First-time buyers may be entering the U.S. home market in greater numbers than industry watchers had assumed. Nearly half of sales in the past year went to people who were buying their first home, according to a survey released Tuesday by the real estate firm Zillow. That’s a much higher proportion of the market than some other industry estimates had indicated. Zillow’s survey results suggest that this year’s growth in home sales has come largely from a wave of couples in their 30s, who are the most common first-time buyers. If that trend were to hold, it could raise hopes that today’s vast generation of 18- to 34-year-old millennials will help support the housing market as more of them move into their 30s. That’s among the findings in a 168-page report by Seattle-based Zillow. Its survey also found that homeownership is increasingly the domain of the college-educated. Metro Phoenix’s housing market hummed along during August and September. Sales picked up and prices hit a new post-crash high, despite the heat. But then a few weeks ago, homebuyers seemed to get a little scarce. Owners of houses for sale started seeing fewer visitors. Some open houses began attracting a smaller number of buyers. It could be election jitters, say some real estate agents. The housing market often slows around big elections as people turn their attention to political battles. It could be that more potential homebuyers were traveling or spending time with kids who were out on fall break. Or it could be that homebuyers can choose from many more Valley houses priced above $500,000. I polled about two dozen Valley real estate agents, housing analysts and homebuilders about the apparent slowdown in buyer traffic at houses for sale. “Things do slow down for the election,� Joseph Callaway of the Valley real estate team Those Callaways told me. “The fact that this election is so polarizing, people may be more apprehensive than usual.� He said its their experience that the apprehension goes away a week after elections are over. Under the standard real estate contract in Arizona a buyer is advised to go online to the public registry for sex offenders to see if there are any sex offenders in the community. Why does the seller have to disclose anything to the buyer if the buyer has been informed in writing of the availability of this public registry for sex offenders? An s w er : The public registry of the home addresses of Level One, Level Two, and Level Three convicted sex offenders is available online. There is no public registry, however, for an individual who has only been arrested for a sexual offense. The police must have had probable cause to arrest this 15-year-old. Therefore, this 15-year-old is probably a “sex offender� that, under A.R.S. §32-2156, neither a seller nor a real estate agent has to disclose to a buyer. of Zillow’s findings: » First-time buyers make up a larger chunk of the housing market than the real estate industry has generally thought. Forty-seven percent of purchases in the past year went to first-time buyers. Their median age was 33. By contrast, surveys from the National Association of Realtors have indicated that first-timers account for about 32 percent of all buyers. The difference between the two surveys may stem from their methodologies. The NAR has used a mail-based survey for its annual figures, while Zillow used an online survey that might have generated more responses from younger buyers. The Zillow findings might help to explain why there is a shortage of listings on the housing market. Unlike move-up buyers, people buying their first home don’t have a property to list for sale, depriving the market of inventory. Adam DeSanctis, an NAR spokesman, noted that his organization’s survey out later this month will show a rising share of first-time buyers, although it remains below the historical average of 39 percent since the organization began tracking this figure in 1982. DeSanctis also noted that government figures show homeownership among young adults is at its lowest level in history, which is why his organization is skeptical that nearly half of sales go to first-time buyers. » No college means a dwindling chance of homeownership. It’s become harder to realize the dream
of homeownership without a college degree. Sixty-two percent of buyers have at least a four-year college degree. Census figures show that just 33 percent of U.S. adults graduated from college. The gap between the education levels of homebuyers and the broader U.S. population indicates that workers with only a high school degree are becoming less likely to own a home. This is a major shift for the middle class. Just 12 percent of homeowners in 1986 were college graduates, according to government figures. » Millennial home buyers are increasingly Hispanic. Out of the 74 million U.S. households that own their homes, a sizable majority — 77 percent — are white. But these demographics are changing fast. Only 66 percent of millennial homeowners are white. The big gains have come from Latinos, who make up 17 percent of millennial homeowners but just 9 percent of all homeowners. » Older Americans aren’t just downsizing; they’re also upgrading. The so-called “silent generation” — those ages 65 to 75— bought homes in the past year with a median size of just 1,800 square feet, about 220 square feet smaller than the homes they sold. But that smaller new home still cost more. These retirement-age buyers paid a median of $250,000, nearly $30,000 more than the home they sold. » Younger buyers still love the suburbs. The Zillow survey shows that only a quarter of millennial homeowners live in urban areas. That is slightly larger than previous generations. But 47 percent of millennial homeowners live in the suburbs, a sign that the era of the cul-de-sac is far from over.

part to trepidation about the election,” he said. “It could also be due to many schools being on fall break, or the fact that the weather is cooling off.” Diane Watson of Realty Executives of Scottsdale told me she’s been seeing less rush from buyers during the past several months. “I would absolutely say that in the current market unless people are in a ‘need to buy’ situation due to say a relocation, they are taking their time,” she said. “I think the overall uncertainly of the election leads people to want to cool their heels a bit.” Valley real estate agent Jason Mitchell said high-end homebuyers are more “gun shy” now. “Since the mortgage rates have been stable, it’s likely that they’re hesitant due to the uncertainties of election time,” he said. “Depending on who’s elected, these homebuyers might experience a greater financial impact than the rest of the market.” Darwin Wall, a real estate agent with ProSmart Realty’s Chandler office, said he seen this type of reaction from potential homebuyers every election year. “Some buyers sit on the fence and wait for the results based on their political preferences,” he told me. “But I’ve seen more people not looking because of the schools fall break.” But like most of the real estate experts I asked, he’s not worried about the housing market slowing. “The market is still strong and (inter-

His analysis shows the area’s median home price rose to $242,500 in August. That’s up from $235,000 in April. Neither Orr nor housing analyst Tom Ruff with The Information Market think anxiety from the election, fall vacations or an increase in homes for sale will derail Phoenix’s solid housing market recovery. HomeSmart agent Bobby Lieb specializes in north-central Phoenix, where homes priced above $500,000 are aplenty. “Any talk about a slowing in Phoenix home sales due to the election is BS,” he told me. “There are just too many highend homes for sale now.” If it the election is keeping some buyers out of the market, then many of those folks will return to house shopping by late November. If it was fall breaks for Arizona schools, most of those are now over, so homebuyer traffic could pick up this weekend. If it’s because there are too many houses for sale in some neighborhoods, that could take longer to fix.

day notice and moved out on the last day of the month. I was somewhat hurried in my move-out and did not have time to clean everything. Now, the landlord wants to charge me for nine days of rent for the next month, claiming it took nine days to complete all of the cleaning and repairs to the property. Do I have to pay for the nine extra days? Answer: If it really took nine days to repair and/or cleaning property as a result of you leaving it in bad condition, then yes the landlord can charge you for the nine days. In fact, if the landlord lost a renter as a result of the landlord not being able to deliver the property in good and clean condition on the first day of the new month, you could be charged for the actual damages resulting from your failure to leave the premises in good and clean condition. Always move out on time and leave the premises clean. Take pictures or video of the condition when you move out.

Are there enough new apartments to meet demand? Economic forecast events held around the state are offering a glimpse into the short- and long-term outlook for Arizona’s economy. One of the bright spots in our sustained, albeit measured, recovery, has been the apartment sector. Thousands of new multifamily units continue to open around the Valley and in major markets around the state. But the common question is: Are we building too many? During a recent Arizona Multihous-
ing Association economic forecast breakfast, several speakers highlighted the lack of new construction during the recession years, and the overall growth of our local economy over the past few years. This combination of factors is what drives the current building cycle. Arizona expects to add 100,000 new residents per year through 2019. Combined with millennials and boomers who are moving into apartments, this growth is forecast to translate to more than 14,000 new renters each year. When compared to current projections of ap-
proximately 5,500 new apartment units annually in Phoenix for the next few years, it becomes clear why the construction of new apartment communities continues throughout the Valley. Like generations before them, Millennials are entering the housing market now, many of them later than their predecessors. Many of these first-time renters come to the market with student-loan debt that could prevent them from saving to buy a home. According to Pew Research, a record share of 25-34 year olds live in their
parents’ homes. Some economists predict that they could stay in the rental market longer as well. Even if there are more new apartments than there is demand (which will help curb the growth of rental rates short term), the population growth of our metro area will quickly result in absorbing those new units, causing even more to be built. Rental rates will ebb and flow with demand, and Phoenix will remain one of the most affordable places to live. Tom Simplot is president and CEO of the Arizona Multihousing Association.
