PRIOR DEVELOPMENT APPROVALS FOR THE SITE The following development approvals exist over the site: OPW15/0199 – Development Permit for Operational Works (Engineering Earthworks). The approval is for earthworks in the northern portion of the site to facilitate the use of this part of the site for extractive industry purposes. A Decision Notice approving the application was issued on 19 December 2016. An application for a minor change to the approval was lodged to change 2 conditions and was approved on 19 December 2017 under Council Reference OPW15/0199.01. SDA-0115-017444 – Development Permit for Material Change of Use for Environmentally Relevant Activity 60(2f) Waste Disposal. The Department of Infrastructure, Local Government and Planning was the assessment manager for the approval which was issued on 21 July 2015. An Environmental Authority (permit number EPPR02825515) issued on 13 July 2015 by the Department of Environment and Heritage Protection is attached to the approval. OPW15/0636 – Development Permit for Operational Works (Engineering Works – Earthworks) This approval is for cut and fill works at the site to allow for rehabilitation works and to establish a level platform within the north-west corner of the site. An amended Negotiated Decision Notice approving the application was issued on 19 January 2017. OPW17/0056 – Development Permit for Operational Work (Landscaping) This approval is for landscape rehabilitation works to the proposed drainage channel in the southern portion of the site. A Decision Notice approving the application was issued on 11 April 2017.

The above activities allow you to dredge sand, screen rock or other material on site, extract rock on site for non-commercial purposes, and to dispose of clean and inert construction and demolition waste (e.g., bricks, pavers and concrete). As per your permit, no waste was accepted to the site that could leach contaminants such as pesticides, hydrocarbons, or heavy metals. We have commenced the process to surrender this permit with the Department of Environment and Science (DES). This process will take between 8 to 10 months, but do not prevent the sale of the subject land, nor any applications to Council in relation to Operational Works applications in regards to the approved Tourist Park. As per Council’s conditions of approval for the tourist park, the ERAs must be surrendered prior to construction commencing on the Tourist Park. The Site requires the buyer to complete the entrance road works within 1 year of engineering approval as part of the existing operational works for this site. The engineering approvals are currently with the SCRC, and an approval is imminent. The estimate cost for this work is approx. $2 Million Dollars. This is an estimate only and advise all interested parties to seek their own advice on all items of relevance. WHY THE SUNSHINE COAST The Sunshine Coast region includes two LGA’s being Sunshine Coast Council and Noosa Shire Council (formerly part of Sunshine Coast Council and deamalgamated 1 January 2014) with the coastal strip starting in Caloundra switching to Noosa Shire Council from Peregian Beach through to Noosa. Both Councils also have extensive hinterland regions. Whilst the region is regulated by two Councils the tourism industry effectively operates as one (apart from each Council having a tourism development role) and offers a range of facilities and accommodation types to suit all tastes and budgets across the sector which includes Tourist Parks, Hotels , Management Rights, Motels and Backpackers. There has also been significant population growth in the Sunshine Coast region over the past 20 years. Noosa Shire Council has embraced a population cap approach whilst the Sunshine Coast Council has very actively targeted strong population growth and most importantly business growth enabling it to become one of Australia’s major growth precincts. Tourism and hospitality on the Coast are key industries to Australia’s economy.

A major benefit for the tourism sector is the recent development of the Sunshine Coast Airport which is officially now an International Airport. Construction of a new 2,450 metre east/west runway was completed in May 2020 and this caters for large modern aircraft and has provided opportunities for new freight and additional passengers from other destinations including overseas.
