Lack of attendance a problem in NYC schools PAGE 2 A recent report by the Manhattan Institute found that the rate of chronic absenteeism in New York City schools was nearly 35 percent during the 2023-24 school year, meaning those student are missing 10 percent or more instruction days. At home in Queens, the rates varied, but District 27, which encompasses Woodhaven, Richmond Hill, Ozone Park, Howard Beach and Rockaway, had the highest rate in the borough last year at 41 percent.
