Demand for new homes in metro Phoenix is climbing so rapidly that contractors can't get them built fast enough. New home permits were up more than 40 percent in 2015 from 2014. And an early tally for December shows it will be best month for new home sales in several years. But it’s not that homebuilders don’t have the land or models open and ready to show buyers. They don’t have enough construction workers. To keep up with orders for new homes, contractors are offering competitors crews more money. Workers are leaving one new subdivision to work in another one a few blocks away. Contractor groups are running radio ads trying to recruit more workers. And some builders are paying cash bonuses to keep workers. “Homebuilders’ biggest struggle right now is with labor,� Jim Belfiore told me. His firm, Belfiore Real Estate Consulting, held an annual forecast meeting Tuesday for the industry. He said finding enough workers to keep up with demand was the biggest issue among speakers and attendees. Belfiore also said he was recently at a new Valley subdivision when a home builder came out of his trailer and handed a construction worker a $100 bill not to go to work for a competitor. Metro Phoenix lost more than 200,000 construction jobs during the housing crash; most of those workers left the state or changed careers. Valley homebuilding is still at less than one-third the pace during the boom, so all of those jobs haven’t returned. But most of the region’s contractors are hiring. National surveys show framing contractors are most in demand in Arizona and the West. "There are currently backlogs in certain trades due to the labor shortage,� Greg Burger of RL Brown Housing Reports told me. “Framing contractors are undeniably needed, but others trades are feeling the choke points of the strengthening market as well.� Housing analysts say the biggest cost increase for builders this year See REAGOR, Page 3R

recently reached on the road in Oklahoma with partner Christian Parsons, whom she began dating three years ago. The duo, who hail from Winston-Salem, N.C., and live in their own tiny house on wheels, will be featured at this month’s Maricopa County Home and Garden Show, FridaySunday Jan. 15-17 at the Arizona State Fairgrounds in Phoenix. The show will have its own neighborhood-like “Tiny Homes Street of Dreams” attraction, with homes ranging from 100 to 400 square feet. After her divorce, Stephens tried to reduce stress in her life by not only winnowing down her time commitments, but also her commitments to material things. That’s when she realized she loved cozy structures and had become overwhelmed by her belongings. “I never had a whole lot of things, but I think I’m a person who gets overwhelmed by clutter,” said Stephens, whose longrange goal is to film a documentary about tiny house communities and the people behind them nationwide. It was around that time that she met Parsons, a photographer who had also already gone through a divorce and downsized his lifestyle from a 2,500-square-foot home to “pretty much a backpack,” Stephens quipped. She took his tips for jettisoning her stuff — take it room by room, pick off the low-hanging fruit (items that really have no value, but you hold on to them anyway) first — and the process was liberating, she said. By the time their house was finished and they were ready to move in, it was

simply a relief to put all the things in their spot, she said. That said, there have been some adjustments. The compact spaces mean the home changes the rhythm of life just a bit. If Stephens rises earlier in the morning, Parsons will wait in bed five to ten minutes, just to allow her the space to do what she needs to do. One aspect of tiny house living she also enjoys is just sitting at the table, working on the computer. The small scale of her abode makes it feel like she’s closer to the
outdoors. “It changes my attitude and makes it much more pleasant,” she said. “During the daytime, I have all the windows and curtains open and let the sun in, and I’m still connected to the outside. And at night, when it gets dark, I love the feeling of closing the curtains and feeling like I’m in a warm cocoon. “It’s important to get deeper into what makes (tiny home living) important. There’s something for everybody, and it’s intentional living. We want to show that in our documentary film. Tiny housing is a great way to connect people with their neighbors and the outdoors in a way that we’ve gotten away from in traditional housing.” What’s been equally enjoyable for the couple is meeting all the people who are a part of the tiny house movement. Stephens said tiny house dwellers are “incredibly diverse,” ranging from millennials to Baby Boomers and to hippies and so-called “preppers.” “(Tiny houses) are not the norm, but the folks living in them are very much regular folks like everyone else,” she said. “They realize they can live with less and save money and really enjoy their money, rather than (dealing with) the task and expense of a big home.”

It typically takes four to six months to build a new Valley home, but now some builders are quoting buyers nine months. If Arizona builders must pay more to construct houses, prices are likely to climb. New home costs rose about 3 percent last year. Resale pricesclimbed at double that rate. So if you are looking at new houses in the Phoenix area, you might want to lock in on a price now. That same house likely will cost more in six months.

Can a landlord be charged with discriminating against anybody or anything? Answer: No. The law specifies only seven classes of people are protected from discrimination under fair housing laws. A landlord may not discriminate against people in housing on the basis of race, color, national origin, religion, sex, family status or any recognized handicap they may have. Most everyone understands the first five. Familial status refers to the presence of children under the age of 18 in the family unit. Handicap discrimination refers to both physical and mental handicaps. A person cannot threaten a landlord with discrimination if they belong to some other class because they are not covered. For example, students are not a protected class, nor are felons, drug dealers, rude people, deadbeats, foul-mouthed hotheads or people with green hair. In other words, a landlord can tell a rude foul-mouthed hothead he isn’t welcome in the apartment community, however this is discrimination. But it is not unlawful discrimination because it isn’t discrimination against a protected class.
