edian price: Analysts use it to explain how the real-estate market is doing. It’s the midway point. Half the homes are priced more, half are priced less. In addition to being a benchmark for the real-estate industry, it’s a point of reference for homebuyers and sellers, too. It represents the typical home in size, features and price in a given area. Valleywide, paying the median price means buying a $205,000, 1,900-squarefoot home with three or four bedrooms, said Mike Orr, director of the Real Estate Center at the W.P. Carey School of Business at Arizona State University. That home might need fixing up or updating, as it probably will be in an older neighborhood, said Bobby Lieb, a real-estate agent with HomeSmart Elite Group. He typically represents Phoenix, Scottsdale and Paradise Valley homes for sale. Don’t expect to find such a home in every locale. Median price and what it includes differ among cities, even among neighborhoods. Median price is tied to location, Orr said. Land values, proximity to good schools and shopping, conditions of neighborhoods and other factors all influence the sales price, and thus the median price of homes. Some parts of the metro area have higher land values and thus higher medians.

igh-end house shoppers have a lot more choices now. The luxury house market in metro Phoenix is beginning to shift again toward buyers as more owners of houses priced $500,000 and higher try to sell. The number of houses for sale priced between $500,000 and $1 million in Phoenix’s Biltmore and Arcadia areas, Paradise Valley, Scottsdale, Carefree, Cave Creek and Fountain Hills has climbed 50 percent in the past year, according to the latest Walt Danley Realty report done with Arizona State University realestate analyst Mike Orr. High-end home sales were strong for most of 2013 but slowed late in the year. In February, seven Valley houses sold for more than $3 million, and 12 sold for prices between $2 million and $3 million. That compares with six sales of houses priced above $3 million and11houses priced between $2 million and $3 million during February 2013. This month, listings are up and sales down, the same trend happening at the more affordable end of Valley’s housing market. Currently, 2,977 houses priced above $500,000 are listed for sale in the areas tracked by the report. That compares with 2,212 in March 2013. The best way to compare pricing for high-end houses is by square foot. The average was $268 in February, a 26 percent increase from August 2011, the market low point. Here is a breakdown for some areas showing the average price per square foot of houses sold in February through regular sales: » Arcadia: $310. » Scottsdale: $254. » Paradise Valley: $369. » Biltmore: $273. » Fountain Hills: $179.

Question: We live in a small community of 21 homes in the Camp Verde area. Several of the homeowners live in Phoenix and rent out their houses. Buyers of two houses currently in escrow also live in Phoenix and intend to rent out their homes. We do not want this small community to become a community of “rental” homes. Can we amend the covenants, conditions, and restrictions of our homeowners association to prohibit no more than 20 percent of the homes to be rentals? If so, can we “grandfather” the existing leases of rental homes? Answer: You will initially need to review the amendment language of the CC&Rs. Some CC&Rs only allow amendments at certain times. For example, there may be no amendments allowed in the first 10 years after execution and recording of the CC&Rs. If the amendment process is followed, there should be no reason why the CC&Rs cannot be amended to limit rentals to 20 percent of the homes in the community. Similarly, the CC&Rs can be amended to “grandfather” in existing leases of rental homes but prohibit subsequent rentals of those homes if the 20 percent limitation will be exceeded.

In Paradise Valley, for example, the median price is $1.575 million, according to December single-family sales figures compiled by ASU’s real-estate center. Houses and lot sizes there tend to be larger than in most other parts of the Valley, Orr said. Scottsdale prices also are higher. For the median of $460,000, expect to get a 1980s or 1990s home with 2,500 square feet, four bedrooms, a family room and two-, maybe three-car garage, said real-estate agent Joseph Callaway. He runs Those Callaways realty with his wife, JoAnn. Like Paradise Valley dwellings, Scottsdale houses tend to have desirable interior features, such as fireplaces and upgraded countertops and cabinets. Goodyear has one of the higher median prices — $246,825 — of the West Valley. That typically buys a 2,400square-foot house that has four bedrooms, said Stacia Meeker, an agent with Estrella Land and Homes sold by ReMax Preferred Choice. The farther you travel from the Valley’s core, the lower the median prices, Orr said. “Land is inexpensive out there,” he said.

In Apache Junction, for example, the median sales price is $136,000. In Tonopah, it’s $103,000. Mesa’s resale price, which registered $191,685 at the end of December, is often most representative of the Valley as a whole, Orr said. Why not use average price? Average prices are more volatile. In many neighborhoods, the average tends to be higher because luxury homes skew the price, Orr said. In other neighborhoods, an abundance of low-priced homes can pull the average lower. But the median is the middle price. It’s more indicative of the market. Let’s say seven homes were recently sold for $223,000, $227,000, $228,000, $230,000, $235,000, $290,000 and $405,000. The average sales price is about $263,000. The median price is $230,000, a price that more accurately represents what has sold in the area. What do you get for the median price in the Valley? We surveyed three cities — Phoenix, Scottsdale and Goodyear — for answers. We also looked at what the Valley median price of $205,000 buys. Compare these four median-priced homes that sold recently. That’s where Take Charge America, a Phoenix-based non-profit group, can offer help. “We’re a financial counseling organization — we work with student loans, home credit and more,” said Mike Sullivan, chief education officer for Take Charge America. “We’ll help just about anyone who has a problem managing their finances.” Pre-purchase counseling As part of its menu of services, Take Charge America offers pre-purchase financial counseling classes geared toward the first-time homebuyer. Classes are designed to help first-time homebuyers navigate and understand lender guidelines and how to manage the costs of owning a home; sometimes, such classes are required by a lender or funder in order to proceed with the purchase of a home. Completion of one of Take Charge America’s 8-hour classes — which cost $50 for an in-person session, $100 for online — will satisfy most lenders’ requirements. The organization will also offer free counseling if a consumer calls in seeking help.

Find the right dog for your apartment Dogs can be an integral part of our lives, and when we are choosing a home, they are part of that decision. Most apartment communities manage the number and size of the animals they allow. Before signing a lease, make sure your furry family member can happily move in, too.

Some breeds thrive in apartments because they are quieter and don’t need a lot of outdoor activity. Some breeds need outdoor activity but are perfectly happy inside all day. Either way, apartment dogs need morning and evening walks, and it’s important to be sure they stay relatively quiet during the day to avoid bothering neighbors. Check out the community’s facilities for

dogs and see if there is a public dog park nearby. Here’s a list of breeds that tend to be great apartment dogs: bichon frise, French or English bulldog, Chihuahua, dachshund, Great Dane and terriers. Many apartment companies restrict dogs by size or weight and prefer smaller dogs.When you are signing a lease, be honest about the size

of your dog; management would have grounds for action against you if it’s oversized. Check into all the pet regulations for apartment communities you are interested in. Sometimes home rentals have more flexibility. Some apartments may ban breeds such as pit bulls. Renters insurance is even more important if you have a dog. Some insurance companies may not insure or charge more for pit bulls, Doberman pinschers, rottweilers and German shepherds.

Don’t try to hide the type or size of your dog from your insurance company. If there’s an accident involving your dog, and your dog is at fault, your insurance may not cover you, even if you have insurance. A dog can be a great companion in an apartment.
