It’s here, the moment so many of us have been waiting for, right? The end of school? Sorta. Memorial Day weekend? Maybe. Pool season? DEFINITELY!
These waning days of May in Arizona usually mean the temperature’s rising and it’s time to make a beeline for the backyard ‌ or chat up those neighbors with the nice pool. But although most of us have spent countless hours splashing,
sunning, flirting, resting and even noshing in a pool, who’s actually thought about what goes building one? Local pool designer Tim Jarnagan of California Pools said each builder does things a bit difSee POOLS, Page 3R
Arizona regulates builders, and there’s an easy way to find out if they’re licensed and can be held accountable for damages or bad work. If a contractor knocks on your door, offering to fix your roof, fence or paint for a bargain price, check the Arizona Registrar of Contractors website at www.azroc.gov before signing any deal or handing over any money. If a builder is licensed, the status of it’s permit to operate will be listed as well as contact information and a license number that should be included on all contracts. Any complaints against the builder, resolved and unresolved, are also tallied on the site. If there’s no license for the contractor on the website, shut the door. Scams involving unlicensed contractors who take money up front and then never finish or even start the work promised, appear to be on the rise in Arizona based on the growing “most wanted contractor listâ€? and penalties levied by the Arizona Registrar of Contractors during the past year. Arizona’s booming growth has long attracted disreputable builders. The state began licensing contractors when the Registrar was formed in 1931. Then in 1981 during a home-building boom, the state agency created a recovery fund for duped or unhappy consumers that is staked by a $200,000 deposit or bond from each licensed contractor. Consumers have little to no hope of getting their money back, or the work completed, if their contractor isn’t licensed. If work is done shoddily or not finished by a licensed builder, the homeowner can be paid back from the state’s contractor recovery fund. During the past year, the Registrar has levied about $250,000Âť in fines against unlicensed builders in Arizona. The latest crackdown on an unlicensed contractor happened earlier this month when Lake Havasu City police arrested Adam Frank Lilla, the owner of Artisan Fine Woodworking, on allegations of contracting and advertising building services without a license. Lilla is on Arizona’s Most Wanted Unlicensed Contractors list, compiled by the Registrar. The list usually has See CONTRACTORS, Page 3R

ferently, but, in general, these are the main steps to getting a residential pool.
Decide on price and design Depending on the client, who should vet any pool company, this process can take just hours or several months. “Some pool companies have templates of pools, but in every yard, you still have to figure out where patio is, where access to the yard is, where you want to enter the pool,” he said. “With most of the pools I design, I just start from scratch. That’s part of the fun for me, and I try to make the pool functional for the client, and every client’s idea of function is different.” Once the design’s done, you need to choose the equipment you’ll need, like a pump and a cleaning system, and consider options like an interior pebble finish, a $1,500-ish addition that Jarnagan considers a must-have for its durability. Most “starter” pools Jarnagan designs run $25,000, which includes the cost of tearing down walls to create access or clearing out hardscapes or landscape, which can cost a few thousand. Doing that demo work is about the only way to save money on a pool, he said. “Most pool builders will not let you do anything with the pool itself unless you’re willing to sacrifice warranties.”
Layout and permitting Next up is permitting, the paperwork process that most builders include in their pricing; the homeowner shouldn’t

really have to worry about this. Most cities have departments that can provide a permit in a few days, Jarnagan added, but county-island residents should know that county departments are organized differently, so permitting takes “much longer, from two weeks to a month.”
The dig Excavation of dirt can take a day or two. “If you have a big 10-foot opening and a big 10-foot alleyway where you can get a dump truck and backhoe in, that’s the least expensive way to go. You just need to swivel and dump. But 90 percent of the pools we build use some variation of a Bobcat and a dump truck parked out in the street or side yard, and that takes longer,” Jarnagan said. Rocky soils and sloped areas will add to the cost, from $500 to $5,000.
Installing utilities Crews will install rough plumbing and electrical work and set up the pool’s equipment, the location of which is something you’ll want to consider during the design phase. “Pumps are much quieter than they used to be, but if you’re a light sleeper, you don’t want it next to you headboard, because they usually do run at night.” Expect an inspection by the city/county shortly afterward.
The pool shell Concrete and rebar, the shell holds your pool together. Jarnagan said the process of applying the shotcrete via pneumatic pressure is interesting to watch. The pool deck will also go in, and because Arizona’s soil tends to expand and contract, most builders use a “float-
ing” deck instead of one that is “tied” to the pool with rebar. The floating version allows the deck and the pool to shift and settle without shattering the deck. A second city/county inspection will follow.

Problems and scams reported to the state agency from homeowners vary from work not being finished on time to tens of thousands of dollars being paid with no contracting work completed. Monsoon season is prime time in Arizona for unlicensed contractor scams. According to the state agency, “scam artists” traveling state-tostate go door-to-door and offer to fix storm damage at “an unbeatable price with leftover material” from other jobs. The con artist usually drives a new truck outfitted with building equipment and asks for cash. The work is never done, and it’s difficult for the building regulator and police to track down the swindlers. A check list from the Registrar for homeowners hiring a contractor: 6Check out the builder’s license 6Make sure the person is actually with the licensed contractor by calling the firm directly. 6Get written estimates for the work. » Make sure the contract is detailed with information on any building permits legally required. » Never pay cash, and only make out checks to the licensed contractor. » Avoid builders who require big upfront payments. Because some deals are just too good to be true.
“This is where things tend to slow down quite a bit,” Jarnagan said, as smaller, skill-oriented tasks like tile and coping — that paver edge on the top of the pool wall — take time to complete. Masonry work for structures like barbecues also starts now, and homeowners start to see the selections they made weeks or months ago … and they often want to make changes, which can become costly. “So spend time with the designer up front,” Jarnagan said.
Finish work and safety barriers The water-line tile goes in (matching it to your travertine is a hot trend, and the tan color hides calcium build-up better than the usual blue tile), all finish plumbing is completed (drains, nozzles for the cleaning system) and install safety barriers or fencing, which is required. “It comes down to what is most important for your family, and I’m a father, too, and obviously the safety of your kids is more important than the aesthetics of your yard.”
Interior finish Once you pass the final inspection, your pool will either be finished with plaster or a pebble-type interior. That can take a few days, and then you need a few more days to fill the pool with water.

Cleaning tops money-saving checklist for moving out It’s the end of the semester, summer is starting and the moving trucks seem to be in the parking areas of every apartment community. There are many ways to make your move easy and less expensive with a little bit of planning and elbow grease. When you signed your lease, you likely put down a security deposit and maybe a pet or cleaning deposit that is refundable at the end of your lease. Although it can be tough to get all of that de-
posit back, you can make an effort and get some of those dollars back when you need them as you set up your next home. If you leave your apartment a mess, where damage exceeds the deposit, you could incur additional fees. Take a few minutes to review your lease and check what the expectation is for how you move out and what charges could be assessed. There’s certainly an expectation about normal wear and tear in a community so don’t think you have to bring everything back to its original state. I recommend
taking photos of damage so you can track what you are charged for at the end of the lease. Make a checklist of what needs to be cleaned. Don’t just move room to room and clean. You’ll miss some areas, and there’s a sense of accomplishment that checking items off the list will give you. Consider hiring a professional cleaner. Your apartment-management company will likely charge you for this additional cleaning and you may save some money by doing the work yourself or hiring a pro-
fessional team. The cleaning checklist will help the professionals hit the most important areas. Make simple repairs before you leave. If there are holes in the walls, patch them. Don’t try to fix the leaking plumbing, though; leave that for a professional or the manager to repair. Be sure to let them know about anything that needs fixed. Answer: This is not the kind of mold that the manger has to clean. This is the kind of mold that a tenant has to clean himself or herself. Pursuant to A.R.S. 33-1341, the tenant is responsible to keep the premises in clean and safe conditions, to keep the plumbing fixtures clean and to use plumbing in a reasonable manner. Unless this mold is caused by a leak in the wall or from upstairs, this sounds like the kind of mold the tenant must clean regularly.
