EW YORK - The small businesses that dominate the home remodeling industry are expecting robust growth in the next few years, thanks partly to baby boomers who want to remain in their homes. Home remodelers say they’ve had a pickup in projects from boomers who are in or approaching retirement and are seeking to modify their houses. It’s a trend known as “aging in place,” an alternative to moving to smaller quarters or a warmer climate. Many of these homeowners are hoping to make their surroundings easier to manage and safer in case they have health problems. They’re replacing bathtubs with walk-in showers, installing safety rails, widening doorways and building ramps — features known as “universal design” since they can be used by anyone, regardless of physical ability. Boomers are also redoing their kitchens and sprucing up other areas — since they’re staying put, they want to enjoy their surroundings. Zach Tyson estimates that 30 to 40 percent of his revenue is now coming from boomer renovations, up from 15 to 20 percent five years ago. Most of the projects come from homeowners who are healthy and

mobile now, but want to be prepared if illness or injury hits. Besides making bathrooms safer, they’re enlarging rooms so wheelchairs or walkers can be used more easily, and also to give the rooms a more open feel. The oldest of the 76.4 million boomers — the generation born after World War II — are turning 71 this year. As more of them retire and make decisions about where they want to live, there will be a great need for accessible housing, according to a report released in February by Harvard University’s Joint Center for Housing Studies. The report predicts home improvement spending by homeowners 65 and older will account for nearly a third of the total amount of remodeling dollars by 2025, more than twice the portion that group spent in 1995-2005. Owners 55 and over already account for just over half of all home improvement spending. Home remodeling companies began seeing an increase in boomer spending about 18 months ago and expect it to contribute to their growth in the next few years, says Fred Ulreich, CEO of the National Association of the Remodeling Industry, a trade group.

And what happens in the Valley’s housing market during March is a good sign of what’s to come during rest of the year. » Metro Phoenix’s median home price climbed to $245,208 in February, up about $1,500 from December 2016, reports real-estate expert Mike Orr’s Cromford Report. » Valley home sales were up 12.5 percent during January and February compared with last year, according to the Arizona Regional Multiple Listing Service’s latest market report. » So far this year, the number of homes for sale is down 10 percent from last year. » Phoenix-area houses are selling an average of two days faster than last year. » And one of the area’s hardest-working real-estate agents, Bobby Lieb of HomeSmart Elite, said he has sold 40 Valley houses so far this year, double from the same period in 2016. “The market is very positive now. CC&Rs of a community can no longer regulate parking on city streets. Does that mean our CC&Rs prohibiting parking overnight in the streets are unenforceable? Answer: No. The language in my recent column was not clear. Any CC&Rs adopted prior to December 31, 2014, can still regulate parking on city streets.

what I see,” Lieb told me. But he and other agents and analysts are also cautious because no one wants a repeat of the boom and bust from 2004 to 2011. Also, not every Valley neighborhood and buyer group is the same. Price increases for more-expensive homes, particularly those above $750,000, aren’t as big as they are for more-affordable houses. Bidding wars were common for central Valley houses priced below $250,000 in popular neighborhoods. “Our entry-level buyers are coming face to face with a full-blown sellers’ market,” said Tom Ruff,real-estate analyst with The Information Market of ARMLS. So much so that some buyers are purchasing Phoenix-area houses in that price range without even seeing them. Lieb said the “blind offers” can be problematic if the buyer ties up a home for a week or more, then sees it and cancels the deal. Those full-price cancellations can “taint” the home because other buyers think something is wrong with it, and the owner will expect higher offers. Some will hear about the blind-buying trend and start to have bad memories of the boom, when it last happened in force. But then, home prices were jumping 10 percent a month. During all of last year, home prices climbed about 7 percent. Orr doesn’t appear worried about a bubble and bust, and he analyzes the Valley home-sales numbers in many different ways, every day. “Prices are moving gently upwards, and sales volumes are stronger than last year,” he told me. Ruff, who also cautiously watches for any signs of the market overheating or rapidly slowing, said the Valley’s home-sales numbers are so strong now, he reran them four times to make sure they are accurate. They were. As I was writing this column, Bob Beck of Glendale-based Front Door Properties sent me an email about his strong forecast for Valley housing. “I am assuming that home appreciation may be substantially greater than the current predictions — which range between 5.9 and 7 percent,” said Beck, who has been tracking the market since 1977 and follows Ruff’s reports. Ruff agrees. “If March is truly a bellwether month, the table will be set for a very good (housing) year,” he said about metro Phoenix’s market.

Question: I came on hard times after having lost my job, and my wife having medical problems. The manager gave us a 5-day notice to pay our rent or that our lease was going to be terminated. Since we could not pay the rent, we accepted the fact that our lease would be terminated. We cleaned the apartment and we vacated the apartment without being evicted through the court. We tried our best to do the right thing. Now the manager says that we are responsible for the rent until the end of the lease or until the property can be re-rented, which ever comes first. That seems unfair since it was the manager who gave us the notice that if we did not pay rent that the lease would terminate. We did no pay the rent and we though the lease was terminated. Do we really still have to pay rent? Answer: Under these conditions, the answer is yes. A.R.S. 33-1373 indicates that if the rental agreement is terminated the landlord may have a claim for possession and for rent and a separate claim for actual damages for breach of the rental agreement. Since the landlord did not do anything to breach the lease, what terminate are your rights under the lease agreement, but not your obligations.

State charitable credits are for everyone who pays taxes Tax time can be a stressful time of year as you pull together all of your relevant information, income statements, and charitable donations to finish your tax returns. Many individuals who rent don’t itemize their deductions because they find that it’s simpler to just take the standard deduction. However, Arizona’s charitable and school tax credits allow taxpayers to take a dollar-for-dollar credit on their taxes. There’s still time to make these donations.
Tax deductions vs. tax credits Tax deductions can subtract monies from what you owe. The state tax credits reduce the amount of tax that you owe to the State of Arizona. Every taxpayer who pays Arizona state income tax should consider making these donations to qualified charities and schools of their choice.
Qualifying Charitable Organizations, formally known as the Working Poor Tax Credit, allows taxpayers to contribute to any of a long list of nonprofits (501(c)3s) that support Arizona residents. Each filer can earn a tax credit of up to $400 for single or head of household filers. There’s also a $500 tax credit that can be claimed for donations to Qualifying Foster Care Charitable Organizations.

come tax to the State can take advantage of the school tax credit programs as well. One doesn’t have to have students in schools to take advantage of the school tax credit programs. There are three public and private school tax credit programs and taxpayers can take advantage of all of the programs.
