these bedrooms are unusually large, and the community could handle occupancy by families larger than this, the standard may be unreasonably low for this particular community. Therefore, it would be in violation of fair housing laws. Regardless of what standard is adopted, be sure it is reasonable for the community and is supported by legitimate reasons. Keep in mind that the federal government still has not given any firm guidance of its view of occupancy standards and could still challenge Arizona law. Finally, you should disregard the sex of the children in applying occupancy limits. Fair housing laws also prohibit discrimination on account of sex.
