Municipal Services Department NEWS The Municipal Services Department is located at 14616 Grevillea Avenue, Lawndale, CA 90260, and is open Monday through Thursday from 7:00 a.m. to 6:00 p.m. Staff is also available seven days a week by calling (310) 973-3220 between the hours of 7:00 a.m. to 6:00 p.m.

Questionable Construction? If you see construction activity late in the evening, early in the morning or on Sundays, it may be unpermitted. In addition, if you see construction that looks unsafe or if something is being built too close to property lines, it may also be unpermitted. Questionable construction activity should be reported to the Municipal Services Department. Legal Construction Hours: Construction is prohibited on Sundays and national holidays. Except in emergency situations, construction is only permitted during the following days and times: Monday through Friday, 7:00 a.m. to 7:00 p.m., and Saturdays, 8:00 a.m. to 5:00 p.m.

Calling All Gardeners The Community Services Department will be accepting applications for new and returning gardeners for the Dan McKenzie Community Garden, a 44-plot garden located at 4324 W. 160th Street. Each garden plot is approximately four hundred (400) square feet and provides the opportunity for gardeners to grow their own food for personal use and get some exercise while doing so. A garden plot can be leased for a nominal cost for a term of one year beginning in January and ending in December. If you are a gardener, or want to become one and are interested in applying for a garden plot, the Community Services Department will begin accepting applications on November 2, at 7:00 a.m. and continuing through December 11, at 3:30 p.m. Beginning the week of December 14, plots will be assigned based on a system of priority until all plots have been assigned. Applications can be obtained by visiting the City’s website at www.lawndalecity.org, City Hall Online, Forms, Community Services. Tips on How to Avoid Gift Card Scams You need to purchase a gift for a family member, so you go to your local market and purchase a gift card for $50. You place the gift card in an envelope and give it to your family member. When they try to use the gift card, the balance is zero. What happened? Unbeknownst to you, a “bad guy” obtained the pin number of the gift card while it was hanging on the store rack before you purchased the card. The person used a small scanner to obtain the entire pin number or they scratched off the protective covering on the pin number. The “bad guy” then checked the balance of the card repeatedly until they discovered you activated the $50 card. The “bad guy” then quickly spends the total of the gift card before your family member could use it. Follow the steps below to protect yourself and your family from this type of crime. Only purchase gift cards from reputable sources. Better yet, get them directly from the store they’re from. Don’t assume if a store has gift cards under lock and key it means they haven’t been tampered with and their numbers accessed. Carefully examine both sides of the card and look for signs of tampering such as an exposed PIN. If you find anything questionable, ask for another card and check it out, too. Repeat as many times as necessary. Online gift card purchases should be made from the website of the retailer they are intended to be used at. Never buy them on auction sites even if it looks like a great deal. Remind yourself that these cards may be stolen or counterfeit. Keep your receipt as proof of purchase until the card value has been exhausted. If you lose the card you may be able to show a cashier at the retailer your receipt and have them issue you a new gift card. Not every retailer will do this but many will. It’s worth asking. Have your cashier scan the card at the time of purchase to ensure that gift card you buy is valid and has the correct balance. Remember that no reputable business will require you to provide your social security number, bank account information or date of birth in order to purchase a gift card. Asking for this kind of personal data is unnecessary and has nothing to do with purchasing a gift card. You’re not applying for credit. Register the gift card if that service is offered.

On that day, Lawndale voters will select the following: MAYOR – Full term of two years TWO COUNCIL MEMBERS – Full term of four years You must be a registered voter residing in the City of Lawndale and be nominated by at least 20, but no more than 30, registered voters of the City to have your name on the ballot. Financing for Energy Efficiency Improvements HERO and Figtree PACE Financing Programs Since 2013, Lawndale homeowners have been able to take advantage of a method of financing to help fund energy and water efficiency improvements to their homes. The HERO Program provides 100% of the cost to purchase and install eligible products such as solar panels, tankless water heaters, and attic insulation. HERO offers low-fixed interest rates and flexible payment terms for most products, and repayments are made through your property taxes. Coming soon, commercial property owners will be able to utilize a similar financing method through a new program called Figtree. All commercial property types within Lawndale will be eligible for this financing. The Figtree Program will allow up to 20% of a property’s value to be financed for energy and water efficiency improvements. Hogan Park Renovation Project

Public Works Department NEWS

This past summer, the City of Lawndale completed the renovation of Hogan Park. The former Hogan Tot Lot facility has doubled in size and now includes many new recreation elements and amenities such as, new play structures, rubberized playground surfacing, restroom building, shade canopies, new picnic tables, benches, trees, shrubbery and trash receptacles, walking paths, tubular steel fence and gates, barbeque grills, natural turf, security lighting, parking stalls and numerous other elements. The former Hogan Tot Lot was an open and ungated park; however, the newly renovated Hogan Park is a gated park open to the public from 8:00 a.m. to 8:00 p.m., or dusk, whichever comes first. If you have not seen the park since it has reopened, round up the kids and pay a visit to the newly renovated park. Hogan Park is located at 4045 W. 167th Street in Lawndale just one block west of Prairie Avenue.

USDA Free Food Program The City of Lawndale Free Food Program is open to people of all ages who qualify that are in need of food. The food is supplied by the Food Bank of Southern California and the United States Department of Agriculture (USDA). The food bank obtains and distributes donations of nutritious food that the City of Lawndale picks up from the warehouse, packs, and distributes weekly. The food received each week varies and oftentimes consists of canned goods and some type of fresh produce.

Food Distribution Information: Food distribution is located at the Harold E. Hofmann Community Center, located at 14700 Burin Avenue, in the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. We Have a Great Place for Events The Harold E. Hofmann Community Center has four state-of-the-art rooms, two with full amenities, available for reservation for private functions such as: birthday parties, baby showers, wedding receptions, business meetings, family gatherings, formal dining events, etc. Whatever event you are having, the Harold E. Hofmann Community Center has a room that is made just for your event. Fall Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or are in the planning and design phases.

Current Projects Citywide Traffic Signal Improvements: The City received a $1.5 million Los Angeles County Metropolitan Transit Authority Measure R Grant to improve several traffic signals in the community that are outdated. The signal upgrades will facilitate traffic, bicycle, and pedestrian movements within the City’s transportation network. Some of the traffic signal improvements will include the following elements: full-traffic actuated operation; bicycle and pedestrian use accommodations; timing plans for signals and new controllers, cabinets, conduits, wiring, and detection loops where needed and at a number of the following locations: Manhattan Beach Boulevard at Freeman Avenue; Rosecrans Avenue at Jefferson Avenue; Rosecrans Avenue at Ramona Avenue; Rosecrans Avenue at Firmona Avenue; Inglewood Avenue at W. 147th Street (both intersections); Inglewood Avenue at W. 152nd Street; Artesia Boulevard at Inglewood Avenue; Artesia Boulevard at Kingsdale Avenue; Artesia Boulevard at Grevillea Avenue; Prairie Avenue at W. 164th Street; Prairie Avenue at Manhattan Beach Boulevard; Prairie Avenue at W. 154th Street; Prairie Avenue at W. 147th Street; Prairie Avenue at Rosecrans Avenue; Marine Avenue at Firmona Avenue; Marine Avenue at Mansel Avenue; and Marine Avenue at Freeman Avenue. The Lawndale Farmer’s Market also provides good food prepared right on the spot while you wait. If you are interested in good food and good company, visit Lawndale’s Certified Farmer’s Market on any Wednesday. Please be aware that as the days get shorter this fall, the market will remain open and will have temporary lighting to make your evening shopping just as easy. State Passes Mandatory Organics Recycling Legislation

PUBLIC WORKS DEPARTMENT PRODUCTION STATISTICS:

In October of 2014, Governor Brown signed Assembly Bill 1826, requiring businesses and multi-family complexes to recycle their organic waste on and after April 1, 2016. Organics are defined in the bill as food waste, food soiled paper, landscaping waste, and compostable utensils. Starting in April of 2016, the requirement for businesses to recycle organics will be phased in starting with the largest organics generators (grocery stores, large restaurants and cafeterias, food processing businesses). Also covered under this bill are large multi-family complexes. While the multi-family complexes are not required to recycle food waste, they will be required to recycle landscaping waste. Organic waste accounts for about 40 percent of materials that Californians dispose of in landfills annually. Most organic waste is recyclable through methods such as composting, mulching, and anaerobic digestion. Recycling organic waste not only saves our valuable landfill space but also creates green jobs. The City of Lawndale is currently investigating options to provide its businesses with an organics recycling program. Stay tuned!

Water Conservation Urged Due to Drought With the State officially in a drought, Californians are urged to cut water use. Check the sprinkler system frequently and adjust sprinklers to avoid watering homes, sidewalks and streets. Attention Residents! Southern California Edison (SCE) and their contractor crews will be in the City of Lawndale through December 31, 2015 to make necessary improvements to their electrical distribution system. SCE will be replacing wires, electrical equipment, and existing poles so the power grid is modern and reliable. Work will take place within the following boundaries in the City of Lawndale: Marine Avenue to the North, Prairie Avenue to the East, Manhattan Beach Boulevard to the South, and the 405 Freeway to the West. In the event that the SCE crews need to access certain poles and wires on private property; the homeowners will be notified. Also, for the crews to work safely, SCE may schedule maintenance outages too. In these cases, SCE will notify the affected residents at least 72 hours prior to the outages. If you have any questions about maintenance outages, please call SCE at (800) 655-4555. Thank you for your patience as SCE completes these upgrades.

Recycling Programs and News Free SHARPS Collection Containers

The City of Lawndale Public Works Department is distributing free SHARPS containers to the community while supplies last. Provided by the Los Angeles County Department of Public Works, these containers provide a safe and simple way to dispose of home-generated sharps waste, which by law, cannot be thrown in the trash. “SHARPS” is the term used to describe any item that is capable of puncturing the skin such as needles and lancets. Medical sharps are used in many homes to administer medications, such as allergy shots and insulin and to monitor physical states such as blood sugar levels.

Free Bulky Item Pick-up

Single family residents are eligible for four free bulky-item pickups per year, with a maximum of four items per pick-up. Residents of multi-family properties can receive one free pickup per year with up to four items. Before you set your bulky items at the curb for pick-up, please call Republic Services for a FREE disposal appointment at (800) 299-4898. If you don’t call and make a pickup appointment, your items will not get picked up.

Business license renewal fees are due on or before January 1, 2016. Seniors – You May Qualify for a Utility Users Tax Exemption If you are a Lawndale resident senior 65 years or older, meet the Social Security Administration criteria of a blind or disabled person, or income does not exceed the Housing and Urban Development (HUD) established income limits for very low income families, you may qualify for a Utility Users Tax (UUT) break. To obtain a Utility Users Tax Exemption Brochure, or an exemption application, please visit the Finance Department located at City Hall between the hours of 7:00 a.m. and 5:30 p.m. Monday through Thursday. Proof of eligibility will be required for all applicants.

Larch Avenue Park Coming in 2016! On March 7, 2011, the City Council approved the purchase of a 1.5 acre property located on Larch Avenue just south of W. 147th Street with the intention of developing the land into a park. Soon after the land was purchased, a conceptual design was created which was the result of several public outreach workshops in which extensive community input was received. Subsequently, the City received $4 million in California State Proposition 84 grant funding to develop the land into a park. We thank all of the residents who have participated in the public outreach events. Your participation has helped the City design a park that the children can enjoy and one that everyone will be proud of. Property preparation activities are being completed; construction is expected to begin in the fall. The park is expected to be opened to the public in the spring of 2016.

El Estado Aprueba una Ley de Reciclaje de Desecho Órganico Obligatoria

ESTADÍSTICAS DE PRODUCCIÓN deL OBRAS PÚBLICAS:

En octubre de 2014, el gobernador Brown firmó el Proyecto de Ley 1826, la cual requiere que los comercios y los complejos de multifamiliares reciclen su desecho orgánico a partir del 1o de abril de 2016. La ley define el desecho orgánico como desecho de alimentos, papel sucio de alimentos, desecho del jardín y materiales de composta. A partir de abril de 2016, el requisito para los comercios de reciclar desecho orgánico, se hará en etapas, comenzando con los generadores más grandes de desechos orgánicos (supermercados, restoranes grandes, cafeterías, y comercios con proceso de alimentos). Esta ley también comprende los complejos multifamiliares. Aún cuando no se requiere que los complejos multifamiliares reciclen desecho de alimentos, sí se requerirá que reciclen desecho de jardín. El desecho orgánico comprende el 40 por ciento de los materiales que los Californianos desechan en los tiraderos anualmente. La mayor parte de los desechos orgánicos se reciclan a través de métodos como composta, trituración y digestión anaeróbica. Reciclar el desecho orgánico no salva únicamente nuestros valiosos espacios de los tiraderos de basura, sino que también crea trabajos que ayuden a mejorar el medioambiente. Urge Conservar el Agua Debido a la Sequía Con el Estado, oficialmente en sequía, urge que los Californianos a que recorten el agua en un 20 por ciento. La ciudad de Lawndale ofrece los siguientes consejos para ahorrar el agua: No use aspersores o mangueras durante las horas pico (hágalo temprano en la mañana o en la noche) para reducir la evaporación e interferencia con el viento. Revisar el sistema de aspersores frecuentemente y ajustar los aspersores para evitar regar las residencias, las banquetas y las calles. Ponga solamente cargas completas en la lavadora y en la lavadoro de platos. Evite jalarle al excusado innecesariamente; tire los pañuelos desechables, insectos y otra basura similar en los botes de basura. No deje corriendo el agua al lavar los platos, lavarse los dientes o rasurarse. Arregle cualquier fuga de las llaves del agua y ahorre hasta 20 galones de agua al día. Lave las verduras en el fregadero o en un recipiente que esté parcialmente lleno con agua, en lugar de con el agua corriendo. Guarde el agua de beber en el refrigerador en lugar de dejar correr el agua para sacar un vaso de agua fría. El Departamento de Obras Públicas de la Ciudad de Lawndale está distribuyendo envases para artículos filosos SHARPS, mientras hay suministros disponibles. Estos envases, proporcionados por el Departamento de Obras Públicas del Condado de Los Ángeles, brindan una manera segura y sencilla de disponer de desechos filosos, los cuales por ley, no pueden tirarse en la basura. “SHARPS”, es el término usado para describir un artículo que es capaz de perforar la piel, como agujas y lancetas.
