February and March home sales look strong Metro Phoenix draws many visitors seeking sunshine, baseball and homes in February and March. The Valley’s housing market typically gets a boost during these months, when it’s a hub for spring training. That sets the pace for the year. If homes sales from February are a sign, it could be a strong year for the market. And though March’s final numbers are still being tallied, real-estate agents are reporting they were very busy last month. For instance: Âť During February, 6,330 singlefamily homes sold in metro Phoenix, according to an analysis from housing analyst Mike Orr of the Cromford Report tallied for The Arizona Republic/azcentral. That’s up 7 percent from February 2015, which was definitely a better year than 2014 for the area’s housing market. Âť The median price of single-family home sales was $230,000 in February, up more than 8 percent from last year. Âť Valley condominium sales are up 18 percent from last year, and the median price climbed about 3 percent. “Demand is warming up quite nicely,â€? said Orr, who left his post at Arizona State University’s W.P. Carey School last month. “March sales volume was well ahead of last year.â€? He started tracking the Valley’s housing market more than a decade ago, before joining ASU in 2011, through his Cromford Report and will continue to do so. Real-estate agent Mary Campbell Gomez of RE/MAX Professionals in Surprise said she’s been “very busy.â€? “Spring training baseball always brings in more buyers, especially when we have the World Series winners here in Surprise,â€? she told me. The Kansas City Royals train during February and March at Surprise Stadium, one of 15 that bring many fans and potential homebuyers to the area. Many baseball players have Valley homes they use when they are here for spring training. Early indicators show March was a strong month for home sales in metro Phoenix, too.

mium homes that’s shutting out many move-up buyers is the biggest obstacle to a more ample supply. Also, a large share of entry-level homes are off the market because they’re owned by either investors or “underwater” homeowners who effectively can’t sell, the study says. “Gridlock in the mid to low end of the housing market is one of the main reasons for the low inventory,” said Ralph McLaughlin, Trulia’s chief economist and the author of the study. In January, there was a four-month supply of existing homes for sale in the U.S., well below a healthy six-month inventory, according to the National Association of Realtors. That drove up the median home price by 8.2 percent the past year, the biggest jump since last April. The shortage is also helping to constrain existing home sales, which totaled 5.25 million in 2015, below the 5.75 million considered normal in light of population growth, said Lawrence Yun, the Realtor group’s chief economist. Yun said the main reason for the skimpy supply is sluggish single-family housing starts, which hit an eight-year high of 715,000 last year but remained well below a normal 1.2 million. McLaughlin disagreed, noting that new home sales represent less than 10 percent of all housing sales. The study argues the answer can instead be found mostly in the makeup of the existing home market. For example, the median list price of a premium home across the U.S. is $542,805, compared to $267,845 for a mid-priced home. That gap is 17.3 percent higher than it was in

2012 and is keeping many mid-priced homeowners from trading up, curtailing the supply of mid-priced houses for owners of “starter” units, McLaughlin said. The price chasm has widened even more sharply in some markets, increasing 70 percent in Dallas and 75 percent in Los Angeles. McLaughlin at least partly blames a wealth gap that has seen the incomes of the top third of U.S. households climb
more dramatically than those in the middle third and pushed up premium homes prices. At the same time, the supply of starter homes is limited because many investors snatched up those units when prices hit bottom in 2011 and are renting them into a vibrant market that has seen rents soar. Nearly a third of starter homes were owned by investors in 2014, the latest data available, up from 27 percent in

2005, according to Trulia and government figures. Meanwhile, about a quarter of starter homeowners are underwater, meaning they owe more on their mortgages than their homes are worth. That share has fallen in the housing recovery but is above the 13 percent average for all homeowners. That effectively prevents those owners from selling until prices recover.

Be ever vigilant about fi re safety in your apartment Spring in Arizona is a particularly enjoyable time. Living in an apartment community can be even more fun as you can share in the common areas and use community barbeques. In recent weeks, a few neighborhood and apartment-community fires have been in the news. These accidents remind us to be vigilant about fire safety. Many apartment communities offer enhanced safety features, and some
management companies provide trainings about safety features within your community. Here are a couple of key fire-prevention tips: Check candles, fireplaces. Unattended candles cause thousands of fires in homes ever year, according to the National Fire Protection Association. Blowing them out before you leave the room is an easy way to prevent fires. If you have a fireplace, be sure that the fire is safely out and that embers can’t escape through the grill.
Cool your outdoor grill. One community recently had a fire start when a resident used his electric grill, then put it away before it was completely cool. The fire started in a closet and quickly spread. If you are using a grill, be sure that the BBQ has completely cooled before storing it. Know your escape plan. It’s important to know how to escape in an emergency. You need to know where the stairs are and where the emergency exits are. Run a quick practice with your family so
everyone knows how to get out and where to meet. If you have to seal yourself in for safety, you can still protect yourself until the fire department is able to come and help you. Wet towels placed under the door to prevent smoke from getting in to a room. If possible, get to a room with a window; open it (if the fire isn’t outside) to bring in fresh air. from a lease only days after the lease began due to adverse circumstances in the apartment community, does the leasing agent have a right to refuse?
Answer: This is kind of a broad question with the words, “adverse circumstances�. It all depends on what those adverse circumstances are and if they are the fault of the landlord, if the landlord hid something, if the landlord was dishonest about something or something for which the landlord is responsible. Without knowing what the adverse circumstances are, there is no real way to give a complete answer as every circumstance will require its own analysis. In general, once a tenant signs a lease, the lease is going to be enforceable w unless the landlord breached a duty owed to the tenant or gave the tenant a reason to detrimentally rely on something that turned out not to be as the landlord promised. If the adverse circumstances were that the tenant decided the property was too far from work, found another place to live, did not like the neighbors, or things out of the landlord’s control, then the landlord can refuse to allow the tenant out of the lease obligations.
