It’s become ‘camp’ again to line up for new homes

Around eight years ago, investors were the ones filling the demand for homes, snapping up properties and keeping the real-estate market afloat. The next wave of folks eager to purchase their own place were boomerang buyers, those who’d rehabbed their credit and survived a foreclosure or short sale. And then, said John and Marta Baxter, it was expected that the Millennials — or Generation Y, those born between the early 1980s to late 1990s — would be the next wave of buyers. But that’s not how things have turned out. “The Millennials are not there like we thought they would be,� John said. The reasons are varied. From the married couSee MILLENNIALS, Page R3

The couple’s new three-car garage will likely be big enough for their camper, but that’s not why they hauled it with them to purchase a house in a development called Mulberry. The Longs and more than a dozen other people camped out for days to get one of the first of 30 houses in the new community, near Signal Butte and Baseline roads. Camping out to buy a new house is a phenomenon endemic to booming Sun Belt areas such as Phoenix and Las Vegas. Buyers wanting to get the first and best lots before prices rise in well-located Arizona developments have been lining up and sometimes camping out for decades. The trend started in Arizona during the early 1960s, when people waited in lines overnight to get a house in John F. Long's Maryvale development and Del Webb's first Sun City. But it has been several years since people have camped out to buy new houses in metro Phoenix because of the housing market crash and stalled homebuilding recovery. In January, more than 250 people lined up in Buckeye to buy a house in Victory at Verrado. Some housing-market watchers say the line of campers at Blandford Homes’ Mulberry community is another sign demand for new homes is finally rebounding. “How great for the housing market to see folks willing to camp out to buy new Valley homes again,� Arizona housing analyst Greg Burger of RL Brown Reports said . Jim Belfiore, a new home analyst in metro Phoenix, calls the line of buyers willing to stay overnight at Mulberry “big� for the area’s homebuilding market. He recently tracked a 12-percent increase in new home orders across the region. Getting homebuyers to line up is a clever marketing move for homebuilders because it draws more buyers. Question: We received a title insurance policy when we purchased our home in Sun City six months ago. Last week, we were served with a lawsuit by the seller of our home that alleges that he never knew of the sale of our home and that the deed to our home was a forgery. This lawsuit also alleges that we conspired with the real estate agent and the escrow officer to forge this deed. We thought that we would have coverage under our title insurance policy. When my husband contacted our title insurance company, however, our title insurance company said that we had coverage for forged deeds, but not if we conspired with a third party to forge the deed. We thought title insurance policies covered forged deeds. Do we now have to pay for our own lawyer to defend us when we did nothing wrong? Answer: If the seller eventually proves in court that you conspired with the real estate agent and the escrow officer to forge the deed, you obviously do not have coverage under the title insurance policy. At the present time, however, the title company should defend you under reservation of rights and appoint a lawyer now to represent you. A defense under reservation of rights means that your title insurance company will pay for a lawyer to defend you but that your title insurance company reserves the right to determine whether or not to make any payment of the claim against you until the lawsuit is resolved. If the title insurance company does not appoint a lawyer to represent you and you successfully defend against the claim that you conspired to forge the seller’s deed, you should be entitled to reimbursement for your legal expenses from the title insurance company. ple’s own experience as Realtors with Keller Williams Professional Partners in Goodyear, Millennials have “significant student debt, so their debt-to-income ratios (an equation that’s important when applying for a mortgage) are off, and credit-card debt.” “Many times, just scraping together a down payment can be difficult for them,” Marta said. In addition, many Millennials are marrying and starting families later in life or they’ve seen their parents deal with the recent housing crisis, two factors that make them feel like there’s no real hurry to get into their own home. That’s too bad, the couple said, because current market conditions make it a good time to buy. Gas prices and interest rates are low, Marta said, and there’s a healthy supplyand-demand situation, with an inventory of about 25,000 homes on market, John added. Plus, there are loan programs tailored to Millennials, such as Home in Five, “but many of them just aren’t taking ad-

were attracted to the development after seeing a sign that listed prices starting in the low $200,000s. The median price of a

To get the word out, the couple blog about the programs and mention them in their newsletters so folks “don’t have to rent, and they can start investing.” That said, there are Millennials buying homes, and, in fact, John estimated that 25 percent of the 78 homes the couple sold last year were purchased by this demographic group. The couple said these customers typically have done extensive research about the area in which they want to live. And when it comes to a new home, there are usually five things on their must-have list: 1. Covered closing costs. Almost every Millennial they’ve worked with in the past year and half has had some form of student debt or credit-related problem, so he or she often barely qualifies for a loan, and there’s just no extra money to go around. Even with an FHA loan or a low down payment, Marta said, “one of their must-haves is that closing costs have to be paid by the seller.” 2. A home that’s move-in ready. Remember the part above about most Millennials not having extra money to go around? Well, that also means there’s usually no budget for repairs or renovations. “Millennials have trouble seeing the
potential in a home that doesn’t have upgrades,” John said. And thanks in large part to the influence of TV programs, Millennials will hardly even look at a home that’s cluttered or dated. “They don’t have a tolerance for it,” Marta said, adding that these clients consider 20-inch tile, granite countertops and stainless-steel appliances to be necessities. “Sometimes it’s hard to squeeze in everything they want, compared with what they actually can get.” 3. An open floor plan in the “great room” style. Being able to host a party and hang out with friends is important to Millennials, who crave great rooms that are open to the kitchen area. Builders are paying attention. “You don’t see separate living and dining rooms anymore,” he said. Of course, because so many people work from home these days, an office is almost de rigueur as well. 4. Low-maintenance living. You might see a lush backyard with a verdant expanse of grass as a weekend getaway, but a Millennial is likely to only see all the mowing, trimming and raking involved. “They don’t want to spend their weekends doing house maintenance or yard
work,” Marta said. “They want low maintenance in every respect.” 5. Location? It’s up for grabs. Sure, they’d love their homes to be located near the office, shopping and cultural or entertainment venues, but if worse comes to worse, “we’ve had a lot of people who will take the house over the community,” John said. “They’ll take a newly built house, farther away from where they’d like to live, because they’re fixated on upgrades.” Master-planned communities that include an elementary school and even stores or restaurants are also top on Millennials’ lists. The interesting part of all this, the Baxters said, is that once Millennials move into their new homes, they might already be itching to make the next move. Although many homeowners will wait at least five years to move, this group is ready to roll in two, even when the Baxters mention that may not be the best way to go, because it means they may recoup little to no appreciation on their home. “They’re not settlers who are going to live in a house for 20 years,” Marta said. “They say they want to settle down, but then we’ll get a call two years later, and they want to sell.”
new Valley house is $300,000. “Our sales guy told us it would be first-come, first-serve to buy a lot in Mulberry,” Long said. “Then earlier this week, we heard another buyer was going to camp out Thursday and Friday. We decided pack up our camper and get in line Tuesday.” The Longs had three people in front of
them, and two wanted the same house. Homebuilder Blandford has had buyers camp out to purchase in its communities before. This time around once the line formed, Blandford employees began offering meals and even tents for those potential buyers who didn’t bring them and were sleeping in their cars.
A few other big housing communities are about to open in metro Phoenix. Sales at Mulberry and those other developments spanning from north Scottsdale to Buckeye are key indicators whether the Valley’s homebuilding recovery is back on. People camping out for those homes is a pretty good sign that it is.

Allergies? Start by spring cleaning and changing AC filter Walk into your neighborhood pharmacy, and it’s clear allergy season is in full bloom. Every end cap features medications to clear your nose and eyes. There are also lots of small changes we can make in our apartments to help.
Spring clean Your mother was right. Spend time cleaning places in your home where dust
rests for a long time. Âť Blinds and window coverings. Thoroughly dust your blinds or wipe them down with a wet cloth. Fabric blinds should be vacuumed. Âť Vacuum your rugs and carpets well. Âť Vacuum your couches and chairs. Allergens from clothing may transfer to your couch. Âť Dust your ceiling fans. Turning them on after winter will spray dust all over the room. Âť Check for mold in bathrooms and in
the kitchen. Treat with regular cleaners. If you have a larger mold issue, notify your maintenance staff.
Check your filter and AC Change your air filter. You can purchase high-quality filters that will remove more dust and allergens. Your apartment manager may have new air filters for you to use. Check with your manager to see if you should change your air filter or if they prefer maintenance staff do this.
Leave windows closed It can be tempting to sleep with the windows open when the weather is nice, but pollen and allergens will make their way into your apartment with an open window. A little prevention can help manage your allergy symptoms. Take these steps and you’ll breathe much easier. Question: About three weeks ago, a week before rent was due on the first of the month, my son was arrested on the property for a drug related offense. I paid rent on the first and now a week after I paid rent, management indicates they found out that my son was arrested for drug activity and gave me an immediate termination notice to move. I was told that the Arizona statutes indicate that if management takes money after the breech occurs that management waives its rights to evict for breach. Answer: That is close to the law, but not exactly what the law states. A.R.S. 33-1371 states that acceptance of rent, or any portion thereof, with knowledge of a default by a tenant, or acceptance of performance by the tenant that varied from the terms of the rental agreement are rules and regulations subsequently adopted by the landlord constitutes a waiver of the right to terminate the rental agreement for that breach. Therefore, if the manager knew about the breach, and then accepted the money, you would be correct. However, if the manager found out about the drug related activity and the arrest at the property only after you paid rent, even though the event happened before you paid the rent; the manager would still have a right to evict.
