Will more Millennials buy Valley homes? Most Millennials haven’t bought homes yet, and the Valley’s home building market still hasn’t recovered from the crash. IAN NOLAN, GETTY IMAGES
The huge Millennial population hasn’t entered the housing market in a meaningful way yet, and that could be part of what’s keeping the market from a full recovery Catherine Reagor Columnist, Arizona Republic | USA TODAY NETWORK
Could Millennials be holding metro Phoenix’s new home market back from ÿnally recovering? Most of this huge generation of young adults haven’t bought homes yet, and the Valley’s homebuilding market still hasn’t recovered from the crash. Housing market watchers, including myself, have been a bit obsessed with where and how Millennials, born between the early 1980s and 2000s, live. That’s because, like the baby boomers, it’s a huge group that can shift and reshape growth. Although the Valley’s homebuilding market is on the mend and in 2017 had its best year in a decade, new home sales are at about at half of what they were during the pre-boom and bust years. Millennials have, so far, been slow as a generation to take on a mortgage and a new house. But they’ve also faced some unique obstacles: z They hit the workforce during the Great Recession, and many had to move back in with their parents. z Far too many of the nation’s 85 million Millennials are dealing
with a record amount of student loan debt that’s keeping them from saving enough for a down payment to buy their own home. (And we Gen-Xers thought we had it rough.) But housing experts say that may be starting to change. “New home sales have gone straight up over the past two years with 18,000 (in metro Phoenix) during 2017,” housing analyst Jim Belÿore recently told a crowd of more than 1,000 people tied to the real estate industry at his annual market update. And he predicted that number will continue to climb. “Millennials waited and waited to buy, but we are ÿnally starting to see this huge group come into the market,” he said. Holding many Millennials back from buying is a monthly schoolloan payment often bigger than a mortgage payment. “There’s tons of pent-up demand from Millennials who became frugal, stayed at home with mom and dad and worked on paying down student loan debt,” said Arizona economist Elliott Pollack at the forecast. The monthly payments many Millennials owe on school loans would buy some pretty nice homes. About $300,000 in student loan debt comes with a monthly bill of almost $3,200. That’s enough to pay the mortgage on a $666,000 See MILLENNIALS, Page 3R

CC&Rs can prohibit rental of private properties Christopher Combs Guest Columnist
Question: We live in the Desert Mountain community in North Scottsdale. Our understanding is that the CC&Rs for our community have been amended to prohibit vacation rentals. We only live in our Desert Mountain home a few months of the year, and we have rented out our Desert Mountain home a week or two throughout the year to friends and neighbors of ours in the
Chicago area. Can our HOA enforce these Desert Mountain CC&Rs? Isn't there a statute in Arizona against CC&Rs prohibiting vacation rentals? Answer: There is no statute in Arizona that prohibits private regulation by CC&Rs of vacation rentals. There is a statute in Arizona, however, that prohibits public regulation by a city or town of vacation rentals less than 30 days. ARS § 9-500.39. Therefore, your Desert Mountain CC&Rs as private regulation can be enforced to prohibit the vacation rentals that you have been making to your Chi-
cago neighbors and friends. Note: In the ÿve-year period from 2010 to 2015, vacation rentals used by travelers in the United States increased from 11 percent to 33 percent of all travel lodging, and in 2018 vacation rentals will be used by at least 50 percent of all travel lodging in the United States. Not only has usage of vacation rentals by travelers in the United States increased tremendously, there has also been a tremendous increase in income to vacation rental homeowners and to vacation rental companies such as Airbnb and VRBO.
For example, in 2016 Airbnb had over $50 million in gross income in Arizona from 329,000 travelers. In light of the amount of money spent, and the increased usage of vacation rentals, there will probably be legislation in the next few years in Arizona against CC&Rs prohibiting vacation rentals. In 2015, the Idaho Supreme Court ruled that an HOA could enforce CC&Rs prohibiting vacation rentals. In response to this Idaho Supreme Court decision, the Idaho legislature in their next legislative session passed a law against CC&Rs prohibiting vacation rentals.

house, according to Pollack. The monthly payment on $100,000 in student loans is about $1,100, enough to pay a $222,000 mortgage. The Valley’s median home price is about $250,000. About 55 percent of Millennials aren’t buying homes because of student loan debt, according to the National Association of Realtors. That’s why Millennials are renting about six years longer than their parents. But the oldest Millennials are in their early 30s now, and housing market watchers think they are getting ready to settle down, get married, have kids and buy a home. “I am a contrarian about Millennials,” Sheryl Palmer, CEO of Scottsdalebased Taylor Morrison Home Corp. told the crowd at Belÿore’s forecast. “I see them getting married and having kids and buying homes.” Taylor Morrison is one of the biggest homebuilders in Arizona and the nation. Palmer said about 25 percent of Taylor Morrison’s buyers are Millennials, and many of those are moving up and buying their second home. “Millennials wait until they are ready, and they process things di“ erently,” she said. “But when they are ready, they move fast, and many are buying in the burbs in places like where they grew up.” Belÿore’s forecast is for new homebuilding to climb again in metro Phoenix this year because more Millennials will buy. I met a new neighbor Saturday, a Millennial father who was taking his six-year-old daughter around selling Girl Scout cookies. I couldn’t stop myself from asking him why he just bought. “We were tired of renting and moving around,” he told me. I was so happy to hear that, I scrounged every dollar out of my wallet to buy more boxes of cookies.
The monthly payments many Millennials owe on school loans would buy some pretty nice homes.

A luxury Scottsdale apartment complex near the Waterfront has sold for a record $210.4 million. Optima Sonoran Village, on Camelback Road and 68th Street across from Scottsdale Fashion Square, was purchased by Des Moines-based Principal Real Estate on Tuesday, according to public real estate records. Rents run as high as $4 ,000 a month for the 592 apartments built in 2013. eral upscale Valley condominium and apartment projects, including a new tower near Kierland, sold the complex. Award-winning architect David C. Hovey started Optima in the late 1970s developing high-end condos and homes
in Chicago. One of Optima’s ÿrst Arizona projects was the Optima Biltmore towers in Phoenix at 24 th Street and Camelback Road. This apartment deal dwarfs the second biggest Arizona apartment deal, the $125.5 million sale of the IMT Deer Valley apartments in northwest Phoenix in October. Earlier this week, the Red Mountain Villas in Phoenix near Papago Park sold for $110 million. Central Scottsdale, where Optima Sonoran Village is located, is a hotspot for new apartment development. The area, as well as downtown Tempe and central Phoenix, are drawing most of the almost 18,000 Valley apartments underway, planned or recently completed.

When are renters responsible for minor repairs? Rent Smart Courtney Gilstrap Levinus Guest Columnist
Living in a rental home or apartment can offer some security in knowing that when things go wrong, you have someone you can call for help and repairs. However, a renter must be willing and able to care for the home. Not every small repair is covered by the maintenance team in your community. It is the general duty of the renter to maintain the premises in a clean and damage free condition and to bear the costs of services needed to maintain it per the Arizona Landlord Tenant Act. You can also be held responsible for the cost to repair any damage to the leased home or
apartment caused by your action or inaction that can relate to health and safety. Plumbing: Be ready to repair or address minor issues like a clogged toilet or sink. You or a guest may be responsible for the clog and it’s not the responsibility of the management to clear it. If it’s a leak or causing damage, notify the landlord immediately. You may be responsible for the damages but the landlord needs to be made aware. You may call in someone for help but if a non-licensed contractor or a friend makes the repairs and they are not done correctly, you could also be liable for additional work and damages. Floor and Carpets: Owners expect for there to be normal wear and tear. If you have a minor accident that causes a permanent stain, you may have to pay
for that damage. Tiles that break because of an accident may also be your responsibility; the same with stains from a pet. Before changing “ooring or making major repairs, it might be best to ask your management company how they would like to handle it. Air Filters and Lighting: The lights in your home should be working when you move in; replacing burned out lightbulbs will be your responsibility. The same is true for the air ÿlters. You’ll need to clean or change regularly. It’s important to keep your air ÿlter clean to help make sure that the air conditioning unit is functioning at the right level. Outdoor and patio care:Your patio and the furniture or other pieces you have are your responsibility. The owners will care for the common areas, but you need to keep your patio or private out-
door areas clean. Appliances:Your home’s appliances should be in good working order when you take over the rental. If you break one of the appliances, and it does happen, you are responsible for costs of the replacement. Again, it’s best to inquire with your management company to see what replacement your home needs. The ease of care is one of the best advantages of living in a rental home, but you still have to do minor maintenance in the home to keep everything in good working order. The Arizona Multihousing Association is the statewide trade association for the apartment industry, representing more than 2,000 members in legislative, legal and regulatory matters.
