Larry Rudolph 1938 - 2016

On April 10, 2016, longtime Lawndale City Councilmember Larry Rudolph passed away at 78 years of age. Rudolph passed away at Little Company of Mary Medical Center in Torrance with his lovely wife Shirley and his three children at his bedside. Larry first met his wife Shirley, a member of the Lawndale Elementary School District Board of Trustees, on March 17, 1960 on a blind date when Shirley was a junior at Leuzinger High School. They were married seven months later on October 14, 1960 after senior year. The new couple went on to have three sons. Shirley Rudolph said “Our three sons made our life complete. It seemed like life could not get any better. We already had what we wanted and that would keep us together forever. He was like a combination of Elvis and Johnny Cash. He was so good-looking.” First elected in 1986 and soundly re-elected in 1990, 1994, 1998, 2002, 2006, 2010 and 2014, Rudolph, a retired engineer and Lawndale native, was a fixture on the Lawndale City Council for 30 years. During his stay on the council, Rudolph was mayor pro-tem nine times and he worked with 16 different council members over the years. “He was obviously a very key member of the City Council because, having been on the council for so many years, he had an enormous amount of history with the city making decisions, passing budgets and hiring personnel” said City Manager Steve Mandoki. “Larry loved the City, loved the community and loved the people of the City, and the City loved him back”, said Shirley Rudolph.

2016 City of Lawndale

Special Events Calendar

Rudolph, who was born in Lawndale in 1938, would reminisce with former Mayor Harold E. Hofmann, who passed away in 2013, about the days of riding horses along Hawthorne Boulevard. Their deep roots in the city helped create a small-town atmosphere, and they shared the same philosophy about election campaigns. They rarely spent large amounts of money on election campaigns and instead relied on face-to-face meetings to meet the voters.

June Health and Safety Fair

His wife Shirley, who was married to Larry for nearly 56 years, said “He wanted to see Lawndale grow, but he still wanted to keep the small-town atmosphere. In his last campaign, he walked to as many doors as he could. We did the old-fashioned campaigns, not the fancy robocalls. He did the walking and I did the calling”.

September Lawndale Blues & Jazz Music Festival

Despite the nationwide recession, Rudolph presided over a period of growth in the city which saw the opening of the Lawndale Community Center, new parks and a new library at the Civic Center. Prior to his death, Larry was looking forward to the opening of the new park on Larch Avenue, said longtime friend and City Council colleague Pat Kearney. On April 18, 2016, the Lawndale City Council unanimously named the new park Rudolph Park.

“He was like an older brother to me. He told me things about Lawndale that I didn’t know, and how to react to situations on the City Council” Kearney said. He’d say, “Just go with the flow, stay calm in front of people and try to help them out as best you can.” Kearney also stated, “I think the biggest accomplishment of his life was being married to Shirley for almost 56 years and having three sons and a multitude of grandkids and great-grandkids”.

November Angel Tree Lighting Ceremony

Rudolph was very passionate about children and baseball and was a key figure in the growth of Lawndale Little League. Larry and Shirley’s involvement in Lawndale Little League began in 1969 when their oldest son was seven years old. Larry went on to teach baseball and umpired games for the next 35 years. He loved to coach baseball and had a positive influence on over 1,000 players while involved with Lawndale Little League. Shirley Rudolph said, “I still get calls from Lawndale Little League kids, now in their 50’s, who remember Coach Larry”

Mark your calendars and join us for all of these super events. All events are free with the exception of food and drink items.

The Rudolph’s also enjoyed the holidays. “Each Christmas Larry pulled off a convincing Santa Claus. He would deepen his voice and wear those tiny little glasses and his grandkids would sit on his lap and not even know it was him. Making the kids happy made us happy. Listening to the wishes, giving lollipops and seeing their happy faces just warmed his heart. He felt so good when he saw those children. He has done so many things for the City that it is very hard to mention everything” said Shirley Rudolph. In addition to his wife Shirley, Rudolph is survived by three sons, Ronnie, David and Jeff, eight grandchildren and six greatgrandchildren. Page 2 Heart of the South Bay

City Council Dedicates New Park To Late Councilman On April 18, 2016, the Lawndale City Council named the City’s new 1.5 acre park on Larch Avenue "Rudolph Park" after the late City Councilmember Larry Rudolph, a 30 year veteran of the City Council, who recently passed away. Councilman Rudolph was proud of the new park and was looking forward to its opening to the community. We know he would have enjoyed seeing all the children with happy faces enjoying the park.

Rudolph Park Opens to the Public On Saturday, May 21, 2016, Rudolph Park, named after the late City Councilman Larry Rudolph, was opened to the public for the first time. The dedication of the park, and the grand opening celebration, was enjoyed by the City’s elected officials, many Lawndale residents, community members and children anticipating the new play space. Purchased by the City in March 2011, Rudolph Park, at 1.5 acres, is Lawndale’s largest City-owned park and was designed and constructed using $4,000,000.00 in California State Proposition 84 grant funds. Rudolph Park is located at 14725 Larch Avenue in Lawndale. If you have not visited the park yet, load up the family and visit the park as soon as you can and enjoy all of the amenities.

City Election Results For Lawndale’s April 12, 2016 General Election, a total of 920 ballots were counted. Robert Pullen-Miles was re-elected as Mayor for a second two-year term. In addition, James H. Osborne and Daniel Reid were both re-elected as city councilmember for four-year terms. This election cycle, two new election laws were in effect as of January 1, 2016. This allowed the city clerk’s department to: (1) count ballots stamped on or before election day, but received no later than Friday April 15, 2016; and (2) to contact voters who did not sign their ballots to have them signed in time to be counted. More than 60% of voters chose to vote by mail so these two new laws helped to make sure more votes were counted. As your city clerk, I would like to thank all the residents who made the conscious effort to participate in the election process by casting their ballots. As we prepare for the upcoming presidential election, please remember that every vote counts, especially at the local level. Bernadette Suarez, City Clerk Note: Ms. Suarez was appointed to the Lawndale City Council on May 16, 2016.

Summer Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or are in the planning and design phases.

Current Projects City Sidewalk Repairs: The project scope of work includes the repair of raised and damaged sidewalks, driveway approaches, curb and gutters, upgrading wheelchair ramps to meet ADA standards, and localized pothole repairs. The target area includes Hawthorne Boulevard, Manhattan Beach Boulevard, Marine Avenue and various other city-wide areas. The construction for this project has begun and is expected to be completed in August. This project is funded with both Proposition C and STP-L funds and is estimated to cost approximately $447,000.

COMPLETED Projects Rudolph Park: The new 1.5 acre park was completed in May and includes numerous elements such as community gathering spaces, picnic and shade structures, an amphitheater, and a restroom building with cantilevered viewing deck. The park also includes multiple play areas for people of all ages, outdoor exercise equipment, a climbing wall, and a perimeter walking path. A rich California native plant palette including grasses, shrubs, and shade trees have transformed the property into a beautiful and vibrant new play space. To reduce the amount of storm water entering the storm drain system, and to provide storm water cleansing on site, a bio-swale was constructed along the park perimeter. Larch Avenue Parkway Improvements: To make way for the new Rudolph Park, necessary improvements were made to the sidewalks, driveways, and parkways in front of the park. The parkway was landscaped with decomposed granite and drought tolerant plants. The project was funded with Transportation Development funds in the amount of $37,000. Grevillea Avenue and Avis Avenue Street Improvements: The project scope of work included the repair and resurfacing of the roadway, curbs and gutter repairs, sidewalk and driveway approaches, and upgrading the wheelchair ramps to meet ADA standards. The target area was Grevillea Avenue between W. 145th Street and Marine Avenue and Avis Avenue between W. 147th Street and Marine Avenue. The project began in November 2015 and was completed in February. This project was funded with both Measure R and Community Development Block Grant (CDBG) funds. Citywide Traffic Signal Improvements: The City received a $1.5 million Los Angeles County Metropolitan Transit Authority (METRO) Measure R Grant to improve several traffic signals in the community that are outdated. The signal upgrades will facilitate traffic, bicycle, and pedestrian movements within the City’s transportation network. Some of the traffic signal improvements will include the following elements: full-traffic actuated operation; bicycle and pedestrian use accommodations; timing plans for signals and new controllers, cabinets, conduits, wiring, and detection loops where needed and at a number of the following locations: Manhattan Beach Boulevard at Freeman Avenue; Rosecrans Avenue at Jefferson Avenue; Rosecrans Avenue at Ramona Avenue; Rosecrans Avenue at Firmona Avenue; Inglewood Avenue at W. 147th Street (both intersections); Inglewood Avenue at W. 152nd Street; Artesia Boulevard at Inglewood Avenue; Artesia Boulevard at Kingsdale Avenue; Artesia Boulevard at Grevillea Avenue; Prairie Avenue at W. 164th Street; Prairie Avenue at Manhattan Beach Boulevard; Prairie Avenue at W. 154th Street; Prairie Avenue at W. 147th Street; Prairie Avenue at Rosecrans Avenue; Marine Avenue at Firmona Avenue; Marine Avenue at Mansel Avenue; and Marine Avenue at Freeman Avenue. Construction for this project began in September 2015 and was completed in May.

Parkway Landscaping Guidelines Parkways, the grassy area between the outside edge of the sidewalk and the inside edge of the curb, are a component of the public right-of-way. Parkway landscapes are overseen by the Public Works Department. Currently, the department is developing parkway landscaping guidelines, subject to City Council approval, to allow property owners to create attractive, useful frontages adjacent to their property. The guidelines should be completed by September 2016. In the meantime, if you have an immediate need to landscape your parkway, please call the Public Works Department.

How to Properly Dispose of Bulky Items Republic Services is here to help you. City of Lawndale singlefamily residents are offered four “bulky-item” pickups each year at no additional charge! Each of these pickups can include up to four items, such as refrigerators, sofas, mattresses, televisions, computers, and toilets. Residents living in multi-family apartments or condos can receive one bulky item pickup per year. Bulky items are limited to items that can be lifted by two people. DUMPING THESE ITEMS IN THE STREET, EMPTY LOTS, OR ANY PUBLIC SPACE IS ILLEGAL AND COULD RESULT IN SUBSTANTIAL FINES. To get rid of bulky items year-round, please call Republic Services at (800) 299-4898 at least 24 hours in advance of your regular trash collection day to schedule the pickup.

A New Neighborhood Horror Story Dismantled televisions are finding their way into the fair streets of our city. Illegally dumped and stripped down TVs pose a serious threat to families and their children. Not only do TVs contain broken glass, choking hazards, and sharp wires, they contain many hazardous chemicals that can cause serious injury and illness if directly exposed to or inhaled. Some of these chemicals and their potential effects on our bodies are listed below: Lead: Exposure to lead can cause muscle weakness, nausea, vomiting, diarrhea, constipation, and in more extreme cases can damage your kidneys. Mercury: Exposure can cause tremors, emotional changes, insomnia, headaches, neuromuscular changes, and in higher exposures, respiratory failure, kidney effects and potentially death. Cadmium: Exposure can cause vomiting, damage to lungs and kidneys, and can potentially cause cancer. Arsenic: Exposure can cause vomiting, diarrhea, numbness and tingling in extremities, rashes, liver and kidney damage, and in more extreme cases, even death. These are only four of the toxic chemicals that are found in old, abandoned televisions that threaten your well-being, and if not disposed of properly will leak into our environment through the soil and groundwater. You can help to combat these threats to others by keeping these chemicals away from our families by properly disposing of old televisions. The City’s waste hauler, Republic Services, will collect your old TV as a bulky item pickup; however, you have to contact them beforehand at (800) 299-4898 to schedule a pickup appointment. If you would like to dispose of a television yourself, you may take it to the following location: Hyperion Treatment Plant 7660 W. Imperial Hwy, Gate B, Playa Del Rey, CA 90293 Hours: Saturdays and Sundays from 9 a.m. to 3 p.m. If you would like to donate your old television, instead of recycling it, another option is to donate it to Goodwill Industries at (800) GOODWILL or the Salvation Army at (800) 95-TRUCK.
