Housing bubble unlikely

ome-sales prices across metro Phoenix have flattened out, ending much talk of another potential housing bubble. Data released Thursday shows the Valley’s median home-sale price has held steady at $205,000 since March, according to Arizona State University’s W.P. Carey School of Business. During 2012-13, the area’s median home price jumped more than 65 percent, and that increase led some national housing analysts to place Phoenix on a bubble-watch list. According to a new report from real-estate website Trulia, homes are overvalued by 4 percent in the Valley. Many housing-market watchers will be surprised by the Trulia overvaluation estimate, particularly since metro Phoenix’s median home price is still well below the $267,000 it hit in 2006. Orange County tops Trulia’s list of overvalued housing markets. The website’s Bubble Watch report says the Southern California area is 17 percent overvalued. Home prices were compared with historical prices, incomes, and rents in the report to determine if an area was overvalued. Metro Phoenix didn’t make the top 10 list of the most overvalued U.S. cities; in fact, it came in 16th. Find more on which metro areas made the list at business.azcentral.com.

On a recent 106-degree day, Heather and David Baumgartner drove through central Phoenix neighborhoods looking for for-sale signs. Instead of staying in their air-conditioned car, the Peoria couple braved the heat to get a close-up look at a home they couldn’t pass by. It had a charming front porch, a manicured lawn and a brick-paver walkway lined with flowers. “We stopped because the yard looked so nice,” Heather Baumgartner said. “You can see yourself sitting on the front patio drinking tea. I could totally picture myself living here.” First impressions count. Especially when selling a home. Curb appeal — how attractive a home looks from the street to those driving by — is a home’s first impression. It can entice potential buyers to stop or cause them to drive away. And it can affect sales

prices and how quickly a home sells, real-estate agents say. It means an inviting, welcoming exterior that includes trimmed vegetation, well-maintained exterior walls and details such as pots of colorful flowers lining the walkway or porch. Curb appeal makes a statement about the home and its upkeep, said Laura Boyajian, Realtor with Wise Choice Properties in Phoenix. It tells passersby whether the home has been well-cared for. And it can make people want to see the interior of the home, said Cheryl Watson, Realtor with Coldwell Banker Residential Brokerage in Scottsdale. “They say the inside should look like a model home, and the outside should look like the inside,” she said. If the two are equally nice, a seller may get closer to the asking price, she said. You can create alluring curb appeal by using these tips from Valley real-estate agents.

Home prices and features vary by neighborhood. Here are two examples of what you can buy for around $650,000.

Built in 2005 near Club Pointe and Anthem Ridge drives, this 4,304-squarefoot home sold for $635,000. It has five bedrooms, casita, gourmet kitchens, views, pool and spa. Jacqueline Roersma, Phantom Realty, was the listing agent. Ralph Hegreness, Hegreness Realty, was the selling agent.

This 5,252-square-foot home, which sold for $685,000, backs to a mountain preserve near Thunderbird Road and Central Avenue. Features include four bedrooms and chef’s kitchen. Listing agent was Irene Green, and selling agent was Chris Zubrycki. Both are with Re/Max Professionals.

Question: Two years ago, I let my brother and his family stay in my house in Cottonwood. Instead of paying rent, my brother agreed to make the mortgage payments. Although I knew he was having trouble recently making some of the payments, my brother kept promising me he would bring the mortgage current. He called last week, however, to say that he just found out that there had been a foreclosure of the house by trustee’s sale, and that the mortgage company now owned the house. If this trustee’s sale is valid, I have lost at least $75,000 of equity. Didn’t the mortgage company have an obligation to notify me about the sale because I was the borrower and the owner of record? Answer: You are correct. Although you have used the term “mortgage,” your loan for the Cottonwood house was probably secured not by a mortgage but by a deed of trust. In Arizona a deed of trust, not a mortgage, is generally the document used for a security interest in real property. A deed of trust can be foreclosed by a trustee’s sale without any court action. The only requirement for notice to the homeowner of a trustee’s sale is mailing the recorded notice of trustee’s sale by certified or registered mail to the borrower’s address on the deed of trust, or to the borrower’s last known address. In your situation the notice of the trustee’s sale was probably mailed to the house in Cottonwood and was either returned undeliverable or was ignored by your brother.

Multihousing Association partnered with Southwest Human Development to bring the nonprofit’s Raising a Reader program into Arizona apartment communities. Trained early-literacy specialists meet with families in the community rooms of apartment complexes over an eightweek period to teach parents the importance of building early-literacy skills and how to

introduce children to books by reading together as a family. This shared time with their children gives parents the tools and confidence they need to make reading a part of their routines. According to Raising a Reader, independent evaluations showed “that parents reported a 471 percent increase in time spent sharing stories with their children (five or

Question: I have an issue with a renter in

my complex that lives below me. My lease specifically states no smoking, yet this renter smokes in his apartment without any regard to other tenants. I’ve brought this matter repeatedly to management over the last 6 months without any solid result. I have pursued this question with the landlord/tenant agency for the City of Phoenix and a non-profit organization. The non-profit made several attempts to speak with the owners of the property without success. The apartment manager will not allow the non-profit a way to discuss making this multi-housing facility a nonsmoking complex with the owners. The complex advertises they have a “non-smoking” policy on their leasing office and supposedly does not allow renters to smoke in their apartments. I am at a dead end. I cannot find any other source to talk with the owners of this property. Obviously, I will be the one that will have to move.

inside the apartment, the resident that is complaining about the neighbor smoking should submit a written non-compliance notice to the landlord. This notice is pursuant to A.R.S. § 33-1361 of the Arizona Residential Landlord and Tenant Act. The notice gives the landlord ﬁve (5) days in the case of health and safety issues or ten (10) days to correct the problem. If they do not correct the problem within those time frames, the tenant can legally break the lease and move out. This would be your only recourse in this particular situation. You could also sue for damages if you can show you suffered some sort of injury as a result of the landlord’s failure to enforce their own lease.
