7th in the nation: 'Success begets success' in terms of economic growth for Mansfield/ Richland County MANSFIELD -- A past great economic development year in the face of a pandemic has Barrett Thomas even more excited about the future for Mansfield and Richland County. “What seems to be clear in economic development, as well as many other areas of life, is success begets success,” said Thomas, the director of economic development at Richland Area Chamber & Economic Development. The Mansfield/Richland County metropolitan statistical area was ranked seventh in the nation during 2020 for significant economic projects per capita for areas under 200,000 in population by Site Selection magazine. The ratings look at industrial or warehouse projects that meet at least one of three criteria: a minimum $1 million investment; 20 or more jobs created; or 20,000-square feet or more of new space. Mansfield/Richland County had six qualifying projects in 2020, one of only two Ohio cities of comparable size to make the national Top 10. Lima was second with eight. Six of the communities in the Top 10 are in southern states. That kind of ratings success, achieved during a time of COVID-19 shutdowns and financial uncertainty, is the best Tim Bowersock has seen as the City of Mansfield economic development director. Like Thomas, Bowersock said he believes it says as much about the hope for the near future as it does the recent past. “That ranking will get us a look by some people who maybe wouldn’t have looked at us before. They will say, ‘There must be something good going on there to be ranked that high,’” Bowersock said. “We are already seeing (business) leads come through on a good, regular basis. I have never put a lot of stock (in rankings), but since it has happened and we are ranked highly, now is a good time to play off of it,” Bowersock said. Some of the sizeable 2020 investments included in the rankings were a new service center built and opened by Old Dominion Freight line; a renovation by 84 Lumber; a new 160,000-square foot spec building under construction near Mansfield Lahm Regional Airport; expansion and new construction by K.E. NEWS FROM COLUMBUS January TechCred Round Funds Nearly 5,000 Credentials, Program Updates Announced Next application period opens April 1st Lt. Governor Jon Husted, who serves as Director of the Governor’s Ofﬁce of Workforce Transformation, today announced the results of the January round of TechCred, which will provide the opportunity for Ohioans to earn nearly 5,000 technology-focused credentials. The most recent TechCred application period closed at the end of January. Today, 384 Ohio employers were approved for funding, resulting in Ohio employees earning up to 4,736 technology-focused credentials. The January round was record-setting, as almost 100 more employers were approved, in addition to more credentials being approved, than the previously most successful round. With the approvals announced today, a total of 1,168 Ohio employers have been approved for funding, supporting the earning of 19,841 tech-focused credentials by Ohio employees. Starting with the April round, the following updates have been implemented to further streamline the program: • The length of the grant will be reduced from 18 months to 12 months from the award date. • Training programs must start on or after the date of the award, not before, and must be completed in less than 12 months. • Training providers are no longer eligible to receive reimbursement for employees trained in-house. If a training provider wishes to utilize TechCred to upskill their employees, they must use an external training provider. The next TechCred application period opens Thursday, April 1st and closes April 30th at 3:00 p.m. Businesses with employees who have completed their TechCred training should submit proof of credential completion to receive reimbursement at TechCred. Ohio Gov. Mike DeWine has signed a bill to reduce the statute of limitations (SOL) and it will take effect in 90 days. The bipartisan statute of limitations bill (S.B. 13 and H.B. 251 ), sponsored by State Sen. George Lang, R-West Chester, and State Rep. Brett Hillyer, R-Canton, among several other legislators, will reduce the statute of limitations on written and oral contracts to six and four years, respectively, and define consumer transactions and assign them a six-year statute of limitations. The final bill: • Adopts as the SOL for any written agreement (unless a consumer transaction) that seeks post-judgment interest in excess of Ohio’s statutory rate the SOL that applies under the laws of the state that apply to the contract; • Adopts as the SOL for any consumer collections suit seeking post-charge-off interest governed by the laws of another state and in excess of Ohio’s statutory rate the SOL of the laws of the state that apply to the contract; • Drops the SOL on written contracts from eight years to six years; • Drops the SOL on oral contracts from six years to four years; and • Sets an SOL for a consumer transaction at six years after cause of action accrued. For purposes of this division, a cause of action accrues 30 calendar days after the date of the last charge or payment by, or on behalf of, the consumer, whichever is later. Businesses seeking to recoup outstanding payments should keep these new limitations in mind during the collections process. The Ohio Chamber also reports this new change will assist employers. “Shrinking the timeframe when liability may be imposed under a contract stands to benefit Ohio employers by giving them greater certainty about their legal risks since litigation can be commenced any time before the statutory limitation period ends regardless of how satisfactory performance under the contract may have been. Senate Bill 13 may reduce operating costs for employers who set aside reserve funds to account for the risk of litigation or who seek insurance coverage to mitigate the risk of a lawsuit,” said Kevin Shimp with The Ohio Chamber. 9
