For the first time in New York, Orthodox Jewish families will have access through the state’s Women, Infants and Children nutrition program, WIC, to a Cholov Yisroel infant for mula — dairy produced under Jewish supervision. The change could have particular significance in the Five Towns, where the UJA-Federation of New York’s 2023 Jewish Community Study estimates there are more than 40,000 Jewish families — 69 percent of whom identify as Orthodox Jews — including 15,000 Jewish children. Far Rockaway is another community noted for its Jewish population. While Cholov Yisroel formulas exist, the products considered by the U.S. Department of Agriculture were 0.1 milligrams below the federal iron requirement, keeping them

from being covered by WIC. Cholov Yisroel baby formula brands cost between $33 and $43, according to Wester n Kosher. The Metropolitan Council on Jewish Poverty, a Jewish nonprofit dedicated to fighting poverty, discovered the discrepancy in 2023 after one of its member agencies reported that WICeligible mothers were leaving stores without formula. The change was approved by Gov. Kathy Hochul and state Health Commissioner James V. McDonald. “For years, mothers were told that WIC would help them buy formula for their babies,” David G. Greenfield, chief executive officer of Met Council, said in a news release. “Not a single approved product was Cholov Yisroel.” The Rina Shkolnik Kosher Food Pantry in Cedarhurst, is run by the Marion & Aaron Gural JCC. While the pantry does not accept WIC, Stacey Feldman, the JCC’s executive director, said the decision is significant for families who keep Cholov Yisroel. “We are pleased that baby for mula options have been expanded to include those that are Cholov Yisroel,” Feldman wrote in email. “Formula is an expensive item and now that it will be offered, it enables famil i e s t o s p e n d wh a t l i t t l e resources they may have on other items they need for their children which may not be covered. Greenfield thanked Hochul, McDonald and the state Health Department for making the change, saying WIC “finally works for every New York family.” “No mother should have to choose between keeping Cholov Yisroel and feeding her baby,” Greenfield wrote. “For the fam-

Since Atlantic Beach’s incorporation as a village in 1962, there have been six mayors — but not much is said about the people who volunteer alongside them, like resident Nat Etrog, who has served all of those mayors. Since he was 6, Etrog, 8 0 , h a s b e e n a ro u n d water. Growing up in Fresh Meadows and Forest Hills, in Queens, he spent his childhood summer days at Jones Beach’s Zach’s Bay, where his father, the Rev. Chaim Israel Etrog, taught him how to swim. As a teen, Nat swam and ran track at Jamaica High School, graduating in 1962. In college, he rowed on Boston University’s crew team as a freshman before stepping away to focus on his studies. In the summers, Etrog was a life guard in Atlantic Beach, commuting from his family’s home in Park Slope, Brooklyn. After

a house, it was the first place that I thought of.” In 1976, Etrog began volunteering on the village’s Parks and Beach Commission after he met Bill Tarter, then Atlantic Beach’s superintendent of public works. In 1985, he became chairman of the commission. Etrog attributes his community service to his professional background. For more than 30 years he was vice president for psychiatry at St John’s Episcopal Hospital in Far Rockaway. He also directed what is now the Jewish Board of Family and Children’s Services, a nonprofit that offers nonsectarian mental health counseling and children’s services for New York City families. “As a social worker, my commitment to working with people was very much in mind with all the work that I’d done,” Etrog said. “It was natural for me to get involved.” In addition to his service as a commissioner of the Atlantic Beach Fire District since 1999, he was captain of Atlantic Beach Rescue from 2005 to 2017. He was also a village trustee, from 1988 to 1989 and again from 2023 to 2025. Many community members have felt Etrog’s impact, including Scott Zelenetz, who has known him since the early 1990s.
They have served together on the Parks and Beach Commission for the past five years, and teamed up in Atlantic Beach Rescue. “Whether it’s been his lifeguarding days, captain of the water rescue or as fire commissioner, Nat’s always looking to put the interest of the community ahead of anything else,” Zelenetz said. “It’s very rewarding to work with someone as selfless as that. He’s always there for the community.” Mayor Bar ry F rohlinger, who met Etrog in 2021, said he was impressed by Etro g’s commitment to safety, noting that he would address the community at village meetings regardless of the season. “He wanted to make sure that everyone understood the need to be diligent about safety for themselves and loved ones,” Frohlinger said, “whether it was in their pool, on the beach or on vacation.” Etrog said his focus has always been to create awareness by sharing his experiences as a member of Atlantic Beach’s rescue team. Over the years, he said, he has been involved in searches and rescues around the barrier islands and the Rockaways that, unfortunately, “became search and recoveries.” “My major commitment is safety, situational awareness and drowning prevention,” he said. “Drowning continues to be a nationwide issue, but it’s preventable, and it’s important we don’t forget that while understanding the pleasures and dangers of bodies of water.” Last Sept. 3 — Etrog’s 80th birthday — he was honored by the village for his dedication to the community on “Nat Etrog Day.” “I think that the village and every resident who uses the beach should feel proud that we’ve got someone with such a commitment,” Frohlinger said. “Being on the board with him as a trustee and seeing the commitment in his work, Nat has a wealth of experience and the right heart and soul.”
Residents urge Cedarhurst to put the brakes on speeders

By MELISSA BERMAN Residents voiced growing concerns about speeding traffic and pedestrian safety throughout the Village of Cedarhurst during the Board of Trustees meeting on Aug. 3, urging officials to install speed bumps and take stronger enforcement measures on residential streets. Several longtime residents described speeding vehicles, drivers ignoring stop signs and dangerous cutthrough traffic as persistent problems they believe have worsened in recent years. Village officials acknowledged the concerns but said speed bumps are not a practical solution because of the community’s street design and operational challenges. Sarah Kaplan told trustees that she fears for the safety of her four children every time they cross the street near her home. “There are cars that just speed out of the gas station,” Kaplan said. “It’s a cut-through street. The cars just speed down and up the block.” Kaplan said two of her children regularly cross the street, and she watches them closely whenever they play outside. “Every time they go outside, I’m afraid every single time,” she said. “Every time I have to cross the street, I run outside to make sure they’re crossing correctly because those cars just keep going back and forth, and they speed.” Kaplan said she believes speed bumps may be the only effective solution. Resident Roz Liebenthal, who said she has lived in Cedarhurst for more than 31 years, echoed those concerns, saying drivers routinely fail to stop at stop signs, particularly along Arlington Road. “I spoke to you about this many years ago, and nothing’s changed,” Liebenthal said.

She suggested the village consider installing traffic enforcement cameras at stop signs and launching pedestrian safety education campaigns for children and families. Liebenthal also expressed frustration over pedestrians walking in roadways instead of on sidewalks, saying it creates additional hazards for motorists and walkers alike. “I don’t allow my husband, who’s been driving for 50 years, to drive at night here or on weekends because of what’s going on in the streets,” she said. Resident Irene Redless, who said she has lived in Cedarhurst for more than 40 years, questioned why the village has not embraced speed bumps when neighboring communities have installed them. “The situation is safety,” Redless said. “Safety of the people who pay taxes. If it’s not safe and we don’t get our money’s worth, why should we pay taxes?” Redless described crashes and damaged vehicles on her block, saying speeding has become a recurring problem. “There has to be safety,” Redless said. “That should be the primary point of why we’re here. You have to put
speed bumps. That may solve the problem — it’s not going to make it worse.” According to a statement distributed by the village to residents, traditional speed bumps are generally not permitted on public roadways in New York State, while speed humps present significant drawbacks. “Because much of Cedarhurst consists of long, straight avenues, vehicles often approach speed humps at excessive speeds,” the statement wrote. “This can create substantial noise as vehicles pass over them and, in some cases, cause vehicles to become airborne. The constant noise generated by thousands of vehicles each day can become a significant nuisance for nearby homeowners.” The board also said installing speed humps on one street would likely prompt similar requests throughout the village, increasing maintenance costs while complicating emergency response and winter operations. “Speed humps also create operational challenges during snow removal. Snowplows frequently strike them, resulting in costly damage to Village equipment and, at times, to nearby parked vehicles,” the statement wrote.

Q. We are near the end of our building project, which included a second floor and removing walls between our kitchen and living room. Our contractor hasn’t been answering the phone, and we learned that our building permit is still “open,” and remains that way until the contractor follows through, as our contract states. We are so frustrated, because it took much longer than we were promised, we spent much more than expected staying in a cheap hotel (if you call it that) and we moved back in even though, technically, we are told it is illegal. Our electrician and plumber, we now learn, didn’t get permits signed off, either, even though they gave their names and licenses to the building department. The building inspector says the construction doesn’t match the plans, and updated plans must be submitted for us to even be considered finished. What can you tell us about how to move forward and finish this off? A. Spoken words and contracts used to mean something. I prefer to believe they still do, but I am seeing parties ignoring their commitments and, worst of all, not even having the decency to communicate. I try to warn clients to have a contingency plan for worst-case scenarios. In my long career, I have seen only two projonte eeper ects come in on budget, one commercial and one residential. What both had in common was that they both had an experienced construction manager on the job. That cost the owner more — much more — but in the end, the plans were followed to the letter, the sign-offs were all done, the certifications were issued and the occupancy took place on the day it was scheduled to. Considering the other 4,500-plus projects I’ve done, that is a sad record. At this point you have no choice. The plans that were not followed require re-measuring, and the plans need to reflect the changes. In many circumstances I have witnessed, this is easier said than done, because if the construction changes ignored structural load paths, hidden conditions now buried behind wall coverings or code violations, the architect or engineer of record is not obligated to just go along with the defective work. Unfortunately, this unfairly strains the relationship with the architect or engineer. The missing-in-action construction professionals, your licensed contractor, licensed plumber and licensed electrician, have obligations, not the least of which is to communicate with you, but the authorities giving the licenses and your building authority rarely protect you, often telling you that it is a “civil matter.” So much for consumer protection, because you are stuck and will need to decide who you can hire to take over the electrical sign-off, the plumbing sign-off and finally, after those are done and the plans have been modified and reapproved, then you will need to call for the final inspection yourself. Follow-up can be time-consuming, but it may be the only way around the situation. Good luck!
