Boarded-up buildings and weedÿlled vacant lots were the norm in metro Phoenix’s oldest historic neighborhood not too long ago. Now, the nearly 100-year-old Roosevelt District in downtown Phoenix has evolved before our eyes into Roosevelt Row, one of the most popular neighborhoods in not only metro Phoenix but the U.S. The bustling Central Avenue and Roosevelt Street hub of Roosevelt Row was recently voted the sixth most popular metro Phoenix intersection by Urban Land Institute Arizona. The area didn’t even make the list 10 years ago. Roosevelt Row garnered one of the American Planning Association’s “Great

Hotspots Rentals just ranked Roosevelt Row as the 24th “coolest” neighborhood in the U.S. based on transit, walkability, entertainment and cost of living. It was the only Arizona neighborhood to make the ranking. Last week, plans for one of the area’s historic buildings — the Knipe House — received City Council approval to be purchased and preserved as part of a $151 million project. In October, construction started on the 30-story apartment tower Link Phx on the eastern end of Roosevelt Row. Question: Three months ago we bought a beautiful older home in north Phoenix from a seller who had made signiÿcant renovations to the home such as granite countertops. We found out after moving into the home, however, that the essential items of any home, the electrical wiring and the plumbing, are in ter-
rible condition. The seller lied to us about these two items on the Seller’s Property Disclosure Statement, and our home inspector was apparently “asleep at the wheel.” The cost to repair these two items will be at least $60,000. The seller refused to mediate as required by our purchase contract, so we ÿled a lawsuit in Superior Court which is scheduled for trial in three months. Our trial judge has ordered us ÿrst to go to mediation, and has appointed a judge pro tem to conduct this mediation. This judge pro tem is free and has to be a practicing attorney with
at least 10 years’ experience. Our lawyer, however, does not want to use this judge pro tem for mediation. She wants us to hire a private full-time mediator who is a retired judge with experience and training in mediation. This retired judge will charge $450 an hour to be split between the parties. We have paid lots of legal costs recently, and we like the word “free.” What do you recommend? Answer: In your $60,000 lawsuit, if there is no settlement before trial, the cost in the next three months for each side to go to trial will probably be another
$50,000 (for a jury trial, probably another $100,000). Therefore, settlement at mediation is almost mandatory. Although your appointed judge pro tem [“tem” is Latin for “tempore,” or temporary] could be an excellent mediator, the additional expense of a retired judge who is an experienced full-time mediator is recommended. Note: Private full-time mediators with expertise in a specialized area of law have been flown in from other states like California and Pennsylvania to mediate large Arizona lawsuits.

U.S. mortgage rates increase, but range still historically low ASSOCIATED PRESS
WASHINGTON – U.S. mortgage rates rose this past week as the economy showed signs of strength, which makes it more likely that the Federal Reserve will raise its short-term rate this week. The rate on the benchmark 30-year ÿxed-rate mortgage rose to 3.94 percent from 3.9 percent last week, mortgage giant Freddie Mac said. The 15-year, ÿxed-rate mortgage, popular among homeowners seeking to reÿnance, also increased, rising to 3.36 percent from 3.3 percent. The ÿve-year adjustable mortgage rate rose for the third straight week to 3.35 percent from 3.32 percent last week. Shorter-term rates are rising more

The Pantone Color Institute thinks whatever that might be will come in the deep purple hue of “Ultra Violet,” its color of the year revealed Thursday. The color wasn’t chosen because it’s regal, though it resembles a majestic shade. It was chosen to evoke a
counterculture ‘air , a grab for originality, ingenuity and visionary thinking, Pantone Vice President Laurie Pressman told The Associated Press ahead of the announcement. “We are living in complex times,” she said. “We’re seeing the fear of going forward and how people are reacting to that fear.” Pressman said the color, playing out in home design, is a “marriage, between the passionate red violets and the strong indigo purples.”

Seeing Roosevelt Row grow Living and working adjacent to Roosevelt Row, it’s been easy to take its rebirth for granted because I see it daily. Recently, Roosevelt Row lost a court ÿght to become a business-improvement district, paid for by a new property tax. The boundaries would have stretched roughly from Fillmore to Moreland streets and Seventh Street to Seventh Avenue. Many supporters from the city and the neighborhood are disappointed. But Roosevelt Row’s evolution is heartening, and continues despite the loss. Recently on my way home from work, I noticed several restaurants with crowded patios and new apartments and condominiums with people on their balconies in Roosevelt Row. A decade ago, I would have been staring at vacant lots and rundown buildings.

Many of us are fortunate enough to be able to take a week or two off at the holidays to get away and celebrate the holidays away from home. Leaving a rental home or apartment can require a bit more care and preparation if you want to keep your home safe and ready for your return. Close the garage and take valuables out of the car Thieves tend to look for valuables and gifts in cars. Many cars, particularly older models, can be easy to break in to. If your apartment offers you a garage, be sure to put gifts and electronics away and
lock it. For those who park in assigned spaces, put all valuables in the trunk or inside and lock the doors. If you are planning to be away for more than a few days, you should notify your apartment manager so they have security check on your car and it’s not towed away. Make sure your vehicle registration is up to date. If a vehicle registration is expired and the car appears abandoned it could be towed. Install timers inside your home and pull the plugs It’s easy and inexpensive to add timers to your lights at home or apartment to create some appearance that someone is home. Setting timers from the kitchen to the bedroom can signal to neighbors and thieves that the home is in use. Small appliances should be unplugged if you are travelling for more than a few days. The DVD player, coffee
maker and even the computer/printer use electricity while they are not in use. Those not plugged into a surge protector could be in danger if there’s a power surge or storm. Any holiday lights, especially those in windows or near curtains, should be unplugged to prevent overheating or ÿres. Check windows and faucets for leaks A leaking showerhead or kitchen faucet can cause major damage or waste water while you are away. On your way out, double check all of the kitchen and bath faucets to be sure they aren’t dripping and they are fully closed. Windows can also leak, causing your AC or heating bill to spike while you are away. A rain storm could cause damage if water leaks in through an open window or an unsealed door.
Clear out the fridge There’s nothing worse than coming home to spoiled food in the refrigerator. Before your vacation, take a few minutes and toss anything that’s about to expire and take the trash to the dumpster. Mold and spoiled food can smell, and a bit of prevention will make your return home smoother, with no cleaning awaiting you. Your community management team and security can be a big bonus for those renters who plan to travel. If you can notify them of your plans and return date, they can keep an extra watch to be sure that your home is protected as much as possible.
