Metro Phoenix homeowners saw their values climb an average 7 percent when they received their latest property valuations last week. Many may expect to be taxed on the higher worth of their house this fall. That’s not going to happen, at least not this year anyway. In September, Phoenix-area homeowners will be taxed on valuations they received a year ago, when the average value of a house in the region jumped 23 percent. In Arizona, there’s an 18month lag between property valuations, and the tax bills tied to them. Confused? Arizona’s property tax system, considered one of the most convoluted in the nation, is baffling tow many. But all of the state’s county assessors are trying now to simplify the process with legislation to do away with the year-and-a-half span between valuations and correlating taxes. House Bill 2253 calls for property owners to be taxed on the valuation they receive in February by October starting in 2018. The change has drawn support of big real estate groups. “By shortening the time (between valuations and tax bills), the assessed value more closely aligns with value of the property,â€? Arizona Association of Realtors CEO Michelle Lind told me. “In the last economic downturn, numerous homeowners were concerned and dismayed when their tax bill arrived because their assessed property value was substantially higher than the actual value of the property,â€? she said. The 18-month lag was built into Arizona’s property tax system to allow property owners time to appeal their valuations, something that doesn’t always lead to lower taxes. Robert Pizorno, communications director for the Maricopa Assessor, said property owners will still have time to appeal with the change to a one-year cycle for property valuations and taxes. The legislation calls for the appeal time to go from 60 to 45 days. Appeals dropped more than 50 percent last year, something Pizorno attributes partly to a law passed in 2012 that limits the increase on a specific valuation to no more than 5 percent a year. Question: I purchased my home in Queen Creek from an investor last summer. There was no disclosure of roof problems. Two months later, I had several major roof leaks. When I contacted a local roofer, he said that the real estate agent that represented the investor had contacted him a year ago to make repairs. After he gave the real estate agent an estimate of $2,800, the agent said that was too much money and that the investor decided not to do the repairs. The roofer gave me a copy of the written estimate of $2,800 with the real estate agent’s name on it. When I confronted the real estate agent with the roofer’s written estimate, she admitted that she knew about the roof problems that were never repaired. She said that she needed the commission on the sale of the home and that she didn’t disclose the requirement for roof repairs because she was afraid that the sale of the home would be too difficult. The real estate agent is now willing to pay me $2,800 for a written release of any claims by me. In this written release, however, I am not allowed to file a complaint against her with the Arizona Department of Real Estate. Aren’t I required to report this bad conduct of the real estate agent to the ADRE? Doesn’t she have to self-report her bad conduct to the ADRE anyhow? Answer: First, you have no legal obligation to report this fraudulent non-disclosure of roof repairs to the ADRE. Similarly, if you see a crime like a burglary being committed or a person injured in an auto accident, you have no legal obligation to call the police or an ambulance. Second, the real estate agent does not have to self-report this claim; she is only required to report to the ADRE any judgment involving fraud or dishonesty, or relating to her real estate practice. Note: Before you settle for $2,800, however, I would suggest that you get at least two other estimates for the cost of repairs to your roof and also for the cost to repair any damage caused by the roof leaks, e.g., replacement of drywall. LOS ANGELES — towering basketball legend Wilt Chamberlain’s hillside home to downtown’s towering art-deco high-rise buildings, Los Angeles is putting all its landmarks online. Planning and preservation officials gathered Tuesday on the observation tower of City Hall, a historic landmark in its own right, to roll out their new website, HistoricPlacesLA.org. Fifteen years in the making, it is the joint project of the Getty Conservation Institute and the city of Los Angeles. So far, it has resulted in the survey of about three-quarters of LA’s 880,000 structures and placed about 25,000 determined to be the most significant onto the website’s database. When the survey is completed next year, every home, office building, freeway, bridge and iconic structure like the Hollywood

Included in the database are architectural masterpieces such as the Griffith Park Observatory and the LA homes and public buildings designed by Paul R. Williams, the first black member of the American Institute of Architects and known in the 1920s and 1930s as “the architect to the stars.� LA’s quirky side is also represented with structures like Chamberlain’s home and Los Angeles International Airport’s space-age looking “Theme Building,� with its now-closed rotating restaurant. “There’s still a persistent and unfortunate myth about Los Angeles that we hear all too often, that we’re a city that has little or no significant architecture and that just doesn’t’ care about its past,� said Ken Bernstein, director of LA’s Office of Historic Resources. “The rich findings in HistoricPlacesLA certainly explode that myth once and for all.�

Two important things for homeowners to consider: A lower valuation could potentially mean a lower sales price; a higher valuation doesn’t always translate to a higher tax bill. During the real estate crash and re-
cession, home values plummeted in metro Phoenix, but property taxes climbed as municipalities and other government entities raised their rates to cover other budget shortfalls. Cities, counties, schools, libraries, fire districts and other taxing jurisdictions decide what they need from property owners during the summer and set their rates for fall bills. Valuations can be appealed in Arizo-
na, but property taxes aren’t up for discussion, debate or dispute after the rates are set in June and July. In Arizona, property owners who want to have a say in what they pay in taxes can go to the open, public meetings held by the government entities. Homeowners surprised or angry by what they owe this fall will have missed their chance to have a say in their property tax bill.

Answer: Yes. A landlord can enter any time during reasonable hours for any legitimate reason with a 48-hour written notice. The only exceptions are to harass a resident or if the entrance is excessive. In this particular case, the resident may want to consider renters insurance for the antique collection. Further, should the resident refuse to allow access to the apartment, the landlord has grounds to terminate the lease and evict the resident. Also, a resident cannot dictate who can enter the apartment or require the landlord to supervise the maintenance staff while in the unit.

What to ask about apartment parking lot security We all know someone who was the victim of a car break-in. Small crimes can certainly shake you up, and they are an inconvenience. You could be the target of an auto break-in whether you live in a single family home or an apartment community. There are things you can do to prevent these crimes and keep yourself safe. In almost every case, you are responsible for the security of your car in an apartment community.
Here are a few safety questions to ask your apartment manager or rental owner: Âť What kind of security does the apartment-management company have for the parking areas? Âť Is there a guard or security staff person on site? Can they walk you to and from parking if requested? Âť Is there enough light at night for you in common areas and in the parking lots? Âť Is there a security camera in the
parking area?  Is there a gated parking area? Who has access to that area? You can be proactive and prevent criminals for targeting your car with a few simple steps:  Always roll up the windows and close the sunroof when leaving your vehicle.  Lock your car doors as soon as you leave your vehicle. Set the car alar.  Don’t leave your vehicle unlocked
when you are unloading groceries or kids. Âť Avoid parking in unlit or isolated areas. If you are the victim of a car break-in, notify your apartment manager.
