2. Entry condition report
How do they complete their entry condition report?

There are a few things we need to make sure are all in order prior to commencing a tenancy.
The property must be:
Equipped with functional locks: on external doors and windows A full set of keys is required for one tenant/resident and entry keys for all other tenants/residents.
Provided with adequate, safe plumbing: & connected to hot and cold water suitable for drinking
Fitted with privacy coverings: like curtains or blinds on windows, especially in bedrooms
Furnished with a functioning cook-top: if a kitchen is provided
In good repair, with fixtures and fittings that are safe for normal use
Structurally sound and weatherproof
Free from damp, mould, and vermin: (unless caused by the tenant).
Working compliant smoke alarms: are mandatory and must be installed. (see next page)
A functioning electric safety switch: must be installed on the property's electrical wiring.
Address blind cord safety: to prevent strangulation risks to young children.
Whilst landlord insurance is not a legal requirement in Queensland, we highly recommend having it It covers events like loss of rental income due to the property being uninhabitable after an event, malicious damage by tenants, and tenant theft. Smoke alarm legislation for houses, townhouses, units and apartments is administered by the Queensland Fire Department (formerly Queensland Fire and Emergency Services), under the: Fire Services Act 1990
Fire and Emergency Services (Domestic Smoke Alarms) Amendment Act 2016 (Qld)
Building Fire Safety Regulation 2008
From 1 January 2022
Smoke alarms in all dwellings must:
Be photoelectric (AS 3786-2014)
Not also contain an ionisation sensor
Be less than 10 years old
Operate when tested
Be interconnected so all other smoke alarms in the dwelling activate together
Be either hardwired or powered by a non-removable 10-year battery
Be installed on each story:
In each bedroom
In hallways which connect bedrooms and the rest of the dwelling; or If there is no hallway, between the bedrooms and other parts of the storey; and If there are no bedrooms on a storey, at least one smoke alarm must be installed in the most likely path of travel to exit the dwelling
Owner and Property Manager Responsibilities
Ensure rental premises meet all health and safety requirements, including the installation of smoke alarms
Test and clean smoke alarms within 30 days before the start of a tenancy or a renewed tenancy
Must not remove a smoke alarm or a battery (except to replace it)
Must not do anything to reduce the effectiveness of an alarm (e g , painting it)
Tenant Responsibilities
Test and clean (by vacuuming or dusting) smoke alarms at least once every 12 months
Advise the property manager/owner if there is any issue with an alarm
Allow right of entry for the property manager/owner to install smoke alarms
Must not remove a smoke alarm or do anything to reduce its effectiveness, such as painting or covering it
Lessors are allowed to pass on the full water consumption charges (including bulk water charges) to tenants provided all the minimum criteria have been met:
The rental premises are individually metered (or water is delivered by vehicle), &
The rental premises are water efficient, &
The tenancy agreement states the tenant must pay for water consumption

If a property has solar power, the property manager/owner can negotiate with the tenant how electricity will be charged before the start of the tenancy and these details should be written into the tenancy agreement
Options for charging include:
1 Tenant has the electricity account in their name They pay the supply authority and receive any rebate (i.e. the solar bonus).
2 Property owner has the electricity account in their name They pay the bill, receive the rebate, and ask the tenant to reimburse them the full amount
3. Property owner has the electricity account in their name. They pay the bill and ask the tenant to reimburse them the full amount minus the rebate (e g $400 bill, minus $150 rebate = $250 payable by the tenant)
4 Property owner has the electricity account in their name They pay the bill and agree to pass on part of the rebate to the tenant (e g $400 bill, $150 rebate, the property owner agrees to pass on 50 per cent of the rebate = $325 payable by the tenant
5 Property owner has the electricity account in their name They pay the account and receive the rebate. The cost of the electricity service is included in the rent.
