Rising prices and a dearth of homes for sale in many markets have made it harder for many looking to buy their first home. One of the biggest obstacles many are facing is saving up for a down payment, particularly in hotter markets where competition for the more affordable homes can quickly drive up prices and put pressure on buyers to bring more cash up front. That trend is prompting many parents to step in, some opening their wallets, others welcoming their adult children to live with them again temporarily while they save money or pay down debt. Some 13 percent of parents with children 20-38 helped their child buy a home in the past five years, according to a survey conducted by GfK Custom Research North America for lender loanDepot. Of those, 65 percent contributed the down payment and 24 percent assisted with closing costs. The survey, which was conducted in February, included responses from 1,000 parents and has a margin of error of 3 percent. Whether it’s a cash gift or another form of aid, it pays for parents to consider how to best aid their children without placing their own financial well-being at risk. Here are some factors parents should weigh when helping their children buy a home: Parents may be tempted to pitch in financially to help get their children into their first home, but they shouldn’t do so before ensuring they can afford to live without the funds. 10 things behind Valley home values The booms and busts of metro Phoenix’s housing market have yielded a wild ride for homeowners and the area’s economy. I started covering the region’s realestate industry almost two decades ago, as it was still recovering from the 1990 crash. Trends and characters in the housing market, one of Arizona’s biggest industries, have surprised, delighted, disappointed and angered me over years. It’s a good time to reflect. The Valley’s housing market is showing renewed signs of recovering from the last crash. And The Arizona Republic is publishing its most sweeping analysis with the latest Valley Home Values special section on real estate. My top 10 list of events and players that have steered and shaped Valley’s housing market — from worst to best.  No. 10: Bad loans Big lenders and Wall Street pushed risky, high-cost subprime mortgages during the most recent boom. Most borrowers didn’t have a chance of affording the payments, so the loans were doomed for foreclosure. These corporate giants started the boom and inevitable bust in metro Phoenix and other high-growth areas, and then took government bailout money during the recession.  No. 9: Speculators Investors, many inexperienced and from out of state, began buying houses with loans that required little to no money down in 2004. When prices started to fall a few years later, most of these speculators walked away from the houses and loans. During 2005, at least one out of every four homes sold in the area was bought by investors, many of whom lied on loan documents about how many houses they were buying.  No. 8: Cash-back deals A wave of mortgage fraud that involved inflating home values and led to many foreclosures started in metro Phoenix. The scheme revolved around speculators flipping houses amongst themselves every few months during 2006-07, and taking cash out of each deal. The monthly 5 to 10 percent jump in Phoenix home prices and lack of regulation among the state’s loan officers allowed this scam to work. Altos Hills, Calif., and Scottsdale.
$2,725,000 Scott and Paula Lyon, using their family trust, paid cash for a 3,299-square-foot house with pool built in 1962 up in Mummy Mountain Park in Paradise Valley. Scott Lyon is founder and managing partner of Westroc Hospitality in Scottsdale, which acquires, develops, renovates, and manages hotel/resort properties, among which are the Sanctuary on Camelback Mountain and Scottsdale’s Hotel Valley Ho. The house was sold by Matthew Boland and Christopher Greulich using their trusts. Christopher Greulich is president/CEO of Northeast Scottsdale Auto Group, an auto repair service in Scottsdale. Matthew Boland has been an interior designer and owner of MMB Design in Scottsdale. Boland and Greulich have been investing in luxury real estate as far back as 2005.

Question: Both of us retired from our jobs in Chicago and decided to move to east Mesa where my husband’s sister lives. We contacted a real estate agent recommended by my husband’s sister and traveled to Arizona to buy our retirement home. The real estate agent only showed us three homes, which were all listed by that real estate agent. One home we really liked. We signed a form that said that the real estate agent represented both us and the seller of this home. Acting upon our real estate agent’s advice, we made an offer of $310,000, which the seller accepted. When we went back to Chicago, my husband’s sister arranged for the home inspection and termite inspection, and we never came back to Arizona until we moved into our home. Soon after we moved in, however, we talked to several of our neighbors who said that our home was worth no more than $250,000 based upon sales of similar homes in our community. Our neighbors were very happy, however, because our high purchase price probably increased the value of their homes. We are upset that we paid at least $60,000 more for our home than its value. Do we have a claim against the real estate agent that represented both the seller and us? Do we have a claim against the seller? Answer: Although the real estate agent was a dual agent representing both you and the seller, the real estate agent still had a duty to fairly and properly represent you. If the real estate agent negligently or fraudulently misrepresented the value of your home to you, you should have a claim against the real estate agent for damages for this misrepresentation. In addition, under the doctrine of respondeat superior (“the master is responsible for the wrongs of his servant�), the seller also should have liability to you for this misrepresentation, even though the real estate agent was a dual agent. the parents are close to retirement, when they will have to live on their assets, savings and investments. “Do not in any case put your retirement security at risk just to get your child into a home,” said Elizabeth Grahsl, a private banker at Prosperity Bank in Dallas. “He or she will have plenty of chances to own real estate, but you probably don’t have time to catch up if your retirement is derailed.” An accountant or financial adviser can help figure out whether you can afford to make a sizable contribution to your children’s homeownership fund. Another option is to use an online retirement calculator to estimate the impact that any big withdrawals would have on your retirement savings. Try this one from Bankrate: www.bankrate.com/calculators/retirement/retirement-plan-calculator.aspx. If you decide to kick in money toward your child’s down payment or other costs, it’s best to go with discretionary cash, say from a savings account. That’s because it’s likely not earning much in the way of interest, so you’re not losing much in potential gains on the money. Avoid withdrawing funds from individual retirement accounts, or IRAs. Generally, the IRS will tack on a 10 percent tax for anyone who withdraws funds from their IRA if they’re under 59½ years old. Still, there are exceptions, including one allowing parents to withdraw up to $10,000 toward the first-home purchase of their child. Even so, you’ll pay taxes on that $10,000 at your normal income-tax rate.
So if your child needs $10,000, you’ll pay more to cover the portion lost to taxes. Some parents can’t afford to give their children a large sum of money, instead preferring to do it as a loan. But that can have an impact on the borrower’s ability to qualify for a mortgage. Mortgage lenders generally let borrowers use funds received as a gift from a relative to cover their down payment, closing costs or to add to their savings. But if the money is being borrowed, the homebuyer is required to disclose that loan to the bank, which could alter their evaluation of the borrower’s debtto-income ratio. That’s a calculus banks use to help determine the borrower’s ability to pay back a mortgage. If the funds are a gift, they don’t count as debts that have to be repaid. “When you apply for a loan they want to know how much money you have,” said Erika Safran, a certified financial planner with Safran Wealth Advisors in New York. “If you’re receiving a gift, that person is going to have to write a letter saying that they don’t expect it back.” Parents can help give their children a financial leg up on their home purchase, but there are other ways to do so beyond just giving them cash. Local charities sometimes offer firsttime buyers incentives to save by offering matching contributions. That’s also a good approach for parents to take, say, by offering to match their children’s savings toward a down payment. Another option is to make sure their children are exploring down-payment assistance programs run by state and local housing authorities. These programs can be found in all states and provide an average down-payment assistance of $11,565, according to an analysis of 2,290 such programs by real-estate data firm RealtyTrac.

» No. 7: Loan modifications The federal housing plan, announced by President Barack Obama in Mesa early in 2009, called for helping struggling homeowners get loan modifications. People applied for the government-backed program to reduce their monthly payments and keep their house. Lenders stalled, lost and mismanaged applications. Many homeowners contacted their lenders repeatedly, made regular payments in “trial modifications” and found buyers to sell through a short sell but still were still foreclosed on. » No. 6: Real-estate agent boom The crazy pace of home sales during 2004-06 enticed too many Valley residents to quit jobs to become real-estate agents. Most of those agents were then out of work within a year or so as sales fell. Veteran Realtors say too many inexperienced agents exacerbated the problems that led to the crash. » No. 5: Foreclosure auctions When lenders decided to sell houses they had foreclosed on for a loss in early 2011, bidding wars for the properties began. The daily foreclosure auctions in front of the Maricopa County Courthouse drew hundreds of bidders with cash in hand. These deals helped liquidate the Valley’s large foreclosure-home inventory quickly, which led to the beginning of the recovery. Money was made by many investors. But it was adding insult to injury when people who lost their house, saw it sell at auction for less than they owed on it. » No. 4: Rental boom Several big investors, including Wall Street firms, bought Valley foreclosure
houses and turned them into rentals. The region needed more rentals because people who lost houses couldn’t buy again. In some cases, families were able rent houses similar to the ones they lost for half the monthly payment. So far, these big investors are holding onto the tens of thousands of Phoenix-area houses they purchased between 2010-12. If they decide to all sell at the same time, it could hurt home prices. » No. 3: Housing economy Real estate and growth have dominated the state’s economy. But no one had put a dollar amount on the industry’s impact to Arizona until 2004. One out of every three dollars generated in the state’s economy came from housing that year. I led the year-long project that involved economists, developers, brokers, buyers and retailers and was still surprised how dominant the housing economy had become. » No. 2: Urban growth The Valley’s growth pattern is changing as more buyers and renters opt to live closer in. For the first time, condo sales are outpacing single-family home sales in the region. This move from suburbandominated growth to more urban housing is key for the region to mature as a big metro area and housing market. See today’s 1A story. . » No. 1: Owning a home The resilience of Phoenix-area homeowners, who have hung in as their neighbors lost homes to foreclosure and their values plummeted, tops my list. Almost 18 percent of Valley homeowners are still underwater, but they are holding on as evidenced by short sales and foreclosures falling back to pre-crash levels. Buying a home isn’t all about a quick profit, and it can’t be for an area to have a healthy housing market. Cheers to the people who buy houses because they want to live in them.

Be prepared for emergency  Check out where you are in the community. Be able to tell first responders where you are and at which pool if there’s an emergency.  Double check that you locked the pool gate completely. Don’t prop the door
ajar for friends or while you run back and forth to your home. Âť Keep your phone near the pool. Âť Know where equipment is located. There usually are a pole, rope and life preserver near community pools.
For young children
Âť Do not allow children to run around the pool. Âť Pay attention to kids in shallow water and hot tubs. Âť Keep toys, bicycles and larger playthings away from the pool. Âť Do not allow pets in the pool. Most apartment communities forbid this.
Âť Be sure an adult is watching a young child around the pool at all times. Âť Use a flotation device in and around the water if needed.

with discriminating against anybody or anything? Answer: No. The law specifies only seven classes of people are protected from discrimination under fair housing laws. A landlord may not discriminate against people in housing on the basis of race, color, national origin, religion, sex, family status or any recognized handicap they may have. Most everyone understands the first five. Familial status refers to the presence of children under the age of 18 in the family unit. Handicap discrimination refers to both physical and mental handicaps. A person cannot threaten a landlord with discrimination if they belong to some other class because they are not covered. For example, students are not a protected class, nor are felons, drug dealers, rude people, deadbeats, foulmouthed hotheads or people with green hair. In other words, a landlord can tell a rude foul-mouthed hothead he isn’t welcome in the apartment community, however this is discrimination. But it is not unlawful discrimination because it isn’t discrimination against a protected class.
