Jesse Wilson's school, the Bradley Creemos Academy, has yellow ribbons for Jesse on display. Teachers also wear yellow ribbons, and a seat is reserved for the missing boy.
1 year later: What happened to Jesse? 10-year-old Buckeye boy slipped out and vanished YIHYUN JEONG THE REPUBLIC | AZCENTRAL.COM
It’s been one year since 10-year-old Jesse Wilson was reported missing from his Buckeye home. Police said Jesse slipped out of his second-floor bedroom window sometime after 9:30 p.m. on July 17, 2016, and wandered — something he had done in the past but never for an extended period. He was never seen again. And since his disappearance, the image of his face in his school photo — with a sweet, shy smile and almond-shaped eyes — has haunted authorities and residents alike, leaving them wondering what has happened to the boy. That image now sits on a desk at the front office of his school, the Bradley Creemos Academy in Goodyear. Faculty members also wear yellow ribbons as a way of remembering Jesse. “We are all deeply saddened by Jesse’s disappearance but are still reserv-
ing a seat for him to begin our new school year,” said Harold Cadiz, assistant superintendent of community engagement at Bradley Creemos Academy. New details in the case were shared with The Arizona Republic by the Buckeye Police Department during a conversation at the one-year mark of his disappearance. Here’s what we now know about the case:

A Maricopa County Sheriff's Office deputy shot and killed a man in Goodyear on July 13 who rear-ended his patrol vehicle and then approached him while brandishing a knife, officials said.
MCSO deputy, shooting victim ID’d in fatal Goodyear confrontation APRIL MORGANROTH THE REPUBLIC | AZCENTRAL.COM
The man who authorities said rearended a marked patrol vehicle, then advanced on a deputy in a fatal confrontation, was identified as 42-year-old Pedro Rubio, according to the Maricopa County Sheriff’s Office. Rubio was shot July 13 after he advanced toward the deputy and failed to respond to his commands, according to Sgt. Joaquin Enriquez, a Sheriff’s Office spokesman. The deputy was identified as Jason Blair, who joined the Sheriff’s Office in 2004. The confrontation occurred about noon on Blair’s lunch break as he was visiting a restaurant in the shopping complex at the southwest corner of Dysart and McDowell roads in Goodyear, Enri-
quez said. Rubio drove into Blair’s parked patrol vehicle and then got out, advancing with a knife, Enriquez said. Blair ordered him to stop but the man continued to approach. Enriquez said Blair “fired his duty weapon in self-defense.” Rubio died of his injuries. Blair was not hurt. Blair did not activate his body-worn camera before the shooting, Enriquez said. Several civilians witnessed the confrontation, Enriquez said. Following standard policy, the shooting will be reviewed by the Sheriff’s Office’s Professional Standards Bureau. Blair has been placed on paid administrative leave. This was the 23rd police shooting in Maricopa County in 2017, with 15 fatalities reported.
4 people hit by shots in El Mirage BRIEANNA J FRANK THE REPUBLIC | AZCENTRAL.COM
Four people were shot in El Mirage just before 8:30 p.m. Tuesday, police confirmed. Initial reports said that two women and a man were shot in the 14000 block of North Alto Street, near Thunderbird and El Mirage roads, but El Mirage police later confirmed that four people — two
women and two men — were wounded. All four people were conscious when they were taken to a hospital, police said. Initial reports indicated that police were searching the area for at least one suspect, but officials did not have anyone in custody. Information on the victims’ conditions was not immediately available. An investigation was ongoing.
the case; however, he provided insight on the removal policy. When the agency determines that a child should be removed from a home, the decision is based on social welfare. DCS cannot charge a parent for any crime, but the agency would turn over information to police if any criminal activity were alleged, DaRonco said. Grounds for removal could include neglect that doesn’t necessarily rise to criminal standards — for example, if a child is not being fed or does not have proper housing, he said. It could involve a parent leaving the state and a child is left with a relative. While there is no criminal charge, it’s a DCS case because the adult with whom the child is left is not the child’s legal guardian, DaRonco said. Asked how DCS got involved in this case, DaRonco said broadly that DCS investigates calls that come into its hotline and starts its own investigations.
sponse.” The Justice Department’s program on missing and exploited children advises police departments to quickly assume foul play and to ask parents to take a so-called lie-detector test in hopes of eliminating possibilities. Federal investigators who often assist local police on missing-children cases closely follow the guide.
Police are being ‘realistic’
Foul play not ruled out
Authorities are continuing to investigate what happened to Jesse and have not yet ruled out any possibilities as they pursue different scenarios about the boy’s fate. However, they are being “realistic,” Detective Tamela Skaggs said. “Our hearts weigh heavy. The whole department has been focused on this and are sad he hasn’t been found. But it’s been a long time, and sometimes we look at the worst-case scenario,” she said. She said, “We have no suspect or suspects at this time. No one is a person of interest.” Skaggs said police are hopeful that the one-year mark of Jesse’s disappearance from his house near 239th Avenue and Twilight Lane might spark a memory for someone. She urged those who might have information to come forward. “Even if they don’t think it’s important or if they think it’s nothing ... let us decide,” she said.
Police continue to say that foul play has not been ruled out. While child abductions by strangers are relatively rare — with just an average of 100 children taken each year — police are still considering that scenario. Boys 8 to 12, Jesse’s age group, account for 20 percent of stranger abductions, according to the most recent survey of kidnapping conducted for the U.S. Department of Justice in 2002. The largest victimized group is teenage girls. “We have to play out every option. We as police have to do that,” Buckeye Police Chief Larry Hall said.
Polygraph test has not been administered Wilson has not been administered a polygraph test, nor has such a test been administered to anyone in connection with this case, police told The Republic on July 17. While every police agency has its own policy on asking parents to submit to polygraph tests, the U.S. Department of Justice recommends a “model re-

LILY MATOS DEBLIEUX MY TURN
Students stand up to bullying and violence In Arizona, much like the rest of the country, student deaths from suicide have increased exponentially, and many youth-related deaths have been found to be preventable if people would get involved and we provided the tools to make a difference. The Arizona Child Fatality Review Program’s startling annual report stated that 768 Arizona children died last year; 39 percent of those deaths were preventable. The report says suicide rates have increased 81 percent since 2009. One factor is the stigma associated with asking for help. After hearing this, Gina Godbehere of the Maricopa County Attorney’s Office, Jennifer Rogers, director of Business Development for GCON Inc., and I collaborated to harness the power of a community to reverse these sobering facts. We met in Leadership West, a community-based leadership organization, and soon realized change was within reach. To make a difference in the schools and communities we served, every sector needed to get involved and have a strategic action plan. Our team planned a conference for 1,200 students and adults turning the stigma against asking for help into an action plan with an inaugural student-led Youth Conference held Jan. 26 at ASU West. The goal was to create a movement for students in schools with diverse populations along with their community partners to take back to their schools and communities and inspire 50,000 students to speak up, stand up and save lives. The conference brought students, police chiefs, government officials, parents and teachers together and provided the tools necessary to begin their action plans. We culled through research, analyzed the results, created a plan of action and a conference for 1,200 people to come together to seek solutions and evaluated the results with next steps. Businesses, community organizations and other sponsors stepped up to make the conference free for all attendees. Follow-up through surveys, focus groups and student-leadership action indicates that significant progress has
been made with students and supportive parents, administrators and district leadership and has led to a decrease in negative social behavior and positive interventions. It was amazing to see how students embraced the opportunity to stand up, speak up and save lives. One of the outcomes of the conferences was that each school was to develop a measurable action plan for each campus. In the Pendergast District, where I serve as superintendent, I met with each school and its team to learn about plans and offer encouragement. With the help of school principals and counselors, each team developed comprehensive efforts designed to be ageappropriate and incorporate the strategies they learned at the conference. At Canyon Breeze Elementary in Avondale, eighth-grade students created posters and displayed them in classroom hallways, the front office, cafeteria, library and gym. Students researched and brainstormed a message that was delivered in classrooms for all grade levels. Students visited classrooms in grades 3-8 and shared their thoughts, ideas and solutions. They reviewed key vocabulary associated with bullying and provided examplesto bring understanding, awareness and empathy. Students at Sonoran Sky School in Glendale took all their ideas and excitement back to the school. It was refreshing to see students take charge of something so worthwhile and important. The student-leadership group completed service projects for people on campus and visited each classroom with a special message. They spoke to all of the students about the importance of reporting bullying and avoiding anything that could hurt another person. The efforts will continue in the new school year. Our work continues as we plan the next conference, which will be Jan. 16 at Grand Canyon University. We encourage everyone to join us in partnership to ensure our students have the support they need to create a movement to Stand Up, Speak Up and Save Lives! Dr. Lily Matos DeBlieux is the Pendergast District superintendent.

Grant money will fund spay and neuter surgery for adoptable animals at Maricopa County Animal Care & Control as well as animals that already have owners.
Non-profit gets $200,000 for spay/neuter surgeries Pulliam grant part of push to reduce euthanasia rate Special for The Republic
The Nina Mason Pulliam Charitable Trust has awarded a $200,000 grant to the Fix.Adopt.Save. (FAS) initiative to fund the completion of 2,740 spay or neuter surgeries over the next six months. FAS partner Altered Tails, a 501(c)(3) organization and Arizona’s largest nonprofit spay/neuter clinic specializing in high-quality, low-cost spay/neuter services, will receive $150,000 of this grant to perform more than 2,000 of those surgeries. The funding received by Altered Tails Barnhart Clinics for its Phoenix and Mesa locations will enable them to sufficiently perform 2,040 free surgeries; 840 for Maricopa County Animal Care & Control (MCACC) adoption-ready animals and 1,200 for owned animals. Additionally, 700 Fix.Adopt.Save. vouchers will be distributed to FAS partners for free surgeries for owned dogs and cats. “Spay/neuter surgeries are critical to reducing the euthanasia of dogs and cats at our Valley shelters,” said Lisa Shover Kackley, trustee of the Nina Mason Pulliam Charitable Trust. “We’re proud to continue supporting the Fix.Adopt.Save. initiative the trust helped launch five years ago with an animal welfare coali-
tion of seven local agencies. This grant to Altered Tails will continue the important work of serving animals in need across Maricopa County.” Launched in 2012, Fix.Adopt.Save. focuses on dramatically increasing the availability of low-cost and no-cost spay/ neuter services to reduce shelter intake and euthanasia. Funded by the Nina Mason Pulliam Charitable Trust and PetSmart Charities, the efforts of Maricopa County’s Alliance for Companion Animals and the Fix.Adopt.Save. initiative have resulted in one of the most rapid improvements in animal welfare in the country, decreasing euthanasia rates countywide by 79 percent and saving nearly 30,000 additional dogs and cats since 2012. “It is so important to continue to reduce the number of unwanted pets entering Maricopa County shelters,” said Susana Della Maddalena, executive director of the Altered Tails Barnhart Clinics. “Spay and neuter achieves that and also improves the quality of life for pets and their owners. This grant from the Nina Mason Pulliam Charitable Trust will have a significant impact on furthering the impressive results of the Fix.Adopt.Save. initiative.” Details: www.AlteredTails.org; 602943-7729 (Phoenix); and 480-807-1200 (Mesa).

ASK LINDA
Dating the ex-wife’s sister shouldn’t be so complicated Dear Linda: I have been divorced for 25 years. My ex has been remarried for two decades. Over the past few years, I have developed a relationship with my ex’s older sister, following her husband’s death. He was one of my best friends. I have known the ex’s older sister since first grade. We are both 72 years old. We want to develop a closer relationship, but the ex has negative views on this. We don’t want to get married, but we want to travel and do things together. We all live in different states, so I don’t foresee any awkward situations arising. I’d like your perspective on this somewhat complicated issue. — Befuddled Dear Befuddled: Welcome to 21st-century relationships! Look, you are both in your 70s and you really don’t need to have your ex’s permis-
sion or anyone else’s judgment call on pursuing this relationship. I wonder why you, and/or her sister, discussed this with your ex. Your situation isn’t as unusual as you might think. Many widows and widowers marry or have relationships with close relatives like brothers- and sisters-in-law. You both have history, and you were socially involved with her when her husband was alive. As I see it, this is more about your ex denying you some happiness. She might even have some residual sibling rivalry going on with her sister. In my view, you are both very fortunate to have this opportunity at happiness and you should take full advantage of it. Linda Cohen is a Scottsdale life coach and professional therapist. DOUG HOPKINS MY TURN
The Trump presidency is nothing but a long con How do we explain the phenomenon of Donald Trump? I understand why he was elected, but I’m baffled that he has chosen to govern (or not govern). Trump is many things to many people. If you’re a supporter, you’d like to believe he’s going to shake things up and make our government more effective and efficient. You believe his business background will bring new ideas and solutions to an environment that’s existed for decades. If Trump could get out of his own way, that might be a possibility, but that will never happen. For reasons none of us knows or understands, he’s shown over and over again that he’s incapable or unwilling to control himself. It raises the question, what drives him to do and say things that completely undermine his agenda? Why can’t he focus on the job he was elected to do? His need to lash out against his critics overrides and dominates everything he does and says. Rather than addressing his critics head-on with substantive rebuttal, he created the myth of fake news as an excuse for his shortcomings. Some suggest he suffers from some type of personality disorder. That seems like a reasonable explanation, but we’ll most likely never know. I’m one who does not believe in him or support him or his agenda. As a lifelong moderate Republican, I am appalled, shocked, disappointed and embarrassed by his behavior and conduct. Trump was presented with a wonderful opportunity to make meaningful changes and in six short months, he’s done just the opposite. He’s demonstrated that he’s a bully, a misogynist and narcissistic. He’s also arrogant, crude, obnoxious, reckless and xenophobic. When I ask friends who support him to name one positive personality trait they think he possesses, they can’t. They explain that when he lashes out at his critics, this is somehow a virtue. When did vile, repulsive behavior become an admirable attribute? When we talk about all the things about Trump that many of us find troubling, I would like to suggest one other characteristic that may be most concerning.

Vladimir Putin and Donald Trump
During his campaign, he promised many things, including “Making America Great Again” and building a wall and making Mexico pay for it. I would like to suggest he is also a conman! America is not greater under his watch. It is diminished in the eyes of the world, due largely to his dishonesty and lack of credibility. I don’t think the wall will ever be built, but even if it is, Mexico won’t be paying for it. If you fell for that line, you got conned. But “Trump Believers” were conned big-time by his creation of the concept of fake news. He would have us believe ANY criticism of him is untrue and fake. His vilification of the media is appalling. I don’t think he personally believes that, but it’s part of his con. He can dish it out, but he can’t take it. The recent dust-up over Donald Jr.’s Russian contact may, ultimately, lead to the president’s downfall. It’s going to expose all of his financial dealings with shady Russian characters and will reveal his indebtedness to Russian banks. This is the real reason he won’t release his taxes. He doesn’t want us to know just how entrenched he is with them. And, of course, he wanted to compromise thenFBI Director James Comey. When that didn’t work, he fired him on false pretenses. When you become president, your life becomes an open book, the last thing he wants. The only thing that’s come true is his promise to shake things up. Little did we know how awful that would be! Doug Hopkins lives in Chandler.

LAURIE ROBERTS
AZ Senate candidate under attack for being a Muslim She’s the other challenger to Sen. Jeff Flake. A native of Little Rock, Arkansas. A Phoenix attorney and civil rights activist. An independent turned Democrat. A 19-year resident of Arizona who wants to represent “the state where I found my home, family and dreams.” And, as it turns out, a few nightmares. Deedra Abboud is also Muslim. Recently, she posted this rather innocuous piece on her Facebook page: “Almost 250 years ago, a group of dreamers came together and sketched out a revolutionary vision. No longer would they be shackled to the whims of a distant government, nor bound to the religion of an idiosyncratic king. They set out to forge their own futures, determine their own destinies, and follow their own faith. In their infinite wisdom, the Founding Fathers decreed that this nation would separate church and state, and in doing so protect both institutions. Government would be free from religious overreach, and religion would be free from government interference.” The response to that and to some of her other posts and videos have ranged from disturbing to just plain scary. Hundreds upon hundreds of hateful responses. Here’s S. Jason Parr: “Nice try, but your first love is Satan (AKA Allah) and your second love is to a litter box your ‘people’ come from. You are as American as Chinese checkers.” Here’s Roy Sanders: “Get out, stinking Muslim.” Let’s hear from Tony Madden: “I bet you’ll be a BLAST with constituents.” Here’s Brian Zappa: “How about go $#%# yourself. Towel headed piece of $#^%.” Here’s Michael Scozzari: “Vote to send them back to the sand pit, were (sic) these scumbag people belong!” And from Vik Odinson: “I say do whatever you have to do kickstart We people of the USA to finally rise against you and your ilk.” Oh, just one more, from Chris Ruen: “BAN ISLAM IN THE USA…WE HATE YOUR FILTHY DEATH CULT.” Because religious freedom in America is all about having the freedom to ban religions we don’t like, right?
DEEDRA FOR U.S. SENATE 2018
Deedra Abboud is a Phoenix attorney and community activist.
Abboud’s spokeswoman said the candidate has been subjected to a whole lot of nasty since getting into the campaign this spring. “We make sure to have police escorts at our events because, yes, we have received a lot of hate,” said Jaclyn Freedman, via email. “We had an event at the Pomegranate Cafe that the alt-right showed up at.” I don’t know much about Abboud, other than the fact that she converted to Islam 19 years ago and helped open the first Arizona office of the Council on American-Islamic Relations after 9/11. I do know this. She won’t win. The last Democrat to win a U.S. Senate seat from Arizona was Dennis DeConcini in 1988. Still, I’d encourage you to take a look at Abboud’s Facebook page. You won’t learn much about her. The stuff she’s posted is your typical campaign feed. But the responses — many of them from people who live outside Arizona — say quite a bit about us.

AZ Real Estate COOL HOME
A custom house inspired by mountain views MICHELLE BEAVER SPECIAL FOR THE REPUBLIC
Kevin and Stacy Morgan were living out of state when their custom home in Peoria was being built. That may sound stressful, but the Morgans actually enjoyed the process. Kevin took monthly trips from Texas to check the progress and was exhilarated every time as the house took greater shape. “I was like a little kid at Christmas every trip, once a month,” he said. The 3,300-square-foot home is nestled into desert mountains near 91st Avenue and Westwing Parkway. The house has three bedrooms, 3.5 baths and an office. The design and building process took two years. Kevin, who is in sales leadership, and Stacy, a teacher, raised their kids in Dallas and in May moved back to their home state of Arizona. Their daughter, 21, and son, 18, no longer live at home, leaving the Morgans with an empty nest. A big, beautiful, empty nest with outstanding desert views. “The goal was to maximize the views we had, because that’s the beauty of the lot,” Kevin said. “We designed the house so each window had a specific view.”
Flowing into surroundings The Morgans didn’t want a flat backyard at odds with the nearby mountains.
NICOLE BONILLA
Kevin and Stacy Morgan and their dogs enjoy this large pool at their Peoria home with its beautiful desert views.
Instead, they designed the lot to flow into its surroundings. “We wanted different elevations of the yard so your eye would be drawn up to the mountain,” Kevin said. “We wanted the waterfall feature specifically so your view would end up at the mountain. That was a big deal for me.” Almost every major conversation the
Morgans had with the builder was done at the lot instead of over the phone. “That was so we could really sit down and determine if we did something, what would the impact be and where would it would be located exactly on the lot itself,” Kevin said. “We would have phone calls, too, but 90 percent was done on site.”

Not as stressful as it seems Being in Texas during the design and build wasn’t as stressful as it would seem, according to Kevin. The Morgans worked with Starwood Custom Homes and said working with a good company See COOL HOME , Page 17

made all the difference. “I trusted our project manager and the team,” Kevin said. “I knew they truly had my best interests at heart. It’s probably best that I wasn’t living here while they were building. If I would have been living here, I probably would have been (at the building site) every day driving them nuts and probably wanting to make changes all the time. This arrangement allowed it to take shape without me nitpicking.” The Morgans wanted a one-story house, since they rarely used the second floor of their Dallas home. “I’m not old now, but as we get older, we don’t want to take as many stairs,” Kevin said. The couple also wanted the house to be as close as possible to Flagstaff and Lake Pleasant. That’s why they chose Peoria instead of north Scottsdale or Fountain Hills, areas they also considered.
Dream home In respect to the concept of a “dream home,” Stacy said she “could think of a thousand features I would have in a dream home, but that doesn’t make it necessarily feasible, homey or practical, so what we built was something we felt would fit our needs as we start a new empty-nest phase.” Stacy’s favorite feature of the home is the eat-in dining table built into the kitch-

en island. It’s also a crowd pleaser, she said. She found a picture of a built-in table she liked and showed it to a cabinet maker who emulated the design. “He built it as an area that made eating together more comfortable and entertaining much easier without compromising counter space,” Stacy said. “In fact, I have more cabinets and drawers than I can use because of this style island. Other than that, I can’t complain about the ability to open the entire glass door and slide it into the wall on our cooler days and create a great indoor/outdoor entertaining space.” As for Kevin, his favorite part of the property is the view, his second favorite is the RV garage, and the backyard is his third favorite. The Morgans’ former home in Dallas was on an acre lot and had a movie theater, but this house is more of their dream home. “Absolutely, this is my dream house,” Kevin said. “This is it.”
