Of course if the Council or Government agency's case is based on solid legal foundation then they have no reason to mediate but a skilled Lobbyist will still get you the best outcome possible because they will have excellent negotiation skills together with an ability to read and interpret legislation, town plans and by-laws and their relevant requirements.
